    Speculation has begun on who is inhe running to be our new President.

    While it may be early days yet, some

    names have emerged as possiblecandidates to replace incumbent RatuEpeli Nailatikau.Ratu Epeli nishes at the end of theyear.The Speaker of Parliament, JikoLuveni, is one of the rst names to behrown into the hat.f she accepts it, it would be a

    simple transfer from Parliament toGovernment House.At the moment, she is relishingher role as Speaker of Parliament,earning and gaining experience.

    She has now got a better grip of theStanding Orders, the set of rules thatgovern parliamentary proceedings.A new speaker to replace her wouldhave to go through this learning curve.t can be taxing and challenging atimes, but it’s rewarding experience

    when national issues are resolvedafter debates, as she is nding out.She could turn down the invitation,preferring to stay on as Speaker.

    But if she opts for a change and shes successfully voted through byParliament, she will become the rstwoman President, her second rst.She is also the rst woman Speaker.Another woman who could slot

    seamlessly into the President’s roleis Nazhat Shameem – Fiji’s rstPermanent Representative to the

    United Nations ofce in Geneva.Like Mrs Luveni, she is a trailblazer.The question though is whether sheis needed more in Geneva or in Suva.Her wide legal experience gives heran added advantage. Mrs Luveni andMs Shameem, both have the elegance,dignity and the persona to give theofce the respect it requires.Another name that has emerged isBrigadier-General Ioane Naivalurua.The Ambassador at Large at theMinistry of Foreign Affairs wastipped to be the new Head of Missionand Force Commander of the United Nations Disengagement ObserverForce (UNDOF).But Major-General Purna ChandraThapa of Nepal was instead appointedto replace Lieutenant-General IqbalSingh Singha from India.Brigadier-General Naivalurua has thecredentials and looks presidential too.His experience in the disciplinedforces and foreign affairs makes him

    a suitable candidate.Ro Epeli Mataitini, the Vunivalu ofRewa, is another possible candidate.He is retired after a career in agriculturewhich took him to the Solomons. Heand his family are strong supporters

    of the FijiFirst Government.In a Rewa Provincial Council meetinglast year, he challenged Rewa paramount

    chief, the Roko Tui Dreketi andSODELPA leader Ro Teimumu Kepa forinviting SODELPA MP Niko Nawaikula,a lawyer, to speak in the meeting.All four have the capacity to continuethe great work being done by thePresident. They all endorse theFijiFirst Government policies.Prime Minister Voreqe Bainimaramaand Leader of the Opposition RoTeimumu Kepa will nominate a nameeach in Parliament.The Speaker will then put the issueto vote. The winner becomes the new president.Mr Bainimarama’s nominee will bevoted in because his Government sidehas an overwhelming majority.More names will surface in the comingmonths as the search continues for thenew President.In this rst mix, there are threecommoners and one chief. Previously,only chiefs were eligible to holdofce and the President is chosen by

    the dissolved Great Council of Chiefs.The new Constitution stipulates thatwe have a common identity, we are allcalled Fijians with equal rights.It means anyone can be appointedPresident, not just a select few.

    Death Linked To ‘Witchcraft’Claims of witchcraft have been linkedo an assault that allegedly led to the

    death of a Namosi villager.Tension was high and the village wassplit over the funeral.The villager, Suwani Liganituidonu, astroke victim, was allegedly attackedbecause his assailants thought he waspractising witchcraft, claimed hisniece.The niece, Aqela Buloukula, 43,said Mr Liganituidonu lived with hisolder sister Sauvana Dite, 60, and hern their lean-to house in Wainiyavu

    Village, in the Namosi highlands.Police spokesperson InspectorAtunaisa Sokomuri conrmed vemen aged 24, 19, 19, 20, 24 were inPolice custody.

    Mrs Buloukula claimed the incidentook place at 10pm on February 5.“We were asleep. When my aunt and woke up we saw the door open and

    he was not on his bed so my aunt wentout to look for him at the river next tohe village,” Mrs Buloukula said.

    “My aunt arrived at the river bank andsaw three men and asked if they hadseen my uncle and one of them said he

    was seen swimming in the river withoutany clothes on so she went got him outdressed him up again and brought him back home and we all slept.”The family suspected that the three men

    had allegedly assaulted him already before leaving him in the water.“Around 1am he went out again andthat was when they must have beatenhim up again because two womencame towards the river and saw oneof the men carrying my uncle home asif something had happened to him.”“My uncle was not thinking straightand he usually took off his clothes

    and walked at night or he will justrelieve himself where ever he is andwe understand his condition.“What these people thought was thathe was performing witchcraft whenhe was seen outside that night whichis why they must have beaten himup,” she said.Mrs Buloukula said one of thesuspects had gone back to the villagefollowing the incident and informeda grog party that he and a few othershad beaten up her uncle. This was alsoafter the two women had informed the party and they said they heard loudscream from the river prior to the timeof the alleged assault.“My uncle was usually up early buton that Friday morning he was still in

     bed. My husband, Aporosa Dromalu,went and held his hand and could seehe was in pain from the way he was behaving and he also vomited blood,”she said.They informed the village headman aday later and he was rushed to NavuaHospital on February 7 before he wastransferred to the Colonial War MemorialHospital in Suva where he died.

    Life Sentence Remains For Speight,Says A-G

    George Speight will continue to servehis life sentence.Minister for Justice Aiyaz Sayed-Khaiyum was responding to a question

    raised by Opposition Leader, RoTeimumu Kepa on the current statusof sentence for George Speight andothers who took part in the 2000 coup.“George Speight is currently servinga sentence for life as his matterhas already been dealt with by theCommission and the Ofce of thePresident, that’s the status,”MrKhaiyum said.Ro Teimumu also questioned ifGeorge Speight, Timoci Silatolu andShane Stevens can apply for parole.Silatolu had pleaded not guilty to acharge of treason but was convictedand received a life sentence for hisnvolvement in the 2000 coup.

    Stevens, a special forces soldierwith the Republic of Fiji MilitaryForces (RFMF), was convicted forhis involvement in the mutiny ofNovember, 2000 and also received a

    life sentence.Mr Sayed-Khaiyum responded sayingthat there is a process that needed to be followed which had been laid outin the Constitution.“Petition of any convicted will be presented to the Commission whowill access the petition made bythe convicted person and any such

     petition will also consider the viewsof the victims of any crime.”He said there would be no changesto the Limitations of Liability forPrescribed Political Events Decreeof 2010 that grants unconditionalimmunity to certain persons whowere involved in prescribing politicalevents of 2000 and 2006.

    Casino Licence Revoked, A-G KhaiyumClaries

    Fiji's Attorney General and Ministerfor Justice Aiyaz Sayed-Khaiyummaintains that the casino gamingicence issued to One Hundred Sands

    Limited (OHSL) for the constructionof what would have been the country'srst casino has indeed been revoked.The licence was revoked last week.n a letter dated February 9, 2015 which

    was faxed to OHSL chairman LarryClaunch in which Sayed-Khaiyumsaid the decision to revoke the licencestemmed from their failure to complywith the conditions set out in the licence.This included delay in the constructionof the casino despite numerousextensions by the Fijian Government, thedevelopers' having not secured the landsite for the casino and their failure to paynes for the months of March 2014 tillJanuary 2015, totaling $US1.1million."Therefore it is clear that OHSL hasfailed to comply with the specialconditions of the licence in particular,Clause19.1 and Clause 19.1(i) whichs a breach of Section 5 of the Casino

    (Operator) Decree 2012," the letter said."Given OHSL's breach and in exerciseof my powers, under section 39(1)

    of the Decree, the 15 March 2012Gaming Licence granted to OHSL ishereby revoked."Please take notice that OHSL is to,with immediate effect, cease to holdtself as the holder of any Gaming

    Licence under the Decree. OHSLs also liable to pay the outstanding

    pecuniary payments."OHSL was issued the licence on15 March 2012 to complete andhave ready by 1 October 2013 theCasino Project which comprised of a

    100-hotel room, a 1500-state-of-the-

    art convention centre and a casino onDenarau Island.On 3 June 2013, the Governmentupon a request for extension from

    OHSL agreed to the commencementof construction of the casino project by midnight 9 June 2013 and thecompletion within 15-20 months.On 2 July 2013, the Government uponfurther request from OHSL consentedto amending the licence by allowingfor the casino and convention centreto be operational within 15 monthsfrom 13 June 2013, ensure the 100 to278 hotel rooms be operational within12 months of completion of the casinoand convention centre and that thenew site for the project be located just before the bridge to Denarau Islands.All other terms and conditionsincluding the penalty provision of$US100,000 per month payable from1 October 2013 remained unchanged.On 2 October 2013, Governmentissued a notice to OHSL for the payment of penalty and OHSL toshow cause as to why Govt should notcancel the licence.On 8 October 2013 and 25 November

    2013, OHSL paid in the penalties forthe months of October and Decemberrespectively.OHSL also responded to Government'sletter (dated 2 October 2013) outliningthat construction was to begin in 2013and that the casino and convention centrewere to be completed within 15 months.The developers followed up with

     payments of the December 2013and January 2014 penalties on 17January 2014 and 21 January 2014respectively.

    On 31 December, OHSL againrequested for an extension, this timefor the construction to begin on 15January 2014 at the latest and to becompleted within 15 months. Govtagreed to the request.On 20 March 2014, upon OHSL'srequest the Govt agreed to defer payment of the nes for the monthsof March and April 2014 to the beginning of May 2015.On 25 March 2014, OHSL paid$US50,000 with the balance of$US50,000 paid on 1 April 2014 forthe month of February 2014.On 27 June 2014, Govt notied OHSL tosettle outstanding penalty for the monthsof March onwards to be paid by 30 June2014. It followed up with another noticeon 16 December 2014 and to showcause as to why Govt should not cancelthe licence. On 27 January 2015, Govtissued yet another notice to OHSL forthe outstanding penalty payment.In a teleconference on 5 February

    2015 between Govt and OHSL, thelatter was to provide a status updateon the casino project includingnancing details, and to settle nesof $US1.1million for the months ofMarch 2014 to January 2015, by 4pmFriday, 6 February 2015.However, the payment was not paid, prompting the revocation of the licence.

    The Fiji Public Service Association has been givenseven days to amend an application for a court rulingagainst the Trades Union Congress.Justice Anjila Wati rejected a submission by FTUCawyer Aman Singh to strike out the application in the

    Employment Court in Suva.The FPSA had originally applied for a courtnjunction to stop the FTUC election of ofce bearers

    ast Saturday claiming it was unconstitutional. Buthe amendments were sought because circumstanceshad changed.FTUC’s general secretary Felix Anthony was also incourt.

    Ministry Committed To Training FijianYouth: Sania

    The Ministry of Youth and Sportshas challenged graduate trainees athe Nasau Youth Training Centre in

    Sigatoka to develop their potential.

    At the closing of the Seeds of Successraining facilitated by the Ministryof Youth and Sports, the youthwere reminded of Government’scommitment to work with youngFijians. The Ministry’s permanentSecretary Mr Josefa Sania formallyclosed the training for the 35 newrainees and said, “I urge you allo make the most of Government’snvestment on you this year.”

    “The Ministry has selected you fromhe many applicants and it hopes each

    of you will make the most of thisopportunity”, Mr Sania said.The training in Nasau is provided tohe young people selected from the 14

    provinces in Fiji without any nancialcosts borne by the trainees. Mr Saniasaid that “Government will continueo invest in the empowerment of

    young people especially those in therural areas.”“We will continue to identify themeans and dispense the necessaryools to enable our youth populace to

     become stable resourceful citizens of

    Student Loan Payment Will Not BeAffected: Mahendra Reddy

    The proposed streamlining forTertiary Loan Scheme will not affecthe terms of payment of loans to be

    made by students.Minister for Education MahendraReddy was responding to a question

    raised by Opposition member, RatuSuliano Matanitobua if the proposedstreamlining in place will includechanging the terms of student loans.“The new online system developedwill allow students, parents andstakeholders to go into TertiaryEducation Loan Scheme (TELS)homepage and make a complaint,students can apply online and otherprivileges which is all available onTELS website,”Mr Reddy said.“The primary objective of the

    streamlining for TELS was to provideefciency and also reach out to thoseapplicants outside Suva,” he said.Mr Reddy added that if the student stillcould not nd employment after theprogramme, then they should provide

    a report to the Board every six months.The Opposition questioned theviability of students looking forguarantors for their loans arguing

    low-income students were at adisadvantage. Mr Reddy blamed tradeunions for spreading misinformationabout the student loans.

    Board To MakeKey DecisionsFiji Airways is expected to have a board meetingnext week to make a few important decisions.Also expected to attend this board meeting is StefanPichler, the outgoing Fiji Airways Group managingdirector/chief executive, who is now in Germanyheading Airberlin.Amongst the things on the agenda will be nalisingFiji Airways’ prots for the 2014 nancial year.Already, indications have been the prots will be inexcess on $60 million and will be a record.The other important issue on the agenda for sure willbe deciding on a new chief executive.But in the meanwhile, one of the priority areas willbe appointing an acting chief executive as Mr Pichlercontinues to get busy with the running of Airberlinoperations.The other topical issue of discussion has been newroutes for Fiji Airways.One of the proposed routes, as indicated by theAttorney-General and Minister for Civil AviationAiyaz Sayed-Khaiyum, is Singapore.This would include a possible code share agreement

    $30 Million Investment Plan For MHCC

    The Carpenters Group has conrmedplans to add another 14 storeys onop of its heart-of-Suva four-storey

    MHCC Complex in Suva.MBF Holdings chairman and Groupchief executive, Tan Sri Sir Dr NinianMogan Lourdenadin, conrmed this.Sir Mogan revealed the CarpentersGroup will be investing about $30million into this expansion.He said the process which is ongoings being done on a negotiated tender

    basis.Expectations are the expansion willbe completed by December next year.“I hope to be sitting in the new ofce

    by Christmas next year,” he said.Once the construction is complete, SirMogan said the building will househe entire group under one roof and

    will be their headquarters.He further conrmed they also havea number of outside tenants who arenterested in taking up the ofce space

    on rental terms.

    In addition to the rental space, SirMogan said the building will havemore MHCC type of facilitiesavailable in terms of retail outlets.It is understood the respective

    approvals have been received and it isnow time to bring things into action.Meanwhile, Sir Mogan is veryoptimistic with the current investmentclimate in Fiji.

    EU Delegation Discusses Our Sugar

    Industry FutureChand, to discuss our sugar industry’sfuture post-2017 when the EU’spreferential quota will end.The delegation consisted of theEuropean Union Ambassador for thePacic, Andrew Jacobs, the BritishHigh Commissioner, RoderickDrummond and the Ambassador forFrance in Fiji, Michel Djokovic.They were on a tour of European Union-supported projects in the Western

    division. The projects target the sugarndustry and those involved in it.Ambassador Jacobs said: “2017 is goingo be a very important year for sugarn the European Union as that is whenhe EU will no longer be able to offer

    preferential market access condition forsugar coming into the market.“So it will be at a more competitiveplace. We are very pleased to workdirectly with the sugar industry to tryo improve competitiveness so that in

    2017, Fijian sugar has a good futuren the European market.”

    garlic, rosemary, sage, tarragon,hyme, salt and pepper. Gently sepa-

    rate the skin from the breasts andhighs of each hen. Rub meat underhe skin with herb mixture. Rub extra

    over skin. Arrange birds on parch-ment-lined baking sheets.Roast birds in a preheated 400˚F(200˚C) oven for 45 minutes, or untilwell browned and cooked through.

    Baste occasionally. Place birds on

    a platter. Transfer drip pings to ameasuring cup.To make sauce, spoon off fat fromdrippings. Place juices in a sauce panwith chicken stock, soy sauce and

    and toss with sesame oil. Set aside.Heat vegetable oil in a wok or largenonstick skillet. Add chicken andgarlic to pan. Cook a few minutes,until chicken loses its raw appear-ance. Remove from pan and reserve.

    Clean pan if needed, then add 1 tbsp

    vegetable oil.Add mushrooms and carrots to pan.Cook for 2 minutes. Add broccoli andcook for a few minutes, until it turns bright green. Add stock, oyster sauceand soy sauce. Bring to a boil.

    Add noodles and chicken. Cook over

    low heat for about 3 minutes, tossinggently until noodles have absorbedthe liquid and everything is very hot.To thicken sauce, combine water withcornstarch, then add to noodles. Cookuntil thick. Toss in green onions.
