Relief Activity Report | Acknowledgement to R&D Team 2

Acknowledgement to R&D Team Reporting and documenting activities is primary evidence to present the work done in the field. In

pursuance of field objectives, flow of information from grass root level to the strategic apex is vital

ingredient not only to keep things done on track but also to shape up a good recipe to taste for the

rest of the impact equally applicable to future development projects in particular.

Under Emergency Flood Response Program – 2010, keep knowing updates from the field is

important to more than that of any other development project in the sense to devise dynamic

strategy for the best possible real time interventions at the right time and at the right place to cope

with need of flood affected people in a coherent way.

District Teams are the real time in-charge in generating and maintaining information flow from

instant beneficiary to top management. In the hierarchy, reporting and documentation desk has

prime responsibility with perceived support from the field teams in presenting fruitful stuff to every

internal and external stakeholder.

Six teams equally available in all six operational districts of Sindh and Punjab Region joined hands

with Indus Consortium Central Office. This Central office Documentation Desk has been capable of

updating reports only because of getting information stream through initiated commitment and

hard work at district level R&D Desk. IC – Central Office acknowledge continuous support in shape

of statistical, narrative reports, preparation of list of beneficiaries and glimpses received from

dream team members.

In particular, this desk is very much thankful to Ghotki and Khairpur team members: Mr. G.M.

Somroo, Mr. Altaf Somroo and Mr. Irshad Ali from Ghotki and Ms. Mehrunisa from Khairpur in

extending their utmost commitment and came with the deliverable effectively and efficiently; as

and when they were requested. In Punjab Region, Mr. Hassan’s efforts from Rajanpur are very

much appreciated; the IC – Central Office, Documentation Desk recognize the receipt of composed

Executive Summary In ever seen history of Pakistan experienced flood disaster in 2010, straight away responding to

flood damages in the area of Muzaffargarh, Layyah and Rajan Pur of Punjab Region whereas Ghotki,

Khair Pur and Thatta in Sindh Region; RDPI routing through partner organizations in Indus

Consortium, backed by Plan – Pakistan started interventions in August – 2010 under Emergency

Flood Response Program providing immediate response with food items and shelter in Phase–I and

early recovery interventions strengthening household with NFIs in Phase–II lasted on 28th February

2011.

During first Phase, at immediate response to the flood affected people, after having registered

292,711 individuals in the affected areas at 313 locations in all above six districts; shelters in shape

of Tents, Tarpiline and shelter kits have been provided covering 9,854 families. At instant interaction

with the flood affected families, cooked food provision started coping with their needs for two times

a day; raised this figure upto 7,730 daigs feeding 256,615 individuals i.e. 87.66% of registered

individuals served with cooked food. In addition to above, Eid Package to 14333 families; also 9,192

packs of ordinary biscuits to 6,184 individuals, milk packs to 19,993 children were provided in order

to meet their food requirements. Also, 48000 pieces of soap at District Rajanpur, 10000 bottles of

mineral water are distributed as well; also 43 bags of gifts comprising to hygiene utensils to the

affected people.

Following the Implementation plan for early recovery, in Phase-II, in total 18,500 families were

targeted in above six districts. Six outputs were devised under number of activities to complete to

objectives. As per Output 1.1, 300 villages committees were targeted to establish primarily for

distribution of NFIs smoothly. In total 433 village committees were established and NFIs distributed

accordingly. In total 17931 dry ration packs out of 18500 were distributed as per quantity received

from PLAN – Pakistan, meeting target as 100% against supply. Similarly High Energy Biscuits 311796

and milk packs 83000 (¼th litre pack) were provided to against full length supply from PLAN –

Pakistan and remaining quantity of 58,204 packs of biscuits and 657,000 milk packs left to complete

targets as being no further need from the districts. Hence target completed as per supply. Overall

output 1.1, is achieved 99.99%.

In devised output 1.2, Distribution of Health & Hygiene kits, development and distribution of IEC

material, conduct of trainings with stakeholders, conduct of sessions on Health & Hygiene with the

community, development and distribution of banner on H&H and conduct of cleaning campaigns in

villages were chalked out. In total, 48460 Health & Hygiene kits were distributed among flood

affected households on bulk of supply 50794 received from PLAN – Pakistan against initial set target

of 18,500. Whereas 170 village cleaning campaigns conducted against target of 300; IEC material on

11082 comprising posters, pamphlets, brochures, etc (in Urdu and Sindhi languages) against target

of 12,000 were developed by RDPI and got distributed in districts in 772 sessions on Health &

Hygiene conducted against initial target of 750 with the community; and also 1748 banners against

target of 9000 were developed bearing different messages on Health and Hygiene, and placed at

prominent places in flood affected communities. In the area, 502 visibility banners are displayed

carrying different messages on maintaining good health & hygiene conditions. This output is

achieved 96.72%.

As per output 1.3, nine activities were required to complete --- regarding provision of tents, shelter

kits, tool kits, mosquito nets, sandals to children, kitchen kits and winter kits to households. In total,

6999 shelter kits, 53785 sandals to children distributed as per full length supply, 310 tents installed

as per demand; and 22000 kitchen kits, 18500 winter kits, 21180 mosquito nets and 18504 tool kits

are distributed against supply of 25,833 kitchen sets, 18,500 winter kits, 21,211 mosquito nets and

18,504 tool kits. Output 1.3 is almost achieved on supply except kitchen kits 4,683 left to distribute.

Besides this, in district Layyah and Muzaffargarh 7273 households also equipped with 8103 blankets

to safeguard from passing through the winter season. This output is achieved as 99.88%.

As per output 1.4, focusing to the children of the area, assessment was done and at 301 location Child Friendly Spaces were established and implemented in Punjab and Sindh Reagion; engaging 20387 children so for. To strengthen the process, village committees and child protection committees entrusted to support and consultation for running CFS affairs. In pursuance of CFS activities, 609 caregivers (male and female) identified and trained to run the activities thereat. Two TOTs and 22 trainings were conducted for caregivers. Distribution of 300 recreational kits of each age group and 2600 health kits were provided at these spaces for the use of children. Toys 650 in total are distributed among children at Thatta. 1250 Dresses provided to children and also 255 urinal tents at 597 CFS are installed providing children toilet facility there at in all six operational districts. These CFS were also supported with provision of 6000 educational and play material provided to children to use at CFS in their recreational and educational type activities. IEC material comprising to 4950 posters, pamphlets, brochures (in Urdu and Sindhi) on psycho-socio child protection and 3100 in number of IEC material on DRR developed and distributed during the sessions on DRR and Child protection. As per Activity 1.4.9, three workshops regarding ToT on Disaster Risk Reduction were conducted for the district partners to replicate the content in awareness raising sessions in community; following that awareness raising session on DRR, community engaged in 255 sessions wherein 14212 community members participated. In the implementation plan, as per activity 1.4.10, 12 cultural events were scheduled to conduct in flood affected areas in attempt to put the community at ease after facing massive disaster. 11 Cultural events, two each at Ghotki, Khairpur, Muzaffargarh, Layyah and Thatta; and one at Rajanpur were conducted with total participation of 35801 people in the events. This output is completed as 93.57%. Following output 1.5, focusing on child protection 418 training sessions with 19555 participants were completed in chasing target of 500. Target on conducting trainings for journalists completed with conduct of 06 trainings session. Under activity 1.5.1, One Child Protection committee is established at khairpur. Target under activity 1.5.2 left to complete where as 2 trainings connected for CBOs/NGOs chasing target of 06 (one for each district). This is output is delivered to the extent of 80.57%. In pursuance of output 1.6, addressing to water, sanitation and health related services; 544 Hand pumps were installed (one sufficient to meet needs for 07 families); and in addition to that 213 Water Tanks (as Reservoir) were installed with refill of 260 water tankers (each of 9000 liters capacity) for supply of safe drinking water at Thatta. In the districts, 101526 Aqua Tabs to 12400 families are distributed to make drinking water free of contamination in the area. As per activity 1.6.7, target of 3800 pit latrines was set to install; vide which 1234 pit latrines were installed to facilitate the masses in above flood affected areas --- resulting to that overall output 1.6 is delivered upto 97.16%.

Recap on Activities The flood emergency response programme is being executed by the Indus Consortium in six most

flood affected districts of Sindh and Punjab with the technical and financial support of Plan, Pakistan.

The districts covered under this programme are Layyah, Muzaffargarh and Rajanpur from Punjab

and district Ghotki, Khairpur and Thatta from Sindh.

Indus Consortium is comprised of four organizations, RDPI, Doaba Foundation, Help Foundation and LHDP. RDPI being the leading organization is overall responsible for provision of technical support. In Punjab Region: Doaba foundation is the focal organization for Layyah and Muzaffargarh; whereas Help foundation is working in Rajanpur District. In Sindh Region: LHDP is entrusted the activities in Thatta District; whereas District(s) Ghotki and Khairpur are taken into account by RDPI with the engagement of local partners extending services over there. Since commencement of 2nd phase of the program in focused six districts; summary of ongoing

activities performed by the consortium member organization are hereby reported upto 09th March

2011 (as per information reported from the districts and received to us by date mentioned in the

statistical report as Annexure – VIII herewith). In the following matrix, progress on the

implementation plan is elaborated in lines with out-based activity wise.

To the extent of supply of 311796 High energy biscuit packets; have been distributed among 29685 families and children in the flood affectees in Layyah, Muzaffargarh, Rajanpur, Ghotki and Khairpur and Thatta. This figure only include the biscuits supplied by Plan and do not include the biscuits that were purchased earlier from the local market. The criteria for the high energy biscuits devised is 20 packets per family but in Thatta one family is being provided by 16 packets, and in Layyah and Muzaffargarh around 10 packets, depending upon the size of the family. In other districts, High Energry biscuits are distributed at 12 – 15 packs per household, approx. Initial target was set to distribute 3,70,000 packs in six districts. But supply was made to the extent of 3,11,796 packs that were distributed accordingly and

District wise bifurcation on number of use of banners is given below:- Rajanpur: 958 (utilized maximum to supply) Ghotki: 290 (utilized maximum to supply) Khairpur: 300 (utilized maximum to supply) Thatta: 200 (utilized maximum to supply) The initial target was set to develop and distributed 9,000 banners; but 1,748 got developed and distributed accordingly --- hence activity completion has been 100% on supply/distributed basis.

As winter season commenced in South Punjab; blankets were distributed among the flood affected families in Layyah and Muzaffargarh districts only. It was not a set target in implementation plan. As extended gesture to the community; such item distributed. In total of 8024, at Lyaah 4,012 and at Muzaffargarh 4091 blankets were provided to the needy households.

296 tents are installed to accommodate 20387 at CFS. Five CFCs at Rajanpur are setup in school premises. In regard to establishing CFS in tents; the activity completed as 100% by installing 50 tents each in districts: Ghotki, Khairpur, Thatta, Layyah. 51 tents installed at Muzaffargarh. The activity completed as 100% on target.

Relief Activity Report | Response in Districts --- Highlights of the week 15

Response in Districts --- Highlights of the week Under the umbrella of Indus Consortium, relief activities in flood affected areas are continued by the

member organizations in respective districts. Execution of such activities in districts under operation

during couple of days from 26th February 2011 till last working day to close activities in the field is

highlighted as under:-

District Muzaffargarh: Under the umbrella of Indus Consortium, Doaba Foundation is partner in

carrying flood relief activities in district Muzaffargarh.

In the week, the district team has been busy in distribution of NFIs: Health & Hygiene kits, tool kits,

etc. The distribution statistics are taken in to account as per statistical report; Annexure – VIII.

However, IC – Central Office has yet to receive narrative report on activities done in the week.

As per final report shared by the District Team; as on 26th February 2011, the team completed the

target of distribution of 5,700 Health & Hygiene kits maximum to the supplied. Earlier 1,075 Irish

made Health & Hygiene kits ware also distributed. Some committed targets remained to complete

up to 28th February 2011. Like 178 pit latrines out of 400, hand pumps 135 out of 150 were installed.

District Layyah: Doaba Foundation remained on board with Indus Consortium to deliver and respond

to flood affected people in Layyah District. Final Statistical Report on distribution and activities

completed by the district team is shared with the IC – Office; the effect is taken accordingly and

reflected in the annexure accordingly.

District Rajan Pur: Help – Foundation is on board at Indus Consortium and doing activities to extend relief to the flood affected people.

As reported to IC – Central Office, the HELP team remained busy in distribution of 1,578 items of

NFIs and conducted a cultural event as well. This distribution is made on 26th February 2011. The

distribution of such items is done in 12 villages; bifurcation is given below:-

As per final report on 28th February 2011 shared by HELP team reveal that 3,752 Health & Hygiene

kits, 66 Tool kits, 566 Household kits and 66 winter kits are available in stock.

District Ghotki: During the last week of implementing activities, RDPI Team alongwith the local

partners has been engaged in massive distribution of NFIs to flood affected beneficiaries. All NFIs

were distributed among the beneficiaries of the area. The quantum of distribution is evident in the

attached statistical analysis. However, focus was also made to the activities other than NFIs and

Ghotki team has been successful in completing the target to maximum extent; also they arranged a

cultural event on 28th February 2011 in the flood affected area. Report of the same is shared by the

Documentation Desk and proceedings on the event are narrated as under:-

The cultural event named as “Mach Katchahry” was held at, Pattan Village Qaisar Chachar at the

bank of the Indus River on 28th February. The purpose of the event was to entertain and to stamp

out gap between urban people and rural people, and to build good and positive relation among

them.

The program started with the Waee of the great Sufi poet of the world Hazrat Shah Abdul Latif

Bhittai, which purely provided a message of love and peace; then the program started formally, the

District Manager RDPI Qaisar Abbas paid welcome note to the audience. After that cultural dance

was performed by CFSs children; youth and other people also participated during the performance.

In this program different kind of segments were scheduled: the singers like Sodhal Faker Laghari (he

is a Famous Sufi, Spiritual singer of the Sindh) and the most popular local singers also performed Sufi

songs during the event. The Children of the CFSs also performed on that occasion. They danced on

Different Cultural songs. The traditional gifts of the Sindhi Ajrak and Topi were given to the guests by

the RDPI team and to the notables in the community attended the function.

To entertain the people a famous TV comedian Shaban Kalwer was invited and he performed very

well to bringing laugh on the faces of the flood affected people.

The print and electronic media team did coverage of the event. Some TV channels arranged for live

telecast. Number of journalist from different channels and representatives from news papers

reported the event providing prominent place in the paper extending congratulation to RDPI team

for arranging a mega cultural event in this Katcha area.


To facilitate the guests, artists and participants transportation was arranged with rent for 03 Cars as

well. Hand wash and toilet facility was also arranged for the participants attending the event. The

participants were served with pure drinking water, refreshment in the event.

It was perception that people, the resident of the Katcha area (People who are living near the Indus

River) are very strict and harsh by perception; such wonderful gathering and their active

participation proved such perception as wrong. A huge number of the community arrived at about

07:00 O’clock in the evening. Nearly 3,000 people participated in this mega event; all the necessary

arrangements done by the RDPI team with the helping hand from its local partner organization.

They need affection and education for their children. The main purpose of the cultural event was to

eradicate the gap between the urban and rural people. RDPI team is trying to fill that gap which is

created by the human itself. They need patience, affection and education for their children --- the

basic right of every boy and girl. We have tried to give them awareness and education to their

children.

This is the second time in history of the area that kind of event is arranged for such community.

Earlier, in the last month a Mega Cultural Event was successfully arranged. This activity is in lines

with implementation plan to provide the flood affected people recreational opportunity from the

sufferings.

On that occasion, RDPI District Manager Mr. Qaisar Abbas said that RDPI and PLAN-Pakistan aim to

bridge the gap between urban and rural people. “Today, this is first time that, the community is

sitting here at a very large number that is because of the awareness of the community. He further

said I hope such kind of the programs will help us to fill that gap.”

The people from the community also participated expressed the views in program; in a speech a

community member Mr. said that, we are thankful to the RDPI and PLAN-Pakistan for supporting us

in our difficult time --- the time when they had nothing to eat, no shelter on the head of the families.

RDPI with PLAN supported and fulfill their need for food and shelter. The community thanked for

extending such support.


District Khairpur, RDPI getting helping hand of local partners: BSWA and UDS are operating to

extend relief activities to flood affected people. Most of NFIs distribution related activities are done

in the district. The quantum of distribution is evident in the attached statistical analysis.

District Thatta: Laar Humanitarian Development Program (LHDP) has been helping hand for RDPI

carried out implementing tasks under flood relief response program – 2010.

During last week of February 2011, in pursuance of completing tasks as per implementation plan,

LHDP team has been busy in distribution of NFIs to registered beneficiaries and completing other

activities as well. A cultural event was also arranged completing the target as per implementation

plan. NFIs distributed to the beneficiaries done and report shared with IC – Central Office, is

reflected in the annexure accordingly.

Layyah: Output 1.1 is achieved 100.00%. Output 1.2, 1.3 & 1.4 are achieved as 99.60%, 99.88%

and 83.88% respectively on the basis of supply and target where applicable. The outputs 1.5 &

1.6 also achieved as 95.29% and 92.34% respectively. At closing date, the considerable target

remained to achieve 16.12% on output 1.4 and 7.66% for output 1.6.The District Team remained

with 500 number of IEC material on DRR, 31 village cleaning campaigns, 48 hand pumps and 224

pit latrines remained to installed at close of implementing activity day. [Ref: Annexure–I for

detail review]

Muzaffargarh: Output 1.1 is achieved 100.00%. Output 1.2, 1.3 & 1.4 are achieved as 99.51%,

99.91% and 83.92% respectively on the basis of supply and target where applicable. The outputs

1.5 & 1.6 also achieved as 95.29% and 93.32% respectively. At closing date, the considerable

target remained to achieve 16.08% on output 1.4 and 6.68% for output 1.6.The District Team

remained with 500 number of IEC material on DRR, 37 village cleaning campaigns, 15 hand

pumps and 222 pit latrines remained to installed at close of implementing activity day. [Ref:

Annexure–II for detail review]

Rajanpur: Output 1.1 is achieved as 99.89%. It may be treated as 100% as the remaining 60 dry

ration package not distributed as being not useful for beneficiaries. Output 1.2 is delivered as

99.64%; here 32 village cleaning campaigns left to conduct. Output 1.3 may be treated as 100%

done as 31 mosquito nets being damaged were left to distribute. Under Output 1.4, 27 DRR

sessions remained to conduct; however output competed to 97.60%. In output 1.5, 46 awareness

raising sessions on Child Protection, training for CBOs/NGOs and two for local authorities

remained to conduct; for the reason output completed only to the extent of 44.44% leaving

55.56% unfinished. In regard to output 1.6, only 62 hand pumps installed out of 200 and 39 pit

latrines were installed in pursuance of target of 500; hence this output completed only to

14.43%. [Ref: Annexure – III for detail review].

Ghotki: Output(s) 1.1, 1.3, 1.4 are achieved 100%. Targets on Output 1.2, 1.5 and 1.6 are achieved

as 99.98%, 96.67% and 99.96% respectively. Just 3.33% under activity(s) 1.5.1 & 1.5.2 remained to

achieve and 12 hand pumps remained to install to catch up the target 212. [Ref: Annexure – IV

for detail review].

Khairpur: Output 1.1 and 1.3 are achieved as 100.00%. Output 1.2, 1.4, 1.5 and 1.6 are achieved as

99.99%, 99.95%, 97.78 and 96.58% respectively on the basis of supply and target where

applicable. It reveals that maximum output is achieved; targets on installation of hand pumps

and pit latrines that left to 217 hand pumps and 914 pit latrines to complete by the end of

activity day. [Ref: Annexure –V for detail review]. Thatta: Output 1.1 is achieved 100%. Output 1.2 is done upto 83.64% leaving 54 health & hygiene

sessions to conduct with the community and 28 cleaning campaigns left to initiate. As reported,

1,978 stuff on IEC material pertaining to Health & Hygiene is available in district. Output 1.3 is

almost 100% achieved. Whereas under output 1.4, only 18 sessions on DRR left to conduct with

the community. Under output 1.5, 36 sessions on child protection, training for CBOs/NGOs, two

for local authorities and one committee on C.P. left to establish at district level; resulting to

output achieved upto 55.56%. As for as output 1.6 is concerned; it is achieved upto 97.66%

leaving 26 hand pumps and 745 pit latrines to install against the committed targets. [Ref:

Indus Consortium: Output 1.1 is achieved 99.99% for reason only 60 un-useful dry ration kits pertaining to Rajanpur left un-distributed. Output 1.2 is completed as 96.72%; as a whole 130 cleaning campaigns, three sessions with stakeholders and some 1,978 stuff on IEC material left distribute. In output 1.3, this is achieved as 99.88% and just 31 mosquito nets as un-useful remained to distribute at Rajanpur. As per output 1.4, this is completed to the extent of 93.57% leaving 1,000 IEC stuff to distribute and 45 sessions to conduct on DRR, one cultural event and two trainings for caregivers left to complete the committed targets as a whole. According to output 1.5, deliverables achieved upto 80.57%. Here as 82 sessions of Child Protection, 04 trainings for CBOs/NGOs and 12 for local authorities remained to conduct and 05 child protection committees at district level could not be established. As for as output 1.6 is concerned; targets are competed upto 97.16% but considerably 2,566 pit latrines left to install against target of 3,800 and 456 hand pumps left to install in competing target of 1,000 in all six districts.
