Overview:
• On Friday August 29, 2014 staff received a letter from the President of the Brampton Excelsior Lacrosse Club (BELC) requesting financial assistance toward the 2014 Brampton Major Excelsiors season. Attached is a copy of the request and the 2013 financial statement from the BELC (Appendix 1).
• The 2014 City of Brampton current budget includes approved funding in the amount of $30,000 for the BELC.
• In December 2013, Council approved new reporting procedures applied to not-for-profit organizations receiving grant funding from the City of Brampton, effective in the 2014 calendar year.
• This report aligns with the new procedures and with the following City of Brampton Strategic Plan initiative: "Prosperity through the Creative Economy, Tourism and Sport"
• This report recommends that Council continue to support the Brampton Excelsiors Lacrosse Club.
Recommendations:
1. That the report from Dennis Cutajar, Chief Operating Officer, dated September 1, 2014 for the Council meeting of September 10, 2014, re: Brampton Excelsiors Lacrosse Club (Major Excelsiors) Funding Request 2014, be received; and
2. That Council continue to support the Brampton Major Excelsiors by authorising staff to make a grant payment to the Brampton Excelsiors Lacrosse Club for their 2014 season program in the amount of $30,000 from the non-department City Wide Community Projects fund; and

3. That in keeping with new municipal grant procedures effective in the 2014 calendar year, executive-members of the Brampton Excelsiors Lacrosse Club be invited to a future Committee of Council meeting to present a 2014 year-end report and a proposed 2015 program, including an annual municipal funding request.
Background:
Origin of Report
City staff received a letter of request (dated August 28, 2014) for 2014 municipal funding from the President of the Brampton Excelsiors Lacrosse Club (BELC). A copy of the letter and the BELC 2013 Financial Statement is attached in Appendix 1.
Current Situation:
The Brampton Major Excelsiors has a long storied history in the sport of Lacrosse, and the club has proudly carried and represented the name 'Brampton' provincially and nationally. One of Brampton's distinctive characteristics is Excelsiors lacrosse.
According to Brampton Excelsiors archives, "The Excelsior Lacrosse Club holds the enviable legacy of being the longest-running amateur community-owned sports franchise in Canada, perhaps in North America".
Since inception of the tournament in 1910, the Brampton Major Excelsiors won the Mann Cup nine (9) times (i.e. champions in the following years 2011, 2009, 2008, 2002, 1998, 1993, 1992, 1931, 1930).
In 2015, the Brampton Major Excelsiors shall once again host the Mann Cup in Brampton.
City Support of the Excelsiors
The Corporation of the City of Brampton provides annual financial assistance to the Brampton Major Excelsiors in support of their team operations. Each year funding is reviewed and approved by Council in the annual budget process through the non-department policy program "City wide Community Project fund (sports category)".
Corporate Implications:
Budget Implications
During the 2014 budget process, Council approved the non-department City wide Community Projects fund, including $30,000 for the BELC.

This grant request from the BELC can be funded from the 2014 current budget account #201109 001 0191 0 0001.
Policy Implications
In December 2013, Council approved the following new procedure applied to not-forprofit organizations receiving grant funding from the City of Brampton, effective in the 2014 calendar year.
1. That, the report from Dennis Cutajar, Chief Operating Officer, dated November 25, 2013 to the Committee of Council -Budget meetings of December 6, 9,1 0, 2013, re: Summary of Municipal Grants-Activity Report 2013, be received; and
2. That, not-for-profit organizations receiving annual Core-Funding from the City of Brampton be required to present to Committee of Council a mid-year (calendar fiscal year) progress report, and a year-end report to Budget Committee, related to their current business plan and the use of the municipal Grant, effective in the 2014 calendar year; and
3. That, not-for-profit organizations receiving a one-time or recurring municipal Grant, greater than $5000, be required to provide a final report including the use of the municipal Grant to Committee of Council, or another applicable Committee of the City of Brampton, within six months of the completion of the designated project, event or activity for which the municipal Grant was applied.
Strategic Implications:
The recommendations in this report support the "Thriving" category of the City of Brampton Strategic Plan, namely "Strengthen Brampton's outstanding quality of life by encouraging economic growth, innovation and entrepreneurship that enhances the City's brand and residents' lifestyles".
In particular, this report aligns with the following strategic initiative: "Prosperity through the Creative Economy, Tourism and Sport"
Conclusion:
The unique national legacy in sports excellence established by the BELC, since its inception in 1872, has served as the foundation for financial support of this not-for-profit sports club by the Corporation of the City of Brampton.

The Brampton Major Excelsiors continued to re-build in 2014 and plans already underway to build a competitive team for the 2015 season. We have acquired excellent drafting positions for the 2015 over aged Junior draft in February and will be protecting our Brampton Junior A over aged players.
A majority of our players play in the winter National Lacrosse League (NLL) and utilize their talents to promote lacrosse in Brampton. For example, Dan Teat and Mike Hasen held lacrosse camps (Striker Lacrosse Camp) in Brampton for over70 youngsters during the March break and DanDawson is coaching in the new Rock winterMinor league in Oakville. In addition, many of these same players volunteer their time in the summer to assist with coaching in the Brampton Minor Lacrosse program. We are carrying on the Excelsior tradition of excellence in building another team to compete for the Mann Cup in Brampton 2015.
Our homage banner hangs proudly on the north wall of Memorial Arena to honour ourLife Members and inductees to the OLA, CLA and Brampton Sports Hall of Fames. Our goal is to have a year round facility in Brampton.
With your continued support we will be able to continue to put the best team on the floor, promote Brampton's name provincially and nationally, and perhaps most important, continue to balance the books. Our 2013 Financial Statement is attached.

I have reviewed the statement of financial position of the Brampton Excelsior Lacrosse
Club as at September 30, 2013 and the statements of operations, net assets and cash flows
for the year then ended. My review was made in accordance with Canadian generally
accepted standards for review engagements and accordingly consisted primarily of enquiry,
analytical procedures and discussion related to information supplied to me by the company.
A review does not constitute an audit and consequently I do not express an audit opinion
on these financial statements.
Based on my review, nothing has come to my attention that causes me to believe that these
financial statements are not, in all material respects, in accordance with Canadian generally
accepted accounting principles.

1. ORGANIZATION AND OPERATIONS
The Brampton Excelsior Lacrosse Club is incorporated without share capital, under the laws of the Province of Ontario. Its activities include the development of the sport of lacrosse in the City of Brampton and the organizing of competitive teams at the major series level, ages twenty and over, as well as the junior series level, ages sixteen to twenty-one. The Club is exempt from income taxes as a not-for-profit organization.
2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
The financial statements have been prepared by management in accordance with Canadian generally accepted accounting principles, the more significant of which are outlined below.
(a) Fund accounting
The General Fund reports revenues and expenditures related to the organization as a whole and not specifically raised or disbursed for the benefit of any of the individual funds outlined below.
The Junior A Fund reports revenue from fundraising, sponsorships, gate receipts and expenses related to the operation of the team at the Junior A Level.
The Junior B Fund reports revenue from fundraising, sponsorships, gate receipts and expenses related to the operation of the team at the Junior B Level.
The Major Fund reports revenue from fundraising, sponsorships, advertising, gate receipts and expenses related to the operation of the team at the Major level.
The Masters Fund reports revenue from sponsorships, registration fees and expenses related to the operation of lacrosse at the Masters level.
The Senior Women's Fund reports revenue from sponsorships, registration fees and expenses related to the operation of lacrosse at the Senior Women's Level.
(b) Revenue recognition
The organization receives revenue through sponsorships, gate receipts, registration fees, the sale of advertising and through various fundraising efforts. Revenue is recognized when received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured.
(c) Use of estimates
The preparation of financial statements in conformity with Canadian generally accepted accounting principles requires management to make estimates and assumptions that affect the amounts reported in the financial statements and accompanying notes. Actual results could differ from those estimates.

(d) Equipment
The Club expenses equipment in the year that it is purchased.
(e) Contributed services
The Club relies on many volunteers in carrying out its activities. Due to the difficulty in quantifying and determining the fair value of these services, contributed services are not reflected in these financial statements.
3. FINANCIAL INSTRUMENTS
These financial statements include cash, accounts receivable, accounts payable and accrued liabilities. The carrying amount of these items approximate their fair market value due to the short term maturity of these instruments. It is management's opinion that the Club is not exposed to any significant interest or credit risk arising from these instruments.
4. GOING CONCERN
These financial statements have been preparedon the basis of accounting principles applicable to a "going concern", which assumes that the Club will continue to operate in the foreseeable future and will be able to realize its assets and discharge its liabilities in the normal course of operations.
As a non-profit organization, the Club relies upon the continuing support of the public in various forms to fund the Club's activities. The Club's continued existence is dependant upon this ongoing support from the general public.
