Introduction

Vatican City (Agenzia Fides) – Our series of Dossiers on Catholic universities in the world, continues with a report on these institutions present in the area of Latin America and the Caribbean. An important reference in this area is the association of Catholic universities ODUCAL, which has operated in the Region since 1960. In 2006 ODUCAL reorganised itself and renewed its goals. This association, which includes the greater part of the Catholic institution in the area, operates in 17 different countries.

The presence of the Catholic Church in university and culture is an important element at this time in history, when so many economic and social challenges connected with the new millennium demand urgent attention in a vision of communion and sharing. To acquire for Latin America, a common basis of knowledge, problems and reflections, appears to be the path on which the Catholic Church works, recalling that cultural expression is not a mission foreign to the mission of the Gospel and that Catholic university institutions are among the most significant agents of pastoral activity.

Culture, Church and Society – identity and mission of Catholic education

The reality of universities and culture in general is of decisive importance, where diverse questions intervene and profound cultural changes appear, continually feeding and orienting new urgent challenges. In the last century Catholic universities all over the world played a leading role in crucial transformation, whose characteristics cannot be generalised or applied in an univocal manner. The case of the Latin American region is most significant: it extends over a vast area and involves a population of about 550 million, 80% Catholics (450 million), with a common history, a mainly heterogeneous linguistic culture, and not too deformed past of European colonisation and emigration. Diversified geography, and a relatively historical and cultural uniformity, are the distinguishing factors of the Latin American continent, forced to meet diverse and plural needs and to operate, - today as in the past - continual adjustments at all levels. This is true also for the activity of the Catholic Church in the Region, especially with regard to the mission and identity of Catholic universities, which must respect and actively operate on the basis of the different social, economic and cultural bases, with a variety which calls for balanced movements in the many forms of ecclesiastic presence within the communities.

In an area as complex as that of Latin America and the Caribbean, the Catholic Church - also in her commitment to resolve serious problems connected with development – has always seen education as one of the most significant expressions of pastoral care, characterised by a particularly broad human and social viewpoint. The departure point, the basis of this tendency, is that the university is not constituted as an element foreign to the Christian mission to preach the Gospel, since man's intelligence cannot be separated from his heart or spirit. In this sense neither the ecclesial voice in culture nor culture itself, can rely on the power of the scientific contribution or message, instead they must strive to offer a real encounter between society and Catholic education.

As a confirmation of the necessity and urgency of the connection between human learning and the Church's social teaching, the President of the Pontifical Council for Justice and Peace, Cardinal Renato Raffaele Martino, from 29 September to 4 October 2008, visited Chile and Guatemala, to illustrate the answers offered by Catholic Social Doctrine to present day challenges concerning justice, peace and migration. During his visit to Latin America, Cardinal Martino went to Santiago and Valparaiso in Chile, and to Guatemala City, where besides Chilean and Guatemalan bishops, businessmen and politicians, he also met with representatives of the university world to discuss the many different realities which concern the Catholic world, poverty, discrimination, the need for

solidarity, political commitment for justice and peace, environment protection, distribution of resources, all in the vision and in the light of the Church's social teaching. The purpose of the journey was in keeping with the tireless efforts of the Council and the Cardinal himself, to increase awareness among intellectuals, pastoral workers, authorities in the world of culture, politics and business. But above all it was proof of the role which the Church attributes to education, considered an indispensable resource for pursing peace and justice everywhere in the world.

While in Latin America, in Chile the Cardinal visited Pontifical Catholic University of Valparaiso and the Silva Henriquez Catholic University focussing, in his addresses, on the theme of the mission and identity of Catholic education. One of the conferences was titled “Catholic Universities and the mission to elaborate and teach Catholic Social Doctrine”. On 1 October 2008 at the Pontifical Catholic University of Valparaiso, the Cardinal underlined the role of politics in the light of the Church's social Doctrine, of which the human person is the central focus. The key values of politics are “truth, justice, freedom and charity” said Cardinal Martino, stressing the need today “to deepen understanding of politics as a field for exercising charity and love of neighbour and striving to increase the moral and spiritual force which politics needs in order to meet the many serious challenges at national and international level: eliminate poverty and corruption, promote life, family, housing, work, scientific research”. Finally, encouraging the study and application of Catholic Social Doctrine, Cardinal Martino explained that with this Doctrine the Church does not dictate law to the public authorities nor does she take sides with any party; her sole intention is to “save the human person and renew human society”.

In conferences at the Silva Henriquez Catholic University in Santiago de Chile, Cardinal Martino called for fruitful dialogue between humanistic and scientific knowledge elaborated in colleges and the Church's Social Doctrine, strongly marked by an interdisciplinary nature. The possibility that rapidly evolving science and technology may present dangerous ambivalence on crucial issues regarding life, death, nature, culture, is a fundamental theme for the Cardinal; in this sense, the responsibility of Catholic Social Doctrine has increased and the need for comparison with human knowledge is ever more urgent, to build together and without sector barriers, a society where the needs of the human person are met and human dignity is respected.

Cardinal Martino suggested that Catholic Social Doctrine should be given a visible academic position, so it can be addressed by docents in other disciplines, in view of interdisciplinary dialogue, a Chair of Social Doctrine. The message of the President of the Pontifical Council of Justice and Peace for Catholic education in Latin America was extremely clear: the process must be activated where it does not exist and intensified where it is underway, because the Gospel – the Cardinal said – cannot be excluded from places where culture is elaborated and the future of the human community is planned, if science and technology are to open the right prospects for the wellbeing and salvation of mankind rather than becoming a threat.

The Cardinal's intervention is particularly significant and reveals the Church's keen and continual attention and interest for the work of the bishops and the individual dioceses in Latin America and the Caribbean, adding a valid contribution to common reflection and pastoral activity and allowing the elaboration of valid elements of response to the pressing cultural and social demand in the region, where every day religious communities and apostolic movements face major challenges and difficulties with generosity and intelligence. In this same spirit work the Bishops' Conferences of Latin America coordinated by their body of contact and collaboration, the Council of Latin American Bishops' Conferences, CELAM. This institution has the task of addressing common difficulties facing the Catholic Church in the region, and coordinating activities and initiatives also in the field of higher education. Other organisations with the goal of integration and coordination work with CELAM and with individual Bishops' Conferences: ODUCAL (Organización de

Universidades Católicas de America Latina y el Caribe), AMIESIC (Asociación Mexicana de Instituciones de Educación Superior de Inspiración Cristiana, Messico), ANEC (Asociación Nacional de Educación Católica, Brasile), Capítulo Chileno de Universidades Católicas, and others, which officially assemble the Catholic institutes of higher education, arranging activity and inter-activity between the different colleges and/or research programmes. Among these, ODUCAL with the highest number of member institutions, is certainly the largest and most important in the region.

14th Meeting of Rectors of Catholic Universities and Universities of Christian inspiration in Latin America and the Caribbean

Numerous activities of sharing are promoted by the Catholic Church in the region of Latin America in the field of Catholic education. To guarantee updated and valid integration among the different colleges, ODUCAL, the Bishops of Latin America and CELAM organise an annual Meeting of Rectors of Catholic Universities and Universities of Christian inspiration. The most recent Meeting held in Mexico from 17 - 19 September 2008, was the 14th Meeting of Rectors of Catholic Universities and Universities of Christian inspiration in Latin America and the Caribbean to be convoked by the Council of Latin American Bishops' Conferences CELAM. The event, held at Casa Lago in Mexico City, the headquarters of the Bishops' Conference of Mexico CEM, focused on the theme: “The Continental Identity and Mission”. As for every edition of the event, the organising commission 2008 was composed of important institutions in the region: Universidad Anáhuac (Mexico), Universidad Católica de Goiás (Brazil), Pontificia Universidad Católica de Valparaíso (Chile); Universidad Católica "Santa María la Antigua" (Panama); and Pontificia Universidad Católica "Madre y Maestra" (Dominican Republic). The participants came from 15 different countries: Argentina, Brazil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Peru, Puerto Rico, Dominican Republic and Venezuela.

The theme for 2008 : “The Continental Identity and Mission” was important, since it was an element of particular importance for the Rectors taking part in the meeting. Discussion on identity focussed on a thematic axis proposed by the organisers: “The university as a project of evangelisation”. The second element, mission and Catholic education, constituted the other thematic axis: “ Continental Mission and the Role of Universities”.

This 14th Meeting drew a record number of participants: 107 rectors, delegates and participants from 75 Catholic universities in the region of Latin America. Among those present from Rome, Cardinal Zenon Grocholewski, Prefect of the Congregation for Catholic Education. Whereas Archbishop Gianfranco Ravasi, President of the Pontifical Council for Culture sent a significant contribution which was read at the event. CELAM was represented, among other by secretary general monsignor Víctor Sánchez. FIUC, the Federazione internazionale delle Università cattoliche, was represented by its President, Dr. Anthony Cernera, Rector of Sacred Heart University in the United States, and secretary general, monsignor Guy Real Thivierge. Present also as observer, Dr. Michael Galligan-Stierle, President of ACCU Association of American Catholic Colleges and Universities; and Fr José Luis Anguiano, rector of the Universidad Salesiana in Mexico and President of AMIESIC (Asociación Mexicana de Instituciones de Educación Superior de Inspiración Cristiana).

The three main conferences focused on the evangelising mission of the Catholic university. In the first conference, "The University as an evangelising project”, Cardinal Grocholewski exposed a profound reflection on John Paul II's Apostolic Constitution Ex Corde Ecclesiae and the juridical status of Catholic Universities. He continued with an ample panorama of Benedict XVI's contribution to further understanding of the nature and mission of the Catholic university in the world today, and concluded with precise indications for the evangelisation of peoples, cultures and societies, considered essential functions of the university.

The Conference written and sent by Archbishop Ravasi, "The Evangelising Mission of the University, Catholic and of Christian inspiration ", underlined the role of universities as bearers of theological, philosophical and scientific humanism. The lectio magistralis highlighted the grave responsibility of universities in the present situation in the region of Latin America, in institutional and also religious terms, specifying that definitively, it is precisely through the Catholic university that the Catholic Church can be institutionally present in the world of culture, with the quest for the truth oriented towards the good of society, by means of the testimony of its members, who must strive to attain formation broad scientific and profound Christian coherence.

The third main conference was formulated by CELAM secretary general Bishop Victor Sánchez, auxiliary bishop of the archdiocese of Mexico. With the title “ Continental Mission and the Role of the University”, the lecture offered a rich theological vision of the continental mission of Catholic colleges, accompanied by a series of proposals and practical suggestions to guide universities to collaborate with the project of evangelisation.

Besides listening to conferences, the participants took part in reflection in thematic and regional groups, in particular on issues presented in the conclusions of the previous Meeting for Rectors held in 2007 in Rio de Janeiro, in Brazil. The issues included: identity and mission of universities Catholic and of Christian inspiration; teaching, research and knowledge in universities, concrete means of achieving coherence with the established identity and mission; more impulse for effective collaboration among universities; leadership formation; dialogue between science and faith. At the end of the meeting Chile was nominated venue of the next assembly in 2009, of which the organisation was entrusted to the Capítulo Chileno de Universidades Católicas, an association of all the Catholic colleges in Chile. The organising Commission will include AMIESIC, Universidad Santo Tomás de Colombia, ANEC (Asociación Nacional de Educación Católica, Brasile) and ODUCAL.

These Meetings are important for Catholic education in the region. They guarantee continuity and coherence with regard to CELAM guidelines and offer an opportunity to assess the situation on the continent and examine the characteristics of university culture today. Moreover this meeting of representatives of Catholic and Christianity inspired colleges, is important because it represents new impulse for ever more lively and efficient cooperation between theses institutions, on the basis of identified needs and difficulties.

Catholic universities and institutions for high education in Latin America

Catholic universities in Latin America are seen to be extremely important in the field of higher education in this region, for quality education, tradition and formative offer.

Since the number of these institutions in the region is so high, our dossier will focus on the spirit of communion and integration colleges which exists in this region, through common initiatives undertaken by the local Church and the Council of Latin American Bishops' Conferences, CELAM. For access to further information we have included an Appendix with detailed list and the web address of the Institutions. Reference to the institutes can also be found in the INDEX, Editio 2005 – “Universitates et alia Instituta Studiorum Superiorum Ecclesiae Catholicae”, published by the Congregation for Catholic Education. We remind our readers that the Region includes countries of Southern and Central America, the Hispanic Caribbean Islands, Mexico, and North America.

Organisation of Catholic Universities of Latin America and the Caribbean

ODUCAL, the Organisation of Catholic Universities in Latin America and the Caribbean, is a formally recognised and affiliated member of the 'Federazione internazionale delle università cattoliche (FIUC)' in the Latin American region. ODUCAL technical coordinator Maria Soledad Zapiola, told Fides that the organisation was established, in keeping with the norms of the Catholic Church, in 1960 by the then Rector of the Pontifical Catholic University of Argentina Santa María de los Buenos Aires (UCA), Monsignor Octavio Derisi with the purpose of “ promoting progress and perfecting knowledge, fostering study of common difficulties, collaboration, communication and cooperation among member colleges”. Given the size of the Region, ODUCAL is divided in 4 sub-regions:

South American sub-region (Argentina, Bolivia, Chile, Paraguay, Uruguay), represented by ODUCAL president, Monsignor Dr. Alfredo H. Zecca

Mexico Central America and Caribbean sub-region (Costa Rica, Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama, Puerto Rico, Dominican Republic, Venezuela), represented by Monsignor Agripino Núñez Collado.

Brazil sub-region, represented by Fr Jesús Hortal Sánchez S.J. Andes sub-region (Colombia, Ecuador, Peru), represented by Fr Marino Martínez

Maria Soledad Zapiola, ODUCAL coordinator, works for the Pontifical Catholic University of Argentina in Buenos Aires, with Dr. Joaquín Ledesma, the University's executive director. In 2006 this university conducted the rearrangement of ODUCAL, and the University's rector, Monsignor Dr. Alfredo H. Zecca, became its President. The ODUCAL coordinator told Fides that “between 1986 and 2006 ODUCAL presence in the Region had dwindled. This is why, during a general assembly in Buenos Aires on 23 September 2006, the members voted for a new administration”. On the same occasion ODUCAL adopted a special mandate to achieve specific goals in a period of three years. “Since then the members have increased from 65 to 85, and ODUCAL has intensified and improved its presence in Latin America's system of higher education”, Maria Soledad Zapiola told Fides.

The Latin American region with 450 million Catholics, (80% of the population), has 1,200 universities of which 18% or 222, are Catholic; out of a total number of 15 million students, 3 million study at Catholic colleges. ODUCAL is the most important network of Catholic universities in Latin America, and its members are 85 of the most prestigious colleges in 17 America Latin and Caribbean countries, with 670,000 students representing 40 per cent of the Catholic higher education system. These figures were given to Fides by the Organisation. The subdivision by country regarding ODUCAL membership is exposed in the chart below.

Regarding institutions in Mexico, according to available information, in 2005 the country had 52 Catholic universities (instituted according to the Apostolic Constitution Ex Corde Ecclesiae), Institutes for High Studies and Seminaries, and Universities and ecclesiastical Faculties (instituted according to the Apostolic Constitution Sapientia Christiana). In detail, the country has 38 Catholic universities, 1 ecclesiastic faculty (Theology and Philosophy), 5 affiliated, aggregated, incorporated institutes, and 8 institutes of another type.

According to the INDEX, Central America in 2005 had 25 Catholic universities (instituted according to the Apostolic Constitution Ex Corde Ecclesiae), Institutes for Higher Studies and Seminaries, ecclesiastical Universities and Faculties (instituted according to the Apostolic Constitution Sapientia Christiana). In detail: 18 Catholic universities and the remaining 7 Institutes were, 4 affiliated and 3 of another type.

South America, in 2005 had 229 Catholic universities (instituted according to the Apostolic Constitution Ex Corde Ecclesiae), Institutes for Higher Studies and Seminaries, ecclesiastical Universities and Faculties (instituted according to the Apostolic Constitution Sapientia Christiana). In detail: 87 Catholic universities, with 23 ecclesiastic faculties (Theology, Philosophy, Canon Law etc), some within a Catholic university; remaining Institutes are affiliated, aggregated, incorporated or of another type.

ODUCAL's mission is to promote knowledge and development of Catholic universities in the region, and foster problem-sharing, collaboration, communication and cooperation. Its activities include conferences, seminars, reciprocal assistance in practical university management, academic exchange, flow of information.

The ODUCAL coordinator told Fides that the “principal goal of the restructuring was to fortify the organisation, by revising its statutes and to intensify ODUCAL presence in each country, increasing membership”. For this reason, said Zapiola, emphasis was laid on the “development of an official web site to expose the organisation's history, directing authorities and members, and offer access to the principal institutional documents as well news on present and future activities”. Other priorities include the development of an information data base on member universities and colleges not yet affiliated affiliate (BIESC, Base de Datos de Instituciones de Educación Superior Católica en América Latina y el Caribe), as well as an “ research programmes information system to promote cooperation ”. Other important points of the new mission include a series of sub-regional meetings in different countries, each in collaboration with one of the Catholic universities of the hosting country, and an annual general assembly with all members present to inform them of the organisation's situation and involve them in decision making. In general, it is necessary to intensify cooperation with: meetings for member universities' authorities, docents and graduates; meetings of exchange; thematic forums on important issues in the different countries and regions; publications on relevant subjects.

ODUCAL coordinator supplied Fides with a list of future activities, as valid points of reference its work:

o A Regional Campaign to achieve BIESC (September-December 2008).

o Intensify relations and cooperation with associations of Catholic colleges at the global, regional, national and congregational level.

o Develop technical formation course for university administrators, particularly with regard to Budget and Finance.

o Develop ODUCAL web site in English and Portuguese versions.

Programme to evangelise cultures (PEC)

Besides the re-organisation of ODUCAL, the Pontifical Catholic University of Argentina was responsible for other important initiatives connected with the presence of the Catholic Church in culture and in universities and integrated programmes involving a number of institutions. The universities launched a programme for the evangelisation of culture PEC (Programa de evangelización de la cultura), with the main object of guaranteeing students an environment of proper balance between faith and scientific and university studies. Developed in this important Argentinean Catholic university, PEC is a space for formation on which rest various cultural, civic, social activities to foster all-round cultural formation of young people as well as coherence of life style and faith. These activities operate with the intention of approaching and forming young people in the light of continually changing socio-political situations and difficulties, aware of the necessity and the urgency to act with respect for the existing cultural plurality.

Coherent with this vision is the institution of the Latin American University Parliament PUL, an initiative promoted by the Argentinean Catholic movement FUNDAR through the PEC programme within the Pontifical Argentinean Catholic University. This exercise of dialogue between high level students from all over Latin America, focuses on important regional difficulties and solutions in a vision of communion and consensus. Confirming the necessity for Latin America to deepen identity enriching itself with new and relevant proposals, oriented towards the common good, this Parliament intends to foster social unity and help meet the concrete and urgent needs of the continent.

To do this, it proposes fundamental dialogue between faith and culture in stages: analysis of the specific Latin American difficulties selected by an organising committee; stage one entails the drafting “ declaration projects”, in response to selected challenges. In stage two the participants engage in democratic dialogue on initiatives, form structured and organised commissions to vote in plenary session. Bonds, relations and genuine interest sparked by this form of debate, illuminated by the Magisterium of the Church, allow the formation of citizens able to operate as true Christian leaders.

PUL was established following serious political emergencies in Argentina at the end of 2001: on that occasion a group of university docents and students founded a forum to discuss the causes of that crisis. During this itinerary, the actors in the debate came to the conclusion that the specific Argentinean reality was inserted in a vaster problematic context, that of the entire Latin American region. As a first response to the crisis, precisely in this ambit, there emerged the need for social unity, also in the certainty that common intent makes it easier to face the challenges of the new millennium. PUL aims for the participation of all students, and represents a space for thought, reflection, formation, which binds each individual to the proper social reality. This year the 4 th Latin American University Parliament was held in Buenos Aires 27 - 29 August 2008, to discuss real possibilities of renewal for social and political life, and to combat also in the Christian spirit all behaviour contrary to the pursuit of the common good.

The general conviction is that Latin America needs to grow in awareness of its plural identity, in view of the common good desired by all its peoples. On the other hand the Catholic Church, after the fall of so many ideological frontiers, is aware of her duty to spiritually unite peoples, fostering a spirit of solidarity and communion, adequately filtering the different expressions of the Latin American continent's rich cultural heritage.

And we conclude with words taken from John Paul II's post-synodal apostolic exhortation Christifideles Laici, on the Vocation and Mission of the Laity in the Church and in the World (30 December 1988, n. 44): “The Church … fully aware of a pastoral urgency that calls for an absolutely special concern for culture… calls upon the lay faithful to be present, as signs of courage and intellectual creativity, in the privileged places of culture, that is, the world of education-school and university-in places of scientific and technological research, the areas of artistic creativity and work in the humanities. Such a presence is destined not only for the recognition and possible purification of the elements that critically burden existing culture, but also for the elevation of these cultures through the riches which have their source in the Gospel and the Christian faith”.
