As the Study Centers of KKHSOU acts as a bridge between the

University and its learners some of the new and interactive events such as

workshops on the management of the Study Centres were held in order to

address the issues regarding their effective functioning and management

of the Study Centres under the districts of Kamrup (Metro) and Kamrup

(Rural). Also, the online orientation for Grade II Employees of the Study

Centres was introduced by the IT Cell of the University, together with the

celebration of the Brajen Barua Memorial Documentary Festival held in

various Jails across the state with the collaboration of the Assam Prison

Head Quarters and the Non-Governmental Organisation- Film and Cultural

Society of North East. As far as the Jail Study Centres are concerned, the

University has also set up 10 new centres across various jails of Assam

and the counselling sessions are underway with a total of 24 learners

enrolled under programmes such as BA, MA, BCA, CCA and CSTCPM.

In the academic session that begins in the month of July 2017, a

total number of 27,909 learners were enrolled in the first semester of

various programmes of KKHSOU and as per the declared results of final

semester for various Master Degree Programmes, Post Graduate Diploma,

Diploma and Certificate programmes, the pass percentage indicates an

improvement in the academic performance of the distance learners of

KKHSOU.

Thus, the University continues to march ahead with both its strong

vision and mission, striving towards excellence in the field of Distance

Education while also maintaining its commitment to the larger social

responsibilities. It still has a long way ahead and in keeping with the

same, the University continues to measure its progress with its internal-

assessment, modern innovative strategies and continuous improvement,

in all the concerning areas of academic, administrative, Learners’ Support

Services (LSS), research, examinations, as well as, Study Centre

management. Although, the future is filled with several challenges, yet

the University stands focused on the ‘opportunities’ embodied in these

challenges. With its enriching experiences in the past, the advantage of

its resources combined with the invaluable support of all the well-wishers,

our learners, resource-persons, people engaged in the KKHSOU Study

Centres and the society at large, the University shall undoubtedly move

KKHSOU has established Centre for Internal

Quality Assurance (CIQA) to take care of the

quality aspect of various activities of the

University. CIQA has been established to

develop and put in place a comprehensive and

dynamic internal quality assurance system to

provide higher education programmes through

the Open and Distance Learning (ODL) mode.

The Centre is involved in the university’s wide

efforts towards developing ICT, Faculty,

Learners’ Support System, Examination

reforms etc.

As per the requirement of the UGC guidelines,

the University has formed a CIQA Committee

to govern the overall activities of CIQA. Prof.

N.N. Sarma, has joined as full time Director

of CIQA on 1 December 2017. The CIQA has

prepared a detailed Annual Plan for the year

2018 encompassing the following activities:

a) Coordination in preparation of PPR

(Programme Project Report) for

different Academic Programmes of

the University

b) Examination Reforms, mostly in

ensuring smooth conduct of exams at

the Examination Centres

c) Stakeholders’ Meeting

d) SLM Audit

e) Preparation of Statistics

f) Feedback Collection, Dissemination

and Follow up

g) Programme Effectiveness Research

h) Talk and Workshop on Creativity and

Innovation

i) Adoption and Development of

MOOCs

j) Quality Improvement Workshop

Various activities of CIQA are being conducted

as per the Action Plan of CIQA. The thrust in

the last quarter of the year 2017-2018 was

mostly on examination reforms.

Examination Monitoring:

Krishna Kanta Handiqui State Open

University has attached top priority with

regard to examination reforms in the year

2018. Maintenance of sanctity in the

conduct of examination is an important

aspect for the credibility of any

educational system. Keeping this in view,

the CIQA office has focused on

monitoring the examination centres of

KKHSOU while working to improve the

efficiency of the examination centres. The

officers and faculty members of the

University are deputed as Examination

Monitoring Officer for 100% coverage of

examination centres of KKHSOU to

monitor the compliance of the Standard

Operating Procedures (SOP) and also to

oversee the measures adopted for the

smooth conduct of the examination

processes. As the University has decided

to attach special importance on

examination reforms in 2018, the measure

is expected to contribute towards

accomplishment of the mission of

examination reforms of the university.

Reseaech and Development is an important

dimension of a University’s academic pursuits.

An academic organisation remains incomplete

in the absence of proper research activities.

Keeping this in mind, the University has set up

a research wing dedicated to social science

research with special emphasis on area studies.

The Institute has been named after great scholar

Dr. Banikanta Kakati as Banikanta Kakati

Research Institute (BKRI).

Activities and Programmes of BKRI :

Lecture on the Philosophy of Nobel Laureate

Kenneth Joseph Arrow : Banikanta Kakati

Research Institute of KKHSOU organised a

lecture on the philosophy of Nobel Laureate

Kenneth Joseph Arrow at Sudmerson Hall,

Cotton University on 9 May 2017. The lecture

titled “Kenneth Joseph Arrow’s Legacy in

Contemporary Economy and Public Policy”,

was delivered by Dr. Gautam Mazumdar,

Associate Professor, Department of

Economics, Cotton University (formerly

Cotton College), Guwahati. Dr. Mazumdar, in

his lecture, while elaborating the ideas of

Kenneth J. Arrow stated that the main thrust of

the Economist was on the question of how

social welfare functions could be formulated.

Significantly, Arrow shared the Nobel

Memorial Prize in Economic Sciences with

British economist, John Hicks in 1972 for their

fundamental contributions to the general

equilibrium theory. Professor Abu Nasar Saied

Ahmed, Honorary Director, Banikanta Kakati

Research Institute, delivered the welcome

address on the occasion. The lecture was

attended by key officials and faculty members

of KKHSOU and other interested members of

the teaching and student community. The

lecture was followed by a stimulating

interactive session which saw the active

participation of the audience.

Banikanta Kakati Memorial Lecture:

Banikanta Kakati Memorial Lecture was

organised at Sudmersen Hall, Cotton University

on 15 November 2017. The Memorial Lecture

entitled “Paradigm shift in Intellectual History

and Banikanta Kakati” was delivered by Prof.

Ranjit Kumar Dev Goswami, Head of Srimanta

Sankardeva Chair, Tezpur University. In this

well attended Programme, Prof. Goswami

highlighted the paradigm shift in Assamese

Literature, and other writings initiated by

Banikanta Kakati. He contended that prior to

Dr. Kakati there was no credible evidence on

the writings of Assamese scholars and

littérateurs on the issue of caste prejudices. Dr.

Kakati’s writings later on influenced the

succeeding generations of writers and scholars

to deal with the problems of social

inclusiveness in the larger Assamese society.

Herein lies the intellectual paradigm shift in

the thinking and writings of a majority of the

short story writers, novelists and dramatists, in

addition to other intellectual figures hailing

from the state.

The talk was followed by a lively interactive

session in which many young and senior

scholars participated.

One Day Round Table Discussion: A One Day

Round Table Discussion titled, “Alternative

Paradigm of Living with Flood”, was held on

4 March 2018, in the premises of Indian

Institute of Bank Management, Khanapara,

Guwahati. The event was inaugurated by Dr.

Hitesh Deka, Vice Chancellor, Krishna Kanta

BANIKANTA KAKATI RESEARCHINSTITUTE

Handiqui State Open University, with a brief

opening remark. The discussion was organised

by Banikanta Kakati Research Institute, under

the auspices of Krishna Kanta Handiqui State

Open University. Three eminent speakers- Prof.

Abani Kumar Bhagabati, Prof. Arup Kumar

Sarma, and Prof. Jogendra Nath Sarma,

presented their research papers on the issue. In

addition, the speakers shared the view

regarding the fact that floods are inevitable;

therefore, the need of the hour is to respect

nature, and adopt a pro-active approach to solve

the problems of flood. The experts argued that

dredging, construction of embankments can

never be a permanent solution to this problem.

Prof. Abu Nasar Saied Ahmed, Honorary

Director, BKRI, delivered the welcome address

on the occasion. The talk was followed by a

lively interaction in which many young and

senior scholars participated. Three members of

Asam Sahitya Sabha – Chandan Sarmah,

Pradip Pujary and Bipul Deuri, also expressed

their views on this topic.

strengthened with Krishna Kanta Handiqui

State Open University and UNICEF with

an increased focus on sensitising media

persons on reporting adolescent and child

protection issues. The Bhupen Hazarika

School of Mass Communication of

KKHSOU has co-ordinated the entire

initiative. The project entitled as ‘Media

Network for Ethical Report on Children

and Adolescent’ started from March 2017

to November 2017.

With the initiation of sensitisation

workshops and the media fellowship

programme there has been an increase in

ethical reporting on children’s issues. This

year, the focus was on strengthening the

existing network of ethical reporters and

reaching out to district level media persons.

The main objectives of this was to support

and strengthen the environment with

regard to reporting on children and

adolescents in the State, to improve the

quality and volume of stories on

adolescents/children in daily news coverage

in Assam and to promote ethical and

responsible journalism especially on issues

of adolescents and children in the State.

In continuation with the spirit of publication inherent in the university structure, we have

been trying to develop and channelize our publication process for the greater benefit of all the

concerned parties. An open university has certain advantages over the conventional university. It is

quite natural for an open university to design publication programs to cover several hitherto untrodden

areas. Krishna Kanta Handiqui State Open University, with its working paper publication module

develops a strategy to address issues of abiding interest. It includes formulation of several ideas

comprising several issues that need our intellectual interpretation and appreciation of critical strength.

Our working paper module concern itself with energy conservation in domestic front, an

understanding of international diplomacy through India's handling of nuclear supply dynamics, a

journey into the nature of knowledge as deciphered in philosophy and science, consumer preferences

and actual possession in durable goods in their global context, a managerial reinterpretation of

Maniram Dewan using tools of contemporary management studies with a strong emphasis on its

historical context, the growing significance of Indian English Fiction with a stress on its emergence

and impact. This working paper module is the reflection of the philosophy of free flow of ideas

across various strands of thought. The broad areas of discussion, therefore, are an indicators of our

commitment to enhance knowledge in an interwoven world of multiple dynamics.

The University has published a series of Working Papers–
