1Background and History of the Project to Date
Lindahl Drive is a significant campus roadway running east—west
through the northern edge of campus. It serves as a main entry point
to the northern portion of campus from Highway 15. Students, faculty
and staff, sporting event patrons and visitors to the College utilize the
drive to connect to various portions of the campus. Along the road
are Anderson Hall, Rice Auditorium, Carlson Natatorium, Memorial
Stadium, Peterson Fine Arts, Lied Performing Arts Center (Lied) and the
Student Center. A one-way service road, Anderson Drive, is accessed
from Lindahl Drive. Anderson Drive provides access to Anderson Hall,
Studio Arts, the south side of Peterson Fine Arts, Conn Library, Pile
Hall, and the Student Center.
Because of the many traffic and pedestrian conflicts along with several
other issues, the 2012 Campus Master Plan for Wayne State College
identified Lindahl Drive as a recommended renovation project.
The Program Statement and Design Development phases for the
renovation of Lindahl Drive have been developed in the winter and
spring of 2013/2014.
Project Description
It is the intent of Wayne State College (WSC) to renovate Lindahl Drive.
This project will completely reconstruct Lindahl Drive from Highway
15 to the Anderson Drive outlet onto Lindahl Drive. The renovated
Lindahl Drive Project will contain safety and accessibility features and
an improved infrastructure to serve the college in multiple ways. The
reconstructed Lindahl Drive will afford new amenities to the College as
well. It will also provide a critical entry marker to announce arrival on
campus, improved consolidated parking, traffic speed control measures,
improved landscaping and lighting, replace aging and unsafe retaining
walls, as well as new terraced plaza space to the North and South of
Peterson Fine Arts and Lied. Through the use of modern materials and
systems, a reconstructed Lindahl Drive will assure its continued use
by many generations of future WSC students, faculty, and patrons.
Lindahl Drive acts as a threshold between the academic and athletic
portions of campus. The major facilities for athletics and recreation are
located north of Lindahl Drive. Students must cross Lindahl Drive to
participate in these activities. Numerous paths are defined or created
for the students to circulate between the recreation zone of campus to
their residence halls, academic studies, or student services. Likewise
patrons utilize Lindahl Drive to access campus parking or circulate to
the events sponsored by the College. Accessible from Lindahl Drive
is Anderson Drive. Anderson Drive is a one-way, from west to east,
service road. It provides service to several buildings including, but
not limited to, Peterson Fine Arts and the Student Center. Parking is
provided along the edges of Anderson Drive. It also serves as staging
for move-in, move-out for Anderson and Pile Hall. Anderson Drive
provides a convenient drop-off zone for Peterson Fine Arts. The patrons
attending events in Peterson Fine Arts and Lied who require accessible
routes or shorter walking distances elect to utilize this drop-off zone.
INTRODUCTION

The north side of Peterson Fine Arts and Lied currently consists of
a steep grade requiring a stair to access the building. An accessible
route from Lindahl Drive is currently not available.
The Lindahl Drive renovation project will address the following
needs:
• Pedestrian safety and security along Lindahl Drive.
• Steep stairs and failing retaining walls located on the north side
of Peterson Fine Arts and Lied Performing Arts Center.
• Entry marker signs to announce the arrival on campus. Marker
may be replicated in partial or in full at other major or minor
entry points.
• Landscaping to soften the hard edges of the vast amount of paving.
• Campus lighting with the potential for festive banners or branding
opportunities.
• An ADA accessible route to the North of Peterson Fine Arts and
Lied.
• Additional bus drop-off and queuing to the south side of Rice
and Carlson.
• Traffic speed control measures.
• Address a failing retaining wall at the Northwest corner of the
football field.
• Improve parking utilization and efficiency.
• Programmable space for festivities, sporting events, and WSC
special events on the North and South side of Peterson Fine Arts
and Lied.
• Utilize durable and low maintenance materials to reconstruct
Lindahl Drive and associated scopes of work.
• Improve paving and grading along Lindahl Drive.
• Provide a safe drop-off zone south of Peterson Fine Arts and Lied.
The project is expected to cost approximately $1,935,333 in total
project costs.
This program statement and design development document has been
developed through a process of meetings and focus group sessions
with Wayne State College staff, faculty, and administration representing
various user constituents for the renovation of Lindahl Drive including:

2LOCATION AND SITE CONDITIONS
General Site Information
County: Wayne County, Nebraska
Town: Wayne, NE
Campus: Wayne State College Campus
The Wayne State College Campus is on the north edge of the City of
Wayne in Wayne County, Nebraska. Lindahl Drive is a major east-west
access through the northern edge of campus. An attached campus
site plan shows the existing Lindahl Drive location and relationship to
the other structures and key campus features.
Statewide Building Inventory
Lindahl Drive is campus infrastructure and therefore not listed on the
Statewide Building Inventory. Peterson Fine Arts and the Lied Performing
Arts Center building inventory is 1288 for reference.
Influence of Project on Existing Site Conditions
Relationship to Neighbors and Environment:
Lindahl Drive is a major east-west access through the northern edge
of campus. The roadway provides critical access connections along its
route. Lindahl Drive is accessed from Highway 15 and provides a direct
route to Lot 10 on the eastern edge of campus. Lindahl Drive continues
easterly until it intersects city road Centennial Road (577th Avenue).
As part of this project, disturbances and disruptions to normal traffic
flow and pedestrian circulation are anticipated to occur. The impact will
be due to the amount of vehicular and pedestrian connections Lindahl
Drive provides. Care will be taken to ensure the impact is controlled and
timely communication will occur about disruptions and alternate routes
Utilities:
Lindahl Drive is a major utility corridor which contains both campus
and city utilities. Existing water main, sanitary sewer, sanitary sewer
force main, storm sewer, steam lines, gas mains and other building
service lines exist within the Lindahl Drive corridor. The water main
is a 6” line which is located on the north side of the drive. The water
line supplies building services as well as fire hydrants adjacent to the
drive. The storm sewer exists on the south side of the street, including
inlets and storm service connections which extend further south. The
sanitary sewer is located at the west end of the retaining walls limits.
The proposed grading and construction of the Lindahl Drive retaining
walls will impact the existing utilities. Relocation will be required for
certain portions of the existing storm sewer, sanitary sewer service,
building storm sewer, electrical and irrigation lines due to the proposed
location for the retaining wall and the street.
Lindahl Drive has existing streetlights alternating on the north and south
sides of the street. These lights serve as both street and pedestrian
lighting for the street and adjacent sidewalks.

Parking and Circulation:
Lindahl Drive has parallel parking along the Southern curb for the
length of the street. ADA parking stalls are demarcated along the street.
Along the northern curb a bus drop-off is provided on the South side
of Carlson Natatorium. The northern curb has numerous points of
entry for other parking surfaces in and around the athletic complex.
Lindahl Drive is flanked by sidewalks connecting to the network of
paths throughout campus.
Anderson Drive provides angular and parallel parking stalls along its
horseshoe shape. ADA parking stalls are demarcated at locations.

The number of ADA parking stalls will be retained. It is anticipated the
number of parking stalls will be retained, with provisions to increase
parking count through consolidating the parking and changing the
configuration to 90 degree angular parking. See diagram on following
pages for parking count.

3ANALYSIS OF EXISTING FACILITIES
Functions and Purposes of Existing Programs as they relate to the Proposed Project
WSC Mission
Wayne State College is a comprehensive institution of higher education
dedicated to freedom of inquiry, excellence in teaching and learning, and
regional service and development. Offering affordable undergraduate
and graduate programs, the College prepares students for careers,
advanced study, and civic involvement. The College is committed to
faculty-staff-student interaction, public service, and diversity within
a friendly and collegial campus community.
Based on the vision and mission for Wayne State College the 2011-
2013 Strategic Plan was developed which contains guiding themes
and goals for implementation. Those important and those that relate
to the Lindahl Drive project include the following strategic principles:

Square Footage of Existing Areas
This project consists of infrastructure improvements and additional
exterior amenities for the facilities that are adjacent to Lindahl and
Anderson Drives. This project does not contain any interior building
square footage improvements. Therefore there is no matrix included,
but general area descriptions are given to define extent of project.
Lindahl Drive Statistics –Existing Physical Properties
Lindahl Drive
• Approximately 1,040 feet long by 38 feet wide with 38 parallel
parking stalls
• Bus drop-off accommodates 2 buses at a time.
• 5 curb cuts to provide access to roads or parking surfaces are
along the drive.
• 6 feet wide sidewalks flank a majority of the drive.
Anderson Drive
• Approximately 1,020 feet long by 24 feet wide with 45 parallel
parking stalls
• 6 feet wide sidewalks flank a majority of the drive.
North side of Peterson Fine Arts and Lied Performing Arts Center
• Approximate change in grade is 15 feet from Lindahl Drive to the
north door of Peterson Fine Arts.
• A 12’ foot wide concrete stair provides access from Lindahl Drive
to the north door of Peterson Fine Arts.
• The cross slope running east-west from the Lied door to the
Peterson Fine Arts door is 18 feet.

• Concrete sidewalks leads to the south entry of Peterson Fine Arts.

Physical Deficiencies
Introduction

Existing Conditions-General
Lindahl Drive paving in general is in fair to poor condition. The number
of curb cuts to provide access to minor roads or parking surfaces
presents traffic congestion and confusion. The additional layer of
pedestrian circulation overlaid on this congestion presents safety
concerns. Lindahl Drive is perceived as an edge to campus and should
be integrated into the entire campus for improved identity and continuity
with the heart of campus.
North side of Peterson Fine Arts
The concrete stair and handrail are in poor and deteriorated condition.
Stairs on the north side of buildings in Nebraska’s climate are to be
avoided, if possible. The approach to the north entry of Peterson Fine
Arts is not accessible or inviting. The segmental concrete masonry
unit retaining walls at the north Lied entry are in poor and deteriorated
condition as well as showing advanced sign of failure. The pressure
of the earth is pushing the retaining walls outward. It is becoming
a potential hazard for the College. Animals have also burrowed
behind the walls causing issues. The walls need to be replaced with
a substantial, permanent solution that addresses the amount of grade
change to provide an accessible, inviting entrance to the building
without negotiating stairs.

South side of Peterson Fine Arts
The paving along Anderson Drive was recently completed in 2007. This
area is utilized for a handicap drop-off and a bus drop-off for events at
Peterson and the Lied. A safe drop-off zone is not defined or separated
from other one-way traffic, creating a conflict.
Parallel Parking
Parallel parking is strung along the south curb edge of Lindahl Drive.
There are not defined areas of pedestrian crossings to safely cross
the street. Persons cross the street where it is convenient for them
often emerging between the parked cars anywhere along the street.
This condition presents a potential safety concern with vehicular and
pedestrian conflicting.
Athletic Bus Drop-off
The current bus drop-off south of Carlson Natatorium is limited to
two buses at one time. This currently does not meet the needs of
the athletics department where as many as four buses are loading or
unloading teams at a time.
Pedestrian Circulation
The network of sidewalks connecting to campus is adequate. Defined
crosswalks for pedestrians to cross Lindahl drive are deficient. The
parallel parking causes major issues for defining these crosswalks.
There are a few missing sidewalks identified through the program and
design development phase that are necessary for pedestrian circulation.
Traffic Control
Traffic control is an issue currently on Lindahl Drive. Several factors
contribute to the deficiencies. The day-to-day traffic on campus coupled
with parallel parking and pedestrian circulation is a safety concern.
The change in grade of Lindahl Drive presents visibility challenges
for drivers, parked cars, and pedestrians. Means shall be taken to
provide greater visibility and slow traffic speeds. In addition defined
crosswalks are necessary.
Landscape materials and features
Lindahl Drive contains sporadic landscaping. Much of the drive is lined
with turf. A few areas, like to the north of Peterson Fine Arts, there are
a series of Ash Trees planted. The landscaping at the intersection of
Highway 15 and Lindahl Drive does not address the scale of the amount
of land. The landscaping in this corridor does not relate or tie in well
with the standard landscaping in the heart of campus.

The wall needs to be replaced with a substantial, permanent solution that
addresses the amount of grade change and is no longer a maintenance
issue for the College.
Mechanical Systems
Lindahl Drive does not contain any mechanical systems other than the
site utilities discussed in the previous section.
Electrical Systems
Lindahl Drive does not contain any electrical systems other than the
electrical site utilities discussed in the previous section.

and technical criteria identified during the programming, schematic

Traffic congestion exists at the intersection of Highway 15 and Lindahl Drive.
The lack of a defined entry point creates an ambiguous entrance into campus.
Programmatic Deficiencies
There are currently no WSC academic programs that are housed or
scheduled to take place on Lindahl Drive. All other activities that
take place on Lindahl Drive supplement programs that take place
in other buildings or facilities on campus. Athletics and campus
recreation activities utilize Lindahl for access and activities. Please
see “Design Considerations” for a list of improvements that should
be included in a future project to enhance the programs that currently
take place in association with Lindahl Drive.

4COMPARISON OF PROGRAM STATEMENT TO PROPOSED

5DESIGN CONSIDERATIONS
design and design development phases that are required to satisfy
the goals and objectives of the project.
Design Requirements
• Provide location(s) for entry markers or gateway into campus at
the intersection of Highway 15 and Lindahl Drive. Provision for
power and landscaping at the markers would be made.
• Provide a right-turn lane from Lindahl Drive onto Highway 15 and
a planted median to separate traffic and provide improved safety.
• Provide (2) additional bus drop-off and queuing zones to the
south of Carlson Natatorium.
• Reconfigure parking to angular parking and consolidate parking
to provide allocation for defined crosswalks and a drop-off zone
north of Peterson Fine Arts.
• Defined crosswalks shall be placed at critical locations with a
change in pavement color or texture and elevation. Crosswalks
have raised sections of paving to act as an elongated speed bump
to slow traffic.
• An accessible route shall be provided east to west on the north
side of Peterson Fine Arts with a drop-off zone incorporated.
• A terraced ramp/planting area/terrace north of Peterson Fine Arts
shall replace the concrete stair. The area will serve as seat walls
for events at Memorial Field and events at Peterson and Lied.
• The segmental CMU retaining walls on the north side of Peterson
Fine Arts and Lied shall be demolished and reconfigured to be
cast-in-place concrete with a form liner to provide an aesthetic
texture.
• Provide a slight arc in Lindahl Drive as the 2012 master plan shows
to slow traffic, and provide more room between the curb and the
fence of the football field. Area directly north of Peterson Fine
Arts in this arc shall be an elongated speed bump with paving
and texture change to encourage slowing traffic and allow for
festivals and other events.
• A drop-off shall be added along the south side of Lindahl Drive
directly North of Peterson Fine Arts with an accessible path the
north entry of Peterson Fine Arts.
• Improvements to the south of Peterson Fine Arts shall address
a bus drop-off.
• A plaza south of Peterson Fine Arts shall be incorporated. The
South Arts Plaza will act as an elongated speed bump to define
the area and slow traffic. The area will be paved with a color or
textured concrete.
• Improved lighting along Lindahl and Anderson Drive will be
incorporated in the design. Light standards shall include an option
for banners or campus branding. Plaza spaces shall have lighting
included to provide supplemental lighting.
• Landscape features and materials shall be designed for low
maintenance and to contribute to the overall character and
softening of the amount of concrete paving and walks.
• All work shall follow WSC Campus Design and Standard
Specifications.

Structural Considerations
The structural design of the retaining walls shall be properly designed
and engineered to resist overturning or hydrostatic pressure. Located
to avoid the minimum of utility disruption or impacts to underground
systems.
Additional Landscape Design Considerations
In addition to the design specifications listed above the following
considerations will be addressed during the final design phases:
• WSC has requested that the project not add additional landscape
materials that may interfere with the existing plantings or would
add additional maintenance.
• Any lawn irrigation systems damaged during the Lindahl Drive
project construction will be replaced as part of the project.
• All areas damaged by the project and affected by the reconstruction
will be re-sodded or re-seeded.
• The Contractor must consult with the WSC landscape/horticulture
staff during the construction phase for proper protection procedures
and for additional requirements. Young trees recently planted will
be moved/relocated and then replanted after construction is
completed.
Mechanical, Electrical and Special Systems
Heating, Ventilating and Air Conditioning Systems
There are no heating, ventilation or air conditioning systems in this
project.
Electrical Distribution, Power and Wiring
There will be no electrical distribution, power and wiring included
in the project other than those discussed in the site utilities section.
Lighting Systems
New energy efficient lighting systems are being provided as part of
the Lindahl Drive renovation project. The new lighting systems include
general roadway lighting, path lighting, and step lighting at the north

Historic and Architectural SignificanceCurrently Lindahl Drive is not listed on the National Register of Historic
Places, and it is not eligible for listing, therefore, no consultation or
design reviews with the Nebraska State Historic Preservation office
will be required per State Statute 72-808, 809, and 810.
ArtworkThis project is funded with Cash and Student Capital Improvement
fee funds, therefore, it falls under the one percent art requirement
for construction and remodeling projects. The budget includes a one
percent allowance for art.
PhasingThis project will be constructed in phases. Three phases have been
identified to accommodate funding sources and to minimize the impact
on the campus. Phasing will be coordinated to maintain critical access
points to facilities and events. The project schedule anticipates that
the first phase of construction would be initiated as soon as possible
after Board approval. Please see the attached project schedule and
phasing diagram for more information.
Future ExpansionThis Project is not anticipated to require expansion.

The College will utilize the design, bid, build project delivery process
for the Lindahl Drive Renovation Project.
Rationale for Method Selection
This method has proven to be a cost effective means of achieving
a competitive price for implementing projects. It is suitable to the
construction methods anticipated for the necessary work and typical
of the contracting methods for the Wayne area.
