on MBDS collaboration among

Mukdahan – Savnnakhet - Quang Tri Provinces

Introduction

1st International Conference on Mekong Basin Disease Surveillance (MBDS) collaboration among Mukdahan-Savannakhet-Quang Tri Province was held on 2nd- 3rd, June, 2014 at Mukdahan Grand Hotel, Muang District, Mukdahan Province, Thailand.

Project Coordinator and Data Analyst from MBDS Foundation Secretariat are participated this collaboration meeting with following objectives:

(1) To introduce Mitigating Biosecurity Threats Surveillance in Southeast Asia (MBTSA) project to MBDS cross border sites

(2) To do pre assessment for implementing MBTSA project in MBDS cross border sites (3) To implement future activities and plan based on pre assessment

There were 155 participants attending the conference who were from: (1) MOPH, Thailand

First day of the conference (2nd June, 2014)

Morning Session

All of the participants were welcomed with video presentation from Mukdahan

Province about Demography, Transportation, Agriculture, Education, Health and Economics

situation concerning important part of AEC 2015.

Opening Session

Welcome and opening remarks were delivered by following respective persons:

The 1st International Conference on Mekong Basin Disease Surveillance (MBDS)

Sakolsarit Boonpradit, Governor of Mukdahan Province, Thailand.

Video presentation

MBDS Cross Border disease surveillance including joint outbreak investigation,

reporting, collaboration among Mukdahan-Savannakhet-Quang Tri, 3 MBDS Countries

activities are shown in documentary film. This documentary film is developed by 3 XB

provinces for experience sharing and advocacy purposes.

Signing ceremony of Memorandum of Understanding (MOU)

Memorandum of Understanding (MOU) among Mukdahan-Savannakhet-Quang Tri

cross border sites was signed by:

- Dr. Jinnpipat Choopunya, Director of Mukdahan Provincial Health Office,

Thailand,

- Dr. Panom Phongmany, Director of Savannakhet Health Office, Lao PDR and

- Dr. Mai Nam, Head of the Planning Division, Socialist Republic of Vietnam

to strengthen regional collaboration and capacity building for regional disease surveillance in

MBDS.

Presentation session

Presentations on situation of communicable diseases in Mukdahan-Savannakhet-Quang

Tri

Dr. Le Viet, Vice Director of the Preventive Medicine Center, Quang Tri, Vietnam

presented on demography, the health structure and networks, disease surveillance, prevention

and control, and some recommendations to strengthen the activities in the region.

Dr. Panom Phongmany, Director of Savannakhet Health Office, Lao PDR, presented on

collaboration, cooperation, the health status in three provinces and exchange information

system of MBDS.

Dr. Jinnpipat Choopunya, Director of Mukdahan Provincial Health Office, Thailand,

presented on demography, 10 leading causes of morbidity, epidemiological surveillance and

exchange information system of MBDS in Mukdahan Province, Thailand.

Afternoon Session

Epidemic Preparedness and responds to Emerging and Reemerging diseases along border

Dr. Suphamit Chunsittiwat, Department of Disease Control, MOPH, Thailand,

presented about EID in ASEAN region, distribution of Avian Influenza in ASEAN, capacity

building to improve surveillance and investigation, risk communication network through media

and community-based, business continuity planning and response for flu in multi-sectors,

command, control and coordination in public health in ASEAN and Vaccine Preventable

Diseases situation in the ASEAN region.

International Health Regulation (IHR 2005)

Dr. Pasakorn Akarasewi, Department of Disease Control, MOPH, Thailand, presented

about International Health Regulation (IHR) under the areas of major issues such as PHEIC,

IHR capacities at Regional and International level, National level, Intermediate level and Local

level. He also presented about surveillance and response, and essential preparedness and

management such as human resource, policy, guideline, plan, preparedness and report about

exchange information in MBDS region.

Presentation on Direction and Policy to be ready for ASEAN Community (AC)

Ms. Darika Kingnad, Director of International Cooperation, MOPH,Thailand, presented

on global health security. She focused on epidemic alert and response, health collaborative

networks, ASEAN Community (AC) and cross border disease threats in the ASEAN region.

Dengue Infection Diagnosis and Management

Prof. Suchitra Nimmannitya from Queen Sirikit National Institute of Child Health

shared experiences about manifestation of Dengue Syndrome and update, investigation and

treatment to XB participants.

Meeting adjourned at 17:00 PM

All participants participated Welcome Party and Intercultural Performance at Level 3 of

Mukdahan Hotel.

Second day of the conference (3rd June, 2014)

Morning Session

Overview of ASEAN Community

Dr. Kritsanan Lornub, Consultant of Policy Department, MOH, Thailand, and Ms.

Suparaporn Thammachart, Bureau of Policy and Strategy, MOPH, Thailand, presented about

overview of ASEAN Community, Public Health preparedness in the ASEAN Community,

impact of ASEAN Community, Thailand strategy for the entry into ASEAN Community,

Border health development master plan, Planning/Project preparedness for the entry into

ASEAN Community.

Presentation on Joint APEIR-MBDS project, “Mitigating Biosecurity Threats from Infectious

Diseases with Pandemic Potential in Southeast Asia”

Dr. Pasakorn Akarasewi, Department of Disease Control, Thailand, presented on

Mitigating Biosecurity Threats from Infectious Diseases with Pandemic Potential in Southeast

Asia. He introduced Mitigating Biosecurity Threats Surveillance in Southeast Asia (MBTSA)

project, MBDS’s core strategies, and exchange information system at cross border sites,

general and specific objectives of MBTSA project, action plan, and specific organisms for

MBTSA and MBDS activities in this region.

Presentation on cross border exchanges information system in MBDS region

Ms. Jittra Thajeen promoted on MBDS cross border strategy coordinators, MBDS

Team members of these three cross border sites, MBDS foundation secretariat and then MBDS

cross border map, exchange information system and cross border report format, average

percentage of cross border exchange report by countries yearly, MBDS foundation new

website, Facebook and Newsletter.

Closing session

The 1st International Conference on Mekong Basin Disease Surveillance (MBDS)

collaboration among Mukdahan-Savannakhet-Quang Tri was successfully closed by Dr.

Jinnpipat Choopunya, Director of Mukdahan Provincial Health Office, Thailand.

Summary

Mitigating Biosecurity Threats Surveillance in Southeast Asia (MBTSA) project was

introduced to the participants who are working in MBDS cross border sites.

The responsible persons of the respective provinces were assessed for MBTSA project

under the areas of

(a) Disease surveillance experience,

(b) Exchange information and reporting system,

(c) Knowledge of Biosecurity and Biosafety

(d) Computer using skills

(e) Knowledge of Risk Management

(f) Basic Laboratory Standard.

Group discussions were done with the participants of each province separately and

could make some decisions for future planning and implementation about MBTSA project in

the MBDS cross border sites. Addresses of persons and disease surveillance teams of

Mukdahan-Savannakhet-Quang Tri could be updated.
