About the Conference

The International & Comparative Urban Law Conference, sponsored by the Fordham

Urban Law Center, Mackenzie Presbyterian University, and UN-Habitat is gathering

scholars at Mackenzie’s campus in São Paolo, Brazil, for the fifth annual global

conversation about urban law from international, comparative and interdisciplinary

perspectives. The intersection of law and urbanism raises vital, pressing questions about

urban governance, the structure and scope of local authority, and the role of law in the

entire urban experience.

Participant Biographies

Julia de Moraes Almeida -Graduated in Law from University of São Paulo (2016), with academic exchange at Université Paris 1 - Panthéon-Sorbonne. Has experience in Criminal Law. During the graduation

period had participation in research and university extension courses, especially at the Brazilian Institute of Criminal Sciences (IBCCRIM) and the University-Cárcere-Community Dialogue Group (GDUCC). Researcher full time in São Paulo, in the areas of criminology, urbanism and popular culture. Associated with the Brazilian Institute of Criminal Sciences (IBCCRIM), the Association of Latin American Studies (LASA) and the International Research Group on Law and Urban Space (IRGLUS). Currently attending the program Partenariat International Triangulaire d’Enseignement Supérieur (PITES), partnership FDUSP - Université de Lyon, and the Faculty of Architecture and Urbanism of the University of São Paulo (FAUUSP) as a Special Student. Leandro Teodoro Andrade - Lawyer with a Master’s in Law and Public Policy (UNESP). Ciarán Burke is Professor of

International Law and

Director of International

Legal Studies at the

Friedrich-Schiller-

Universität, Jena, Germany.

He also works as Director of

Research at the Irish Law

Reform Commission and as

a legal consultant for a number of international

organisations. He has advised national

governments and the EU/EFTA on matters as

diverse as digital privacy, and surveillance,

international migration and asylum, Brexit, police

powers, and legal codification or taxation.

Previously, he held positions at the University of

Passau, the University of Kent, and the European

University Institute in Florence.

André Simionato Castro - Master in Law Faculdade de Direito de Ribeirão Preto – USP; Presenting Urban governance and the State in Identity Crisis with co-author Claudia Elias Valente.

Thomas Coggin is a doctoral candidate and fellow at the Urban Law Center, Fordham University. He holds a BA LLB LLM from the University of the Witwatersrand, Johannesburg, where

prior to joining Fordham he was a member of faculty at the law school. His research interests are in the fields of law, rights, and the urban environment. His doctoral project at Fordham seeks to draw out a jurisprudence of the city through a right to the city-based analysis of judicial reasoning in South Africa, the European Court of Human Rights, and the US. He is the editor of the Urban Law Lab, a collaborative research project which adopts a critical approach in understanding the relationship between law, rights, and the urban environment, and is the joint global coordinator of the International Research Group on Law & Urban Space.

Isabela Coleto graduated in Accountancy from the University of Sao Paulo and in Law from Mackenzie Presbyterian University. She has a strong passion for the concept of sustainable development and for the interdisciplinarity surrounding

it, and she hopes to bring valuable ideas for the construction and evolution of such a concept.

Vinícius Monte Custodio has a Master’s Degree in

Nestor Davidson joined Fordham in 2011 and was named to the Albert A. Walsh Chair in Real Estate, Land Use and Property Law in 2017. Professor Davidson has published widely in the fields of property theory, urban law, and affordable housing law and policy. Professor Davidson earned his AB from

Harvard College and his JD from Columbia Law School. After law school, he clerked for Judge David S. Tatel of the United States Court of Appeals for the District of Columbia Circuit and Justice David H. Souter of the Supreme Court of the United States. Professor Davidson practiced with the firm of Latham and Watkins, focusing on commercial real estate and affordable housing, and served as Special Counsel and Principal Deputy General Counsel at the U.S. Department of Housing and Urban Development. His teaching and scholarship focus on property, land use, local government law, transactional lawyering in the public-private context, and affordable housing law and policy. In 2012, he founded the Urban Law Center, which focuses broadly on the intersection of law and urban phenomena in the United States and globally.

Adriano Palharini de Araújo is a student of Biology at Mackenzie Presbyterian University. He intends to become a professor of biology and research the area of environmental education.

Mary Lobas de Castro is an Environmental Educator with a Master's degree from Mackenzie University. She is a PhD student in Public Health, and Faculty of Public Health at University of São Paulo, and she is also a professor at Mogi das Cruzes University.

Pedro C. B. de Paula is a Professor of Economic law at the University São Judas Tadeu and the graduate executive programs at Fundação Getulio Vargas’ Law School, São Paulo, Master of Science at the

University of São Paulo Faculty of Law.

Amanda Paulista de Souza - Master in Urban & Regional Planning and Bachelor in Law from University of São Paulo; currently works as Legal Advisor at the Municipal Department of Urban Development and Licensing (SMUL) for the City of São Paulo; has experience working with social movements,

Khulna University, Bangladesh. He has worked in

different urban domains like urban climatology,

urban sociology, urban ecology, urban resilience,

urban agriculture with a specialization in

environmental and social studies. He has numbers

of publications in the field of climate change

adaptation, agriculture, transport planning, urban

governance, solid waste management etc.

Presently he is also working as "Team Leader" of

the project- Urban95 (Dhaka as Child Friendly City)

funded by Bernard Van Leer Foundation.

Vivian Dombrowski is a legal consultant and researcher. She holds a Master in Law (UFSC), is studying for a Master in Urban Planning (UFPR), and is a specialist in Social Environmental Law, with a Bachelor in Law (PUC/PR). Her research is on

urban law, resilient and sustainable cities and mobilities. She has authored publications in these fields. She is based in Curitiba/PR/Brazil. Contact: [email protected]

Raphael Bischof dos

Santos has completed

his Master’s in Urban

Planning and

undergraduate degree in

Law at the University of

São Paulo. He is

currently a PhD candidate at Federal University of

ABC in Land Planning and Management He is a

member of Brazilian Bar Association since 2002

and of Brazilian Institute of Urban Law. His main

academic and professional projects have dealt with

land informality and regularization, zoning and

master plans for urban and environmental

development, social housing and management of

public real estate. He also has been a Professor of

Administrative Law at São Judas Tadeu University

until 2012 and has recently accomplished a

research project as executive coordinator, at the

Federal University of ABC, about the federal urban

land regularization program, financed by the

Brazilian Ministry of Cities.

Na Fei is an S.J.D. candidate at Tulane University in Louisiana, United States. Her research explores the role of local governments in interpreting the Constitution and

framing the constitutional order. She has published articles on regulatory negotiation and administrative law theory. She is licensed to practice law in both China and New York.

P. Sidney Guerra is a postdoctoral fellow at the Center for Social Studies (CES) of the University of Coimbra and a post-doctor for the Advanced Program of Contemporary Culture of

the Federal University of Rio de Janeiro (PACC / UFRJ). He is a Doctor, Master and Law Specialist, Professor of the Law School of the State of Rio de Janeiro (EMERJ) and of several foreign universities: University Interamericana de Puerto Rico, Catholic University of Cordoba, University of Burgos and also at the University of Havana. He carried out research with funding from various development agencies, such as: CNPq, CAPES, MJ / PNUD, FAPERJ, FUNADESP and Fundação Dom Cintra. He holds the research title awarded by FAPERJ (State of Rio de Janeiro). In addition to being a lawyer, he also holds a degree in business administration, and has worked in the field of public law. He is also a legal consultant and appraiser, having been Legal Director and Municipal Attorney and Municipal Secretary of Administration of Duque de Caxias - RJ (January 2013 to December 2016).

Caio Grande Guerra holds a master’s degree in Constitutional Law from the PPGDC of the Federal Fluminense University (UFF). He graduated lato sensu from the Human Rights

and Health program at the Oswaldo Cruz

Foundation (FIOCRUZ), he is a member of the group that studies "Comparative Regionalism" of the Chair Jean-Monet (FGV), and his bachelor's degree in Law is from the University of Grande Rio (UNIGRANRIO), while his bachleor’s degree in Sociology is from the Fluminense Federal University (UFF). He is a member of the research group - Human Rights, State and Citizenship – UNIGRANRIO, and also the Research Group of International Law FND – UFRJ, which carried out a

program of exchange by bilateral agreement in the University of Santiago de Compostela in the period 2015/2016.

Victor Kenzo Hirokado is a law student at Mackenzie Presbyterian University and a geography student at University of São Paulo.

Sahjabin Kabir is an architect, urban designer and social researcher. Her professional career is imbued with diversified work experiences of more than seven years in

different organizations locally and internationally. She has the experience of working under direct supervision of Annisul Huq, the Mayor of Dhaka North City Corporation (DNCC). She worked with UNICEF New York as a National Consultant for monitoring and evaluation and also with UNDP on Smart City Initiation. After completion of her Master in Design Studies from Harvard University, she founded a non-profit school- Deyalkotha- for the underprivileged population living in the slums and pavements of Dhaka city. She received the grant from EMK Center Dhaka with collaboration of United States Cultural Affairs.The school has received two international awards. Under Dhaka North City Corporation she researched and designed park and children play spaces. Sahjabin worked as an Executive Director at National Association for Resource Improvement (NARI), where she led the research project by World Bank IFC on Women Small and Medium Enterprises (SME) in Bangladesh. With NARI, she was worked on the livelihood improvement of women and children in disaster prone and coastal areas. Sahjabin was an adviser to the Youth School for Social Entrepreneurs (YSSE) and Voices of Bangla in United States. Sahjabin has completed her Bachelor in Architecture (B.Arch) from Bangladesh University of Engineering and Technology and her second Master’s in Governance Studies (MGS) from Dhaka University (DU).

Raisa Reis Leão is a Master’s candidate in Public & Urban Law from Pontifical Catholic University of São Paulo (PUC-SP). Her Bachelor in Law is from Mackenzie Presbyterian University

(UPM). She has speciality in Administrative Law from the Pontifical Catholic University of São Paulo (PUC-SP), and she is a member of Mackcidade: Urban Law and Environment Center. She is part of the Public-Private Partnerships Committee of the Metropolitan Transport Secretariat of the State of São Paulo, advocates in São Paulo in the areas of infrastructure, contracts and government projects, and has experience in bidding, administrative processes, concessions, administrative improbity and anti-corruption law.

Ralph Madlalate is a human rights lawyer working at the intersection of law and urban space in Johannesburg, South Africa. He completed his LLB at the University of the Witwatersrand, Johannesburg and his LLM at

the University of California, Los Angeles. He served as a Research and Teaching Associate at the University of the Witwatersrand before joining the Legal Resources Centre, Johannesburg as a public interest lawyer. At the Legal Resources Centre, Ralph has worked to advance socio-economic rights, with a particular focus on rights to land and housing.

Gabriel Antonio Silveira Mantelli - Master in Law and Development from the São Paulo Law School of Fundação Getúlio Vargas (FGV). Bachelor of Laws from the Law School of the University of São Paulo. Has

experience in the area of Environmental Law and Sustainability, Regulatory Law, Human Rights and Constitutional Law. He worked for 4 years in a large office (Veirano Advogados). Lawyer and researcher in São Paulo.

Mariana Mencio is Professor of Urban and Environmental Law at the Federal University of ABC and holds a PhD in Urban Law from the Pontifical Catholic University of São Paulo.

Alexandra Molitorisová is Research Assistant to Professor Ciarán Burke, Friedrich-Schiller-Universität, Jena, Germany. She has worked as Head of Legal Department at the Association of Municipalities of the Czech Republic, a non-governmental organisation gathering communes and

towns of the Czech Republic. Her practice has covered a variety of issues, including e-Government, local environmental protection, social protection, and municipalities’ financing. She is also involved in projects advising Czech and Irish Governments as a legal consultant.

Beatriz Sakuma Narita is a lawyer and master’s student in Political and Economic Law at Mackenzie Presbyterian University. She started studying urban law after moving to São Paulo, when she began to perceive more clearly the

problems faced by large cities, especially those on the periphery of capitalism.

Steven L. Nelson is the Assistant Professor of Education Law and Education Policy in the Department of Leadership and Policy Studies at the University of Memphis. Dr. Nelson earned a Ph.D

from the Department of Education Policy Studies from the Pennsylvania State University and a J.D from the University of Iowa College of Law. His research, teaching, and service focus on the impacts of education reform laws and policies on Black peoples in urban areas. He has published more than 20 papers that consider the multitude of ways that education reform – despite being marketed as the new civil right – has resulted in the disenfranchisement, subjugation, and marginalization of Black peoples in urban schools and communities. A consistent contributor to scholastic dialogues on urban education, Dr. Nelson is the 2018 Kofi Lomotey Award winner from Urban Education, the preeminent scholarly publication on issues impacting urban education.

Alceu Fernandes da Costa Neto - Graduation in law (in progress) from the Faculty of Law of the University of Brasília; CNPq Scholarship in the form of Scientific Initiation

(2014 - 2018) and Technological Scientific Initiation (2015 - 2018); He is a trainee in the Office of the Justice Edson Fachin, in the Supreme Court of Brazil (2016 - 2018); He worked as a trainee at the Brazilian Ministry of Justice (2015-2016) Obtention of honorable mentions in the IBRAC - TIM 2017 Prize and in the 21st and 23rd Congress of Scientific Initiation of the Federal District (2015 and 2017); He was also a member of the Tutorial Education Program (PET) between 2014 and 2016. He is a researcher registered in the research groups: DISCO; Laboratory of Citizenship Studies, Administration of Conflicts and Justice - CAJU and Paths, narratives, fragments: history of law and constitutionalism; He is currently a member of the Judicial Law Clinic of UnB (EIXOS) and works in the

areas of Constitutional Epistemology; State Theory with emphasis on Law and Politics; Democracy Theory with emphasis on Constitutionality Control; Comparative Constitutionalism, Globalization, and Human Rights.

Giulia da Matta Nigro hold a Gastronomy speciality in baking, and has an MBA in restaurant administration, both from Anhembi Morumbi University.

Alessandro Palmieri serves as Associate Professor of Comparative Private Law at the Law Department of the University of Siena, where he is currently Chair of the Teaching Committee for the Single Cycle Degree

in Law. He obtained the National Scientific Qualification to function as Full Professor of Private Law (2013) and Comparative Law (2017). He is part of the academic staff of the Jean Monnet Module “European Union Law and Sustainable Development,” selected for EU co-funding (2017). Alessandro Palmieri is the author of more than 300 scientific publications, including 3 books. He is member of the Editorial Board of “Social and Legal Sciences” and of the Scientific Committee of “Law and Forensic Science.”

Julia Navarro Perioto is a lawyer with a master's degree in Law from the Law School of

Ribeirão Preto of the University of São Paulo (FDRP-USP). During her master's program she studied the issue of popular participation in Brazilian urban

planning and focused on the processes that occurred in her city. Currently, she continues to specialize in the subject of Urban Law at the University by coordinating, along with other colleagues, the Group of Studies of Urban Law of the FDRP-USP, as well as in professional practice.

Diego Isaías Peña Porras is a PhD Candidate at the Universidad de los Andes (Colombia), holds a Master’s in Public Law from Universidad Complutense de Madrid (Spain), and is Specialist

in Markets and Land Policies in Latin America, from Universidad Nacional de Colombia. He has been Legal Adviser for the first Subway Line for Bogotá Project, Legal Director of the Habitat Secretary of Bogotá, Legal Director of the Planning Secretary of Bogotá and Adviser for the Habitat Secretary in the same city. He has been Professor of Urban Public Law Bases, Administrative and Constitutional Law, and Urban Licenses and Rule of Law at the Universidad de los Andes. Some of his publications are: “Jueces, derechos humanos e indeminzación en caso de expropiación: análisis de casos en Ecuador” - Co-author (Judges, human rights and compensation in expropriation´s cases: Cases analysis in Ecuador).

Badrinath Rao is an Associate Professor of Sociology and Asian Studies in the Department of Liberal Studies at Kettering University. He is also a licensed attorney in Michigan, United States. Dr. Rao obtained his JD

from Wayne State University School of Law in Detroit, Michigan. Earlier, he earned his Ph.D. in Sociology from the University of Alberta in Edmonton, Alberta, Canada. Dr. Rao has lectured and presented papers in several countries including Australia, Canada,China, Czech Republic, Finland, Germany, Hungary, India, Ireland, Israel, Italy, Japan, Malaysia,New Zealand, Poland, Portugal, Romania, Russia, S. Korea, Serbia, Spain, and USA. Dr. Rao is an Asianist with expertise on India and China. His main areas of research interest include Constitutional Law, Environmental jurisprudence, social and economic rights, law and politics, the sociology and philosophy of law, sociology of religion, development, social justice and human rights in India and China, and the society, politics, culture, and law of South Asia, China, and the US.

Estéfani Nuñes Perez Soares graduated in Biological Sciences from Mackenzie Presbyterian University, with a final paper in "Sustainability at Events in Brazil." Academic experiences: she has presented undergraduate research of arachnids, is

leader of the Junior Biology Company called "Quali Jr", has participated in the organizing committee of the Academic Week of Biology and was monitor of the disciplines of Botany and Animal Ecology.

Dr. Debora Sotto is a Post Doc Researcher at the Department of Environmental Health, School of Public Health, University of São Paulo. Dr. Sotto is currently investigating climate

action in Brazilian cities, in order to verify to what extent these local actions will contribute to the fulfillment of Brazil's iNDC and the implementation of the Sustainable Development Goals - SDGs. Dr. Sotto is developing this research as a multiple case study, through the qualitative analysis of local plans and regulations. She hold a PhD in Urban Law (Catholic University of São Paulo – 2015) and a Professional Master’s in International Environmental Law (University of Limoges – 2011) and also works as a legal consultant at the Municipality of São Paulo.

Rodrigo Minoru Hayakawa Tanaka is an Architect and urbanist, with a Master’s in Urban and Regional Planning from University of São Paulo. From 2009 to 2016, he worked at the Metropolitan Housing

Company of São Paulo - COHAB-SP in the Planning Department, dealing with themes such as land acquisition strategy for social housing, housing estates development, compulsory

purchasing processes, feasibility of projects in the Minha Casa Minha Vida program, revision of the SP City Strategic Master Plan (PDE 2014) and the SP City Zoning Law (LPUOS 2016). Murray Dean’s Award of Excellence for Outstanding Public Service. Tewari is admitted to practice in New York, New Jersey, and Washington, D.C., and has practiced public interest law for the New York City Law Department and the Washington D.C. Office of the Attorney General. Tewari also holds a Master of Fine Arts in Fiction Writing from Columbia University, where she taught creative and expository writing to New York City high school students and the Columbia undergraduate and alumni community, and served on the Fiction Board of the Columbia Journal of Literature and Art. Her fiction has appeared in Granta and Narrative Magazine.

Komal Vaidya is a clinical teaching fellow at the University of Baltimore School of Law Community Development Clinic. She supervises students in the representation of

community enterprises on a wide range of transactional matters. She is a community lawyer who has collaborated with grassroots organizations in Miami, Chicago, Denver, and Baltimore on anti-displacement efforts. Her research interests focus on community ownership, wealth inequality, and economic justice.
