The Best Value Procurement approach will be explored: what it has to offer, how the Netherlands is using it and how we can use it in the context of the new European Procurement Directives. Are these in line with Quality Based Selection? What are the challenges faced by Consulting Engineers when dealing with these issues, and how can FIDIC Conditions of Contract best be used in this context?
