With the achievement of peace in Angola in 2002, the government had the possibility to guide the actions to improve the quality of life through the implementation of a multi-faceted and comprehensive program of public investments, including major investments on the water supply infrastructure.

Given the recent strong economic growth (2002-2014) as well as increasing income from extractive industries, the international community reduced its finance, and technical assistance to support the facilities and infrastructure, that the authorities are doing, specially in the water sector, what is now the most challenge for the future, even thought the World Bank, have an big project running.

The rural areas of the country had (and still having) the greatest lack of basic conditions in terms of drinking water to ensure adequate supply of the population.

2. BACKGROUND

• The Angolan authorities, elaborate an ambitions plan to solve the water delivery, both in the rural and urban areas.

• The Goal established were further , than the commitment of the MDG.

• For the Rural Areas, was created in 2007, a particular program, named Water For All. The underlying idea and objective, was to bring drinkable water to the population of the rural areas, and make then benefit also with the gains of the peace process, and the income increase of the country.

• The Angolan Authorities are investing from 2007, to 2017, almost U$ 1,0 Billion in water in this particular program, to rehabilitate and expand the facilities.

3. BACKGROUND

• The Water For All Program is the response of the Angolan Authorities, now to the sixth SDG´s objective, namely: “Ensure availability and sustainable management of water and sanitation for all”.

• The authorities recognizes that the water services are fundamental, for health, life improvement, reduction in mortality, in one word, for life and for development.

• Estimative states that: U$ 1,00 invested in the water services:– Generate a Saving of U$ 9,00 in the health services;– Generate a economics benefits of U$ 6,00 to the society;

• Accordingly to United Nation , access to drinkable water is an human right, and governments have to do whatever it take to accomplish these objective. (UN resolution 64/292 of 28 July 2010 )

Main goals:

1. Increase the supply of drinking water to people living in rural areas by promoting simple solutions and ensuring its sustainability;

2. Health improvement;3. Promote national production,

improve life quality of rural populations, thus contributing to poverty reduction.

Goals:• Design and build 700 Small Water

Systems (SWS);• Design, build and rehabilitate 2.000

Water Wells or Water Points (WP);• On rural areas raise coverage from

22% to 80%.

Providing:• 42 L/day/person – water point (with

reservoir) • 50 L/day/person – domestic water

connection without building networks• 90 L/day/person – domestic water

connection with building networks

4. IMPLEMENTATION STRATEGY

2007: Pilot project on the Provinces of Bengo, Benguela, Cabinda e Uíge.

2008: Program development in the most populous municipalities covered by the decentralization process.

2009: Development of the Program into other locations in order to achieve the goal of 80% coverage rate.

2012: Start of the decentralization process at the municipal level (36 Municipalities). In 2014 74 Municipalities were included. In the next few years all “Rural Municipalities” will be covered .

5. CENTRAL SUPPORT INITIATIVES

Bids to build Small Water Systems on 250 rural municipalities

Bids to build Water Wells / Water Points on over 400 rural

municipalities

In order to contribute to the growth of the implementation rates of the Program and to support the Provincial Water and Power Directions, actions of central (national) initiative were developed.

7. BALANCE

The Water For All Program implemented infrastructures that allowed to (data for January, 2015):

• Supply about 3,0 million new inhabitants, raising the coverage up to 5,0 million inhabitants;

8. MAIN CHALLENGES

• Ensure regular and predictable water supply with standard quality for human;

• Ensure the continuous, proper O&M on all systems built / rehabilitated;

• Undertake social mobilization among the local populations as a way to ensure its proper use, and understand the need for their contribution towards the cost of services that they benefit;

• Motivate the interest of private entities in the management and maintenance of all systems, with the ultimate goal of ensuring their sustainability, as well as return on investment;

• Delivery sanitation services;• Reinforce local administrations capability

9. OPTIONS FOR THE FUTURE

1. Develop a legal and contractual framework allowing and outlining O&M services of complex systems by the private sector.

2. Create capacity building programs, to support local training and O&M support to simple water systems, ensuring sustainability through community management;

3. Gradually sensitize the population to the issue of water tariffs and the relationship with sustainable systems;

4. Establish a comprehensive model for management of these small systems, specially in the rural areas:1. Remain it in the public sector or, 2. Transfer it to the private sector.

5. The main objective is to guarantee the continuing operation of the systems, and also its economic sustainability.

10. FINAL REMARK

• The big challenge for the water sector, all across the Sub-Saharan Africa, is that: water is physically but not financially transparent.

• The International Agencies, the MDB´s should help the local governments with financial innovation , because only two percent of commercial infrastructure finance is going to the water sector.

• Even if one of the keys is to this is find a balance between about affordability of water charges and recovery of reasonable costs, its is necessary to find a workable model in order to sustain the facilities, specially for the small and beggar communities of the rural areas.

• In the case of Angola, we need technical support, for establish a comprehensive model that works. The World Bank is in the ground, with solutions only for the big systems of the Big cities.

• With no innovative solutions specially in the finance topic, the population of the small a rural communities will continue to find difficulties for have drinkable water, and in the end , participate of the Development.
