Foreword

In the context of the globalization of economic environment and liberalized market forces in this country,

technology business incubation appears to be a very relevant concept, especially to turn the innovative research

ideas into sound commercial ventures.

National Institute of Research in Jute & Allied Fiber Technology (NIRJAFT) since last seven decades has

comprehensively been doing research to develop commercially scalable technologies in the field of jute and other

allied fibers in the country. Considerable numbers of technologies have so far been developed involving

processing product and service designing. There are attempts made to make these technologies available to

entrepreneurs but the challenge remains to reach wider stakeholders so that the optimal usage of the technologies

attained. The major constraint in promoting technologies among the entrepreneurs is bring in market interface in

the technology development, which by and large not been fulfilled by the institute. The core areas of research

seldom keeps scientists busy in developing the technology, which includes designing, testing and prototyping

whereas market interface brings in elements of ‘doing business’ perspective in implementing the technology. The

core skill in bringing business perspective generally lies outside the domain of the technology innovation

institutions and that’s also the case for NIRJAFT. The initiative within the perimeters of National Agricultural

Innovation Project (NAIP) brings in the necessary attributes to ‘make technology pro-entrepreneur’ through

setting up ‘Business Planning & Development Unit’ within the fold of NIRJAFT, it will address the felt need to

commercialize evolved technologies more effectively.

The technologies developed in NIRJAFT can be classified into two broad categories such as (i)

development of quality raw materials (e.g., fiber etc.) and (ii) value addition of raw fibres. The technologies

belong to category 1 are by and large, low-cost appropriate technology domain whereas category 2 requires more

use of mechanization and instrumentation. The process pathway for technology adoption is therefore different in

both the cases. The levels of developed technologies needs mediation and facilitation support in order to make

them fully commercial. The levels of hand-holding to entrepreneurs are expected to be quite extensive. In this

context it would be convenient to use ‘Business Incubation’ approach with a view to promoting partnerships for

new technology with entrepreneurs and start- up companies and it is fully in commensurate with the visions of

NAIP. This BPD unit is first of its kind in jute technology. So, for the change in the mindset of the scientists and

for the change in the R&D culture of the institute, the setting up of NIRJAFT-BPD unit under NAIP is a need of

the hour.

Preface

The Zonal Technology Management & Business Planning and Development Unit at NIRJAFT (ZTM-BPD unit at

NIRJAFT) is a place where the process of starting agribusiness venture is catalyzed. This is by supporting

entrepreneurs with agri-technology, consultancy, consulting with management experts, venture capital funding,

and marketing.

National Institute of Research on Jute & Allied Fibre Technology (NIRJAFT) established in 1938 is dedicated to

the cause of Jute and Allied Fibres in respect of agricultural development in one hand and industrial growth on

the other. The R&D programmes of the institute are implemented through the following four divisions:

i) Quality Evaluation and Improvement Division

ii) Mechanical Processing Division

iii) Chemical & Biochemical Processing Division

iv) Transfer of Technology Division

and sections like Library, Design Development & Maintenance, ARIS Cell, Directors Cell, Technical Cell, PME

Cell and Museum.

The idea of creation of BPD unit at NIRJAFT is a new concept. This idea gave a new message to organized jute

industry, small and medium entrepreneurs and rural artisans about NIRJAFT’s endeavor for technology

commercialization. The business incubation process, which is a part of BPD supports the enterprises by providing

technology, management expertise, networks and access to seed capital. The unit also provided physical

infrastructure necessary to start new business, offering office and lab space and shared resources such as

machinery, equipment, trained personnel and support services. The BPD unit provides business planning,

feasibility studies, conference, workshops, networking, technical assistance, legal and financial referrals and

mentorship.

The most attractive part of the BPD unit at NIRJAFT is that the entrepreneurs get advanced technologies

for producing value added and diversified jute products, financial referrals for obtaining loan on commercial term

from banks along with support of excellent infrastructure and services of NIRJAFT. With excellent technological

base and good services of the BPD unit, NIRJAFT tried its level best to attract financial and non financial

services to complement the incubator services.

The Zonal Technology Management & Business Planning and Development unit at NIRJAFT has also tried to

showcase and commercialise the technologies of 16 (sixteen) ICAR Institutes included in the catchment of Zonal

Technology Management Centre (ZTMC), east zone at NIRJAFT organizing several Agribusiness camps and

Entrepreneurs’ meet.

Executive Summary

Zonal Technology Management- Business Planning & Development Unit was formed under NAIP, Component-1

as a sponsored project of ICAR and World Bank at National Institute of Research on Jute & Allied Fibre

Technology (ICAR), Kolkata vide letter no. 30(2D) /2009/ NIRJAFT/BPD/NAIP/O&M dated 12th May 2009.

The aim of the project is to accomplish science and technology driven, sustainable socio-economic gain with the

help of inventions derived from the NARS through commercialisation of technologies and enterprise

development.

Launching of ZTM- BPD at NIRJAFT

The project started with initial sanctioned budget of Rs. 415.36 lakhs which was increased to Rs. 420.792 lakhs.

Duration of the project was three years initially. The contractual staffs engaged were Business Manager (1),

Senior Research Fellow (3), Pilot Plant Engineer (1), Pilot Plant Maintenance Supervisor (1) and Office

Assistance. Later it was extended from 1st April 2012 to 31st March 2014 and revised sanctioned budget was Rs

498.62 lakhs. In this period the contractual staffs engaged was also modified containing Business Manager (1),

Senior Research Fellow (2), Pilot Plant Maintenance Supervisor (1) and Office Assistance. The salient

achievement of ZTM-BPD Unit, NIRJAFT during the period is elaborated hereunder.

The concept and function of the ZTM-BPD Unit being novel and rational, sensitising the target groups of people

was felt vital. ZTM–BPD Unit conducted eight Sensitization Programmes among rural unemployed youth, skilled

/ semi skilled women, members of NGOs, farmers and entrepreneurs of the State. They were made aware of the

purpose of the Unit of assisting in employment generation through capacity development, creating entrepreneurial

ability, business development using NIRJAFT technologies. They were also explained about the proactive role to

be played by NIRJAFT in providing them training, assisting them to fabricate their products by utilizing pilot

plant facilities and helping them to look for proper market for selling their products. The technologies developed

by NIRJAFT were demonstrated with audio visual aid and accessing the physical samples of the product

developed.

Training programmes on the manufacture of Handmade paper, Decorative jute fabric, Jute Bags/ Shopping Bags,

Jute Handicrafts Items and Jute Ornaments were arranged for the artisans and youth having ability and inclination

in jute diversified product manufacture. The trainees came from around Kolkata and near-by districts of West

Bengal. Total 76 participants took part in those training programs. The participants obtained hands on training of

manufacturing the items, source of raw material, market and future opportunity in this field. ZTM-BPD Unit

conducted training program at Beguakhali at Sagar Island (Sundar Ban area) of South 24 Pargana District of W.B.

on Jute Handicrafts. Total 25 village women and men were trained to increase their skill with the aim of assisting

in their livelihood generation in addition to their normal jute cultivation practice. Training on “Jute Stick Particle

Board” was conducted for few entrepreneurs to get the practical knowledge on which they are interested to

develop business. In addition to that “Pilot Plant Trial Production” on Jute Stick Particle Board and Handmade

Paper are in practice schedule in the activity of ZTM-BPD Unit as per requirement of the entrepreneurs.

ZTM-BPD Unit organized 18 Agri-Business meets in the east zone ICAR institutes aiming to create awareness,

build competencies on agribusiness among entrepreneurs, and establish partnerships among agribusiness sectors

in the Eastern states of India. The outcome of these events can be summarised as: Dissemination of data on

technologies available in ICAR institutes of east zone, Interaction with the concerned scientists regarding

technology know-how, Interaction with the Personnel of Financial Institutes regarding financial assistance, loan

available for business development, better networking between Investors, Inventors and the Incubates.

As a part of the Business Support Services to the Clients, the ZTM-BPD Unit has developed required

infrastructure for technology commercialization and to provide physical support to the entrepreneurs. The BPD

Unit has constructed Business Incubation Centre of 335 sq. meter which was inaugurated on 26th September

2012 by the Honourable Director General of ICAR, Dr. S. Ayyappan. At present ten Entrepreneurs are under

physical incubation who has signed Agreement on Lease of Infrastructure. In this Business Incubation Centre,

affiliate clients are Small Businesses, Individual Entrepreneurs or early-stage Companies that have their own

premises to establish manufacturing unit, but need the benefits from incubator services of ZTM-BPD.

ZTM-BPD Unit has developed one newly constructed Pilot Plant of area 305.5 sq. meter having state-of the-art

machineries for production of Handmade Papers, Jute Stick Particle Board. As a part of the Business Support

Services, BPD Unit has constructed Laboratory having modern testing instruments for Jute Yarn, Bleached or

Dyed Fabric, Geotextile fabric, Composite, Particle Board, Handmade Paper, etc. The important pilot plant

machines and testing instruments procured under the project include Ring Spinning Machine, Jacquard Card

lacing machine, Hydraulic Press, Beater, Calender Machine, Motorised Sheet Former Machine, Blender, Hot air

woven, Electrical Hot Press, Autoclave, Computer Colour Matching System, Universal Tensile Tester, Weather

Fastness Tester, Single Yarn Strength, Tester, Yarn Abrasion Resistance tester, Fabric Abrasion Resistance

Tester, etc.

There are total six NIRJAFT technologies commercialized till date. These are - Jute based Handmade Paper, Jute

based Designer Bags, Jute based Decorative Yarn, Jute based Decorative Handloom Fabric, Jute based

Decorative Handloom Fabric for Dress Materials and Jute Stick Particle Board. Besides these, technologies from

other ICAR Institutes of East Zone are ready for commercialization for which Agreement has been signed. For

example Hybrid Vegetable Seeds of Tomato and Brinjal, Wine from Litchi fruits and ICT Application in

Agriculture and Development of Agri Hubs.

Total Revenue generated by BPD unit of NIRJAFT is Rs. 16, 42, 471/- till March, 2014.

During its tenure of journey, BPD has developed network with different institutions for assisting start-ups and

entrepreneurs. These include NABARD, National Jute Board, Bank of Baroda, United Bank of India, UCO Bank,

Oriental Bank of Commerce, Khadi and Village Industries Commission, Bengal National Chamber of Commerce

and Industries, Development Commissioner (Handicrafts), Small Farmers Agri Business Consortium, Micro,

Small & Medium Enterprises-Development Initiative, Federation of Small and Medium Industries, Indian Angel

Part-II: Technical Details

1. Introduction

The ZTMC BPD at NIRJAFT , was set up with the funding from NAIP with the specific objectives to identify

the potential technologies ready for commercialization and develop into marketable technologies and upscale

them under public-private partnership framework, to develop a mechanism for transferring technology from

NIRJAFT to public/private sector using R&D backup of the institute in commercializing the technologies, to

impart consultancy and training for creating prospective entrepreneurs and value added manpower, to strengthen

R&D focus of the institute towards more applied research through backward linkage from industry.

Due to various reasons the jute products market declined drastically in the Western world along with many

socio-economic changes.

A serious thought was badly needed to overcome the drawbacks by adopting proper socio-economic

programmes, which is still lying neglected due to some unknown reasons. Though some measures have been

taken up by the Govt. of India for boosting up jute industry through implementation of jute mission viz. setting up

jute manufacture development council for development of marketing, national centre of jute diversification for

giving assistance to new entrepreneurs, implementation of R & D programme through different organization

including institute of jute technology. Central Govt. also provides capital and tax subsidy for production of

technical textiles including cash subsidy on export of jute products.

Till date a number of technologies have been developed in the field of process, service and product. Different

methodologies are followed to transfer the benefit of the technologies to the stakeholders but still more focus is

needed in this direction. The business planning and development unit will particularly focus to some of the

identified technologies to the potential entrepreneurs and will incubate them till they stand on their own field

economically. The incubatee will get full support from the unit regarding technology consultancy and laboratory

facilities so that the technology is fully implemented and become a commercially viable project.

The initiative under the Component-I of NAIP to formulate business policy, plan and develop models for

technology commercialization and establish technology incubators is part of ICAR attempt to strengthen the

infrastructure of the research institutions and give a new face to research programmes.

The ICAR has identified NIRJAFT as one of the potential institute to set up a Zonal Technology Management

Centre for providing incubation facilities for technologies developed by the institute. This facility will also help

other agricultural institutes in eastern zone to commercialize their technologies.

The Zonal Technology Management-Business Planning & Development Unit at NIRJAFT will be a place

where the process of starting Agri-Business venture is catalyzed. This is by supporting entrepreneurs with agri-

technology, consultancy, consulting with management experts, venture capital funding and marketing.

Technology business incubator (TBI) in agriculture is a new phenomenon with a guiding example of ABI-

ICRISAT that would be followed at ZTM - BPD, NIRJAFT.

In the proposed BPD unit, full and complete package of practices with bankable project and market

feasibility report of some developed jute products is available.

A common facility centre has been created to provide to the entrepreneurs on charge basis.

The common facility centre consists of (i) office space, (ii) meeting room, (iii) seminar hall, (vi) some

material testing facility, (v) scientific and technical supports, (vi) creation of an exhaustive data-base

system related to scientific, engineering, economic, human resource, factory infrastructure, plant and

machinery, service provider, etc., (vii) market contacts through National Jute Board, (viii) liaison with

fund and technical support providing agencies viz., NABARB, SIDBI, Banks, financial institutions,

Government Departments and offices viz., NJB, Jute Corporation of India, MSME, etc.

All the facilities are made available at a nominal cost.

Showcasing and commercialisation the technologies of 16 (sixteen) ICAR Institutes included in the

catchment of Zonal Technology Management Centre (ZTMC), east zone at NIRJAFT organizing

Agribusiness camps and Entrepreneurs’ meet.

4. Baseline Analysis

(Baseline data on the pre-project situation supported by tables, charts, photographs)

Use of jute as textile fibre, was initially explored by flax spinners at Dundee, UK. The spinners having

found jute apparently more or less similar to flax and much less costly, under took to experiment with it. By some

modifications of the machines, the flax spinners were successful in manufacturing all-jute cloth in 1833. But cloth

could not gain popularity. In the year 1838, as an experiment, Dutch Government placed an order for jute bags

(probably from Hessian fabric) and it was a grand success. Till then jute fibre was dominating the world market

mainly to produce bags and sacks for packing food grains, sugar, cement, fertilizers, sand etc.,. Later on, jute was

also found to be highly useful for making Carpet backings, Brattice cloth, Agro-nets, Ropes and Twines and lot

more, etc.,.

A report of the study group on jute, kenaf and allied fibres formed in 1969 by Food and Agriculture

Organization of United Nations, Rome reveals that although jute was the most preferred material for bags and

carpet backing, users experienced certain difficulties with regard to its availability and price. In short term, there

have been considerable fluctuations in supplies and prices of jute and jute cloth. A continual threat of short-term

interruption in jute supplies exists as a result of crop failure, political disturbances, transport strikes, and other

causes. The most serious stoppage was at the time of Indo-Pakistan conflict in 1964-65 and in 1971. Temporary

stoppages in the supply of jute or imbalance between supply and demand led to violent fluctuations in prices of

jute and jute goods in the past. And at the same time fears about the long-term future availability of jute and jute

goods led jute users to welcome the development of domestic substitutes (and development of synthetic tape bag),

which are free from these disturbances.

After six decades of Indian independence, there is a paradigm shift in socio-economic and socio-political

condition of India leading to a steady improvement in economic condition of the rural and semi urban areas. In

spite of extensive intrusion of synthetics in traditional packaging sector, requirement of value added jute products

in other areas are increasing day by day due to growing consciousness of environment and ecological balance. A

substantial number of R & D works has been carried out in research institutes/universities in India to identify area

like, home furnishing, geo-textiles, other technical textiles by improved agricultural and post harvest knowledge

inputs, chemical modification of jute fibre, improved process technology/parameters, development of composite

boards, hand-made paper, etc., (which have huge market potential in India and abroad) by maximum utilization of

positive qualities (which are not available from the synthetic counter-part at low cost) and also by minimizing

some of the drawbacks of jute fibre/products.

Besides, raw jute trade has got some inherent economic drawbacks (three-four tier of marketing), jute

industry is high cost and inventory intensive. Age-old jute mills are very large, machines are old, having high

man days/ tonne but owners are new with age-old mind-set for trading with conventional packaging products. So,

consequent low profitability, results in lack of interest to produce any new products (for which some new

machinery may have to be procured at substantial price). A serious thought was badly needed to overcome the

drawbacks by adopting proper socio-economic programme, which is still lying neglected due to some unknown

reasons. Though some measures have been taken-up by the Government of India for boosting up jute industry

through implementation of Jute Mission, viz., setting up Jute Manufactures Development Council development

for marketing, National Centre of Jute Diversification for giving assistance to new entrepreneurs, implementation

of R & D programme through different organizations including Institute of Jute Technology. Central Government

also provides capital and tax subsidy for production of technical textiles. Moreover, Textile Ministry has also

providing additional cash subsidy on export of jute products. Jute industry has been enjoying the excise and

custom duty on jute products from long back. But efforts are discrete and lack in proper inclusion of agro-

economic and socio economic system oriented programme. No such heartfelt effort has been taken up as business

process development for attracting the new entrepreneurs in this sector; also no such effort has been taken up to

mobilize the fibre wealth of the nation utilizing economic benefit offered by the Government. Proper message has

not been propagated to the potential investors for the jute and allied fibre sector. In addition, Government of India

has recently announced the benefit of availability of yarn at ex-factory rate and subsidy of its transport cost to the

handloom weaver.

Till date a number of technologies have been developed in the field of process, service and product. Different

methodologies are followed to transfer the benefit of the technologies to the stakeholder, but still more focus is

needed in this direction. The business planning and development unit will particularly focus to some of the

identified technologies to the potential entrepreneurs and will incubate them till they stand on their own feet

economically. The incubatee will get full support from the unit regarding technology consultancy and laboratory

facilities so that the technology is fully implemented and become a commercially viable project.

5. Research Achievements

Setting up of BPD unit at NIRJAFT has helped in setting up following facilities and performing different

activities for agribusiness and its incubation:

Establishment of pilot plant was completed successfully to provide lab scale production of jute stick particle

board, handmade paper and decorative jute fabric to the registered incubates.

Eco- Dev Consultancy Private Limited: Eco-Dev extends its strong value chain advisory to natural fibre

sector - Jute & Kenaf. Customized solutions in sustainable packaging and lifestyle product development

are provided using concept to commissioning approach. The Company works with Jute & Jute Diversified

Product industries. The exotic and intrinsic value of Jute is being transformed into diversified lifestyle

products through innovation and contemporary design. The Organization manufactures and exports

quality Jute diversified products across geographies with unique value addition.

The BPD Unit is providing Infrastructure, Fund Syndication, Capacity Development, providing Samples

and Design and Technology Incubation.

Kalighat Society for Development Facilitation: Kalighat Society for Development Facilitation is a

Social Organization registered under West Bengal Societies’ Act XVII of 1961 and is working to

eradicate poverty through women initiative in Micro Finance in Kolkata Municipal Corporation area.

Sunderbans based in South and North 24 Paraganas and other rural area since last 10 years in

collaboration with local self governments, Governments, Bankers, Financial Institutions and other

development Agencies.

The Organization is engaged in manufacture of Jute based Handmade Paper and Jute based

Ornamental Fabric with Technology support from NIRJAFT. The BPD Unit has facilitated and

incubated the Business process. The BPD unit has also assisted in preaparing Detailed Project Report and

networking with financial assistance.

Fulia Women and Youth Welfare Society: This is a Social Organisation registered under West Bengal

Societies Act XVII of 1961 and has their registered office in Fulia, district Nadia- West Bengal. The

organization is engaged in production of Handloom Fabrics specially Sarees, and fine quality Fabric using

Jute yarn in a specially engineered manner. The process involves weaving Jute Yarns in Jacquard

shedding Handlooms into fine quality fabric.

They have signed Technology Transfer Agreement with NIRJAFT for Jute based Decorative Yarn.The

BPD Unit has provided services like Pilot Plant Support for Fine Yarn, Designing Support for latest

designs, Detailed Project Report, Capacity Development for Bleaching and Dyeing and finding market for

their Products. The Jute/Silk Sarees produced by them with intricate designs has yielded very good market

response due to its aesthetic properties. The product is targeted to high end customers and is providing a

handsome profit of more than 40 % of their traditional Handloom Cotton Sarees. The most important part

of this success stories is adoption of a new technology by this section of Artisans who are in a very

disadvantageous position due to sinking demand and profit of their traditional products and finding some

opportunity to improve profit through new alternative products which can be manufactured in their

traditional machines. Besides that, more than eight weavers were directly benefited who can increase their

monthly income by Rs.5,000/- per month(approx.). Indirect beneficiaries were around twenty five.

RBM Industries Limited: This organization is a Limited Liability Company registered under Company’s

Act, 1956 with its registered office located at E/278, B.P. Township, Kolkata- 70084, West Bengal. The

company at present has eight employees. This company has shown interest in manufacturing Jute

diversified products for their business. Accordingly, it has taken membership for incubation facility at

ZTM-BPD unit, NIRJAFT in the year 2013-14.

The organization has engaged itself in production of Jute based Handloom Fabric for Dress Materials with

complete technology support from NIRJAFT. The ZTM-BPD Unit of NIRJAFT has signed MoA on ‘Jute

based Handloom Fabric for Dress Materials’. NIRJAFT has provided following facilities to the

organization for initiating their business;

- Office space at Business Incubation Centre

- Capacity Development, i.e. Skill development of nine personals in manufacturing of Jute based

Handicraft items.

- Development of Sample Products including Dress Materials and Handicrafts made of Jute

- Facilitating the participation in Trade Fair ( Indian International Trade Fair 2013-2014,Kolkata) for

market testing of the products

In addition to this ZTM-BPD Unit is providing support like Technology Incubation, Detailed Project

Report, Fund Facilitation, Training for Skill Development in Handloom weaving and Jute diversified

Product manufacture. The organization intended to establish the Handloom unit for production of Jute

Decorative Fabrics. Accordingly, it has five Entrepreneur Memorandum (EM-II ) application with

Department of Micro and Small Enterprises and Textiles and got registered.

Due to intervention of BPD Unit of NIRJAFT, they could increase their business turnover by 10 %,

generate 8 (eight) additional employment and benefit 10 (ten) farmers out of their business.

G M Agro Allied Private Limited: This is a Limited Liability Company with its registered Office in

Burdwan district of West Bengal. The Organization is engaged in Fish Production, Exotic Vegetable

Farming, Rice Mill and Layer Chicken. BPD Unit has provided services like Infrastructure, facilitated

Technology from ICAR Regional Complex for NEHR Barapani, preparation of Detailed Project Report

and Fund syndication.

Tru Blu International: The Organization is a Proprietorship Company located in Kolkata and also an

incubatee of the Business Planning and Development Unit of NIRJAFT. It has got technology support in

Manufacture of Designer Jute Bags. The BPD Unit has provided support services like preparation of

Detailed Project Report, Liaison with Financial Institution and Investors for Financial assistance.

Presently the Organization is producing Jute bags for different purpose. The showroom of the Company is

located at Metro Shopping Centre, Unit No 3040, 3rd Floor, 1 Ho Chi Min Sarani, Kolkata: 700071, West

Bengal.

Sudharma Krishi Consultants Private Limited: This is a Limited Liability Company under Company’s

Act 1956, with its Registered Office in Kolkata, West Bengal. The Company is engaged in making of

Indoor Plants for Residential and Commercial Properties. Presently the Organization is moving into

development of ICT Products in Agriculture mainly mobile applications. It is also planning to develop e-

Agri Hubs in different blocks of West Bengal on Franchisee model and here comes its association with

the BPD Unit. The BPD Unit is providing Infrastructure, Fund Syndication, and Physical Incubation,

Mentoring.

Sabuj Shakti Agro Revolutions Private Limited: The Organization is a Limited Liability Company

under Company’s Act 1956 with its registered Office of Hoogly District of West Bengal. Primary activity

of the Company includes Solar Energy, Seed Business and Marketing of Agro Products. It has got an

Office Space in the Business Incubation Centre of NIRJAFT. The Company has signed MoU and got

Technology support from ICAR-Regional Complex ER, Patna for Production of Vegetable Seeds. The

company has used those seeds for trail in experimental plots in farmers’ field and has got good result.They

are now looking forward to establish a seed processing unit for producing seed and has approached

NIRJAFT in this aspect which has been initially discussed with Director, CIPHET, Ludhiana, during his

visit to NIRJAFT Incubation Centre.

Trishna Jute Private Limited: This Organization is a Limited Liability Company with their registered

Office in Murshidabad District. It has got technology support from NIRJAFT for manufacturing of Jute

Stick Particle Board. The BPD Unit has provided services like Technology Transfer, Detailed Project

Report preparation, Capacity Development and Fund Syndication.

Agribusiness camp Agribusiness Meet at NIRJAFT

A total of 10 sensitization programmes and 18 workshop/agribusiness camps/entrepreneurs’ meet/investors meet

were conducted in different states of eastern and north-eastern India including Andaman & Nicober Island to give

wide publicity and commercialization of the technology of different ICAR institutes under East Zone ZTMC.

ZTM-BPD of NIRJAFT regularly kept contact with Jute mills to know their requirement for new technologies.

As a result a MoU was signed with Punraser Institute of Jute Technology & Research to successfully implement

the concept of ‘Jute Business Park’ in Purnea district of Bihar. The areas like Geotextile, Handloom and Light

weight bag were identified for collaborative research, product development and technology transfer. It was also

noted that NIRJAFT will provide training and other HRD services on shuttle less loan for Jute processing,

bleaching, dyeing and printing and diversified Jute product. Scientist of NIRJAFT visited the Jute mill at Purnea

and provided necessary technical knowledge for spinning finer Jute yarn of four pound and less. MoU has also

been signed with Revati Commercial Private Limited for production and related training of handspun yarn.

NIRJAFT is also in the process of developing ‘Indigenous Needle punch Non-woven Machine’ as per the need of

the Jute industry in association with Jute machine manufacturers. Technology profiles and Details Project Report

(DPR) were prepared for eight different technologies after necessary scaling up and modification in following

area:

Due to our constant endeavor the membership of BPD Unit has significantly increased from 2010-11 to 2013-14,

increasing the membership fee collected from Rs.9,400/- in 2010-11 to Rs.86,000/- in 2013- 14.The total

revenue generation of BPD has gradually increased from Rs.1,20,160/- in 2010-11 to Rs.7,67,677/- in 2013-

14 as shown in the graph below :

Once, the construction and creation of various facilities of Business Incubation Centre (BIC) was completed in

the month of September, 2012, we have made vigorous campaign which led to good occupancy in our Business

Incubation Centre. As a result revenue received under rental of BIC increased from Rs.40, 000/- in 2012-13 to

Rs.4, 17,250/- in 2013-14.

ZTM-BPD have organized a number of Investor’s meet where different catchment institutes of ZTMC-eastzone,

has been invited to present their technologies of good commercial value in front of the ntrepreneurs. This led to

creation of a platform for signing of MoUs for technologies of catchment institutes, e.g. ‘Hybrid Tomato and

Brinjal seeds varieties’ of ICAR Research Complex for Eastern Region, Patna, and ‘Wine production technology

from Litchi’ of National Research Centre for Litchi, Muzaffarpur. Even entrepreneurs of remote places like

villages around Dirang, Arunachal Pradesh have started contacting NIRJAFT on commercial utilization of Yak

wool. BPD has already made some progress in this direction. BPD- NIRJAFT has made arrangement for sending

seeds of Jayanti Rohu (a technology of Central Institute of Freshwater Aquaculture (CIFA), Bhubaneswar) to

Central Island Agricultural Research Institute of (CIARI), Andaman & Nicobar Islands for distribution among

farmers of the island.

ZTM-BPD Unit have organized frequent Awareness programmes on Intellectual Property Rights( IPR), Patent

search, patent drafting, technology commercialization in different catchment institutes of eastzone to facilitate

understanding of Indian Intellectual Property Regime and its’ importance in research and innovation, process of

conducting Prior art search among Scientists and technical staff of catchment institutes. Our persistent perusal

and support in form of prior art search, due diligence, technology valuation etc. for catchment institutes like

NRC for Orchid, CRRI Cuttack, DRWA Bhubaneswar, ICAR-RC- NEH, Umiam led to the filing of some good

patent applications (patent application no. 430/KOL/13 and 826/KOL/2013) and some are in pipeline.

6. Innovations

Innovation-1: Incorporation of fine quality Jute Yarn Ornamental Fabric for use in Ladies Dress Materials

This innovation is related to the manufacture of jute based ornamental fabric on handloom with jacquard

shedding attachment for High end Ladies Dress Materials.

Through this innovation jute yarn can be used for the development of innovative products like Dress Materials,

Decorative and Upholstery fabrics. It is also possible to develop high value utility products like School Bag,

Laptop Bag, Apparel for outer wear, Warm garments, House hold items like curtain, wall curtail, bed cover, sofa

cover etc. For the production of these products special fine quality Jute Yarns have been developed. The fabrics

developed with different weave structure for the fabrication of the products when compared with ordinary jute

fabrics of similar constructional parameters, shows higher strength and elongation and drastic reduction in

bending modulus resulting in softer feel. The price of the Dress Materials ranges from Rs 2,000/- to Rs. 5,000/-

with the potential profit margin of 50-100%.

General Process description:

The process involves weaving jute yarns in handlooms fitted with jacquard shedding attachment into fabric; this

jacquard is designed at NIRJAFT. This is followed by cutting and stitching the fabrics into different Dress

Materials and Decorative products.

Advantages of Technology/Product:

Since jute is available in abundance in West Bengal, the products made up jute fibre can replace the other existing

products made up of other synthetic and natural materials. The cost of production is less compare to the existing

ones.

Technology Transfer: BPD NIRJAFT has signed License Agreement with RBM Industries Limited and Fulia

Women and Youth Welfare Society for this Innovation.

Innovation-2: Jute Fabric Pouches as a replacement of Paper Pouches/Box for packing Perfume Bottles

This innovation is related to the manufacture of jute based Fabric to produce Packing of High End Perfume

Bottles/ Atomizers.

With the destruction of forest areas, there is a tremendous shortage of wood pulp to manufacture paper based

packing materials for High valued Perfume bottles. To overcome this problem, NIRJAFT has come out with a

solution of replacing Paper with Jute Fabric in manufacturing of Packing Materials. This product is environment

friendly, gives a softer feel and an elegant look to the Products packed inside.

General Process description

The process involves knitting/weaving jute yarns into fabric and followed by printing, cutting, stitching the

fabrics into different sizes of Pouches.

Advantages of Technology/Product:

Technology Transfer: BPD NIRJAFT has incubated Eco Dev Consultancy Private Limited – one of NIRJAFT’s

incubatee for this Innovation.

Innovation-3: Manufacturing of Handmade Paper from Jute Waste

NIRJAFT has developed innovative technology for producing Hand-made Paper and Board of different grades

from jute waste and other agro-residues. Handmade paper/paper board made from jute waste along with minor

blending by adopting an inexpensive pulping process with minimum use of cooking chemical like caustic soda,

sodium carbonate, lime etc. The technology is suitable for raw materials, which contain any amount of lignin

while the technology being presently employed by the industry is suitable for raw materials containing relatively

low amount of lignin or no lignin at all such as banana fibre and cotton waste respectively.

General Process Description: The process involves pulping of the Agro-Residues by hot soda chemo-

mechanical process which is followed by bleaching and paper-making by hand-made process. The pulping

and the bleaching operations can be combined if necessary.

Products:

The products are paper sheets including writing grade paper, paper boards, file covers, greeting card and Paper

Bags, etc.

Advantages:

1. The process is 100% eco-friendly and non-polluting.

2. The Raw Materials used are Non-wood, Renewable, Recyclable and Biodegradable.

3. The savoir of ecology by saving trees: 1 million Handmade Paper Carry bags save 300 trees.

4. All the used and unused waste materials of Handmade Paper are Recyclable.

5. The technology employed is employment intensive and conducive to the welfare of the unprivileged

millions, especially artisans, artists and craftsmen.

Technology Transfer: BPD NIRJAFT has signed License Agreement with Kalighat Society for Development

Facilitation for this Innovation.

7. Process/ Product/Technology Developed – Development of technology was not within the scope of the

project. However, following four technologies were shortlisted, which were refined to prepare details project

report (DPR):

Delay in sanction of building plan of pilot plant and incubation centre, delayed the incubation process.

21. Steps Undertaken for Post NAIP Sustainability

Sustainability of the ZTM-BPD Unit solely depends on the acceptability of the technologies developed by

NIRJAFT. In the 5th year of the project we have commercialized six nos. of technologies to the entrepreneurs out

of which three are of our incubatee.

Since most of the technologies developed at NIRJAFT are for the benefit of small scale and cottage

industry, small and marginal farmers and rural artisans, we are constantly doing our efforts to find out suitable

entrepreneurs who are really interested to establish manufacturing units. In the year 2013, we have signed one

MoU with Fulia Women & Youth Welfare Society, Nadia, West Bengal who have taken our technology.

Furthermore, there is a gradual increase in revenue generated through the activity of BPD from June, 2009 till

date which reflects a light of sustainability of ZTM-BPD for coming year (s) also.

The following programmes may be taken up for the post NAIP sustainability

1) To impart Consultancy & Training for creating prospective entrepreneurs & value added manpower.

2) Marketing & promotional programme of ZTM-BPD Units.

3) To organize Agri-Business Camp, Investors’ meet & Industry interface in Eastern & North Eastern India.

4) To organize Entrepreneurs Development Programme.

5) Sale of products, leasing of infrastructural and pilot plant facilities, testing services.

22. Possible Future Line of Work

(Comments/suggestions of CPI regarding possible future line of work that may be taken up arising out of this

sub-project)

A. Training & incubation on different technologies at the institute as well as at the field level.

B. To organize Agribusiness meet/entrepreneurs’ meet/Farmers’ Meet for promoting developed technologies

and commercialization of the same.

C. Taking appropriate marketing strategy through newspaper advertisement, tele & radio media and leaflet

distribution.

D. To participate in different Exhibitions, Kisan Melas organized by FICCI, ICC, BNCCI, BCCI, CII, ITPO,

IARI etc. to showcase technologies and market promotion.

E. To organize different workshops, seminars, meeting in Eastern & North Eastern Region.
