EXECUTIVE SUMMARY

This environment monitoring completion report has been prepared in accordance with laws of the

Government of Republic of the Fiji Islands and the regulations and related policies of the Asian

Development Bank (hereafter referred to as (ADB).

The project was done to improve the standard of living of the project area with understanding of

maximizing the environment safeguards for protection of the environment within the project area.

This report provides the final compilation of effects on environment (if any) to accommodate the

physical works of water supply components of the Suva/Nausori Water Supply and Sewerage

Project. This serves to document environmental reporting requirements to meet safeguard

compliance for completed packagers. Closed packages comprise of the following also known as

sub- projects within this report:

5A - Major Pump Station Refurbishment - Closed

5B - 5C Supply of CCTV Equipment and inspection for sewer pipeline Suva - Nausori - Closed

5D -Tacirua Heights Trunk Sewer Extension - Closed

5E -Tamavua Trunk Main Extension - Closed

This report has excluded status of the environment assessment requirements for the ongoing

sewerage components of the Project Packagers of 4, 5E upper portion, 5F and 5G that are yet to

be fully completed.

This closure report does not include financial statements as this is a only an environment safeguard

report on environment assessments of the five packagers that are already completed.

A. INTRODUCTION 1. The Republic of Fiji Islands (Fiji) has generally returned to normalcy after e period of nearly 2 decades of unrest and uncertainty. During this same period the Fiji government has brought into focus the urgent need to achieve peace and security, in order to restore private sector confidence, and to accelerate various proposed public sector reforms needed to promote sustainable economic growth and poverty reduction 2. In 2001 the government pledged to build a better Fiji thus Strategic Development Plan (SDP) (2003-2005) emerged from the work with vision for “peace and prosperous Fiji” and a mission to develop and implement the best political, social and economical policies to realize this vision for the nation. One of the guiding principles articulated in the SDP is to create the enabling preconditions necessary for achieving environmental sustainability in the country. 3. The Asian Development Bank (ADB) has been providing development assistance to Fiji for over four decades based on Country Strategy and Program (CSP) that is the basis for lending and technical assistance. The Country Environment Analysis (CEA) prepared in 2005 for Fiji, is an integral part of the CSP preparation process, and provides the information needed to ensure that programmed funding for the future development of the nation is grounded on a firm foundation of sound environmental management principles and practices. 4. The CEA thus describes the role of the natural resources and the environment in the national economy; (ii) provides an overview of the key environmental issues; and (iii) outlines the policy, regulatory and institutional framework for environment management in the country. The CEA goes on to analyze the existing environment conditions, and includes a review of ADB’s current investment portfolio.

5. ADB current investment portfolio documents includes Safeguard Requirements I:

Environment in Appendix I (ADB documents) that outlines the requirements that borrowers/ clients

are required to meet when delivering environment safeguards for projects supported by the ADB. It

discusses the objectives and scope of application, and underscores the requirements for

undertaking the environment assessment process. These requirements include assessing impacts,

planning and managing impact mitigations, preparing environmental assessment reports,

disclosing information and undertaking consultation, establishing a grievance mechanism, and

monitoring and reporting. The document also includes particular environment safeguard

requirements pertaining to biodiversity conservation and sustainable management of natural

resources, pollution prevention and abatement, occupational and community health and safety,

and conservation and of physical cultural resources.

6. The applicability of the particular requirements is established through the environmental

assessment process and compliance with the requirements is achieved through implementation of

environmental management plans agreed to by ADB and the borrower/ client.

7. The original environment plan (EP) for this project was prepared in 2005 and

updated in 2009 for the water supply components of the project. There will be no need for

further updating of this E P. This report instead constitutes the completion of works with the

water supply component documenting environmental aspects to date. An updated report of

ongoing components will follow for the remaining sewerage components of the project.

8. In January 2010 t h e Ministry of Works, Transport and Public Utilities (PU) underwent

reform process under the Public Enterprise Act 1996, thus separated into t w o separate entities.

The PU also known as Water and Sewerage Department component was reformed to a

Commercial Statuary Authority (CSA) now known as Water Authority of Fiji (WAF).

9. The entire Suva- Nausori Sewerage and Water Supply Project Package 5 was

transferred to the administration of WAF.

10. It is important to note that consultations were undertaken with the Department of

Environment and the industries and are documented during these initial stages and are

mentioned in Technical Assistant documents of TA 2055 reports. However, some formality to

formally establishing a grievance redress mechanism may be limited in reporting since 2005.

B PROJECT DESCRIPTION

11. The objective of this Project 5 is to assist human and economic development in Fiji through the development of water supply and sewerage services in the Suva and Nausori urban areas. During the project water treatment plants were extended and rehabilitated, and pipelines and distribution systems were developed; sewerage pumping stations and trunk services were rehabilitated, and sewerage networks were extended. The project now provides water and sewerage services of a standard that is suitable for commercialized operations, and is complementing institutional developments. The ADB project was needed for the extension and rehabilitation of water supply systems that are required in order to provide reliable services, improve the urban environment, and assist the development of commercial enterprises including tourism. The impact of the completed project has seen improved living standards in the Suva Nausori area, particularly for the urban poor. The project outcome has increased coverage and improved delivery of water supply and sewerage services to the residents of the Suva Nausori area.

12. During the phase of the works undertaken of Package 5 at different locations in Suva- Nausori corridor, the project identification of some sort became necessary for identification reasons, thus these were named as “Package 5A, 5B. 5C. 5D, and 5E Lower/ Upper portions)” and has been used in this context to identify them separately to managers of these sub- projects and contractors when initial documenting and during the progress reporting. The 5E upper portion is still an ongoing project thus is not reported in this closure report.

13. Package 5A – Upgrade of Existing Sewage Pump Station: Present Status: Successfully Completed Project

14. The Government of the Republic of the Fiji Islands, Ministry of Works, Transport and Public

Utilities (MoWTPU), intended to rehabilitate the five major sewerage pump stations along the Suva -

Nausori corridor as part of the Suva - Nausori Sewerage and Water Supply Upgrade Project

(Package 5A). Erasito Beca Consultant Limited’ (EBCL) was appointed to undertake the

investigation, design, tender process, construction and monitoring for Package 5A. The project was

done to improve the standard capacity of the existing sewer pumps minimizing the response time

to attend to pump blockages as SCADA systems were installed.

15. A consultancy services contract was made between MoWTPU and EBCL through a

letter of acceptance dated 5th April, 2004. The Contract involved consultancy services for the design;

documentation and contractual supervision for the augmentation and rehabilitation of Package 5A

(Contract No CSC 10/03). Package 5A Contract was then awarded to J.S Hill & Associates Limited (JSHAL). They were tasked with the refurbishment and rehabilitation of the five sewerage pump

stations that were as follows:

a) The Robertson Road pump station in Suva CBD

b) The Walu Bay pump station in the Suva Industrial area. c) The Victoria pump station in Suva CBD

d) The Nabua pump station on the northern boarder of Suva City and the Nasinu Town

Council.

16. The Contract commenced on 8th December, 2008 with the date of Practical

Completion scheduled for 03 August, 2009. Civil works involved the installation of pumps and by-

pass va lves . The Contractor exposed the rising mains in preparation f o r the installation of the

by-pass valves. Tyco Water (Australian based sub-contractor engaged by JSHAL), completed the

installation of the by-pass valves on the 5 sites. The Contractor also fabricated and assembled the

stainless steel switchboard (carried out by Top Energy- JSHAL’s electrical sub- contractor). All

communication was between the Contractor’s Project Manager (Dick Elder), Contractor’s site Engineer

(Aaron Larking) and the Engineer’s Representatives (Mike Diviwelagi and Paul Briones). The projects

were completed.

17. Project 5 B&C – CCTV:

Present status: The Hiace Toyota minivan is in operations with the CCTV cameras being used and

is fully operational. There is a high pressure water truck to assist clear up the sewerage pipelines

before the CCTV cameras are permitted to enter the confined spaces where human workforce

cannot be deployed.

18. The Suva Nausori Sewerage Upgrade Project 5B &5C generally included the supply of new Closed-circuit television (CCTV) that is the use of video cameras to transmit a signal to a specific place, on a limited set of monitors. This CCTV is used for pipeline inspection equipment, water jet cleaning equipment, water trucks, and transportation devices for all above equipment. It generally comprised the purchase and operation of rotating CCTV cameras mounted on 100mm, 150mm, 250mm or 600mm high rubber wheels. A high roof Hi-ace Toyota minivan is employed as an operation room with flat screen monitors. The CCTV has the capability to operate within a distance of 500metres from the point of entry into the sewer line. This has led to ongoing comprehensive CCTV inspection and cleaning (light cleaning and heavy cleaning) of existing sewer pipelines in the Suva and Nausori area, training of staff in such work and hand over of all equipment upon completion of the project in the greater Suva area.

19. Package 5D – Tacirua Trunk:

This involved the design, construction and extension by 1.2km of the existing Tacirua Trunk. The

existing Tacirua Trunk Sewer extends from the Namadi/Tacirua Trunk Main on Cunningham

Road, along the Wainitarawau Creek to Namako Place. From Namako Place, a branch runs up

another creek parallel to Nacagilevu Crescent. The Tacirua Heights sewer extension is intended to

convey sewage from the Tacirua Heights subdivision. It is also intended that the sewer

extension can convey additional flows from a potential new subdivision in the vicinity of the

route. Project 5D land requirements for land acquisition was 6000 square metres. A total of 7

AHs (Crown Leased Land leaseholders) had land acquired for this component of the Project with

one house hold resettlement done.

20. In more detail, there is an existing sewer reticulation system in Tacirua Heights that

discharged to a communal septic tank located below the subdivision, next to a creek. The

communal septic tank was demolished as part of Package 5D and after completion of

construction, the Tacirua Heights sewer extension now runs from the existing manhole

immediately upstream of the communal septic tank to connect to the existing Tacirua Trunk Sewer

at Namako Place. The trunk sewer route then commences to the south of Tacirua Heights

subdivision, immediately upstream of the communal septic tank at an existing manhole.

21. The route is positioned on the true right bank of the creek that starts between Tacirua

Road and Khalsa Road (referred to as Tacirua Creek in this report). The sewer gradient is

relatively shallow for the first 130 meters (minimum gradient 1 in 140) and then it generally

steepens as it runs down the ridge to its end. The pipe then drops steeply off the end of the ridge

then crosses Wainamako Creek (Creek Crossing 1). At this point the trunk discharges to a pump

station, and the remainder of the alignment is a rising main. The route continues around a bend in

the creek, on the true right bank of Wainamako Creek, and up and over a ridge that extends

from Rokosawa Road. The drop from this ridge is steep at nearly 45 degrees over a length of

approximately 20 meters. Two further crossings of the Wainamako Creek (Creek Crossings 2 and

3) are then required to avoid the steep side slope that lies between the end of Rokosawa Road

and Wainamako Creek. The pipeline falls continuously from the ridge to a second low point.

22. The route then travels above the true right side of Wainamako Creek to a creek that

flows between Rokosawa Road and Nacagilevu Crescent (Creek Crossing 4). This creek is a

tributary of Wainamako Creek. The second low point in the pipeline route is positioned

upstream of Creek Crossing 4. The pipeline rises continuously from the second low point to the

end of the rising main section. After Creek Crossing 4, another ridge is negotiated on the true

right side of Wainamako Creek, off the end of Nacagilevu Crescent, before crossing another

tributary of Wainamako Creek at Creek Crossing 5. A high point in the pipeline has been

designed to minimize hydraulic transients by extending the new pipeline to a point above the

existing, downstream trunk sewer, then returning back down to end at the existing manhole near

Namako Place.

23. Package 5E Suva - Nausori Sewerage Upgrade (Lower portion) Present status - completed

The Suva Nausori Sewerage Upgrade Project 5E (lower portion) includes the construction of the

Tamavua trunk main from Tamavua village down to the main road, Suva Nausori Kings

Road.The sewer project included the laying of 3.5 kilometers of 600mm trunk main. The original

Resettlement Plan was prepared in 2008 based on the feasibility study and the original design

and this was updated in 2009. The original design was made to ensure that majority of the system

operates on gravity flow to minimize land acquisition and resettlement as much as possible to

avoid environmental damagers

20. The original design for the new trunk sewer commenced from the roundabout at

Bhimji Street as a gravity line; it then changed into a rising main at the junction of Bhimji Street

and Naranji Street; rising through Naranji Street and Wailoku Road before crossing Princess Road.

It then became a gravity main around the outskirts of Tamavua Village (Nabua side). This was

also part of the construction works to allow for the connection of the Tamavua Village Reticulation

system. After Tamavua Village, the pipeline reverts back to gravity lines which run straight

through to the Lower Ragg Avenue, terminating in front of the Army Camp on Cunningham Road.

21. Due to inaccessibility by the Contractor to the pipeline alignment reserves through the

Tamavua Village and Lot 1 on DP6012, the then Ministry of Works Transport and Public Utilities

had to delete the first section of the pipeline (that is, from Chainage 0.0m to Chainage

2,011.6m) effectively reducing the project in value by 52%. EBCL was appointed to undertake

the investigation, design, tender process and construction monitoring for Package 5E. The

construction contract was awarded to Western Builders Limited (WBL) on the 20th

November,

2008. WBL were given possession of the Construction Site on 8th

December, 2008 and given 39

weeks from 9th January, 2009 to complete the Project. Despite delays, the Contractor maintained

the rate of construction enabling the lower portion of the pipeline to be completed by late May

2010.

21. It is also imperative to note that some projects are excluded from this report as they may be near completion, starting to develop into physical projects, and or are on-going. Thus persons reading this report can interpret that there are activities still ongoing on the ground and have yet to be completed as an entire Package 4&5 ADB Loan. C. ENVIRONMENT SAFEGUARD REQUIREMENTS 22. Objectives of the environment safeguard requirements are to ensure the environmental soundness and sustainability of projects and to support the integration of environmental considerations into the project decision- making process.

23. Requirements: Environment assessments are required to be undertaken periodically - as described in Appendix I of the ADB’s Environment Policy. Thus to meet the safeguard requirements, documents with their respective dates of inspections are summarized in tabular form for each project in this report. All projects are reported to have their safeguard documents and summary are available. Examples of the safeguard documents are also attached in the appendices in this report. It was crucial to provide operational environment activities summary as evidence of successful safeguard monitoring and rectification of problems arising at ground level.

In more detail, package work included (but not necessarily limited to):

Documentation and supply of new (only) CCTV equipment, vehicles, and all other things necessary for complete setup of a CCTV operating unit.

Training of local staff in all things necessary to carry out CCTV inspection and enable

maintenance of CCTV equipment.

Water jet cleaning (light cleaning and heavy cleaning as required) of the required sections of

sewer pipelines and manholes.

E. LOCAL GRIEVANCE REDRESS MECHANISM.

29. ADB requires that the borrower/client establish and maintain a grievance redress mechanism to receive and facilitate resolution of affected peoples’ concerns and grievances about the borrower's/client's social and environmental performance at project level. The grievance redress mechanism should be scaled to the risks and impacts of the project. It should address affected people's concerns and complaints promptly, using an understandable and transparent process that is gender responsive, culturally appropriate, and readily accessible to all segments of the affected people. The Water Authority of Fiji has mechanisms to address the grievances of the people affected. These are clearly noted in the WAF”s land acquisition report that states that compensations were paid to land owners and very few resettlements were undertaken. From the environment perspective, complaints were received on site. They were addressed in compliance to Environment Management Act 2005, ensuring all environment grievances were taken care of on site. 30. The Water Authority of Fiji has a customer complaints center open 24 hours a day and the general public are provided with the phone contact number - 3346777 and are urged to contact the call center should they have any complaints regarding any aspect of water supply or sewerage servicers.

31. During the project, specific cases were ana l yze d tha t required tailored approaches to address social and environmental impacts and risks on site thus environment management

plans were produced by the contractors and followed on the ground. Important to note for the purposes of this document, that grievances were not officially documented. For ongoing components however this will be made a priority. F. RESOURCES AND FINANCING 32. The ADB financing was made available under TA 4270 FIJ- Capacity Building in Water and

Sewerage Servicers and ADB Supplementary Loan 2603 – FIJ. This being a environment safeguard

report, does not include financial statements. However, details are enclosed in the financial reports submitted by Water Authority of Fiji to the ADB. These can be obtained from the General Manager for Projects, WAF Projects Division. G. MONITORING AND EVALUATION

33. The PMU working closely with Project consultants monitored the implementation of the

environmental management plans. This was accomplished in conjunction with either daily, weekly,

or monthly reporting in addition to other management reports separately on project implementation

progress to Government and ADB. 34. Prior to any construction, the design of works, land resentments, land acquisition,

environment impacts were all confirmed with the respective Government Departments and service

providers such as FEA and Telecom whom provide information on location of their services to

avoid public grievances and disruptions to servicers during the project phase. 35. Project work has been completed a n d this is the closure report for project 5A, 5B, 5C,

5D and 5E lower portion. The environment safeguard reporting for these packages is hereby closed.
