1. Background
The Government of India launched the Jawaharlal Nehru National Solar Mission to promote ecologically
sustainable growth while addressing India’s energy security challenges. NTPC Vidyut Vyapar Nigam Ltd (NVVN)
is responsible for the implementation of first phase of the mission. Under this scheme NVVN allotted capacity to
Independent Power Producers (IPPs) on the basis of reverse bidding of tariff and also signed a PPA with the
IPPs. Therefore Alex Solar Private Limited (ASPL), in order to derive benefit of the policy, intends to set up a 5
MW Solar Power Project in Orissa by procuring EPC contractor through ICB route.
The Jawaharlal Nehru National Solar Mission is a major initiative of the Government of India to
promote ecologically sustainable growth while addressing India’s energy security challenges. The
immediate aim of the Mission is to focus on setting up an enabling environment for solar technology
penetration in the country both at a centralized and decentralized level. The first phase of this
Mission aims to commission 1000 MW of grid-connected solar power projects by 2013. NTPC Vidyut
Vyapar Nigam Ltd (NVVN), a subsidiary of National Thermal Power Corporation, is the designated
nodal agency responsible for implementation of Phase-I of mission. NVVN selected the Independent
Power Producers (IPPs) on the basis of reverse bidding process and signed a power purchase
agreement with the selected developers.
In this context Alex Solar Private Limited (ASPL) proposes to set up a 5 MW Solar PV power plant in
the state of Orissa and intends to initiate an International Competitive Bid (ICB) process to select
Engineering, Procurement and Construction (EPC) contractor to execute the proposed project.
Introduction
1.1 Alex Solar Private Limited (ASPL)
M/s. Alex Solar Private Limited (now known as Aftab Solar Private Limited) is a company
incorporated in India and registered under the provisions of the Companies Act, 1956 at 90,
Pirphukur Road, Bansdroni, Kolkata – 700070, West Bengal, India. ASPL is setting up a 5MWp solar
PV power project in the State of Orissa, in the eastern part of India. ASPL invites bids from reputed
parties from across the globe for design, engineering, manufacturing, supply, erection, testing and
commissioning of the aforementioned solar power project on a turnkey Engineering, Procurement
and Construction (EPC) basis. The Project is being implemented under the NVVN, Government of
India, National Solar Mission– Phase-I. Power generated from the Project will be sold to NTPC Vidyut
Vyapar Nigam (NVVN).

1.2 Background
For the above mentioned 5 MW Solar PV power project, the company proposes to select reputed
parties through International Competitive Bidding for design, engineering, manufacturing, supply,
erection, testing and commissioning of the aforementioned solar power project on a turnkey
Engineering, Procurement and Construction (EPC) basis. The bidders are expected to carry out the
scope of work as provided in the Request for Proposal document. ASPL appointed CRISIL Risk and
Infrastructure Solutions Ltd (CRIS) to independently administer the international competitive bidding
process, as well as the selection of the final EPC contractor, for the aforementioned project.
CRIS in consultation with ASPL has followed a 3 stage process for the selection of EPC contractors for
aforesaid project.
� Stage-1: Issuance of ‘Notice Inviting Tender (NIT)’ and evaluation of the ‘Expression of
Interests (EOI)’ to validate whether the bidders meet the qualification criteria or not.
� Stage-2: Issuance of ‘Request for Proposal (RFP)’ document to the bidders qualified under
stage 1.
� Stage-3: Evaluation of the bids received and recommending the outcome to enable ASPL to
finalize the appointment of the EPC contractor.
1.2.1 Stage-1
The NIT for the project was published in the Economic Times on 16th
June 2011. The NIT published is
attached with this report as Annexure-1.
The NIT contained brief scope of work regarding the proposed project, the pre-qualification
requirements and the timelines for the submission of the EOI from the bidders and the issuance of
the RFP document. The last date for submission of EOI was 22nd
June 2011.
In response to the NIT, the following parties submitted their EOI for the project being set up by ASPL.

Based on the EOI evaluation, all the above mentioned bidders were shortlisted for RFP stage.
1.2.2 Stage-2
The RFP document was issued to all other shortlisted bidders on 27th
June 2011.

As per the NIT, the last date for submission of bid documents was 13th
July 2011. However, most of
the bidders requested to extend the deadline for submission of the bid. Accordingly, two
addendums were issued based on repeated requests by the bidders in this regard so as to
facilitate detailed and thorough bid preparations.
� An addendum was issued on 12th
July 2011 wherein the last date for submission of the
techno-commercial and price proposal was extended till 27th
July 2011.
� Subsequently and as per the repeated requests from the bidders, another addendum was
issued on 27th
July 2011 wherein the last date for submission of techno-commercial and
price proposals was extended to 10th
August, 2011.
Finally, the following bidders submitted the techno-commercial and price proposals:

As per the bidding documents, bidders were instructed to submit the proposal in two parts i.e. the
Techno-commercial proposal and the Price proposal.
Based on the assessment of the techno commercial proposals, it was observed that the bidders had
not submitted some of the required documents in the prescribed formats. The discrepancies found
in the bid proposals were analyzed and an email was sent on 18th
August 2011 to the respective
bidders regarding the deficiencies in bid proposal submitted, and bidders were directed to submit
the required clarification/documents by 20th
August 2011.
In response to the email, all the three bidders namely Moser Baer Engineering and Construction
Limited, Abir Infrastructure Private Limited and Indure – Montealto submitted the required
documents within the time limit.
This report is based on the assessment of the techno-commercial proposal submitted by the
qualified bidders (as well as the additional documents submitted by Moser Baser Engineering and
Constructions Limited, Abir Infrastructure Private Limited and Indure – Montealto on 20th
August

2011). The objective of this report (covered in chapter 2) is to assess the documents and evaluate, as
per the provisions of the bidding documents, whether the bidders qualify for the opening of price
proposal.

2. Observations
This chapter summarizes the approach that was followed during the bid evaluation and also highlights the key
observations which were made during the bid process management
2.1 Approach
The parameters for assessment of the Techno-commercial proposal for qualification have been
prescribed in the RFP bid document. Specifically, Clause 25 of the Volume I (Request for Proposal-
Information to Bidders) deals with evaluation of proposals. Sub Clause 25.1 of Volume I provides the
general framework for evaluation of proposals and also provides the framework for evaluation and
parameters to be considered for evaluation of Proposal. Clause 25.2 sets the tone for evaluating the
responsiveness of the proposal against the prescribed parameters, while Clauses 25.4 & 25.5
mandate that the evaluation of the Techno-commercial proposal for qualification shall be done as
per the contents submitted by the bidder specified in Clause 13 of the Request for Proposal -
Information to Bidders document.
As per the RFP document, the bidder has to submit the following details/documents:

The approach followed for evaluation of the Techno-commercial proposal is segregated into two
stages:
� Stage 1: Study of all documents as required to be submitted by the bidder and
responsiveness of the proposal.
� Proposed Module should be Thin Film technology and have been used for at-least for 5
MW size single site project.
� Proposed Power Conditioning Unit (“PCU”) should have been used at-least for 100MW
Capacity.
� Guaranteed Performance Ratio.
� Compliance with requirements as specified in the RFP Document.
� Stage 2: In this stage the technical acumen, feasibility and operational viability shall be
assessed. The evaluation criteria is summarized below:
� Detailed design, installation and operations plan for the Project.
� Detailed Project critical path schedule identifying all important development elements
and their timing.
� Identification of the major equipment supplier(s) to be used for the Project.

� Stage 3: Financial evaluation
Evaluations of the Techno-commercial proposal submitted by the qualified bidders have been
provided in the following sections.
2.2 Detailed Technical Evaluation
2.2.1 Moser Baer Engineering and Constructions Limited (MBECL)
2.2.1.1 PQ Stage
The details submitted by Moser Baer Engineering and Constructions Limited against meeting the Pre
Qualification criteria were as mentioned below:
Technical- Completion certificate for ‘Sapphire Industrial Infrastructure Pvt Ltd.’ for 5 MW thin film
based solar power plant at Sivagangai in Tamil Nadu.
Financial- CA Certificate based on provisional accounts, certifying that turnover for the financial year
FY 2010-11 being more than Rs 200 crores.
2.2.1.2 Stage 1
All the documents submitted by the bidder were in order as per the RFP requirement and hence the
proposal was declared responsive and hence was assessed further.
2.2.1.3 Stage 2
Few deficiencies were found during the evaluation of details submitted along with proposal, which
were communicated to the bidder by query email dated 18.08.2011. The table below summarizes
the deficiencies found in the original technical bid and the clarifications received from the bidder as
reply to the queries.

Moser Baer Engineering and Construction Ltd. submitted the required set of documents (as
mentioned in the above table) on 20th
August, 2011. An assessment of the submitted documents has
been provided in the subsequent paragraphs:
� Detailed design, installation and operations plan for the Project: The proposal submitted by
bidder covers in details the following topics- the technical selection, system description,
system configuration for various components & module mounting structures, inverters,
SCADA system, IT system comprising hardware and software), fire alarm & fire suppression
system and control room & inverter cooling system. These details are accompanied by
relevant bill of materials mentioning quality and quantity. A separate section of the proposal
describes the proposed substation equipment details including bill of material and single line
diagram. The quality assurance plan has been detailed in a separate section mentioning the
scope of activities, execution & commissioning details, the critical aspects and plant

production checking. The proposal also contains the simulation parameters, simulation
results and loss diagram for grid connected system and the characteristics of the PV module.
� Detailed Project critical path schedule: The project schedule has been presented as the
Gantt chart in the proposal. As per the proposed schedule, the entire project is to be
completed latest in 121 days which is within the project duration as per the RFP document.
� Identification of the major equipment supplier(s): The suppliers for each of major
equipment, along with the technical specification and the bill of material for spares, have
been mentioned in the proposal.
All of the above mentioned details are in conformity with the requirement for the project.
2.2.1.4 Conclusion
Based on the above analysis it has been concluded that the proposal submitted by Moser Baer
Engineering & Constructions Ltd is responsive and the proposal meets the prescribed Techno-
commercial parameters.
2.2.2 Abir Infrastructure Private Limited (AIPL)
2.2.2.1 PQ Stage
The details submitted by Abir Infrastructure Private Limited against meeting the Pre Qualification
criteria were as mentioned below:
Technical- Two projects: 1> EPC contractor with projects of 2x600 MW for Singhitari Thermal Power
Plant with the value of contract of Rs 1965 crores; and 2> EPC contractor (in a consortium) with the
value of work to Abir being more than 1550 crores.
Financial- Documents showing turnover of Rs 1135 crores approx for the financial year FY 2010-11.
2.2.2.2 Stage 1
All the documents submitted by the bidder were in order as per the RFP requirement and hence the
proposal was declared responsive and hence was assessed further.
2.2.2.3 Stage 2
Few deficiencies were found during the evaluation of details submitted along with proposal, which
were communicated to the bidder by query email dated 18.08.2011. The table below summarizes
the deficiencies found in the original technical bid and the clarifications received from the bidder as

Further Abir Infrastructure Private Limited submitted the required set of documents (as mentioned
in the above table) on 20th
August, 2011. An assessment of the submitted documents has been
provided in the subsequent paragraphs:
� Detailed design, installation and operations plan for the Project: The proposal submitted by
bidder covers in details the following topics- the technical selection, system description,

system configuration for various components & module mounting structures, inverters,
SCADA system, IT system comprising hardware and software), fire alarm & fire suppression
system and control room & inverter cooling system. These details are accompanied by
relevant bill of materials mentioning quality and quantity. A separate section of the proposal
describes the proposed substation equipment details including bill of material and single line
diagram. The quality assurance plan has been detailed in a separate section mentioning the
scope of activities, execution & commissioning details, the critical aspects and plant
production checking. The proposal also contains the simulation parameters, simulation
results and loss diagram for grid connected system and the characteristics of the PV module.
� Detailed Project critical path schedule: The project schedule has been presented as the
Gantt chart in the proposal. As per the proposed schedule, the entire project is to be
completed latest in 121 days which is within the project duration as per the RFP document.
� Identification of the major equipment supplier(s): The suppliers for each of major
equipment, along with the technical specification and the bill of material for spares, have
been mentioned in the proposal.
All of the above mentioned details are in conformity with the requirement for the project.
2.2.2.4 Conclusion
Based on the above analysis it has been concluded that the proposal submitted by Abir
Infrastructure Private Ltd is responsive and the proposal meets the prescribed Techno-commercial
parameters.
2.2.3 Indure - Montealto
2.2.3.1 PQ Stage
The details submitted by Indure- Montealto against meeting the Pre Qualification criteria were as
mentioned below:
Technical- Two projects: 1> Completed BoP Package including civil for 2X 525 MW coal fired power
plant for Orrisa (Contract value 1132.50 cr); and 2> Completed BoP package including civil work for
2X 250 MW coal fired power plant (Project Cost Rs 2200 Crores)
Financial- Profit and Loss account for the financial year FY 2009-10 for Indure and the balance sheet
for Montealto, showing that the consortium meets the minimum PQ criteria. Documents are
attached as annexure.

All the documents submitted by the bidder were in order as per the RFP requirement and hence the
proposal was declared responsive and hence was assessed further.
2.2.3.3 Stage 2
Several deficiencies were found during the evaluation of details submitted along with proposal,
which were communicated to the bidder by query email dated 18.08.2011. The table below

Based on the above analysis it is concluded that though the proposal submitted by Indure –
Montealto Consortium is responsive but the proposal doesn’t meet the prescribed technical
specifications (as per the RFP) due to missing data and calculation errors. Also it seems that the
bidder has proposed for certain deviations, exclusions and assumptions which doesn’t comply with
RFP requirement. Thus, the bidder, Indure – Montealto Consortium is technically disqualified.
2.3 Summary of evaluation
The Techno-Commercial proposals submitted by the aforesaid 3 bidders have been examined. Based
on examination it is concluded that only Moser Baer Engineering and Constructions Ltd (MBECL) and
Abir Infrastructure Private Limited (AIPL) are capable in meeting the specified quantity and quality
requirements while complying with the applicable laws as well as the requirements of the project as
mentioned in the RFP document.

The strategies proposed by MBECL and AIPL have been studied and it is found that both MBECL and
AIPL are aware of the technical challenges inherent in the projects. The adequacy of proposed
experience and capability to execute the project is assessed as satisfactory.

the bidders for the reasons explained in the previous section:

3. Financial Bid Opening
As part of second stage of the biding process the disqualified bidders were intimated via email dated
24th
August, 2011. Further qualified bidders were also intimated about financial bid opening details.
The financial bid of successful bidder was opened on 25th
August, 2011 at 4.30 pm at CRISIL’s office
i.e. in front of officials of successful bidder.
