DR MAKUA, senior director of MangosuthuUniversity of Technology in Learning andTeaching and the pastor of Higher LifeChurch International, ran a business skillsworkshop in Nsimbini.

Fourteen youths from four small busi­nesses attended the workshop hosted by ACentre That Serves (Acts), a non­profit or­ganisation that has partnered with existingcommunity projects in the rural areas.

The objective of the workshop was totrain participants in small­business man­agement, which included topics such asbusiness mindset, expectations, sustaina­bility, cash­flow management and conflictmanagement.

Some of the questions asked by partici­

pants were, how can I grow and improvemy business, how can I manage businesscash flow, when do I pay myself and busi­ness partners, how can I market my busi­ness and how to build a sustainable busi­ness.

Attendees were equipped with theknowledge of developing their businessesinto sustainable entities.

Small businesses that benefited fromthe training were the block­making,sewing, chicken farming and a preschool —all which Acts is in partnership with.

One of Acts’s focuses for this year is toprovide training to the community andencourage them to be self­employed in orderfor them to become self­sustainable and

Citizens’ association,municipal manager meetTHE Park Rynie Citizens’ Associa-tion met with Umdoni MunicipalManager Xolani Luthuli on 11February to discuss service deliv-ery, capital and infrastructureprojects within the area.

The projects prioritised includ-ed the upgrading of the schoolcircle and Rocklyn Avenue roads,Fifth Street from Parkhill Centre tothe House of the Rising Sun, a por-tion of gravel road between Firstand Second avenues, Slayely Road,the northern end of Fourth andThird streets and a ditch on theroad outside Park Rynie Library.

Other concerns for ratepayersand residents are street lights re-quired in Hazel Avenue, the con-version of municipal propertynext to Halfway Service Station toa sports field, the clean up ofMarine Drive drainage from theconvent to the beach parking anddealing with illegal businesses on

private property.Further problems have been

obstruction in Alkins Drivecaused by storm-water overflowand vehicles parked on the road,uncleared verges causing block-ages in the storm-water pipes andmanholes, failure to enforceillegal signage bylaws, failure byprotection services to enforce thelaw, including speeding andobservation of stop streets andillegal dumping.

Also discussed were reviewalof tariffs for Park Rynie beach,speed humps in Wright Lane, Sec-ond Street, the First Street schoolcircle and Second Avenue wherepupils walk to and from school,better refuse removal, and theneed for SAPS and protectionservices to combat drugs, alcoholand prostitution. Penningtonhouse robberyFIVE men walked into a home in AnnArbour Road, Pennington at around10.45am on Thursday, 20 Februarywhile a 60­year­old domestic helperwas alone. The suspects bound herhands behind her back with a tie andshut her up in the bathroom while theyransacked the house.

Clothing, jewellery, liquor, two TVsand a gas­propelled pellet gun wereamong the items stolen. The victimmanaged to get out of the bathroomand pressed the panic button when sheheard the suspects drive off. Scott­burgh SAPS registered a case of houserobbery.

A FEW minutes scramble intothe bush surrounding theMsholozi Human Settlement

at Umzinto takes the householder tohis or her daily visit to the only com-munaltoiletformostofthiscommuni-ty — the veld. Sliding among the ex-crement reveals a sight that everymember of the local, provincial andnational government should experi-ence —an open cesspit surroundinga municipal community housingarea.

The same picture, and its threatstohealth,occuracrosstheroadinoth-er settlements. These interim crea-tions to a permanent home havesteadilydeteriorated throughneglectand denial. Yet the Umdoni Munici-pality claims in its 2011-2012annualreport— the latest— that it “ensures

everyone has the right to have accesstoadequatehousingandto liaisewiththe state and other stakeholders totake reasonablemeasures to achievethe progressive realisation of thisright”.

Themunicipalityhasgivennorea-sonwhy it is not doing this. The local

ward councillor, Themba Ngcobo,whose status has in his words “beenmade untenable by Umdoni leader-ship”, has strived long and hard torectify affairs. However, the UguMu-nicipality, which provides sewerageservices, andUmdoni,whichhandlesthehousingonbehalfoftheprovincial

government, has played the blamegame over the issue, while residentssuffer. A lack of other facilities —storm-water drainage, roads andgeneral surface management — hasresulted in frequent flooding of hous-es leading families to seek refuge intoilets. Temporary toilets were pro-

vided fora shortperiod,butwere ter-minatedat theendof2013.The long-termsolution is supposedly the IsontiHousingproject, but that is stutteringalong in the face of “outside issues”.

In themeantime residents are leftin a situation conducive to cholera,typhoid and other diseases.

“If you want your pet project to happen, you needto do two things — get it adopted and get the funding

budgeted. That is what you were elected to do, thatis what you’re well paid to do.

“If you don’t, you can complain all you like, getmedia support and even march in the street, but itwon’t happen until it is adopted and budgeted. Whenyou’ve done that, the process becomes virtually auto­matic and you can bask in the glory at that stage.”

SOMEof themost combative councillorsatUmdoni have welcomed the adoption ofa resolution, calling the Department of

Co-Operative Governance and Traditional Af-fairs (Cogta) to investigate any indicationsbackingupallegations and counter allegationsbeing made against councillors and officials.The move, which was a late addition to theagenda at the February council meeting, alsoreceived nods of support from MunicipalManager Xolani Luthuli.

Suchallegationsare intensifyingas thetem-perature edges higher ahead of the upcomingelections. The speaker, ANC Councillor SykesNaidoo and the DA caucus leader CouncillorEddie Baptie repeated allegations and tradednew ones against their respective opponent’sviewpoint at the meeting.

It started with Baptie’s insistence that thespeaker is not a former officio member of theExecutive. Themunicipalmanager gave an in-terpretation that “legislation is silent on this is-sue”,andthatcustomandlogicsuggest that thespeaker is entitled to participate, but not vote.OverrulingBaptie’sdemandonapointoforder,Naidoo told him “to take it up with Cogta” andwent on to the next item.

Through the course of a number of conten-tious issuescouncillorsNaidooandBaptiecon-tinued to clash. Baptie challenged a summaryfromNaidoo relating toBaptie’s visit some twoyearsagotoKyalami,sponsoredbyservicepro-vider Liquid Platinum, saying that it could im-pugn his reputation. Naidoo replied: “I’ll say itoutside”, alluding to the defamation laws andadded“wecan’tafford to fall toCouncillorBap-tie’s shenanigans”.

However, bothNaidooandBaptiehavewel-comedandacknowledgedthepotentialofferedbyaclean-upof thesituation.Baptiehasraisedthe caveat that it will be conducted as a trans-parent and independent operation, effectively

reporting to the community andnot as a cover-up by, and on behalf of, the ANC.

Another regular and cogent contributor tocouncil debates Councillor Themba Ngcobohas also greeted the step as “long overdue”,which will, he hopes, include investigation ofallegedinterferenceinhiswardbycomponentsof the municipal hierarchy.

Dear Fever,I received an e­mail from Pennington ratepayers

to announce that work would start on PenningtonDrive on 10 February. Phase one would involve, andIquote“repairstotheroadsurfaceandbase, includingfilling of potholes, and construction of the walkway”.

Good news, I thought.Now as anyone who knows me well will tell you,

cynicism is not one of my failings — “glass half full”is my mantra. However, all I’ve seen so far is somefootings dug for pathways — after three weeks work.No work evident on the bone­shaking, suspension­

destroying road surface. It struck me that as an elec­tion was on the go — and with all the service deliveryprotests erupting throughout the republic — path­ways could be seen by a cynic as a vote­ buyingproject.

I’m not suggesting that pathways should not beprovided — of course, they should — but how aboutspending ratepayers’ money on ratepayers whose ve­hicles are being damaged by past incompetence andneglect.

Spend ratepayers’ money on ratepayers

THE fact that the people of Umzinto’s slum settle­ments are tippy­toeing through the minefield of anopen public cesspit is not unknown to the Umdoni orUgu municipalities or to the Department of Health.They merely see it as somebody else’s problem.

But, there are two other facts of life that shouldrather grip their minds. The first is that living in suchconditions is a breach of their people’s constitutionalrights as well as a threat to public health, even forone day, let alone months on end. Umdoni as the im­

mediate public body has the key responsibility to seeit is rectified.

Open the doorThe call to Cogta to investigate the many allega­

tions and accusations blowing through the corridorsof the Umdoni Municipality has the potential to openupkeyareasofdoubt,perceptionandpossiblewrong­doingtopublicandpossiblelegalexposure. It is ineve­ry citizen’s interest that that happen, openly andtransparently — let it happen.

Dear Fever,WE are celebrating our eighth year of feeding and

our third year of officially being in the animal rescuebusiness. 4 Paws and a Tale Rescue has one aim andthat is to love, feed and sterilise as many animals aspossible. The love comes easy but the feeding takesup most of our time as this is done daily no matterwhat. The sterilisation aspect is greatly importantand every single dog and cat, male or female, is doneas quickly as possible and this depends mostly on theavailability of funds.

PROPOSED OIL AND GAS EXPLORATION ACTIVITIES INTHE DEEPWATER DURBAN EXPLORATION AREA,

OFFSHORE OF THE EAST COAST OF SOUTH AFRICA!

ExxonMobil Exploration and Production South Africa Limited (EMEPSAL) hassubmitted an application for an Exploration Right with the Petroleum Agency ofSouth Africa (PASA) to explore for oil and gas reserves in the Deepwater DurbanExploration Area offshore of the East Coast of South Africa. The DeepwaterDurban Exploration Area is located far from the coast and in deep water.

During the proposed initial three year exploration programme EMEPSAL proposeto undertake at a minimum airborne geophysics data aquisition (7,000 km2) andlicensing (and possibly acquisition) of 2D seismic survey data (2,600 line km).Depending on the results from these surveys, additional exploration activitiesmay then be undertaken.

In terms of the Mineral and Petroleum Resources Development Act (MPRDA), anEnvironmental Management Programme (EMPr) covering the proposed activitiesmust be prepared and submitted to PASA for consideration and for approval bythe Minister of Mineral Resources. PASA accepted EMEPSAL’s application on 22November 2013 and the EMPr is due to be submitted to PASA by 18 March 2014.

Invitation to Provide Input and Comment

The draft EMPr has been compiled by Environmental Resources Management(Pty) Ltd and is available online at www.erm.com/deepwaterdurbanEMPR and inthe following locations for review: Port Shepstone Public Library,Amanzimtoti Public Library, Margate Public Library, Austerville Public Library,Durban Public Library, Ballito Public Library, Richards Bay Public Library andKwaDukuza Public Library.

The initial public notification about the proposed project was issued in December2013. A further notification regarding the availability of the draft EMPr has beensent to all stakeholders on the stakeholder database.

HAVING been embargoed due tozealous fans, rugby matches be-tween Kingsway High andAmanzimtoti High have been ona two-decade-long hiatus.

During the Gelofte Night Se-ries however, these two titanswent head to head on the neutralgrounds of Gelofte Skool in Pine-

town.After a much-anticipated

match and excellent playing byboth teams, Kingsway Highemerged victorious with a 30-0win.

Fans of both teams werepleased that once again thesesporting rivals could engage in a

great rugby match.For Kingsway High this was

the second of two milestones —takingonKuswagSkoollastweekthe school walked away with ahistoric 21-14 victory, and this isKingsway’s first victory againstKuswag in 23 years.

THE Comrades Marathon brings to mindan image of a day spent treading the as-phalt between Pietermaritzburg and Dur-ban.Forthecompetitorshowever,itrepre-sents much more with personal goals tobeat.

During March and April competitorsfocusonmileagewhenthefurthertheyruninthesemonths,thebettertheyperformonrace day.

Amanzimtoti Athletics Club membersare going all out in a bid to conquer theComrades this year.

Last year’s unforgiving weatherclaimed many casualties with some en-trants not completing the race.

This year is the down run and the clubis pulling no punches with training.

DesmondvanderMerwe,AmanzimtotiAthletics Club chairman is proud of the ef-fortmembersareputting into trainingandpreparation.

“They’re putting everything into theirtraining. Charles Panaino will be runninghis 31st Comrades in club colours,” saysVan der Merwe.

The club has 60 members taking partthis year.

Club members train six days a week ina strict training programme.

Cecile Clarke takes the helm on Tues-days.LongrunsaredoneonSundaysstart-ing at 6amwith distances of up to 21kms.

Chris Stange, club captain, takes theteams for their time trials on Wednesdayevenings over a distance of eight kilome-tres. Long-distance runs are done on Sat-urdays.

While entries are now closed forComrades, athletes will be doing a 55kmrunon16MarchalongtheComradesrouteas part of their long-distance training.

The final long run will take place nextmonth, after which athletes will betaperingdownbeforethebigdayon1Junewhen they form part of a field of 18 000runners.
