Madras An Oregon Leader in Land Use and Mitigation How Madras uses and develops land can affect the level of damage that a natural hazard has on the community. Proactive land use and development strategies can prevent damage from a hazard. This is called hazard mitigation. The connections between land use and hazard mitigation are well established, but actual change takes time. Hazard Mitigation in Madras Madras uses mitigation planning to lessen the impact of natural hazards. The City’s guiding planning document, the comprehensive plan, outlines goals, policies, and implementation measures to mitigate the damages from natural hazards. The next time a disaster strikes, these measures will better prepare Madras to withstand and recover from their impact. There are eight known natural hazards that Madras faces. A thorough natural hazard mitigation chapter of a comprehensive plan addresses all hazards that threaten a community. Statewide Planning Goals All local governments are required to address the 19 statewide planning goals, including Goal 7 - Areas Subject to Natural Hazards. Federal agency responsible for hazard planning City of Madras Hazard Mitigation: Creating a Plan Goals Madras’ long-term vision for the city. The chapter addresses multi-hazard goals and hazards individually. Goal Example: “Increase awareness about natural hazards in Madras, including actions the public can take to protect life and property from these hazards.” Policies Strategies Madras can take to achieve long-term goals. Policies add specificity to the goals. Policy Example: “The City shall develop an outreach and education program to make information on the risk of hazards and hazard mitigation more accessible to the public.” Implementation Measures Specific steps for how policies can be achieved.
