    This AD requires, for certain airplanes, repetitive replacements of the fixed fairing upper and lower

    attachment studs of both left-hand (LH) and the right-hand (RH) MLG; and repetitive inspections for

    corrosion, wear, fatigue cracking, and loose studs of each forward stud assembly of the fixed fairing

    door upper and lower forward attachment of both LH and RH MLG; and replacement if necessary.

    This AD also provides an optional terminating modification for the repetitive replacements of the

    fixed fairing upper and lower attachment studs.

  • The FAA is superseding AD 2014-12-51 for Airbus Helicopters (previously Eurocopter France) Model

    EC130B4 and EC130T2 helicopters. AD 2014-12-51 required repetitively inspecting the tailboom to

    Fenestron junction frame (junction frame) for a crack. This new AD retains the requirements of AD

    2014-12-51, changes the applicability from helicopters with certain hours time-in-service (TIS) to

    junction frames with certain hours TIS, and adds a compliance time for sling cycles to the junction

    frame inspection interval. The actions of this AD are intended to detect a crack and to prevent

    failure of the junction frame, which could result in loss of the Fenestron and subsequent loss of

    control of the helicopter.

    AD: Bombardier, Inc. Airplanes

    The FAA is adopting a new AD for certain Bombardier, Inc. Model CL-600-2B19 (Regional Jet Series

    100 & 440) airplanes. This AD requires replacement of incorrectly calibrated AOA transducers. We

    are issuing this AD to detect and replace incorrectly calibrated AOA transducers; incorrect

    calibration of the transducers could result in late activation of the stick pusher.

    AD: Bombardier, Inc. Airplanes

    The FAA is superseding AD 2014-17-51 for certain Bombardier, Inc. Model CL-600-2B16 airplanes.

    AD 2014-17-51 required inspecting the inboard flap fasteners of the hinge-box forward fitting at

    Wing Station (WS) 76.50 and WS 127.25 to determine the orientation and condition of the

    fasteners, as applicable, and replacement or repetitive inspections of the fasteners if necessary. AD

    2014-17-51 also provided for optional terminating action for the requirements of that AD. This new

    AD requires accomplishment of the previously optional terminating action.

    AD: DG Flugzeugbau GmbH Gliders

    The FAA is revising AD 2015-09-04 for DG Flugzeugbau GmbH Model DG-1000T gliders equipped

    with a Solo Kleinmotoren Model 2350 C engine. This AD results from mandatory continuing

    airworthiness information (MCAI) issued by an aviation authority of another country to identify and

    correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as

    engine shaft failure and consequent propeller detachment. We are issuing this AD to require

    actions to address the unsafe condition on these products.

    AD: Dassault Aviation Airplanes

    The FAA is adopting a new AD for certain Dassault Aviation Model FALCON 2000, FALCON 2000EX,

    MYSTERE-FALCON 900, and FALCON 900EX airplanes. This AD was prompted by reports of a co-pilot

    sliding aft on his seat during take-off at rotation. This AD requires replacement of certain springs

    installed on the pilot and co-pilot seats.

    The FAA is adopting a new AD for certain Piper Aircraft, Inc. Model PA-31-350 airplanes. This AD

    requires inspecting the fuel hose assembly and the turbocharger support assembly for proper

    clearance between them, inspecting each assembly for any sign of damage, and making any

    necessary repairs or replacements.

    AD: The Boeing Company Airplanes

    The FAA is adopting a new AD for certain The Boeing Company Model 777-200 and -300 series

    airplanes. This AD requires repetitive inspections for cracking of the left side and right side forward

    outer chords of the pivot bulkhead, and related investigative and corrective actions if necessary.

    This AD also provides a modification of the pivot bulkhead, which would terminate the repetitive

    inspections.

    The FAA proposes to adopt a new AD for certain Bombardier, Inc. Model DHC-8-400 series

    airplanes. This proposed AD would require a general visual inspection for corrosion of the

    thermostats' mounting surfaces and fuselage skin surface, corrective actions if necessary, and

    relocating the existing thermostats.

    NPRM: Proposed Amendment of Class D Airspace and Revocation of Class E Airspace; Columbus,

    Ohio State University Airport, OH, and Amendment of Class E Airspace; Columbus, OH

    Published 05/02/2016 Docket #: FAA-2015-1649

    This action withdraws the NPRM published in the Federal Register on June 24, 2015, proposing to

    amend Class D and Class E airspace and remove Class E airspace in the Columbus, OH, area. The

    FAA has determined that withdrawal of that NPRM is warranted as a second NPRM for the same

    airspace action was issued in July 2015.

  • FAA Air Traffic Report Rain and thunderstorms continue this morning along the East Coast and across the Midwest, likely leading to delays for flights arriving into the New York area (JFK, LGA, EWR) and the Washington DC area (DCA, IAD, BWI). Flights to and from Florida and cities on the East Coast and Midwest will likely be re-routed around the weather, possibly causing some delays. Morning fog could slow traffic in Atlanta (ATL), Charlotte (CLT), Detroit (DTW) and San Francisco (SFO). FAA Proposes Policy Change to PFC Funding for Airport Rail Projects Today, the FAA issued a Federal Register Notice seeking public comment on proposed changes in the Passenger Facility Charge program. Currently, passenger facility charge (PFC) funds may support rail projects that are on airport property only if they are for the exclusive use of airport patrons and employees. The proposed change would expand the funding eligibility to include selected additional elements of airport rail projects meeting certain criteria, even if they are not solely for the exclusive use of airport patrons and employees.     This amendment adopts miscellaneous amendments to the required IFR (instrument flight rules)

    altitudes and changeover points for certain Federal airways, jet routes, or direct routes for which a

    minimum or maximum en route authorized IFR altitude is prescribed. This regulatory action is

    needed because of changes occurring in the National Airspace System. These changes are designed

    to provide for the safe and efficient use of the navigable airspace under instrument conditions in

    the affected areas.

    The FAA proposes to adopt a new AD 2008-19-08, for all Dassault Aviation Model Falcon 10

    airplanes. AD 2008-19-08 currently requires repetitive replacement of the flexible hoses installed in

    the wing (slat) anti-icing system with new hoses. Since we issued AD 2008-19-08, additional reports

    were received of collapse of the flexible hoses installed in the slat anti-icing systems on airplanes

    equipped with new, improved hoses. This proposed AD would require reducing the life limit of

    these flexible hoses, which would reduce the repetitive replacement intervals.

    (MLG), repetitive ultrasonic inspections for cracking of the rear spar of the wing, and corrective

    action if necessary. AD 2004-19-11 also provided optional terminating action for the repetitive

    inspections. This new AD retains the requirements of AD 2004-19-11, and requires the previously

    optional terminating action.

    The FAA is adopting a new AD for certain The Boeing Company Model 747-8 series airplanes. This

    AD requires a detailed inspection for correct installation of the flex hose clamp of the occupant

    backup air supply and a general visual inspection for damage of the flex hose, and related

    investigative and corrective actions if necessary. The FAA is issuing this AD to detect and correct an

    incorrect clamp installation on the inboard end of the flex hose, which allows the flex hose to

    slowly become disconnected from the adjacent fiberglass duct, and damage to the hose. This

    condition, in conjunction with a cargo fire event, can potentially lead to decreased airflow to the

    main deck, possibly resulting in smoke and/or toxic fumes penetrating into the main deck

    passenger compartment, which could result in injury to the passengers or cabin crew.

    The Federal Aviation Administration (FAA) is requesting public comment on the Susquehanna Area

    Regional Airport Authority's (SARAA) request to change 11.398 acres of airport property from

    aeronautical use to non-aeronautical use. The acreage in question is subject to the Provisions of the

    Federal Property and Administrative Services Act of 1949, and the Surplus Property Act of 1944 as

    amended. In accordance with 49 U.S.C. 47151(d), 47153(c), and 47107(h), this notice is required to

    be published in the Federal Register for 30 days before waiving the condition that such land be

    used for aeronautical purposes. The purpose of the release request is to enable SARAA to generate

    revenue from this property by taking action including, but not limited to, entering into a long-term

    lease with Shaner Hotel Holdings for the purpose of constructing and operating a four (4) story

    hotel consisting of 120 guest rooms, a meeting center and restaurant.

    NPRM AD: ATR-GIE Avions de Transport Régional Airplanes

    We are revising an earlier proposed airworthiness directive (AD) for certain ATR—GIE Avions de

    Transport Régional Model ATR42-500 and Model ATR72-212A airplanes. The NPRM proposed to

    require measuring the gap between the Type III Emergency Exit doors and certain overhead

    stowage compartment fittings; removing certain fittings from the overhead stowage compartments

    and measuring the gap between the Type III Emergency Exit doors and the overhead stowage

    compartment hooks, if necessary; and re-installing or repairing, as applicable, the Type III

    Emergency Exit doors. The NPRM was prompted by a report indicating that interference occurred

    between a Type III Emergency Exit door and the surrounding passenger cabin furnishing during a

    production check. This action revises the NPRM by adding new proposed requirements for

    modifying the overhead stowage compartments. We are proposing this supplemental NPRM

    (SNPRM) to prevent interference between a Type III Emergency Exit door and the overhead

    stowage compartment fitting installed on the rail; which could result in obstructed opening of a

    Type III Emergency Exit door during an emergency evacuation. Since these actions impose an

    additional burden over those proposed in the NPRM, we are reopening the comment period to

    allow the public the chance to comment on these proposed changes.

    NPRM AD: The Boeing Company Airplanes

    We propose to supersede Airworthiness Directive (AD) 2013-19-04, which applies to certain The

    Boeing Company Model 737-600, -700, -700C, -800, and -900 series airplanes. AD 2013-19-04

    currently requires repetitive detailed and high frequency eddy current (HFEC) inspections for

    cracking of the skin around the eight fasteners common to the ends of the station (STA) 540

    bulkhead chords between stringers S-22 and S-23, left and right sides; related investigative actions

    and corrective actions, if necessary; and provides an optional terminating modification. Since we

    issued AD 2013-19-04, we have received reports of additional cracks that are larger and initiated

    sooner than previously predicted. This proposed AD would reduce the inspection threshold and

    repetitive inspection intervals. We are proposing this AD to detect and correct fatigue cracking in

    the fuselage skin around the eight fasteners securing the STA 540 bulkhead chords. Such cracking

    can result in rapid decompression of the cabin.

    We propose to supersede Airworthiness Directive (AD) 2006-20-11, which applies to certain The

    Boeing Company Model 757-200, -200CB, and -200PF series airplanes. AD 2006-20-11 currently

    requires initial and repetitive detailed or high frequency eddy current (HFEC) inspections for cracks

    around the rivets at the upper fastener row of the skin lap splice of the fuselage, and repairing any

    crack found. Since we issued AD 2006-20-11, an evaluation done by the design approval holder

    (DAH) indicated that the fuselage skin lap splice is subject to widespread fatigue damage (WFD).

    This proposed AD would no longer allow the detailed inspections and would instead require

    repetitive external HFEC inspections for cracking of the skin lap splices of the fuselage, and repair if

    necessary. We are proposing this AD to detect and correct fatigue cracking at certain skin lap splice

    locations of the fuselage, which could result in reduced structural integrity and rapid

    decompression of the airplane.

    NPRM: Aviation Training Devices; Pilot Certification, Training, and Pilot Schools; and Other

    This rulemaking would relieve burdens on pilots seeking to obtain aeronautical experience, training,

    and certification by increasing the allowed use of aviation training devices. These training devices

    have proven to be an effective, safe, and affordable means of obtaining pilot experience. This

    rulemaking also would address changing technologies by accommodating the use of technically

    advanced airplanes as an alternative to the use of older complex single engine airplanes for the

    commercial pilot training and testing requirements. Additionally, this rulemaking would broaden

    the opportunities for military instructors to obtain civilian ratings based on military experience,

    would expand opportunities for logging pilot time, and would remove a burden from sport pilot

    instructors by permitting them to serve as safety pilots. Finally, this rulemaking would include

    changes to some of the provisions established in an August 2009 final rule. These actions are

    necessary to bring the regulations in line with current needs and activities of the general aviation

    training community and pilots.

    Notice: Aviation Rulemaking Advisory Committee-New Task

    The FAA has assigned the Aviation Rulemaking Advisory Committee (ARAC) a new task to provide

    recommendations regarding the certification of persons engaged in operations involving the

    loading of special cargo. Assignment of this task is in response to National Transportation Safety

    Board Recommendation A-15-014 which recommended that the FAA create a certification for

    personnel responsible for the loading, restraint, and documentation of special cargo loads on

    transport-category airplanes. This notice informs the public of the new ARAC activity and solicits

    membership for the new Loadmaster Certification Working Group.

    NPRM AD: Fokker Services B.V. Airplanes

    The FAA proposes to adopt a new airworthiness directive (AD) for all Fokker Services B.V. Model

    F28 Mark 0070 and 0100 airplanes. This proposed AD was prompted by an aileron-wing flutter

    analysis finding that when a hydraulic aileron actuator is not powered, while at least one aileron

    flutter damper is inoperative (latent failure), the maximum speed currently defined in the airplane

    flight manual (AFM) is insufficient to meet the required safety margin. This proposed AD would

    require revising the AFM to include procedures to follow in the event of a hydraulic system failure

    and abnormal flight control behavior. We are proposing this AD to ensure that the flightcrew has

    procedures to follow in the event of a hydraulic system failure and abnormal flight control

    behavior. If not corrected, this condition could lead to aileron flutter and possible reduced control

    of the airplane.

    NPRM AD: Saab AB, Saab Aeronautics (Type Certificate Previously Held by Saab AB, Saab

    Aerosystems) Airplanes

    The FAA proposes to adopt a new airworthiness directive (AD) for certain Saab AB, Saab

    Aeronautics Model SAAB 2000 airplanes. This proposed AD was prompted by a report that on some

    airplanes, during the paint removal process for repainting the airplane, the basic corrosion

    protection (anodizing and primer) coating was sanded down to bare metal on the aluminum skin

    panels and the bare metal might not have been treated correctly for corrosion prevention. This

    proposed AD would require an inspection of structural components of the airplane for any

    damaged protective coating; inspections of those areas for pitting corrosion, if necessary; a

    thickness measurement to determine if there is reduced skin thickness, if necessary; and repair, if

    necessary. We are proposing this AD to detect and correct damaged protective coatings. This
