Foreword
Indian Veterinary Research Institute, Izatnagar is one of the oldest institutions in the country
and has strong infrastructure and R&D facilities. The institute’s R&D has been associated
with commercial activities like production and quality control of a number of
immunobiologicals (diagnostic reagents, vaccines) and training and transfer of technologies.
The institute also has strong R&D in the areas of livestock production, reproduction, animal
feed and value added meat and milk products technologies.
Innovation is the instrument of entrepreneurship, the act that endows resources with a new
capacity to create wealth. National Agriculture Innovative Project (NAIP) has established the
Zonal Technology Management & Business Planning and Development (ZTM-BPD) Unit at
IVRI, Izatnagar. The ZTM-BPD Unit offers unique opportunities for creating entrepreneurial
abilities and building strong partnerships with entrepreneurs, start-up companies, small &
medium and elite industrial houses for technology based viable business ventures.
I am happy to share that ZTM-BPD unit of IVRI has done exceedingly well in
commercialization of technologies, entrepreneurship development and management of IPR
portfolio. A total of 41 technologies to 64 commercial houses/entrepreneurs have been
commercialized, 29 entrepreneurs were registered. A total of 82 patents were filed. 14 copy
rights were filed and 02 copy rights were granted. Ten designs were registered. Five trade
marks have been granted. ZTM-BPD Unit of IVRI has generated impressive revenue of Rs.
692.04096 lakhs through technology commercialization, contract and consultancy projects,
registration fees of entrepreneurs and other miscellaneous activities like testing of samples
and preparation of Detailed Project Report (DPR). A fund of Rs. 18.00 lakhs were
mobilized to the entrepreneurs. The unit received two Best National Agribusiness Incubator
and Incubatee Awards during NIABI 2011. The unit has also been awarded during Agritech
Investor’s Meet 2013 for commercializing maximum number of Institute and NAIP
Technologies. One of the incubate of the unit has also been awarded by Agrinnovative India
Limited (ICAR) to bring ICAR technologies to the market in the area of value added food
products.
We were greatly motivated in our efforts through the vision, inspiration, encouragement,
support and guidance of Dr. S. Ayyappan, Hon’ble Secretary DARE and DG, ICAR; Shri
A.R. Kausahal, Hon’ble Additional Secretary DARE and Secretary ICAR; Prof. K.M.L.

Part-II: Technical Details
1. Introduction
(Give background information for taking up this sub-project)
The main idea of establishing the Zonal Technology Management & Business
Planning and Development (ZTM-BPD) Unit at IVRI was to encourage, nurture and
support scientists and technologists to turn their innovative research ideas into commercial
venture. National Agriculture Innovative Project (NAIP) planed to develop partnerships
between ICAR and entrepreneurs and start-up companies for promising new technologies.
NAIP had initially identified 5 Zonal Technology Management Centers (ZTMC) along with
BPD units in ICAR Institutes and 5 BPDs in SAUs and IVRI was been identified as one of
those ZTMC leader institues in North Zone – II. Recently 12 more BPDs were added by
NAIP in different institutions. The goal of the ZTM-BPD unit was to establish a public
private partnership (PPP) in technology validation and enterprise creation through
technology incubators to develop common laboratory facilities and research infrastructure
for validation and up-scaling of technologies. The major thrust of BPD was on
commercialization of technologies, development of entrepreneurship and new sources of
income acting as a lead incubator organization in the country. The main activities of the unit
were as follows.
(i) Development of business policy and plan for commercialization of technologies.
(ii) Building strong and enduring research partnerships with industry and prospective
clients.
(iii) Creation of incubators for appropriate process development and technology validation.
(iv) Creating entrepreneurial abilities among the stakeholders.
(v) Feed back and scale-up of technologies.
The main steps for consideration were;
1. Identification of marketable technologies for commercialization / business incubation,
2. Development of infrastructure for technology incubation such as building, space,
Labs, office, etc.,
3. Identification of entrepreneurs to incubate those technologies in the incubator.
The managers of small businesses often face the problems of getting trained personnels,
better equipments and additional support services. The technology incubators created a
mechanism to assist, update, adapt and commercialize the research products from public
research institutions and provided the physical infrastructure necessary to launch new
business, offices and lab space and shared resources such as specialized equipments and
support services. The goal was to develop and commercialize new products, technologies,
11
processes, designs, prototypes and services for improved on farm productivity and acted as
a catalyst to bring about greater impact to livestock and integrated farm production systems,
research and create income in agriculture dependent rural regions.
2. Overall Sub-project Objectives
i. To stimulate technology development and transfer between BPD-IVRI and
entrepreneurs for commercialization of livestock and poultry health and
production related technologies.
ii. To act as a catalyst in conversion of naïve original innovative research ideas
into commercial Ventures.
iii. Technology refinement and up-scaling and promoting public private
partnership and start-up companies for technology led venture creation.
3. Sub-project Technical Profile
(Indicate briefly objective-wise work plan, monitoring indicators, expected output and
expected outcome)
Main activities are listed below;
(i) Identify technologies for business incubation
(ii) Identify entrepreneurs to incubate these technologies in the incubator.
(iii) Asses their market potential and liability
(iv) Select marketable technologies for commercialization
(v) Establishment of BPD unit- infrastructure
(vi) Feed back and Scale up of technologies.
The Schedules for different activities of the BPD unit as proposed at the onset of the project

10. Status on Environmental and Social Safeguard Framework
(Please see NAIP website for clarity on the subject)
Many technologies developed under NAIP are for the safeguard of the environmental and
social issues.
Methane suppressor technology for reducing the methane gas emission from
ruminants is useful for the protection of the environment.
Novel Phyto-acaricide technology is eco-friendly and will improve the health status of
people consuming animal products. It contributes for the environmental protection
and strengthens organic farming.
CSR-BIO – A technology designed through the consortia of micro-organisms in
suitable media improves the productivity in sodic and normal soil. Also protects the
crops against the soil borne diseases.
Technologies developed for the treatment of mastitis and infertility improves the
productivity and economic viability hence making contributing for the improving the
socio-economic status of the dairy farmers.
JAI-GOPAL Vermicomposting Technology developed in institute of indigenous
earthworm makes a promising effort for the useful conversion of farm-waste manures
into valuable compost. It is widely propagated and accepted among the farmers.
11. Constraints, if any and Remedial Measures Taken
Constraints:
Delay in the establishment of new building of ZTM-BPD Unit due to the conflict of
the rules of NAIP and Institute. There was a significant delay in the renovation of new
building due to the NAIP guidelines.
Location disadvantage of the Izatnagar campus and higher attrition rate of the
contractual staffs makes the work even more challenging.
Remedial Measures:
The unit was shifted to the ATIC building to utilize the space available for setting up
of ZTM-BPD office. A separate building has not been provided which is essentially
required as per the scope of work of ZTM-BPD unit; ZTM-BPD established 14
different Veterinary Business Incubator labs in different divisions and campuses of
IVRI.
