and Environment Department, Government of M.P. IDA invites Expression of Interest from

Leading Master Planner who have conceptualized, finalized the Master Planning of commercial

area and having expertise in designing of Transit Oriented development (TOD) Plans.

The project area is approximately 7.8 Sq.km., 300 meters on either side in the span of 13

kilometers SUPER CORRIDOR with mixed and variable land use. The Client seeks a Master

Sub: Appointment of Consultant for preparation of Master Plan for Development

of Super Corridor on Transit Oriented Development (TOD) basis in Indore

Indore Development Authority ("the Client"), headquartered in Indore, India

intends to develop a mixed use project located in Indore, India. The project land area is

approximately 7.8sq.km. The development, 300 meters on either side of the RW-2, spans

13 kilometers from the airport to Vijay Nagar City center connecting the east city to the

airport, together known as the SUPER CORRIDOR. The development provides

remarkable opportunities to develop and direct the city‟s growth to newly envisioned

areas.

The Client seeks a Master Planner who can embrace the vision, enhance it with

innovative ideas and work with the Client and Project Management team to make this

vision a reality.

The Master Plan Consultant is required to assemble a team of specialists to cover

the Requirement detailed in the RFP, including but not limited to: environmental

sustainability Specialists, Infrastructure consultant, Architect, theming, landscape,

engineering consultants who are willing to work in Indore, India.

IDA hereby invites proposals from internationally reputed Consulting Firms to

prepare the Master plan, Draft Development Control Regulations (DCR), conceptual

master plan, preliminary and final Master plan with concept design for infrastructure and

detailed design submissions as detailed in this RFP.

Please note that while all the information and data regarding this RFP is to the

best of Authority‟s knowledge accurate within the considerations of scoping the proposed

project, the Authority holds no responsibility for the accuracy of this information and it is

the responsibility of the Transaction Adviser to check the validity of data included in the

A. The following are the eligibility criteria for consultants / consortia wishing to apply;

i. Annual average turnover for last 3 years should be minimum Rs. 5 Crores (from

Consultancy Fees).

ii. Consultant should have completed preparation of Master Planning ,Designing of

infrastructure for two projects involving development of minimum 300 acres land

in last 5 years.

iii. The Consultant should have completed preparation of design drawings, cost

estimates for at least one Such project in last 5 years.

B. JV/Consortium should not contain more than two partners; sub-consultancy is not

allowed.

Request for Proposal (RFP) documents can be obtained between 1100 hrs and

1600hrs on all working days from 30-09-10 upto 7-10-10 at the address for

communication mentioned below, on payment of Non- refundable document fee of

Rs. 5000 (Rupees five thousand only) in the form of Demand Draft favoring „Indore

Development Authority‟ and payable at Indore. The document can also be downloaded

from IDA‟s web site http://www.idaindore.org. In that case, the fee for document in the

form of demand draft payable at Indore must be furnished in a separate envelope along

with the Eligibility Document.

The date of submission of Letter of intent & Confidentiality Undertaking is up to

17.00 hrs. on 12-10-10. The respondent shall be solely responsible for any cost they may

incur for site visit, transport, communications etc., in the process of submission of

proposal. IDA will not be responsible for any delay in receiving the Proposals and

reserves the right at its absolute discretion to proceed or not to proceed with the project

1.1 INTRODUCTION

1.1.1 General

The Project Developer, Indore Development Authority ("the Client"),

headquartered in Indore, India intends to develop a mixed use project located in Indore,

India. The project land area is approximately 7.8sq.km. The development, 300 meters on

either side of the RW-2, spans 13 kilometers from the airport to Vijay Nagar City center

connecting the east city to the airport, together known as the SUPER CORRIDOR. The

development provides remarkable opportunities to develop and direct the city‟s growth to

newly envisioned areas.

1.2 INVITATION TO CONSULTANTS

1.2.1 General

By means of this Request for proposal ("RFP"), Indore Development Authority is

pleased to invite consultants to provide services to develop the Master Plan for the mixed

use Transit oriented development incorporating land-use, zones and activities identified

in the 2021 Master plan for Indore by Town and Country Planning department, for the

"Super Corridor Project".

The Master Plan Consultant is required to assemble a team of specialists to cover

the Requirement detailed in the RFP, including but not limited to: environmental

sustainability Specialists, Infrastructure consultant, Architect, theming, landscape,

engineering consultants who are willing to work in Indore, India.

The Initial submission will include Technical Proposal, Financial Proposal and

Interview followed by conceptual master plan, preliminary and final Master plan with

concept design for infrastructure and detailed design submissions as detailed in this

report, and is organized as follows:

1.2.2 Definitions

A. "Request for Proposal" (RFP) includes the documents listed in the contents of the

RFP and any modifications thereof or additions thereto incorporated by addenda

before close of Proposals.

B. "SCP means the SUPER CORRIDOR PROJECT.

C. "Client" means Indore Development Authority (IDA).

D. "Master Planner (MP) means the Consultant who provides the detailed master

plan, including architectural, engineering, landscape, sustainability and concept

designs for the SUPER CORRIDOR PROJECT.

E. "Project Manager" (interchangeably used as Program Manager) means the entity

authorized by IDA to manage and oversee the master planning, design and

construction projects that make up the development program.

F. "Respondent" means the prime Master Plan Consultant firm who is responding to

this RFP.

G. "Project Site" means the existing Super corridor with 300m on either side of the

13 kilometer long and 175m wide RW-2 & MR!0, which comprises an area of

7.8sq.km.

1.2.3 General Description of the Services

IDA hereby invites the consultants herein after referred to as "The Respondents"

to submit the Master plans with Technical and Financial proposals.

RFP - Stage:

During the tendering stage the respondent should submit technical and financial

proposal along with master planning approach and methodology as defined in detail in

Section 2. The evaluation committee will review the submission of each respondent and

comments will be compiled to a report and only one respondent (top ranking) will be

short listed for interview shall be asked to proceed with the Conceptual Master plan.

The details of deliverables of Master Plan Services are defined in detail in Section

Three – Scope of Services.

further details. The Super Corridor project will be implemented on a competitive bid, fast

track process. Tender packages shown on the Master Schedule are preliminary, but are

indicative of the scope of work.

1.3 THE CLIENT'S VISION

The vision for Super Corridor offers a rich and vibrant transit experience that

encompasses the finest and easily accessible work, shopping, dining, entertainment,

schools, hotels, offices and leisure all in one place.

Super Corridor Project is a development that offers prominence and a corridor

that is distinguished by the embodiment of natural surroundings, with an enviable

location and giving a clear vision of horizon with large mixed-use development zones to

bring about a change to the character of the city, create a “city within a city”, with all

elements for work, living, and leisure contained within the project.

The vision and objectives are further elaborated in Section Four - Project Brief.

1.4. SUPER CORRIDOR, Indore, India – BACKGROUND/GEOGRAPHICAL

INFORMATION

The project is located in Indore, India. Indore It is the largest city of the Central-

Indian state of Madhya Pradesh; with an area of 3898 sq km, and is situated on the

Malwa Plateau. The location of Indore makes it central to the Indian subcontinent. The

city once used to serve as the summer capital of the former state of Madhya Bharat. The

location of Indore is just south of the Satpura range, at an altitude of 553 meters above

sealevel.

It is the commercial capital of Madhya Pradesh and is also the administrative

headquarters of the Indore District and the Indore Division. As a result, the city has

become a hub of industrial, technological and educational activity. Indore was once the

capital of the princely state of Indore. The strong historical background has given the city

rich culture and heritage and it is therefore emerging as a popular tourist spot today. The

strategic location of Indore has also contributed to its manifold development, both

economically and socially.

The Super corridor offers to enhance the already rich culture with modern

development elements and amenities. SCP is envisioned to be a TRANSIT ORIENTED

DEVELOPMENT (TOD) serving the city, proposed Railway stations and Inter-state bus

terminus (in close proximity) and the ultimate destination of the under construction

expressway RW-2, the AIRPORT. It is an express link for the eastern city to the Airport.

It would enable travelers to shun the city traffic and reach the airport in no time. This

enhances the opportunities that the abutting land provides all along the road RW-2 &

MR10.

A TOD neighborhood typically has a center with a transit station or stop (train

station, metro station, tram stop, or bus stop), surrounded by relatively high-density

development with progressively lower-density development spreading outwards from the

center. TODs generally are located within a radius of 500 to 750 m from a transit stop, as

this is considered to be an appropriate scale for pedestrians.

TOD contains specific features that are designed to encourage public transport use

and differentiate the development from urban sprawl. Examples of these features include

mixed-use development that will use transit at all times of day, excellent pedestrian

facilities such as high quality pedestrian crossings, narrow streets, and tapering of

buildings as they become more distant from the public transport node. Another key

feature of transit-oriented development is reduced amounts of parking for personal

CURITIBA

One of the earliest and most successful examples of TOD is Curitiba, in Brazil. Curitiba

was organized into transport corridors very early in its history. Over the years, it has

integrated its zoning and transportation to place high density development next to high

capacity transportation. Curitiba has focused on working with economical forms of

infrastructure, so it has arranged unique adaptations, such as bus routes (inexpensive

infrastructure) with routing systems, limited access and speeds similar to subway

systems. The source of innovation in Curitiba has been a unique form of participatory

city planning that emphasizes public education, discussion and agreement.

TORONTO

Toronto has a longstanding policy of encouraging new construction along the route of its

primary Yonge Street subway line. Most notable are the development of the Yonge and

Eglinton area in the 1960s and 1970s; and the present development of the 2 km of the

Yonge Street corridor north of Sheppard Avenue, which began in the late 1980s. In the

period since 1997 alone the latter stretch has seen the appearance of a major new

shopping centre and the building and occupation of over twenty thousand new units of

condominium housing. Since the opening of the Sheppard subway line in 2002, there is a

condominium construction boom along the route on Sheppard Avenue East between

Yonge Street and Don Mills Road.

VANCOUVER

Greater Vancouver has had a strong history of creating new development around its

SkyTrain lines and also created the concept of regional town centres around the major

stations and transit corridors. Of note is the Metrotown area of the suburb of Burnaby,

BC near the Metrotown SkyTrain Station. The areas around stations have spurred the

development of billions of dollars of high-density real estate, with multiple highrises near

the many stations.

1.5 PROJECT CONTEXT

It is envisioned to be landmark development for IDA in Indore and will attract top-class

brands, leading tenants, entertainment & work spots.

SCP is to become a vibrant, healthy, clean and safe environment, with modern facilities, a

full range of services and well-maintained infrastructure offering a highly desirable place

2.1 SUBMISSION DEADLINE:

2.1.1 The proposal for the SCP shall be submitted on or before 1600 Hours, India time

28-10-10. Proposals received after the date and time specified for closing will not be

considered.

2.1.2 Proposals shall be delivered to the offices located on First floor, 7, Race Course

Road, Indore, India. Proposal submissions shall be prepared in three separate packages

(soft & hard copies) as defined in this section, and submitted in sealed envelopes.

2.3 PROPOSAL DOCUMENT

2.3.1 Acceptance Letter

The Respondent shall send an Acceptance letter addressed as state above that

acknowledges they have received the RFP and that confirms their intent to submit a

proposal that conforms to the RFP. Letter may be sent via fax or E-mail and must be

received 12-10-10

2.3.2 Confidentiality Undertaking

The Respondent shall complete, sign and immediately return the confidentiality

Agreement found in Attachment Section -6, if they have not already done so. The signed

agreement may be sent via fax or E-mail with the original following by registered air

mail, post or hand delivery. Fax must be received by 12-10-10.

2.3.3 Proposal Packages and Submissions:

2.3.3.1 The Proposal shall be submitted in Three (3) packages:

A. Package A - Technical Proposal - 4 sets - Tender stage

B. Package B - Financial Proposal- 4 sets - Tender stage

C. Package C - Master Planner Approach & Methodology

2.3.3.2 The Respondent must ensure that each package is assembled in an envelope or packing

and clearly marked with the following.

2.3.3.3 The total content of the Proposal, including appendices and attachments, must be outlined

in a Table of Contents at the front of Package A - Technical Proposal.

2.3.3.4 The Proposal Submission Form, attached at the end of this Section, must be included in

the submission of the Package B - Financial Proposal. Respondents should note that all

forms at the end of this Section are to be enclosed in respondent's Package B – Financial

Proposal envelope.

2.3.3.5 All documentation must be submitted paper hard copy and soft copy. Written and spoken

language is English unless otherwise noted.



2.4 PACKAGE A - TECHNICAL PROPOSAL

The following format should be followed when preparing the proposal response for

Package A - Technical Proposal.

A4 size sheets, bound as a booklet.

Eligibility and Pre-Qualification Requirements

The following are the eligibility criteria for consultants / consortia wishing to apply;

i. Annual average turnover for last 3 years should be minimum Rs. 5 Crores (from

Consultancy Fees).Documentary proof should be attached.

ii. Consultant should have completed preparation of Master Planning ,Designing of

infrastructure for two projects involving development of minimum 300 acres land

in last 5 years.

iii. The Consultant should have completed preparation of design drawings, cost

estimates for at least one Such project in last 5 years.

Respondents may apply to the IDA for approval to submit a Fee Proposal as a

joint venture. An application for such permission shall be made in writing to the

Employer not later than five (5) days before, the proposal submission date. Such

application shall include all relevant details and proposed structure of the joint venture.

Proposals submitted by a joint venture of two (2) or more persons or firms acting as

joint venture partners shall comply with the following requirements:

a) The Proposal, and in the case of a successful Proposal, the Agreement, shall be

jointly and severally legally binding on all partners.

b) All partners of the joint venture shall be liable jointly and severally for the

execution of the Agreement in accordance with the terms of such Agreement and

a statement to this effect shall be included in the authorization as well as in the

Proposal and, in the case of a successful Proposal, the Agreement.

c) One of the partners shall be designated as being in charge. Such designation shall

be legalized by submitting a power of attorney signed by legally authorized

signatories of all the partners, witnessed before the Indore Courts and notarized

by the same Courts.

d) The partner in charge shall be authorized to incur liabilities and receive

instructions for and on behalf of any and all partners of the joint venture and the

entire administration of the Agreement, including receipt of payment shall be

performed exclusively by the partner in charge.

e) A copy of the joint venture agreement entered into by the partners shall be

submitted with the Proposal



2.4.1 Title Page

Identify the RFP name, contract file number, submission closing date, Firm name,

address, telephone number, facsimile number, Email address, the names of Sub-

consultant Team members and the name and contact details of the Firm's contact person.

2.4.2 Letter of Introduction

Two pages maximum, introducing the Firm and the proposal and signed by the person(s)

authorized to sign on behalf of the Company to statements made in the proposal.

Provide a narrative Summary Statement identifying the success factors, differentiators,

and unique aspects of your Team and the proposal.

2.4.3 Company Profile and Personnel Experience and Qualifications

2.4.3.1 Capabilities

Indicate the Firm's and each Sub-consultant's qualifications and capabilities for

the project, including past projects having similar requirements to the one being

proposed. When listing similar projects, describe at least five, but no more than ten

projects of a similar type, which demonstrates the proposed Project Team's experience in

providing the Services. Clearly identify the role of the various team members on the

previous projects. Include the following information:

- Project Name

- Project Description

- Size of Project

- Project Scope of Works

- Firm's Role

- Lead Architect

- Other Project Team Members

- Team Sub-consultants

- Date Services Completed

Additional sub-consultant company brochures should be submitted separately and are not

part of the page limit.



2.4.3.2 References

Respondents are requested to provide client references for recent projects that have

involved major participation by key personnel on the Respondent's Team. A minimum of

two (2) are requested for the prime Respondent. At least one reference is required for

each of the firms participating in a Sub-consultant agreement for this project. Provide the

name, title, email address, phone and fax numbers for each references.

In addition, Respondents are requested to select one Benchmark Project that best

exemplifies the qualifications, experience and achievements of the top personnel on the

Respondents Team who will be responsible for the project. Include a description of their

roles and the dates worked on the project and contact information for a senior client

representative.

2.4.3.3 Design Exclusions

The Proposer shall expressly identify any and all design exclusions that are not covered

in the scope of services.

2.4.4 Respondents Team Organization and Key Staff

2.4.4.1 Provide two organization charts for the Project Team

A. Respondent organization showing composition of team showing names of key staff

including all Sub-consultants. Identify roles of each firm and where they will be

based during the master planning phase

B. Organization chart of the Respondent's head office showing the interface and

reporting lines for this project.

2.4.4.2 Highlight key staff qualifications, locations where they will perform the majority of the

work, and other personal data.

A. Provide qualifications and information for the Lead Planner for the Respondents

Team. Include brief description of projects where he/she have served in similar roles.

B. Provide qualifications and information for the Project Manager for the Respondent's

Team. Include brief descriptions of projects where he/she have served in similar roles.

C. Provide summary level qualifications of other Key Personnel and Senior Staff to be

assigned to this project.

D. Listing of all Sub-consultants who form part of the Project Team with a clear

indication of the extent of the work to be subcontracted to them. The listing should



also include full details of the Sub-consultants staff proposed for the project, the

office location and previous experience teaming together

E. Indicate who will be the primary, client interface and where they will be based.

Provide qualifications.

2.4.5 Project Understanding

Provide a narrative analysis showing your Team's comprehensive understanding of the

proposed project including the following.

2.4.6 Methodology

2.4.6.1 Discuss Respondent's understanding of the key issues for the SCP.

2.4.6.2 Outline approach to the engagement of the Client and other industry professionals and

potential in the planning process of the SCP.

2.4.6.3 Outline Respondent's methodology of how facility design will proceed from concept

through final design including data gathering, workshop facilitation and roles of sub-

consultants.

2.4.6.4 Discuss proposed approach to design management and coordination. Highlight how

project will be delivered in conformance with the proposed budget and schedule.

2.4.6.5 Discuss how Respondent's methodology takes into account the difference between the

Client's work days and office hours and those of the Respondent.

2.4.7 Cost and Schedule

2.4.7.1 Outline process that will be used to develop cost estimates and to monitor costs during

the design/planning phase.



2.4.7.2 Provide details of the Respondent's (Firm's) proposed internal scope and budget creep

controls systems. Address approach to value engineering, and how this is incorporated

into the design/planning process. Include description of how the results are measured.

2.4.7.3 Discuss Respondent's familiarity with local conditions and how this knowledge will be

utilized in developing cost and schedule estimates.

2.4.7.4 Submit a CPM schedule for planning phase highlighting client review time and critical

milestones that correspond to project deliverables and operational input.

2.4.7.5 The total Package A submission should include the Respondent's completed version of:

o Company Profile Sheet

o Staff Qualifications Sheet (Form A-I)

o Indicative Effort Plan (Form A-2)

o Technical Issues Sheet

2.4.8 Quality Management System

The Respondent shall implement management systems that meet the requirements of ISO

9001:2008 in all respects.

2.4.9 Office and Workload Statement

The Respondent shall submit a statement indicating the firm's existing and anticipated

workload during the course of the Project. Such statement shall include the anticipated

start and completion dates of other anticipated projects which coincide with the

Programme of this Project.

2.4.10 Systems Statement

The Respondent shall submit a statement detailing the firm's information technology

capability including details of all computer hardware/software that it proposes to use on

the Project.

2.4.11 Conflicts of Interest

The Respondent shall have considered the implications of making this submission or of

providing the services which are the subject of this Request for Fee Proposal and either

submit a statement, declaring that it is satisfied that no potential conflict of interest or

relationship exists between the Respondent and any other company, body, association or

like organization or any individual or group of individuals who might have an interest in



the subject of this Request of Fee proposal or, submit a statement detailing any

relationships which might be considered as possible conflicts of interest.

2.5 PACKAGE B - FINANCIAL PROPOSAL

The following directions and formats should be followed when preparing the

proposal response for Package B - Financial Proposal. All fees and disbursements are to

be inclusive of inflation for the duration of the project and should be quoted in INR

(Indian Rupees).

2.5.1 The total Package B submission should include the Respondent's completed version of:

a. Proposal Submission Form (Form B-I)

b. Lump Sum Price Sheet (Form B-2)

c. Preliminary Master Plan Breakdowns (Form B-3.1)

d. Final Master Plan Breakdowns (Form B-3.2)

e. Conceptual Master Plan Basic Service Breakdown Sheet (Form B-3)

f. Conceptual Master Plan Disbursements Breakdown Sheet (Form B-4)

g. Rate Schedule (Form B-5)

h. Indicative Payment Schedule (Form B-6)

i. Copies of Insurance Certificates as requested in RFP

2.5.1.1 Respondents may not alter in any way Proposal Submission Form or Execution by

Respondent Form. Respondents may revise remaining forms to add labor categories as

needed, but must retain layout and content as issued in this RFP.

2.5.1.2 Services are as described in the Scope of Services section of this RFP. Third party costs

for subsurface investigations should not be included in disbursements. These will be

provided by the IDA; however, Respondent will be responsible for identifying the

location and design parameters.

2.5.1.3 In the event that additional attendance and/or works are authorized by the IDA during the

course of the Agreement then the work may be undertaken using the indicative unit rates.

2.5.1.4 Daily unit rates are based upon a 48-hour workweek, unless otherwise agreed by the

Client. Any additional time over and above this workweek period will not be subject to

additional reimbursement by the Client.



2.5.1.5 Respondents fee should take into account workdays and standard INDIA 48 hour

workweeks.

2.5.2 Proposal Exceptions/Clarifications

2.5.2.1 If Respondents need to take exception to any provision of the proposal or clarify any

element of their proposal, this should be clearly identified in their proposal. This section

should provide sufficient detail to allow the PMC and the Client to understand the impact

and implications of the exceptions or clarifications in the evaluation of the proposal.

2.5.2.2 Respondents should understand that the IDA reserves the right to accept or not accept any

exceptions/clarifications included in Respondent's proposal in evaluating the proposals at

the IDA's sole discretion. The IDA may use such exceptions / clarifications as a basis for

not entering into a contract with the Respondent, at its sole discretion.

2.5.3 Attachments

2.5.3.1 The lead Respondent must provide copies of insurance certificates with their proposal

showing the firm's limits on the following types of insurance:

a. General Liability Coverage.

b. Umbrella Liability Coverage.

c. Professional Liability Insurance Coverage.

d. Workman's Compensation Coverage.

2.6 PACKAGE C: Master Plan-Approach & Methodology.

The following format should be followed when preparing the proposal response for

Package C.

Package C consists of Presentation CD which demonstrates the capacity of developing

the master plan, project approach and methodology with similar project references.

2.7 TERMS AND INFORMATION

The Respondent confirms it has obtained and carefully examined all of the documents

making up this Request for Proposal issued by IDA and any addenda issued in connection

therewith. The following terms will apply to this Request for Proposal and to any

subsequent contract.

2.7.1 Purpose



The purpose of this Request for Proposal is to inform potential Respondents of a business

opportunity and solicit proposals. The IDA reserves the right to accept or reject all or part

of the proposal, however it is not precluded from modifying the selected Respondent's

proposal to best suit the needs of the IDA.

2.7.2 Acceptance of Proposals

The Client reserves the right to modify the terms of the Request for Proposal at any time

at its sole discretion. This Request for Proposal should not be construed as a contract to

purchase goods or services. The Client is not bound to accept the lowest priced or any

proposal of those submitted. The Client will not be obligated in any manner to any

Respondent whatsoever until a written contract has been duly executed relating to an

approved proposal.

2.7.3 Rejection of Proposal

IDA reserves the right to reject any or all proposals. Without limiting the generality of the

foregoing, any proposal which either:

Is incomplete;

Omits or fails to include any one or more items in the proposal offer for which a price is

required by the RFP;

Fails to complete the information required by the RFP may, at the Client's sole discretion,

be rejected. Furthermore, a proposal may be rejected on the basis of a Respondent's past

performance, financial capabilities, completion schedule. As it is the Client's purpose to

obtain a proposal most suitable to its interests and what it wishes to accomplish, IDA has

the right to waive any irregularity or insufficiency in any proposal submitted and to

accept the proposal deemed most favorable to the interest of the Client.

2.7.4 Visiting Site and Examining Documents

The Respondent shall visit the Site and is responsible for obtaining all information that

may be necessary for the purpose of submitting a Proposal and entering into an

Agreement with the Client. It shall carefully examine the Proposal Documents and satisfy

itself as to risks, obligations and responsibilities to be undertaken in the Agreement.

Upon submission of the Proposal to the Client, the Respondent is deemed to have

inspected and examined the Site, its surroundings, and other available information, and

conducted such further tests and investigations that it required to have satisfied itself of

all site conditions which could affect its design Services.

The Respondent shall be responsible for verifying and interpreting all site data and other

information provided by the Client to the Respondent. The Client shall have no

responsibility or liability whatsoever for the accuracy, sufficiency or completeness of

such site data and other. The Respondent shall not rely and shall be deemed not to have



relied on any such data or information provided by the Client and the Client shall not be

liable to the Respondent (whether or not arising out of any negligence on the part of the

Client or any agent or servant thereof) in respect of any inaccuracy, error, omission,

unfitness for purpose, defect or inadequacy of such site data or information.

2.7.5 Indemnity to Employer

The Proposer and any of its employees or agents will be granted permission by the

Employer to enter its premises and land for the purpose of inspection in connection with

the Proposal, on the condition that, prior to entering the Employer's premises and lands,

the Proposer provides a written release and indemnity, indemnifying the Employer and its

servants and agents from and against all liability in respect of personal injury, loss of or

damage to property and any other loss, damage, cost and expense however caused.

2.7.6 Ambiguity and Discrepancies

The Proposal Documents are provided in good faith and are believed to be reliable.

However, neither the Client nor the Client‟s Agents warrant the accuracy of the Proposal

Documents.

The Respondent shall peruse the Proposal Documents with a view to identifying any

errors, ambiguities or discrepancies. If the Respondent becomes aware of any such

ambiguity or discrepancy the Respondent shall immediately, but not later than seven (7)

days before the date stipulated for the delivery of Proposals, notify the representative

nominated by the Client in writing. The Client may issue an addendum, including

explanations, clarifications given and copies of revised documents or drawings to all

Respondents, not later that three (3) days before the date stipulated for delivery of

Proposals, clarifying the ambiguity or discrepancy.

Should the Respondent consider that there is any other doubt or obscurity in the meaning

of any part of the Proposal Documents, query with regards to works being executed or

not or as to anything to be done or not to be done or as to any other matter or thing, the

Respondent must notify the nominated representative of the Client not later than seven

(7) days before the date stipulated for the delivery of Proposals. The Client‟s response,

explanations, clarifications and copies of revised documents or drawings (if any) will be

issued as "Notices to Respondents" and circulated to all Respondents not later that three

(3) days before the date stipulated for delivery of Proposals.

No instruction, clarification or other information given verbally by the client or its

Representative or any of its assistants at any meeting or discussion held in terms of this

clause shall be binding or taken into account in preparing and evaluating Proposals unless

and until such instruction, clarification or information is confirmed in writing by the

Client to all Respondents. In no case will any procedure in connection with clarification

and interpretation of Proposal Documents give the right to Respondents to claim an

extension of the time set for submitting Proposals.

2.7.7 Addenda



The Client may, in its absolute discretion, provide further explanations, make revisions,

additions or deletions to the Proposal Documents, and issue such explanations, revisions

or deletions to all Respondents in the form of "Addenda", subject to such Addenda being

circulated to all Respondents not later that three (3) days before the date stipulated for

delivery of Proposals.

These Addenda shall be incorporated into and form part of the Proposal Documents. The

Respondent is required to acknowledge receipt in writing to the Client of each

Addendum.

2.7.8 Cost of Preparation

Respondents are solely responsible for their own expenses in preparing a proposal and for

subsequent negotiations with the client, with the exception for accommodation in Indore

during the first site visit (pre bid conference).

2.7.9 Time for Awarding

All proposals shall be kept open for acceptance by the Client for a period of Ninety (90)

days after the date of submission unless subsequently revised by addendum.

2.7.10 Confidentiality

IDA shall use its best efforts to keep confidential all proposals received from prospective

Respondents. The material contained in the successful proposal may be incorporated in a

contract. Technical or commercial material included in the proposal shall not be released.

Information pertaining to the Client obtained by the Respondent as a result of

participation in this project is confidential and must not be disclosed without written

authorization from the Client.

2.7.11 Clarification

The Client reserves the right to seek proposal clarification with the Respondents to assist

in making evaluations.

2.7.12 Reservation of Rights

IDA reserves the right to award work to any Respondent on this or any future phase. If a

written contract cannot be signed within 45 days of notification to the lead Respondent,

the Client may, at its discretion at any time thereafter, terminate the contract award

process with that Respondent and either award a contract to the next qualified

Respondent or cancel the RFP process and not enter into a contract with any Respondent.



2.7.13 Liability for Errors

While the Client has used considerable efforts to ensure an accurate representation of

information of this RFP, the information contained in this RFP is supplied solely as a

guideline for Respondents. The information is not guaranteed or warranted to be accurate

by the Client, nor is it comprehensive or exhaustive. Nothing in this RFP is intended to

relieve Respondents from forming their own opinions and conclusions with respect to

matters addressed in this RFP.

2.7.10 Use of Request for Proposal

This document, or any portion thereof, may not be used for any purpose other than the

submission of proposals.

2.7.11 Commencements and Completion of Work

If awarded the contract, the Respondent shall begin work on the date defined by the

Client as Notice to proceed and shall execute the work in such a manner so as to

complete the work within the time specified in the proposal document.

2.7.12 No Collusion

Except as otherwise specified or as arising by reason of a provision of the proposal

documents, no person either natural, or body corporate, other than the Respondent has or

will have any share in this proposal or in the proposed contract which may be completed

in respect thereof. There is no collusion or arrangement between the Respondent and any

other actual or prospective.

Respondents in connection with proposals submitted for this project and the Respondent

has no knowledge of the contents of other proposals and has made no comparison of

figures or agreement or arrangement, express or implied, with any other party in

connection with making of the proposal.

2.7.13 No Withdrawal of Proposal

This proposal shall not be withdrawn after opening thereof until it has been considered

and rejected or until a contract has been awarded to a successful Respondent and a formal

contract executed in respect thereof or expiration of Ninety (90) days from the time of

receipt of the proposal. Also all the respondents are requested to submit the Tender Bond

along with their Proposal. Refer Attachment -6

2.7.14 Conditions Pertaining to This Request for Proposals

o All proposals become the property of the IDA, and will not be returned to

Respondent.



o The Clients reserves the right to negotiate modifications of any single proposal, to

request clarifications and/or additional information on any proposal.

o The Client reserves the right to cancel this RFP; to reject any or all proposals; to

re-advertise for proposals if necessary; to waive minor irregularities and

formalities; and to accept the proposal which offers, in the Client sole judgment,

the best professional service response to the SCP.

2.7.15 Disqualification of Respondent

Prospective Respondents are advised that upon issuance of the RFP, they, or any member

of their Team, are not allowed to have any discussions with members of the Client staff

other than those indicated in the RFP for clarification of the RFP. Failure to observe this

requirement, if it is discovered, could result in the disqualification of the Respondent for

this project.

2.7.16 Advance Notice of Conditions Pertaining to Entering into Agreement

A. Prior to entering into any agreement with the Client, the Respondent will be required

to demonstrate financial stability. Respondent shall agree to authorize credit checks,

if requested, and provide bank references. Failure to demonstrate satisfactory

evidence of financial stability shall be grounds for disqualification. Arrangements

will be made to respect the confidentiality of this information.

B. Prior to entering into any agreement with the Client, the successful Respondent will

be required to share insurance, claims record and litigation information with the

Client's insurance carrier.

2.7.17 Times and Dates

All times and dates in this RFP refer to India time.

2.7.18 Unsuccessful Respondents Debriefing

The Client is interested in ensuring Respondents that the Evaluation, Interview and Final

Selection process is a fair and equitable process. To that end, after the Client has awarded

the project to the successful Respondent and a contract has been executed, the Client will

allow unsuccessful Respondents to debrief with its team.

2.7.19 Proposal Closing Date

The proposal must be submitted by the date and time specified by the time and date

specified in the RFP or any alternate date and time as officially notified in writing. The

Client reserves the right to reject any proposal received after the due date or time.



2.7.20 Currency

All prices shall be in INR (Indian Rupees) and shall be fixed for the full period of the

services.

2.7.21 Authorized Signatory

Each Respondent shall show their full legal name and business address, and shall be

signed by the usual signature at the person authorized to bind the Respondent, and shall

be duly witnessed and dated.

2.7.22 Agreement

2.7.22.1 Rights of Selection

The client shall not be bound to accept the proposal with the lowest cost proposal for the

services or any other proposal, nor shall it be bound to assign any reason for rejection of a

proposal received.

2.7.22.2 Agreement

The Consultant whose proposals are considered most suitable will be required to enter

into a consultancy agreement with the Client for the master planning and concept design

phases. The form of this agreement will be in accordance with the draft specimen

conditions of agreement attached.

If the first selected Consultant and the Client fail to reach an agreement as to the terms of

services, then the Client has the right to appoint other Consultants to provide these

services.

2.7.22.3 Contract Price

The agreed contract price for the complete services shall be a fixed price including all

rates for periodic services and shall not be amended except by authorized variations in

writing by Client issued in accordance with the terms of the agreement.

2.7.23.4 Ownership of Submittals

Provided the Client has given notice and regardless of if the Respondent accepts the

result of the Announcement or the payment, all intellectual properties to the building

design documents will be deemed to the Clients property.

3.1 General Services

The vision for SUPER CORRIDOR Project is to become the mixed-use development as

described in the Project Design Brief in section 4 (Project brief ) of the RFP. The

Respondent is required to assemble a highly skilled team of Architects, Master Planners,

Engineers, and Specialty Consultants for mixed use, Landscaping, & Environmental

Specialists to produce a cohesive sustainable Master plan selected by the Client.

The aim is to develop more attractive vibrant, healthy, clean and safe environment, with

modern facilities, a full range of services and well maintained infrastructure offering a

highly desirable place to work, live, invest and cater to the needs of a diverse community

along with the facilities that will be supported by eager investors as well as upscale

market individuals requiring high quality, unique experiences that support family

learning; cleanliness, comfort and convenience; and value for money. Enhanced security

is required to enable visitors to coexist safely within the development.

The Respondent shall develop a Master Plan in stages based on a project design brief as

required to fulfill the vision. It is the responsibility of the Respondent to obtain all

pertinent information and other data as shall be necessary and to carry out all surveys

needed to perform his obligation. Based on the results and recommendations of such

reports and the outcome of the discussions between the Client and the Respondent, the

Client will then decide upon the final criteria of the design and the extent of the project.

The Respondent shall provide all his services in accordance with internationally

recognized codes, standard and recommended practices. All specified equipment and

material shall comply with recognized codes and standard. The Respondent shall advise

the Client in writing of all codes, standard and recommended practices that he intends

adopting throughout the design for the written acceptance and written approval of the

Client and shall provide the Client with one hard copy and one soft copy of all intended

and approved codes, standard and recommended practices.

The design shall also cater for the accessibility for the disabled for all services, facilities

and processing and movement throughout the project.

Emphasis shall be placed on energy conservation measures and techniques.

The Respondent shall undertake constructability analysis of the design. Constructability

is the process of review, analysis and application of ideas and methods that will result in

a final product that can be built most cost effectively and in the shortest period of time

without sacrificing quality, taking in to consideration, such items as schedule, material,

required construction equipment, available manpower, work methods and required

quality control measures etc.



The deliverables should be developed with consideration for Constructability, to make

sure that there are no ambiguities, inconsistencies or other problems, which could lead to

otherwise preventable difficulties during construction.

The Client may employ other party to provide services for the concept design of the

project and the Respondent shall closely liaise and coordinate with such other party and

provide him with all required information, drawings, schedules, etc. to enable him to

undertake his services on the Project.

The Respondent shall participate in value engineering exercise

The Respondent shall fully liaise with all relevant Service Authorities and provides them

with a description of the Works and all required sets of layout drawings to enable the

Service Authorities to mark on their existing and proposed services in order to resolve

any affection to or by the project. The Respondent shall satisfy the requirements of the

Service Authorities on the design of the Project and obtain required NOCs. Subject to the

approval of the Client, the Respondent shall incorporate all such requirements in the

Master plan and report for the Project.

The Respondent will coordinate and follow-up with the various Authorities in a pro-

active manner to review and clarify technical matters and will assist the Client in

obtaining all approvals and permits where required.

The Respondent will not, however be responsible for the time required by the Authorities

to review and issue approvals and permits.

The cost of any permits and fees for approval shall be paid by the Client.

The Respondent shall submit reports to the Client at the ends of each stage. The content

and format of the report shall be proposed by the respondent and submitted for the client's

acceptance and approval.

The Respondent shall in performing the services use its best endeavors to identify those

technical and economic solutions which are most suited to the requirements of the

Project.

At all stages of Master planning for the Project the Respondent will be required to

interface with the Client and other Project participants and adhere to Project processes, as

follows:

o Attend meetings called by the Client to progress any aspect of the commission.

o Provide information as requested by the Client to the Client and/or any other

participant

o Initiate and maintain liaison in order that the Client is kept fully informed on the

progress of the commission.



o Advise on the need for and scope of services of other respondents that may be

required.

o Be aware of the work which other participants are carrying out and advise on any

apparent errors and omissions.

o Co-ordinate production of information with other participants including ITICAD

protocols and drawing formats.

o Provide management plan indicating structure of Respondent's Project team and

resources to be committed at each stage.

o Adhere to the requirements of the Project Execution Plan and Project Procedures

Manual.

o Participate in preparation of a register of risks formulating and reviewing

strategies for minimizing the same.

o Participate in preparation and updating of overall Project programme showing all

significant activities and events.

o Obtain information on and become familiar with any Client procedures and

standards applicable to this commission and adhere to these in carrying out any

services.

o Seek out relevant Client departments/individuals and liaise/obtain instructions

prior to any contact with external bodies.

o A comprehensive monthly report should be reported.

o Coordinate with the relevant authorities and prepare of minutes of meeting.

o All recommendation, advice, instructions, notifications, approvals and other

communications given by the client pursuant to this Agreement shall be in

writing.

o The scope of services to be performed and successfully completed by the

Respondent to the final satisfaction of the Client and in accordance with the

Agreement shall include but not limited to the stages described thereafter.

o The description of the project stages is intended for general guidance only. The

actual sequence and timing of activities will be as required to meet the needs of

the Project and as directed by the Client.

3.2 Master Plan Phases, Scope of Work and Deliverables

The master plan submission has been scheduled in four (4) phases and all the comments

at each review stage would be resolved at an appropriate stage of Master plan

development.

Phase I: Introductory workshop, data collection and preparation works

Phase 2: Concept Master Plan, Concept Infrastructure Design, Buildings concept design

(Block diagrams only) and Concept Landscape Design

Phase 3: 50% & 90% Detailed Master Plan

Phase 4: Coordination with infrastructure consultant and refinement of detailed master

plan with respect to final infrastructure design; 100% detailed master plan completion



The coordination shall be routine, focused and effective, well-organized and structured,

and result oriented. Throughout the duration of the Contract, the coordination shall be

governed with a mindset of cooperation, partnering, and sensitiveness to the fast-track

nature of the project.

The Consultant shall furnish formal and timely documents in the form of meeting

minutes, memorandums, and formal letters to monitor the issues and progress of work.

The Consultant shall also retain copies of all transmittals of documents received and

issued by the Consultant.

The scope of work shall be performed as described below:

3.2.1 Phase 1: Introductory Workshop, Data Collection and Preparation Works

3.2.1.1 Introductory Workshop

A workshop session shall be conducted after the award of contract with the Client/

Consultant for the following purpose:

to introduce the Consultant to the project

to illustrate the initial thought of the project prior to deliverables

to allow the consultant collect and review the Data already collected

The Master Plan Consultant will develop a document laying out the scope of work, the

assumptions, if any, and understanding of the Client vision and the design developed so

far for the project. The Consultant would also include any points for which information is

needed from the Client for developing the Master Plan. A workshop is conducted at this

stage to present, to the Client, the Consultants ideas thus far on how to Progress the

Master plan development.

Upon conclusion of the workshop, the Consultant shall prepare the Project Brief which

includes, but not limited, to the following:

Review and confirmation of the forecasts

Facilities requirements and special relationship between facilities

Programme and Area allocations

Designation of users

Interface with existing or proposed facilities

Execution Plan

Demolition Plan, if required.

Extent of the infrastructure, landscaping and external works

A presentation shall be conducted by the Master plan Consultant to show the project

brief, project methodology and finalize the elements of the Concept Master plan.



3.2.1.2 Data Collection and Validation

After the introductory workshop, the Consultant shall collect relevant data and ascertain

in conjunction with the Client the Project requirements. The Consultant shall obtain all

Project information, including all available documents, reports, drawings, and make

necessary site visits for Project familiarity. Data collection shall be a continuation of the

effort previously undertaken to validate assumptions use and to further enhance the

Master plan design. Data collection shall be a continuation of the effort previously

undertaken to validate assumptions used and to further enhance the engineering process.

A concerted and collaborative effort shall commence, as soon as the Notice to Proceed

(NTP) is given, to:

o Collect, review, and familiarize with all existing, as-built, and future planning

data, guidelines, design criteria, standards, procedures, and constraints from all

agencies, firms, and stakeholders related to all utility services and road networks

which will be connected to the Project.

o Collect and review proposed railway stations and Inter-State Bus terminus data

o Collect and review vehicular traffic data and duties pertinent to the development

and the surrounding region.

o Collect and review climatic and environmental data.

o Review available contour maps, topographic, and bathymetric surveys.

o Review available geologic and geotechnical information.

o Review master plan(s) developed and refined during the course of this Contract.

o Review previous Project studies for traffic impact and environmental impact

assessment, if any.

o Collect the data related to the assumptions made in the infrastructure concept

master plan to the extent that these assumptions are feasible and meet the

requirements of the concerned agencies and Project (schedule, budget, logistics

and packaging strategies).

o Collect and validate documents related to the Master plan design developed in the

Concept Master plan Design phase, to develop in the next phase as described in

the scope of work

o Collect and validate data related to Project Execution Strategy

o Collect and validate data related to Budget and time schedule limitations and as

directed by the Client

o Collect and validate data related to identification of specifications master format

o Collect and validate data related to site information, such as:

Topographical Survey maps of the site and its surroundings

Soil investigation report

Drawings of existing structures, features and utilities both on site and in

the vicinity of the Project area

Climatic and environmental data

Boundary limits

Location of major nearby utilities structures.



o Collect and validate data related to statement on fundamental general and specific

codes, building regulations and zoning requirements.

o Collect and validate data related to space allocation programme.

o Collect and validate data related to Relevant local materials and products

o Collect and validate data related to extent of infrastructure.

Collect and validate data related to site constraints.

3.2.1.3 Preparation Works

The Consultants will implement and verify the work done by the following:

In accordance with the Client's requirements, the Consultant will prepare the

necessary tender documents including specifications and BOQ, for specialist contractors

qualified by the Client to carry out the required investigations.

The Consultants Quality Assurance/Quality Control System will be implemented

during the execution of the works to ensure compliance with the contract requirements.

The specialist contractor shall be engaged and paid by the Client and shall assume

full responsibility and liability for the investigations.

Once the specialist contractor completes his work and provides the relevant tests

results on the interpretation of the same to assess the implications on design parameters

for the related trades. The Consultant must check, verify and give recommendations

based on the tests results provided by the specialist contractor, those recommendations

will be presented to the Client in the Data Collection Report inclusive but limited

Consultant recommendation on the Soil Improvement of the site .

3.2.2 Phase 2: Concept Master Plan, Concept Infrastructure Design

3.2.2.1 Concept Master Plan:

Based on the Master Plan brief as described in Section 4 of the RFP, the Master

Planner need to develop the project detailed brief for planning and design parameters of

Super Corridor Project.

The developed brief should define the aspirations and key elements of the Mixed-Use

development including sizes and locations of different land uses and project components

as well as their connectivity, environmental sustainability, characteristics and various

parameters to be considered during the Master Planning process.

Master Plan concept design study, analysis will incorporate all project components, but

will not be limited to those components mentioned in Section 4.1.1.



A joint site visit shall be conducted after the award of contract thought of award with the

Client/Consultant to develop the project brief and to illustrate the initial the project prior

to deliverables.

3.2.2.1.1 Development Programs of 3 Conceptual Master Plans:

Based on the data and information gathered the consultant shall develop and present three

(3) different early conceptual Master Plans to the client for review and client will select

and approve one of the early concepts, to be the base for a Concept Master Plan.

The Consultant shall support each of these different Conceptual Master Plans by the

Development Program report which comprises the following:

o Design Population for each Zone and sub-zones and overall population

o Type (usage) and total area of buildings and facilities offered within each zone

including type, area and count of sub-division units

o Public amenities program and design population

o Car parking requirements for infrastructure & green zones

o FAR per each Zone and Sub-zones and overall FAR for the development

o Land Use Plans

Based on the development programs of the 3 demand scenarios defined in the

development Program section, the Consultant shall prepare 3 alternative land use Plans

for the Development encompassing the following major land uses:

Star Hotels

Theme Parks

Corporate Office Buildings

Convention Center

Software Technology Park

Bio-Medical Institutions

Electronics Complex

Shopping Mall and Multiplex

Entertainment Parks

Knowledge base Industries

Readymade Garments Complex

Multimedia Industries

Film Industry based services

Trade Centre

Sports Complex

Public Facilities

The Consultant shall assign total site area for each land use based on the development

program defined above and integrating necessary areas for roadways, landscaping,



utilities infrastructure, public amenities, site parking and maneuvering. The land use

Plans shall demonstrate harmonized adjacency and transition between different land uses.

3.2.2.1.1.1 Preferred Development - Selection Criteria and Matrices

The Consultant, in conjunction with the Client, will be required to develop and

implement selection criteria, in order for one of the three alternative land use plan to be

selected

3.2.2.1.1.2 Evaluation of the preferred Land use

Based on the preferred development program and land use, the consultant shall evaluate

the proposed locations and geometry for each land use (sector type) plan within the

Development. The zoning and location of land parcels subdivision shall be based on the

following design criteria:

Access from major roads

Proximity to highways and main arterials

Compatibility with vicinity developments

Highway frontage and noise mitigation

Flexibility for future expansions

3.2.2.1.2 Concept Master Plan:

Based on the preferred development program and land use taking into consideration the

input from the evaluation exercise, the Consultant shall carry out the development of the

Concept Master plan which shall include the following:

3.2.2.1.2.1 The Client Vision Plans, Site context Analysis and Facilities Layouts:

The Client vision plans and the facilities layout drawings shall show the overall

placement and location of all Project components and should submit site context analysis

which details transportation, land use and utilities. Determination of the number of

drawings to be produced shall be made to ensure that clear and explicit layouts are

provided.

3.2.2.1.2.2 Zoning Plans & Buffer Zones:

Master plan for each zone shall be developed to an appropriate scale. The plans shall

clearly and explicitly show all the zones, the facilities and developments in each zone,

and the placement of districts/neighborhoods/zones next to each other.



3.2.2.1.2.3 Site Cross Sections

The site sections should clearly and explicitly show the clear site levels at different zones.

The different sections should be developed in harmony with due consideration to the

existing area. Sections for each zone shall be provided.

3.2.2.1.2.4 Three Dimensional (3D) Plans

Three dimensional (3D) drawings of the districts, blocks, streets, including residential,

retail and hospitality shall be included in the Concept Master Plan document.

3.2.2.1.2.5 Overall Site Sections

The drawings shall show the overall "Site sections" as actually zoned or master planned

on the Project Area. The heights of proposed masses shall be developed to achieve a

harmoniums balance.

3.2.2.1.2.6 Super Corridor Development Access Plan

A plan showing the access to the Super Corridor Development Project by road from the

outside shall be prepared.

3.2.2.1.2.7 Plan and Program of Public Facilities and Utilities requirement

The Consultant shall prepare this study in order to ensure that the project responds to

these issues in terms of fulfilling the requirements of functional and spatial distribution,

complying with but not limited to the standards set out in Indore Master Plan and other

international planning standards.

Recreation System, Parks, Open Spaces, Gathering Areas layouts:

Layouts showing the parks and small friendly and informal gathering open spaces for

socializing shall be prepared showing the locations and layouts.

3.2.2.1.2.8 Architecture and Landscaping themes:

The Master Plan Consultant shall prepare preliminary Architecture and Landscaping

themes.

3.2.2.2 Concept Master Plan Design Deliverables:

The Concept Master Plan and Concept Infrastructure Design Deliverables shall include

the following but not limited to:

o Project brief

o Design approach, site analysis, land use, site layout



o Location Plan

o One (1) Overall site plan showing the entire development, its surrounding

environment, and the intersections and connections between them (in appropriate

scale)

o Aerial Perspective of all the overall Development

o Land area Tabulation

o Five (5) Perspectives views of selected areas to illustrate the architectural

character, project lifestyle & Landscape of the development

o Narrative of the project

o Site Context and Local Condition

o Concept Master Plan report

3.2.2.3 Concept Design for Infrastructure and Utility Networks

During this phase the respondents should prepare a concept design Master Plan for the

infrastructure and utility networks that will serve the project components (Main Plot).

Infrastructure concept design will include, but will not limited to roads, water, power

supply, drainage, storm water, irrigation, communication, gas, and any other utilities

required to be integrated into Super Corridor project.

3.2.2.3.1 Concept Infrastructure Report

The Master Plan Consultant shall prepare all the Infrastructure report including utilities,

roads, traffic and environment.

a. Easements Layouts and Corridors for the Utilities:

Layout drawings showing the easements and corridors for electric lines, water, sewage

mains, and gas (LPG) distribution lines shall be provided. The layouts shall also include

steam, chilled and cooled water lines and other utilities where necessary or required.

b. Storm Water Drainage Layout:

The storm water drainage layouts and sections drawings shall be prepared and included in

the Master Plan document.

c. Traffic/Circulation Diagrams and Layouts:

The traffic/circulation diagrams and layouts shall be provided in the Master Plan for the

Project Area traffic including the following:

1. Private vehicular traffic of visitors.

2. Bus & Tram transport.

3. Service and Emergency vehicles.

4. Staff Movements and General Pedestrians traffic.



The roads and streets sections for all the roads and streets shall be prepared showing

vehicles, trams and pedestrian lanes, landscapes and relative elevations. The pedestrian

walkways shall be shaded or climate controlled where possible or feasible, and

attractively landscaped for meeting the stated objective.

3.2.2.3.2 Traffic Impact Study

Trip Generation Analysis

After review of relevant documents, the Consultant shall undertake the trip generation

analysis applying appropriate trip rates to the proposed land use types in the site.

Traffic generation for three peak hours of AM, LT and PM will be determined using trip

rates extracted from the relevant authorities Trip Generation and Parking Rates Manual.

The Consultant shall obtain approval from relevant authorities on the traffic model to be

used for analysis.

The Consultant shall incorporate the total trip generation and attraction for each of the

time periods into the traffic model and for the forecast years of 2010, 2015 and 2020. The

traffic model will be updated, incorporating the new trip totals calculated at this stage.

The trip generation analysis will address local and strategic issues concerning this

element of the work that will be used at the assignment stage.

The deliverable at this stage will be the trip generation report covering three peak periods

and three forecast years. A comparison will be made between the detailed trip generation

calculated for the site and those given by the strategic traffic model and will be included

in this report.

The Consultant shall ensure that trip generation rates are compatible with the Trip

Generation and Parking Rates Manual. The trip generation sub-model of the traffic model

will be updated to reproduce the required trips for each time period and forecast year

modeled. The traffic impact study and analysis is to be approved by relevant authorities.

Trip Distribution, Assignment and Modal Split

Once the trip generation sub-model of the traffic model has been updated, the trip

distribution sub-model of the traffic model will be used. Again, this stage of the work

will involve three time periods and three forecast years (AM, LT, PM peak and 2010,

2015 and 2020).

The Consultant shall liaise with the relevant authorities as well as the other AHJs

(Authorities Having Jurisdiction) and will modify the assignment and modal split models

accordingly to respond to our proposed integrated transport vision for India. The updated

traffic model will be cordoned around an identified area of influence. The influence area

shall be identified by comparing the initial and updated assignment results of the traffic



model and by drawing a cordon around the external links with flow differences of around

10%. Sub area modeling model will be performed for the influence area. The zone system

within the sub area model will be refined according to the proposed land uses.

At the end of this stage of the work, a report containing trip distribution, modal split and

assignment results will be prepared and submitted to the client. The internal and external

trips will be examined to ensure that junctions and roads within and surrounding the site

are designed with sufficient capacity.

Analysis of Future Conditions

A sub-area analysis will be performed for the three forecast years of 2010, 2015 and2020.

The sub-area traffic forecasts will be made for the morning (AM), lunchtime (LT) and

evening (PM) peak hours for each forecast year.

Flows given for the internal area will be used to assess the suitability of the internal road

system to accommodate the traffic. The internal junctions' level of service will be

determined using an appropriate junction analysis tool.

Similarly, the external intersections surrounding the site will be assessed using

appropriate junction modeling tools. The software will be as appropriate and upon

approval from relevant authorities and other AHJ's. The weaving and capacity analysis of

road sections and junction configurations will also be undertaken using the American

Highway Capacity Manual software and its guidelines.

Proposals for improvement of the surrounding roads and junctions will be made and

conceptual designs will be prepared in order to integrate the site with the surrounding

environment and to ensure that traffic circulation will not be impeded in future years.

Based on the three forecast models proposed appropriate year(s) of implementation of

improvements and phasing will be prepared to provide financially optimal road

improvement plans.

3.2.2.3.3 Project Area Vehicles Parking Layouts:

Layout plans showing the vehicles parking areas and spaces at all locations in the camps

shall be developed and included in the Master Plan.

Outline Descriptions, Specifications and Standards for the Project Area Facilities:

Detailed write-ups elaborating the Project Area development philosophies, Project Area

expansion philosophies, all the requirements and uses of the facilities, recreational

facilities and equipment, children's nursery and school, all utilities, and infrastructure,

residential facilities, security, dining facilities, and support services, etc., shall be

prepared and included in the Master Plan.



3.2.2.4 Concept Infrastructure Design Deliverables:

The deliverables under the scope of work of this stage shall consist but not limited of the

following:

a. Concept Drawings:

o Road layout plans in accordance with the Master Plan provided by the CLIENT

o Tie-in connections to the adjacent road network clearly defining the boundaries

for the CLIENT constructed roads and services.

o Site Plan(s) showing areas allocated for primary service, internal vehicular and

pedestrian communication routes etc; plus illustrating the proposed utilization of

the site in terms of relationship with the proposed roads and infrastructure

buildings.

o Concept plans/sections showing the basic services corridors layout within the

development including horizontal transportation system, as well as major services

routes, substations and other essential service installations.

o Topographical contours and spot levels (conducted by others)

o Street-lighting system

o Potable water supply system

o Main line irrigation network system

o Fire fighting network system (excluding buildings)

o Sewerage and sub-surface drainage system

o Electrical power supply system (in coordination with ADWEA).

o Sewage Treatment System layout (design by others if required) The Consultant

scope shall be limited to preparing performance specifications (if required)

b. Roads and Infrastructure Design Concept Report

The Roads and Infrastructure Design Concept Report will include but not limited to the

following sections:

o General description of the proposed systems for roads and infrastructure utilities

areas of concern, scope changes and other major decisions affecting the project

o Basic design criteria

o Codes and regulations

o Proposed programme and phasing of works packages.

o Master Schedule of utility requirements

o Cost Estimate for the Roads and Infrastructure works of the Project.

o Cost Estimate and Cash Flow Forecast

3.2.3 Phase 3: 50% and 90% Detailed Master Plan and Schematic Infrastructure Design



3.2.3.1 Detail Design Master Plan

Based on the client approved Concept Master Plan. The consultant will incorporate all

notes and comments received from the Client as well as the local and governmental

authorities having jurisdiction over the project.

The Detailed Master plan Design shall commence after the acceptance of the phase 2,

pursuant to a notice to proceed for 50% Complete Design by the Client. A notice to

proceed for the 90% Complete Design shall also be required after the acceptance of the

50% Complete Design package.

Deliverables shall be submitted as described below in phase 3 (50% and 90% complete

submission for the Detailed Master plan design).

During the course of project execution, the Consultant shall liaise and coordinate

activities with, the Client, with all relevant authorities having jurisdiction, and with other

consultants involved in this project and consultants involved in adjacent projects should

this be necessary. The coordination effort should be undertaken by Consultant's staff who

possess extensive and relevant working experience with local agencies and are very

familiar with their practices, policies and procedures.

The consultant should develop and update all the deliverables of Concept Master plan

into the final version in this stage and also include the followings but not limited to:

3.2.3.2 Traffic, Streets and Open Green Spaces Furniture, Signage, Lighting and Sun

Shades:

Layout and details drawings showing the streets and open green spaces furniture, signage,

lighting and sun shades shall be prepared for the Master Plan. The stated items shall

enhance the aesthetic appeal of the Project Area.

3.2.3.3 Three Dimensional (3D) Plans

Three dimensional (3D) drawings of the districts, blocks, and streets shall be included in

the Master Plan document.

3.2.3.4 Sustainability Action Plan with E.I.S (Environmental Impact Studies)

The concept of Sustainable Design focuses on determining practical, efficient and

available alternatives which aim at maximizing sustainable options with regards to a

development. Sustainable options for both construction and operation of a development

can add immense value and significant long term benefits to the project overall.

As a component of the Environmental Assessment, an outline of significant sustainable

concepts will be included and may include a discussion of the following:



1. For Construction:

a) Life cycle costing of materials and construction design

b) Building design for flexibility and adaptability

c) Building design for deconstruction and waste minimization

d) The use of micro-energy systems and solar power

e) The use of modem methods of construction

2. For Operations:

a) Alternative for the conversation and reuse of water

b) Alternative options for power generation and supply

c) Alternatives for waste management including recycling and reuse

d) Alternatives for transportation strategies

The inclusion of an outline of sustainable design and engineering concepts in the early

phases of a development can provide for significant incorporation of more suitable,

sustainable and cost effective design methodologies and project planning approaches.

3.2.3.5 Built Form and Open Space Studies

The Consultant should study different sections of the project in order to explain scale,

expected microclimate, and intimacy versus monumentality. Two and three dimensional

block model studies shall be prepared to explain the character of the project, the

significant elements of design, the clarification of critical design locations, site levels,

and the relationship and linking with the surrounding environment.

Building Regulations and Plot Development Guidelines

In order to set an integrated plan with no conflicts and to achieve the development

process the Consultant should prepare Building Regulations and Plot Development

Guidelines. The regulations should adhere to standards previously adopted by the

authorities and Other AHJs.

3.2.3.6 Landscape Strategy Plan

The Consultant shall prepare a Landscaping and levels, sections and sketches for all key

areas indicating the components and elements of landscaping in the project. It is to be

noted that the plan should show clarity, continuity, proper function, adequacy and coping

with the local climate and environment.

3.2.3.7 Integration of Systems

Public transport, cycle and pedestrian routes shall be integrated with similar facilities in

the surrounding areas.

Compliance with relevant authorities Traffic Impact Assessment Studies Manual and

Other AHJs



Care will be taken to ensure that the proposed recommendations comply fully with

relevant authorities' Traffic Impact Studies Manual, Land Use and Development Control

in India and Parking Guidelines and relevant authorities as well as other AHJ's approval

must be collected.

3.2.3.8 Co-ordination

During the course of project execution, the Consultant shall liaise and co-ordinate

activities with the Client, relevant authorities, other AHJ's, and with other consultants

involved in adjacent projects should this be necessary.

3.2.3.9 Design Guidelines and recommendations:

The Consultant shall provide references to the national and international standards and

published practices for realization of Project Area facilities. In cases where reference to

national or international standards is not possible the Consultant shall produce, and

include in the Master Plan document detailed and outline specifications and guidelines

for detail engineering, materials, procurement, construction of facilities and quality

control of the works. The Master Plan Consultant shall provide Design guidelines and

recommendations in all disciplines, including the buildings architecture, for execution of

the subsequent detail engineering of all the Project Area facilities.

3.2.3.10 Detailed Descriptions, Specifications and Standards for the Project Area

Facilities:

Detailed write-ups elaborating the Project Area development philosophies, Project Area

expansion philosophies, all the requirements and uses of the facilities, all utilities, and

infrastructure, support services, etc., shall be prepared and included in the Master Plan.

The Consultant shall provide references to the national and international standards and

published practices for realization of Project Area facilities. In cases where reference to

national or international standards is not possible the Consultant shall produce, and

include in the Master Plan document detailed and complete specifications and guidelines

for detail engineering, materials, procurement, construction of facilities and quality

control of the works.

The Master Plan Consultant shall provide Design guidelines and recommendations in all

disciplines, including the buildings architecture, for execution of the subsequent detail

engineering of all the Project Area facilities.

3.2.3.11 Detailed Master Plan Deliverables

At the end of the 50% and 90% of phase 3, the consultant shall submit a full set of the

below described items.



3.2.3.11.1 Final Master Plan Report

a) The Master Plan Final Report will include all documentations supported by relevant

drawings pertaining to the above scope of discussion on all aspects of this Stage,

including the reviews of but not limited to the following:

Super Corridor Development master planning design

Landscape planning

Open space studies and assessment

Zoning regulations and plot development guidelines

Architectural Guidelines & Theme Design Report

Detailed program for each facility

Design Brief for each Project Component which will be used as basis of the

Concept Design work.

3.2.3.11.2 Detailed Master plan Drawings

The Detailed Master Plan Drawings must be to appropriate scale. Drawings must be

submitted in AutoCAD and jpg format (high resolution), and must include but not be

limited to the following:

A. Affection Plan

B. Site plan indicating existing legal boundaries, existing land use and total land area

C. 3 Overall Aerial Perspective of the site in addition to adequate number (Minimum 10)

of Perspective Point of Views of selected areas, indicating the architectural/theme

character of the entire Project.

D. Site Context plan showing:

a) Surrounding neighborhood characteristics or existing development features of

the surrounding locality (i.e. hospital, Local Park, mosque, shopping centers, etc).

b) Surrounding land use of adjacent plots.

c) Existing buildings or structures on the subject site.

e) Existing street and pedestrian circulation routes on area of proposal.

3.2.4 Schematic Design for the Infrastructure and Utilities package for a Design & Build

contract

3.2.4.1 Detailed Scope

The schematic infrastructure design and design phase shall include the following tasks:

1. Collect all necessary data to enable the schematic infrastructure design for the

development, to ensure that designs are consistent with the Project master plan(s).

2. Validate assumptions used for infrastructure prepared in Concept Master Plan.

The validation effort shall present practical, cost-feasible, and project-specific options for

all infrastructure elements which shall suit the schedule and budget established for the

Project.

3. Coordinate extensively and routinely with AHJ to ensure consistency, compatibility,

and seamless integration of the infrastructure elements in the master plans.

4. Coordinate extensively and routinely with all agencies and stakeholders to obtain No

Objection Certificates (NOCs), and receive time-sensitive and milestone-driven

approvals of design criteria, design guidelines, and preliminary design documents.

5. Establish comprehensive infrastructure design criteria.

6. Incorporate and/or devise context sensitive and sustainability solution(s) developed for

the Project.

7. Present and furnish a formal schematic infrastructure planning and design report

consisting of the design criteria and construction schedule.

8. Present and furnish constructability and construction logistics, and context sensitive

and sustainability reports.

9. Present and furnish traffic impact assessment and environmental impact assessment

study reports.

10. Furnish final topographic survey reports.

11. Furnish final geotechnical report with recommendation on the proposed soil

improvement.

12. Furnish preliminary design drawings incorporating all approved comments.

3.2.4.2 Data Collection and Validation of Master Plan Assumptions

Data collection shall be a continuation of the effort previously undertaken to validate

assumptions used and to further enhance the engineering process. A concerted and

collaborative effort shall commence, as soon as the Notice to Proceed is given, to:



o Collect, review, and familiarize with all existing, as-built, and future planning

data, guidelines, design criteria, standards, procedures, and constraints from all

agencies, firms, and stakeholders related to all utility services, and road networks

which will be connected to the Project.

o Collect and review vehicular and marine traffic data and studies pertinent to the

Development and the surrounding region.

o Collect and review climatic and environmental data.

o Review available contour maps, topographic, and bathymetric surveys.

o Review available geologic and geotechnical information. Recommend necessary

geotechnical investigations to complement and further enhance the available

information. The geotechnical investigations shall be sufficient to enable the

preliminary and detailed infrastructure designs.

o Review master plan developed and refined during the course of this Contract.

o Review previous Project studies for traffic impact and environmental impact

assessment, if any.

o Organize and attend a series of workshops to identify issues and develop solutions

for all aspects of the Development's infrastructure (utilities and transportation).

o Validate the assumptions made in the infrastructure concept master plan to the

extent that these assumptions are feasible and meet the requirements of the

concerned agencies and Project (schedule, budget, logistics and packaging

strategies).

3.2.4.3 Coordination

A concerted and collaborative coordination effort shall commence, as soon as the Notice

to Proceed is given, with the Employer, agencies, other consultants, and stakeholders to

collect necessary information for the Project. The coordination effort shall be undertaken

by Consultant staff who possess extensive and relevant working experience with local

agencies and are very familiar with their practices, policies, and procedures.

The coordination shall be routine, focused and effective, well-organized and structured,

and result-oriented, throughout the duration of the Contract, the coordination shall be

governed with a mindset of cooperation, partnering, and sensitiveness to the fast-track

nature of the project. The options for infrastructure elements shall, therefore, be

thoroughly evaluated for feasibility by the Consultant prior to presenting to the

Employer.

The Consultant shall furnish formal and timely documents in the form of meeting

minutes, memorandums, and formal letters to monitor the issues and progress of work.

The Consultant shall also retain copies of all transmittals of documents received and

issued by the Consultant.

3.2.4.4 Traffic Impact Study and Public Transportation Study



The Consultant shall:

Consider all existing highways and road networks in the region to develop practical

conceptual options for integration of the Project traffic, considering the objectives of the

Concept Master Plan Study as well as any concurrent master plan studies for the

Development.

Consider the planned buffer zones and service corridors while developing the model and

design for the external and internal road networks and corridors.

Complete a Traffic Impact Study (TIS) for the entire Development by studying traffic

volumes based on relevant official models adopted for the region, and substantiated via

surveys and trip generations in accordance with the authority requirements and approval.

Include traffic circulation within the entire Development in the TIS its integration with

the road networks outside of the Development. The nature of current and planned

transportation systems in the vicinity must be determined and, where information is not

clear, reasonable assumptions shall be made in relation to trip generation.

Review, coordinate, and implement in the infrastructure design regional transportation

plans for expansion of existing road networks, water taxi transportation, as well as mass

transportation systems potentially affecting the Development, in coordination with the

Department of Transportation, and all other relevant government agencies.

The public mass transportation study shall be comprehensive and shall be significantly

completed during Design Phase 3. The study shall identify feasible engineering solutions

for modes of mass transportation mandated by the authority. Develop right of way

capacities covering current and future lanes, future reserves, as well as the number, type,

and capacity of intersections and interchanges.

3.2.4.5 Environmental Study and Permits

The Consultant shall plan and conduct a comprehensive Project-specific environmental

study at the very start of the design process, and do all that will be necessary to acquire

necessary permits before commencement of construction of this high-profile man-made

Project. The Consultant, in coordination with the Environmental Agency and other

relevant government agencies, shall identify necessary tests and monitoring programs,

potential threats to the environment from temporary and permanent construction,

mitigation measures, and action plan. A thorough Project site survey, accurate

documentation of existing features, and review of any prior environmental studies and

data shall be completed prior to undertaking the environmental study.

The environmental study deliverables for this scope of work includes preparation, and

follow through with the Authorities for acceptance, of all necessary documents leading to

all necessary environmental permits according to the latest Authorities policies and

procedures. These documents may include, but may not be limited to, the following:



Environmental Terms of Reference (TOR) Report(s)

Environmental Impact Assessment Report(s)

Construction Environmental Management Plan

3.2.4.6 Context-Sensitive and Sustainability Study

The Consultant shall propose and incorporate approved, viable, and relevant options for

infrastructure design that are commensurate with, and complementary to, the overall

context-sensitive and sustainable (CSS) models developed for the Project.

The options shall be constructible, practical and feasible within the constraints of time

and cost guidelines for the Project. Any option deemed acceptable by the Employer, shall

be followed up with necessary design criteria, assumptions, validation of concept, and a

formal report within the time frame established for this effort.

The development of any context-sensitive and sustainable solution shall occur in tandem,

and interactively, with the establishment of design criteria for this Project. This would

facilitate a broader consideration of all feasible options at the start of the design

development process, to enable an efficient and timely culmination of design.

3.2.4.7 Infrastructure Design Criteria and Feasibility

The submission of infrastructure design criteria and feasibility shall be a required formal

deliverable to the Employer. Detailed design criteria, consistent with applicable Project

standards and local requirements, shall be prepared for each element of the infrastructure.

The design shall follow the current standards, specifications, policies, and procedures of

all governmental and utility agencies and regulatory bodies. The criteria and guidelines

shall include, but be not limited to, the items shown in the outline below:

Define all infrastructure demand loads and requirements; prepare a master schedule and

histogram for infrastructure demands.

Define agencies responsible for owning, managing, operating, or administrating the

infrastructure elements connected to, or providing services to the Project.

Clearly describe assumptions used and indicate their basis.

Describe all applicable and relevant codes, standards, policies and procedures, and design

software that form the basis of the design criteria and will be used in subsequent

engineering analyses and design phases.

Provide detailed design criteria for each roadway, public transportation, and utility items

including, but not limited to, the following:

Roadway profiles, cross-sections, and construction details;

Traffic modeling;

Road network layouts within the Development;

Roadway/tunnel Interchange layouts and locations;

Other tie-in locations with existing and planned extensions, if any, of road

networks adjacent to the Project site;



Public transportation systems (vehicular and rail);

Parking facilities;

Traffic signals, barriers, signs, road markings, special architectural

features, road furniture and appurtenances, and safety and civil defense

devices;

Interchange, pedestrian, and other local highway bridges, highway

structures, and sign structures;

Survey and GIS system, Right of Way (ROW) maps; and affection plans;

Street lighting system and feature lighting;

Potable water system;

Irrigation and treated sewerage effluent system(s);

Subsurface and surface drainage network and outfall structures;

Electrical power source(s), distribution network, substation(s), and low

Details of feasible connections of each utility to existing sources;

All infrastructure design criteria shall be fully developed during Design Phase 3.

Recognizing that some refinements may be necessary during the coordination of design

and its development, design criteria may need to be finalized later but no later than the

Complete Design phase (Design Phase 4).

the Employer.

3.2.4.9 Design and Tender Document

The design and Tender document shall consist of schematic drawings for all

infrastructure elements, construction specifications, general and particular conditions of

contract, instructions to tenderers, BOQ, a Detailed Construction Sequencing and

Construction Schedule and other forms and documents required by the Employer.

The Consultant shall prepare the above deliverables for review and approval by the

Employer and relevant agencies, and issue final copies of the resultant updated

deliverables by incorporating all approved reviewed comments. The format and contents

of the above deliverables shall be prepared in coordination with, and with the approval of,

the Employer.

3.2.5 Detailed Master Plan Deliverables

At the end of the 100% design of phase 4, the consultant shall update and submit the full

set of deliverables as stated in the Detail Master Plan Deliverables of Phase 3.

4.1 PROJECT PRELIMINARY BRIEF

The Master Plan consultant is expected to perform more detailed analysis and develop the

project brief in detail but not limited to approach, the mission, the constraints, supporting

mixed use developments and indicative implementation strategy. However, the concept

4.1.1 PREAMBLE

The project land area is approximately 7.8km with 0.300km land on either side of RW-2

& MR10, spans 13 kilometers from the airport to City Center Vijay nagar, connecting the

east city to the airport, together known as the super corridor.

4.1.2 Background and Introduction

Indore is a major city and commercial center of the state of Madhya Pradesh in central

India. Indore city has a population of 1,516,918 (2001 census), the 15th

largest city in

India and the 147th

largest city in the world. It serves as the headquarters of both the

Indore district and Indore division.

Indore is located in the western region of Madhya Pradesh, on the southern edge of the

Malwa plateau, on the Saraswati and Khan rivers, which are tributaries of the Shipra

River. Indore has an average elevation of 550 meter above sea level. It is located on an

elevated plain, with the Yadri range to the south.

Indore has a transitional climate between a tropical wet and dry climate and a humid

subtropical climate. Three distinct seasons are observed: summer, monsoon and winter.

Summers start in mid-March and can be extremely hot in April and May. The highest

temperature recorded was 48 °C in 1994. Average summer temperatures may go as high

as 42-44.c (100.4 °F) but humidity is very low. Due to Indore's location on the southern

edge of the Malwa Plateau, a cool breeze (also referred to as Shab-e-Malwa) in the

evenings makes summer nights quite pleasant. The monsoon season starts in late June,

with temperatures averaging around 26 °C (79 °F), with sustained, torrential rainfall and

high humidity. The average rainfall is 36 inches. Winters start in mid-November and are

dry, mild and sunny. Temperatures average about 4–15 °C (39–59 °F), but can fall close

to freezing on some nights.

4.1.3 Transit Oriented Development

TRANSIT ORIENTED DEVELOPMENT is the exciting new fast growing trend in

creating vibrant, livable communities. TOD is the creation of compact, walk able

communities centered around high quality train systems, bus routes or public

transportation systems. This makes it possible to live a higher quality life without

complete dependence on a car for mobility and survival.

SUPER CORRIDOR PROJECT design components and phasing of design stages and

deliverables for each design phase are detailed here below:-

4.2.1 PHASE 1 Introductory Workshop, Data Collection and Preparation Works

Refer to section 3.2.1 of the RFP.

4.2.2 DELIVERABLES OF PHASE 2

During this phase the consultant will develop and produce the following:

4.2.2.a Conceptual Master Plan integrating the project length and sub-zones together.

At the beginning of this phase the consultant should propose and present three (3)

different early conceptual Master Plans to the client for review and client will select one

of the early concepts, to be further developed as a Concept Master Plan.

Based on the Master Plan brief as described in Section 4 of the RFP, the Master

Planner need to develop the project detailed brief for planning and design parameters of

Super Corridor Project.

The developed brief should defines the aspirations and key elements of the Mixed-Use

Development including sizes and locations of different Zones, plots, land uses and project

components as well as their connectivity, environmental sustainability, characteristics

and various parameters to be considered during the Master Planning process.

Master Plan concept design study, analysis will incorporate all project components, but

will not be limited to those components mentioned in Section 4.1.1.

4.2.2.b Architectural Concept Design – Buildings (Block diagrams only)

The client wishes to develop in parallel to the Master Plan concept design, an early

architectural package of buildings to control the design and massing of the proposed

structure on various Districts, Zones, sub-zones and plots.



4.2.2.c Concept Design for Infrastructure and Utility Network for the Zones & Sub-Zones

During this phase the respondents should prepare a concept design Master Plan for the

infrastructure and utility networks that will serve the project components (Main Plot).

Infrastructure concept design will include, but not limited to roads, water, power supply,

drainage, storm water, irrigation, communication, gas, and any other utilities required to

be integrated into Super Corridor.


During this stage the consultant will develop and produce the following:

4.2.3.a 50% and 90% Detailed Master Plan Corridor based on the client approved Concept

Master Plan. The consultant will incorporate all notes and comments received from the

Client as well as the local and governmental authorities having jurisdiction over the

project and will produce detailed master plan at 50% completion and 90% completion.

4.2.3.b Schematic Design for the Infrastructure and Utilities package for a Design & Build

contract.

4.2.3.c Preliminary Design for Landscaping


During this stage the consultant will coordinate with the appointed infrastructure

Contractor and produce the following:

4.2.4.a 100% Detailed Master Plan Design based on the client approved 90% Master Plan.

4.2.4.b Final Design for Landscaping.

The above design packages must be produced in accordance with the project approved

design and construction phasing and packages.

5 EVALUATIONS AND AWARD PROCESS

5.1 EVALUATION INFORMATION

5.1.1 Respondents

Respondents will submit packages according to dates, times, and locations established in

this RFP.

5.1.2 Relative Weights of Scoring

Relative Weights for the two components that comprise the RFP submission are:

Package A - Technical Proposal -80 %

Package B -Financial Proposal -20%

5.1.3 Evaluation Committee

A. The Evaluation Committee will review Packages A, score them and then review

Package B and score it. These Evaluation Committees' scorings, rankings, and

comments will be compiled to a report and the top ranking Respondent will be short

listed for interview/presentation of their submission.

B. The short listed Respondent will be notified of their standing and requested to prepare

any clarification prior to the interview.

C. The Executive Committee will review the report and recommendations to the

Chairman of the Board of Directors for approval. Based on the required approvals,

the selected team will be asked to execute a contract with IDA.

5.2 PACKAGE A. - TECHNICAL PROPOSAL

5.2.1 Evaluation Process

The Evaluation Committee for Package A will review the Package A submittal and

evaluate it in accordance with the criteria in Section 3. Comments, scoring, and relative

rankings will be documented prior to reviewing Package B.

5.6 CONTRACT AWARD

5.6.1 Pre Award

5.6.1.1 In accordance with Section Five of this RFP, the highest-ranking Respondent will receive

a written invitation for the purpose of reviewing the proposed scope and level of services

to be provided and the associated fees and expenses. It is expected that the Respondents

will be able to support fair value and acceptable levels of service for the fees and

expenses as proposed.

5.6.1.2 The Client at its discretion may then initiate negotiations in an attempt to reach

understanding and consensus on the scope of work and fees. Once these terms are

accepted, the Respondent and Client may then proceed to finalize the contract award and

contract document.



5.6.1.3 IDA intends to negotiate and complete a contract with the successful Master Planning

consultant. Therefore, all Respondents should be prepared to have all required personnel,

resources and information needed to conduct these negotiations in a timely manner in

order to meet the Client's schedule. The target date for the initial meeting will therefore

be informed during the first week of reviewing the submissions.

5.6.1.4 The Client is under no obligation to award to the lowest price proposal. The Client is

under no obligation to disclose scoring and ranking worksheets.

5.6.2 Unsuccessful Contract Award

In the event that the Respondent with the highest ranking and the Client fail to agree on a

scope and cost for the services to be provided, contract award discussions will be

terminated by the Client. The Respondent with the second highest ranking may then be

invited to participate in the negotiation process. This process may be repeated if

necessary.

5.6.3 Familiarity with Conditions Affecting Delivery of Services

Prior to entering into agreement, the Respondent shall thoroughly examine and assess all

conditions affecting the delivery of services including available documentation, site

conditions, personnel, equipment and materials. The Respondent must also be

knowledgeable of all relevant laws, codes, notices, directives, standards, orders and

regulations, licensing, permit requirements and local labor conditions.

5.6.4 Contract Agreement

A specimen Form of Agreement as attached on section -6 and will be used as a basis for

contract award. The two parties will agree to a process for preparing and signing a

mutually acceptable contract document. In the event that the two parties fail to agree on

the terms of contract, the Client will terminate discussions. No contract exists until such

time as the two parties sign a contractual agreement or a letter of award.

PROJECT CONFIDENTIALITY UNDERTAKING

The Consultant hereby undertakes that:

1. Confidential Information

In connection with the preparation of the proposal process in respect of the Indore

Development Authority _____________(the Project) the Consultant understands that

documents, information, data and material which have been/will be made available by the

Indore Development Authority are confidential (the Confidential Information).

2. Exclusions

The Confidential Information shall not include information which:

(a) is or becomes public knowledge (otherwise than by breach of this Undertaking);

(b) was in the possession of the Consultant without restriction as to its disclosure before

receiving it from (or on behalf of) Indore Development Authority;

(c) is received from a third party who lawfully acquired it and who is under no obligation

restricting its disclosure; or

(d) is required to be disclosed as a matter of law.

3. Undertakings

In consideration of the Confidential Information being made available by or on behalf of

Indore Development Authority, the Consultant undertakes that:

(a) the Consultant will use the Confidential Information for the purpose of preparing (and, if

required, negotiating) a proposal for the Project and for no other purpose and will not

permit or assist a third party to make use of the Confidential Information for any other

purpose;



(b) the Consultant will treat and safeguard as private and confidential all the Confidential

Information received or held by it and that all material containing Confidential

Information shall be and remain Indore Development Authority‟s property;

(c) subject to Clause 3(a), the Consultant will not disclose to any person the fact that the

Confidential Information has been made available or that discussions or negotiations are

taking place and shall act in good faith and shall not fix or adjust the amount of any fee

proposal to be submitted by or under or in accordance with any agreement or

arrangement with any other person's proposal;

(d) if the Request for Proposal process is terminated or if Indore Development Authority so

requests, the Consultant shall return to Indore Development Authority, or destroy

immediately all documents containing or reproducing or generated from the Confidential

Information and will procure the destruction of any copies which may have been made of

any such documents and of any documents prepared using Confidential Information in

whole or in part, including expunging such Confidential Information from any computer

or other like device in the Consultant's possession, custody or control or that of any of the

Consultant's officers, employees, advisers, consortium members or proposed sub-

contractors of any tier without retaining any copies thereof. Notwithstanding such return

or destruction as mentioned above, the obligations contained in this Undertaking shall

continue in full force and effect;

(e) the Consultant will not use the Confidential Information received in any way that is

detrimental to Indore Development Authority

(f) the Consultant will only make contact with Indore Development Authority through those

officers or employees of Indore Development Authority as Indore Development

Authority may nominate from time to time, and will ensure that its officers, managers,

employees, representatives, consortium members, proposed sub-contractors of any tier

will likewise only make contact with such nominated persons;

(g) if the Consultant or its officers, employees or advisers become (or it becomes reasonably

likely that the Consultant or they may become) legally compelled to disclose any

Confidential Information, the Consultant shall give Indore Development Authority

written notice as soon as possible and consult with Indore Development Authority as to

any appropriate action that should be taken; and

(h) the Consultant will inform Indore Development Authority in writing immediately on

becoming aware of any breach of the terms of this Undertaking.

The Consultant acknowledges that neither the Consultant nor any of its officers, employees,

consortium members, proposed sub-contractors of any tier or advisers shall be entitled to any

right or license in respect of the Confidential Information.



4. Warranties

Neither Indore Development Authority nor any of its officers, managers, employees or

advisers make any representation or warranty either express or implied as to the accuracy or

completeness of the Confidential Information or as to the reasonableness of any assumptions

which may be contained within it.

5. Governing Law

This Undertaking shall be governed by and construed in all respects in accordance with the

laws of the India applicable to the city of Indore and shall be binding on the Consultant and

its successors and assignees.
