Feltham Parks - Introduction Introduction There are currently two Masterplan studies being carried out in Feltham. The Town Centre Masterplan by Urban Initiatives Studio is looking to analyse the challenges and opportunities in Feltham to inform a strategy for the future through a Vision Masterplan. The Feltham Parks Masterplan is solely looking at improvements to the Park, and any proposals will feed into the Town Centre Masterplan. The Feltham Parks Masterplan is specifically looking at improving the local green spaces to inspire more people to be active, create safer spaces and with more relevant facilities. Feltham Parks - Introduction

11 - POET’S CORNER (Poor’s Piece)Poet’s Corner (Poor’s Piece) re-modelled for market garden social enterprise or training centre & space for picnics and community events.

3 - WEST CAR PARK USEWest car park to include space for an occasional farmers market and controlled part open access daytime parking for visitors to Feltham Parks. Additional grass overfl ow area to be incorporated. Car park to include electrical and water utilities connections for Farmer’s Market.

4 - NEW FOOTPATHNew footpath linking Fruen Road directly with Feltham Parks.

6 - BLENHEIM PARKBlenheim Park to include ecological enhancements through meadow management and the creation of a small wetland/marginal area, as well as space for large scale events such as fi reworks, carnivals and fairgrounds.

7 - ADVENTURE PLAYAdditional play facilities incorporating Adventure Play amongst trees, and a wider play trail.

9 - NEW BUILDING STRUCTURENew centrally located space for a mobile refreshment kiosk to be used in the summer months. Changing facilities to be provided for in Feltham Assembly Hall.

11 - EXISTING ATHLETICS TRACKExisting athletics running track to be retained with minor surface wearing course repairs. Long jump and quadrant areas to be removed.

10 - CENTRAL SPACECentral space of athletics track to incorporate new sporting facilities, including 2no Mini-Soccer U7/U8 fl oodlit football pitches, 4no beach volleyball pitches, which can also be used for Beach Soccer, Tag Rugby and Handball, and 4no cricket nets.

12 - LONGFORD RIVER CROSSINGSLongford River to incorporate a new bridge crossing point linking Blenheim Park with the athletics track, and refurbishment of the existing bridge at Ruskin Avenue.

13 - HEDGE REMOVALRemove up to 80% of the hedge alongside the Longford River in order to widen the path for walking and cycling, improve sight-lines and increase safety.

25 - RE-SHAPED LANDFILL MOUNDSLandfi ll mounds extended and re-shaped to form a gentle rolling hill with wildfl ower meadow, tree planting, native scrub planting, accessible footpaths and seating.

24 - NEW PATH AND ECOLOGICAL ENHANCEMENTSLandfi ll mound pulled away from the north site boundary to incorporate a new footpath and nature trail with ecological enhancements to Butterfl y Alley.

23 - TREE REMOVALSExisting row of trees and scrub removed to allow the landfi ll mound to be re-shaped. (Mound to include more new tree planting than is existing).

22 - DOG ENCLOSURENorth-west corner of Feltham Park fenced off to incorporate a dog run-around enclosure.

20 - POND AREAPond area improved to include wetland planting and aeration to improve water quality, an improved circular walking route with a replacement bridge, selective tree thinning in order to open up the space and allow in more light for ornamental planting, and other ornamental planting areas with seating and bins.

14 - WILDFLOWER MOUNDSSmall 2m maximum height grass and wildfl ower mounds created on Glebelands, using some of the fi ll from the landfi ll mound in order to reduce its total mass.

15 - IMPROVED FOOTPATHNorth-south footpath through Glebelands to have up to 50% of existing vegetation removed to improve sight-lines and safety. Improved lighting and CCTV also to be added.

16 - NEW SPORTS PITCHESNorth part of Glebelands Park maintained as short amenity grass for youth football during the winter and cricket during the summer.

17 - COMMUNITY SPACEBowling green removed and turned into Open space with grass, trees and seating for picnics.

19 - IMPROVED STREET FRONTAGEHedges and overgrown planting south of Basketball court removed and returned to trees and grass. Basketball court and existing car park retained, with additional tree planting in order to improve the Park’s street frontage.

18 - FELTHAM ASSEMBLY HALLA decision on the future use of Feltham Assembly Hall is still in abeyance, but the following options are still being considered:Option 1: Refurbish As Mixed Community & Commercial VenueOption 2: Sports Hub For The Parks

2 - WEST CAR PARK LAYOUTCar park to be maintained as two car parks, with access from both Shakespeare Avenue and Ruskin Avenue. Shakespeare Avenue entrance to be re-modelled to appear more pedestrian friendly.

5 - SKATEBOARDING & BMX TRACKNew closed circuit BMX track and skateboarding bowl for all ages. To include lighting and CCTV.

Feltham Parks - Next Steps

Funding StrategyThe feasibility study undertaken identifi ed two clear approaches for delivering the goals set out in Feltham Parks Masterplan derived from consultation and potential funding available.

From the extensive consultation, improving access and security was the main priority for residents followed by improved quality and range of activities.

Although there is a signifi cant £1m budget secured already, the council will still need to fi nd further funding to deliver the vision of the Masterplan. The review of funding sources, the eligibility of the Parks improvements for those sources, and the amounts likely to be available at different times indicates that the Parks could expect a funding scenario phased as follows:

Phase 1 (2017/18)Feltham Arena, Glebelands, Blenheim and Feltham Park improvement to Access and Security is estimated to £670k. Funded from secured Parks budget, a proportion of the CIL, and from a bid to the London Marathon Trust as well as committed GLA funding for cycling and footpaths.

Phase 2Envisages improvements to Feltham Green with the costs of £380k hopefully being met from the GLA Good Growth funding.

Phase 3This phase is principally about improving existing Sports facilities, introducing new play features and remodeling landscape. This will require further business plan to source operator.

Next StepsThe proposal below indicates where £670k could be spent to address the primary issues of improving access and safety, including new axial pedestrian paths, new bridge crossing, removal of some overgrown vegetation and removal of the old bowling green to improve the visibility of the park from Hounslow Road. This design of this scheme will be developed further.
