CHAPTER 2.0:CHAPTER 2.0: METHODOLOGYMETHODOLOGY

4.1 BackgroundAccording to the Government of Nepal’s most recent Department of Water Supply and Sewerage (DWSS) figures from 2008, around 80 percent of the population has access to improved drinking water sources and 43 percent to toilets. Over the last decade, there have been noticeable improvements in the country’s health and education situation that can be attributed in part to improvements in the country’s water supply and sanitation situation. However, the Nepal Government recognizes that much more still needs to be done. It has made commitments aimed at achieving its water supply and sanitation targets for the Millennium Development Goals (MDGs) as well as providing safe and potable water and basic sanitation services to all rural people by 2017. Achievement of these goals will require that effective interventions are scaled up nationwide.

To support the national Water Sanitation and Hygiene (WASH) goal with the Nepal Government and its partners, UNICEF is working through its CPAP (2011-2012) supporting programme components for WASH capacity building, NEW COUNTRY PROGRAMME FOCUS DISTRICTS, Emergency WASH, Diarrhea prevention and School WASH.

The Nepal Red Cross Society (NRCS) in partnership with UNICEF is implementing “Ensuring Equitable and Sustainable WASH for Universal coverage in 34 VDCs of 12 districts namely Bhojpur, Khotang, Bara, Parsa, Rautahat, Mahottari, Siraha, Rukum, Rolpa, Jajarkot, Bajhang and Bardiaya. The former 11 districts are implementing components of VDC ODF declaration, School Water Sanitation and Hygiene (WASH) Emergency WASH preparedness while Arsenic Mitigation component is being implementated in Bardiya.

The overall goal of this programme is to contribute to the UNICEF WASH Programme Component Result (PCR) which aims to ensure that socially excluded and economically marginalized groups increasingly utilize and participate in the management of safe and sustainable drinking water and sanitation facilities.

The programme agreement was signed for the period from April 2012 to December 2013. However, considering constraints and challenges during the implementation period it was jointly agreed by NRCS and UNICEF during Annual Review to extend the programme until March 2014 on no cost extension basis.

During the initial phase of programme implementation a baseline study was carried out to assess the sanitation and hygiene status of the districts and selected VDCs and based on the status target indicators of the programme were set.

4.2 Understanding of Study Objectives and Scope of Works

4.2.1 Understanding of General ObjectiveThe prime purpose of Conducting Endline Study of Ensuring Equitable and Sustainable WASH for Universal Programme in 12 districts is to prepare endline for comparative assessment of project communities’ perspective in Water Sanitation and Hygiene (WASH) at initial stage and after the implementation of project.

4.2.2 Understanding of the Specific ObjectivesThe specific objectives of the study as formulated in the Terms of Reference are as follows;

i. To collect the endline information 24 VDCs including 300 schools of 11 districts (with particular focus on project log frame)

ii. To assess the change of knowledge , attitude and practice towards WASH(including hygiene behavior) in selected project communities

iii. To assess the achievement of target indicators under Result 3 Arsenic mitigation componentiv. To measure changes brought after project intervention and compare with the base line survey and v. To assess worth of project innervation as per following criteria

4.3 Areas and population of the studyThe endline study will be conducted in selected communities of 12 project districts. The study will cover at least 10% households from each of 34 VDCs. The informants for the study will be women, Dalit, Children and indigenous/minority people, general population of the project area including project field staffs, VDC/municipalities level stakeholders, and members of District WASH coordination committee, village WASH Coordination committee, Ward WASH coordination Committee, school management committee, school WASH coordination committee.

4.4 Approach and Methodology

4.4.1 IntroductionOur methodology has been designed as a set of carefully considered three phases (Planning Phase, Operation Phase and Evaluation Phase as shown in the Endline Survey Cycle) and its interconnected series of activities, whose outputs combine to achieve the study objectives, as stated in the ToR. The Terms of reference expects that the consultant is supposed to propose the survey method, survey tools. In this regard, the consultant will conduct the endline survey by employing a mix of quantitative and qualitative data collection methods following the typical endline survey cycle as shown in the Figure 3.0

Typically, the approach and methodology to accomplish the endline study has three phases

Based upon which a comprehensive work schedule and team mobilization chart is prepared to meet the targeted objectives effectively and efficiently. In addition the Consultant and Client will work closely together to develop the study plan and tools.

4.4.2 Team MobilizationAfter the signing of the Contract, mobilization for the commencement of the survey will start immediately. It involves arrangements of offices and facilities. The consultant will depute the experts and support staff as per the team composition. In addition the Team Leader of the project will hold discussion with the concerned officials of the client for the approval of methodology for services.

4.4.3 Desk study- Data Collection and Planning A team consisting of the team leader (WASH Expert), Arsenic Expert, Assistant Researcher will carry out the desk study. A detail administrative and location map of the project area and the logical framework of the project will be studied. Any documents related to the project area will be collected and studied in detail as literature review. In this time the consultant will review the methodology, survey tools adopted in the baseline survey of the project area. In addition, planning and programming for the field surveys works will also be done.

As a result of comprehensive study and discussion, the experts will finalize the study plan/methodology and survey tools in coordination with the officials of NRCS and UNICEF. The consultant will submit the desk study report consisting the study plan and tools, Final report structure, formats of questionnaires, checklists and observation forms.

4.4.4 Survey MethodologyThe experts will propose a good sample design combining harmonically, numerous elements of the project logical framework in order to produce the desired outcome for the endline survey in coordination with the officials of the client. Probabilistic approach will be applied during the each sampling stages of the process. The stages of sampling are briefly numbered as below.

SamplingThe Tor specifies the study coverage of 34 VDCs from the 12 districts. The name and location of the VDCs will be identified from the baseline survey coverage area in which project implementation has been running. Also, the Tor indicates the no of households to be studied is at least 10 % of total households

Data Collection and fieldworkHousehold SurveyIn the endline survey the same villages/communities which were selected in baseline will be selected, and the same field method could also be applied. The suitable field methodology for household data collection will be designed from the experts during desk study.

Common method, the Random sampling, could be applied for the selection of household in which, the surveyors will be instructed to cover the whole village by following systematic random sampling (one random number will be identified to select HH, for example: if there are 50 HH and total number of HH need for survey is 10, select 5 as random number, household will be selected by making gap of 5 households).

Enumerators will be instructed to locate the center of the community and spin a pen to choose the direction to travel to locate houses to interview people. In the first community the data collectors start from the centre of the community and travel towards the periphery in the direction indicated by the pen. They go to the first house they encountered and then proceed to the next. However the method is

4.4.5 Survey ToolsA combination of both quantitative and qualitative research method will be adopted to meet the study objectives. The survey tool for the endline study will be finalized in consultation with NRCS and UNICEF project team. The common tools that will be adopted for data collection is given in the Table:3.0

4.4.6 Statistical Analysis, evaluation and result

Data processing will be done using the SPSS version 16 computer software. In this process, the filled in questionnaire are collected by the Data Analyst and reviewed all of them to ensure that they all are complete. After checking the completeness, post coding is done where needed before entering the data into computer.

Data analysis was also carried out using the same SPSS version 16 software which produced frequency tables, cross tabulation and standard statistical calculations to produce required project monitoring and assessment indicators. The results were then used to develop a draft survey report, endline indicators for the analysis the impact of the project intervention within the project area.

Evaluation approach and methods

The experts of Consultant will summarize the results of the survey and the overall project is evaluated based on five evaluation criteria that helps to compare the baseline and end line.

RelevanceRelevance is concerned with assessing whether the project is in line with local needs and priorities (as well as donor policy).

EffectivenessThe extent to which the development intervention’s objectives were achieved, or are expected to be achieved, taking into account their relative importance. It also used as an aggregate measure of (or judgement about) the merit or worth of an activity

EfficiencyEfficiency measures the outputs – qualitative and quantitative – achieved as a result of inputs. This generally requires comparing alternative approaches to achieving an output, to see whether the most efficient approach has been used.

ImpactThe positive and negative, primary and secondary long-term effects produced by a development intervention, directly or indirectly, intended or unintended.

SustainabilitySustainability indicates the continuation of benefits from a development intervention after major development assistance has been completed. The probability of continued long-term benefits will be evaluated. The resilience to risk of the net benefit flows over time comes under sustainability also will be assessed.

4.6 Training of Supervisors and Enumerators The Expertise will train supervisors and enumerators, and ensure quality data collection. Enumerators will be previously experienced to the related works and academically related. A full one day orientation for supervisors will be organized in which sampling methods, informants, filling the questionnaires will be informed and trained.
