  • FICCI SMART Policing Awards 2016 presentedSmart & strict police force needs to be sensitive towards victims: MoS for Home Affairs NEW DELHI, 5 May 2016: Mr. Haribhai Parathibhai Chaudhary, Minister of State for Home Affairs, Government ofIndia and Mr. Maninderjeet Singh Bitta, Chairman, All-India Anti-Terrorist Front, felicitated the winners of FICCISMART Policing Awards 2016, here today. This was the first-ever initiative in SMART Policing, where FICCI, with its commitment to Homeland Security,initiated FICCI SMART Policing Awards to felicitate best practices in SMART Policing, under various categories, like(i) Anti-insurgency; (ii) Child Safety; (iii) Community Policing; (iv) Cyber Security; (v) Elderly Safety; (vi) HumanTrafficking; (vii) Road Safety and Traffic Management; (viii) Women Safety; and, (ix) Other Policing Initiatives. Over 90entries were received from 19 State Police Forces and 3 Central Armed Police Forces for FICCI SMART PolicingAwards 2016. Appreciating FICCIs efforts, in his keynote address, Mr. Chaudhary said that the police force was smart and strict butthere was a need for them to be sensitive as well. The officers manning the police stations must display a sensitiveattitude towards victims which would allow the citizens to feel secure and safe. He added that the police should notcome across as an intimidating authority. Mr. Chaudhary said that the new-age criminals were educated and technologically advanced hence the governmentwas making a conscious effort to provide the police and security forces with advanced technology to combatterrorism. He added that scholarship schemes were also being introduced for the education of martyred policeofficers children. The Minister said that there was also a need for building and boosting the confidence of the police officers at thelower rungs. He suggested that the senior officials should visit their subordinates on a regular basis and work towardsbuilding a strong foundation of trust. On the occasion, Mr. Chaudhary released the FICCI Compendium on Best Practices in SMART Policing. Thecompendium of the best practices will be shared with relevant ministries/departments in the Central as well as StateGovernments. The compendium will help the government machinery and police departments in learning from theexperiences of other states and also for possible adoption of the best practices to further enhance policing initiatives. Mr. Maninderjeet Singh Bitta said that the safety and security of the citizens was a matter of national interest andthere should be no political interference in the matter. Police and security forces of the country must have a free-hand while dealing with terrorism and there should be no compromise with terrorism. Mr. Bitta said that the police officers should be empowered across the country on the lines of Punjab Police, whichfollows a clear mandate on terrorism and has the authority of retaliating against any terror attacks. He added thatIndia could become a hub of security if there was a clear policy on dealing with matters of terrorism and security. Mr. Neotia said that in the recent past, many security and law enforcement agencies in India have made concreteefforts in eliminating the security challenges of modern Indian cities. The Indian police forces have introduced newinnovations in policing to overcome new challenges, and to fulfil the aspirations of the citizen for better security.Thus, the best practices adopted by the police forces needs recognition, appreciation, dissemination and replication. In his closing address, Mr. G.K. Pillai, Chairman, FICCI Committee on Homeland Security and Former Union HomeSecretary, said that there was a need for senior police officials to spend time with their subordinates both on and offthe field to win loyalty and support of the force. FICCI Smart Policing Awards The following is the list of FICCI Smart Policing Awards in the order of category, project/campaign, award winner andrecipient:

  • Chhattisgarh Police initiated awareness campaign to lodge information in police stations related tochildren who get trapped in human trafficking. As a result of the campaign the Chhattisgarh Policehas gathered valuable information on the missing children from the relatives of such children inthe regions of Dharamjaygarh and Kapu.

    The Hyderabad Traffic Police has introduced cashless, non-contact traffic enforcement throughwhich no police personnel is permitted to collect fine for various traffic violations in cash. Inaddition, the Police also introduced Body Worn Cameras (BWCs) for all their frontline trafficenforcement officer, to promote socially desirable behaviour among traffic enforcement officersand citizens.

    In order to help commuters who forget valuables in the security-hold area of airports, CISF hasdeveloped a web application, which has been a runaway success. Using the lost and found webapplication on the CISF official website, commuters get regular updates of such items from allairports. In the year 2015, articles worth approximately Rs. 11 crore were restored to their bon-fide owners.

  • Mrs. B. Sumathi in her capacity as Superintendent of Police of Medak District in Telangana State,had taken many initiatives in the area of community policing and other policing initiatives. She hadimplemented the project 'SVAR' for computerisation of Central Complaint Cell (CCC), G2 Sectionand Dial 100. This has helped in effectively tracking the grievances and in monitoring the status ofthe petitions of the people in Medak District. In the district she is also known for setting up'CHETNA Centres or Distress Intervention Centre (DICs)' for resolving the petitions of women, forcases involving dowry, domestic violence, etc. In order to appreciate the tremendous efforts madeby Mrs. Sumathi, the Jury has decided to confer the 'Special Jury - SMART Police OfficerAward to her.

He has organised traffic rules relatedtraining programmes in various schools and colleges of Raipur. He has also organised andconducted various awareness programmes during the Road Safety week from 2013 to 2016. Inaddition, he has conducted training programmes and seminars on traffic rules for traineepolicemen. In order to appreciate the tremendous efforts made by Mr. Bhoi, the Jury has decidedto confer the 'Special Jury - SMART Police Officer Award to him.
