OnJuly1st,GovernorBrownsignedthemostsignificantschoolfundinglegislationina

generation---calledtheLocalControlFundingFormula(LCFF).TheLCFFcompletelyoverhauls

CaliforniasfinancesystemforK-12schoolsandisdesignedtomoreequitablydistributefunds

tobettermeettheeducationalneedsoflow-incomestudents,EnglishLearnersandfoster

youth.FramedbytheGovernorinhisStateoftheStateaddressinJanuaryasamatterof

justice,theenactmentoftheLCFFhasbeentoutedbytheGovernorandU.S.EducationSecretaryArneDuncanasrevolutionary.

ThefirsttestoftheLCFFandtheincreaseddiscretiongiventolocalschoolofficialswillbehow

administratorsandgoverningboardschoosetoallocateresourceswhenfinalizingtheir2013-14

budgetsoverthenextfewweeks.Citingthisfact,thecoalitionletterhighlightsprovisionsin

thenewlawthatrequireincreasedorimprovedservicesfordisadvantagedstudentsand

detailedimplementationplans.TheStateBoardofEducationisintheprocessofadopting

regulationstoimplementtheserequirements,butthecoalitionbelievesthepromiseofthe

LCFFcannotbedelayed.Theletterurgeslocalofficialstotakespecificstepstoensurethe

transitiontotheLCFFissuccessfulandstudentsreceiveadditionalsupportthisyear.

Coalitionmemberswillbemonitoringlocalbudgetactionsandcontinuingtoparticipateinlocal

andstatediscussionsregardingtheLCFFandhowtoimproveeducationaloutcomesforall

childreninCalifornia.
