by this House. The Resolution suqgests that pollution

control devices on automobilès should be removed and

that the Environmental Proteetion Agency consider very

strongly not requiring that. Now, T can understand

his concern that there is a fuel shortage and that these

devices certainly use upe cause more fuèl to be used

than it would if the devices were not on them. But I

don't think iE's for us at this time of the night to

consider this matter and I would strongly urge khe

Gentleman to withdraw his motion and permit this

Resolution to be referred to the appropriate Committee

one thing that you can tamper with other than the

going Eo take its effect until next July l even if we1

should pass it. I think we are making a serious mistake

in being stampeded in'ko consideration of one Bill,

especially in the light that this is not thè last hope jas has been suggested by one previous speaker. There

are thre'e Senake Bills on the floor of the House right

now. I happen to be the Sponsor of one of them/ Senate

Bill 12 which is Senate Harris' Bi11. I think it is

a far superior Bill than Senate Bill 8. But this is

something that I think should be hashed out in

Committee whether it.be a standfng Committee or aJCommiktee of the whole as we went through in our own

ethics considerationg and debate. We are now asked

to, at Ehe lask minute, stampede ourselves into

consideration of a Bill which I khink is, in many waysg

quite deèective, a Bill that I find repugnant in many

respecks. As a matker of fact, T even have Amendments

that I would like to offer.for consideration to the -

Bill that I sponsor myself. So Ehis is not kimely.

I wish, along with Representative Katz, that we had

been able to get Bills assigned to Commitkee prior to

Ehis late date. But that is no argumenk to say khat

at this time we should go ahead and steamroller

ourselves into consideration of what I think may be a

very bad Bill. We do have time. Unfortunately, we

are running out of time in this current session. But

we do have time before the effective date of these

Bills and I think that I have to endorse the arguments

of Representative Bluthardt and I woùld hope that these

Bills would be considered in orderly fashion and in

Committee, whether it be in Committee or Committee of

the whole. And so for that, those reasons, Mr. Speaker,

I must somewhat reluckantly vote 'nol on the motion.''
