Financial Scrutiny Unit Briefing Unemployment December 2011 18 January 2012 12/03 Greig Liddell This briefing provides the latest unemployment data for Scottish Parliament constituency areas. Official unemployment rates from the Labour Force Survey are available by Parliamentary constituency area, but data is currently lagged by 9 months and so Claimant Count data is used in this analysis. The claimant count records the number of people claiming Jobseekers Allowance (JSA) and National Insurance Credits at Jobcentre Plus local offices. Official unemployment based on the Labour Force Survey was 8.6% (231,000 people) in Scotland. The Scottish rate was higher than the UK rate for the period September to November 2011. The (seasonally-adjusted) Claimant Count rate in Scotland remained at 4.1% in November 2011. The number of people on the claimant count (seasonally-adjusted) decreased by 1,400 from the previous month. Twenty-one Scottish parliamentary constiuencies experienced a fall in claimant count rate from November to December. Glasgow Maryhill and Springburn, Glasgow Provan and Cunninghame South have the highest unemployment rates among the Scottish Parliament consituencies. This briefing provides the latest unemployment data for Scottish Parliament constituency areas. Official unemployment rates from the Labour Force Survey are available by Parliamentary constituency area, but data is currently lagged by 9 months and so Claimant Count data is used in this analysis. The claimant count records the number of people claiming Jobseekers Allowance (JSA) and National Insurance Credits at Jobcentre Plus local offices.

Official unemployment based on the Labour Force Survey was 8.6% (231,000 people) in Scotland. The Scottish rate was higher than the UK rate for the period September to November 2011.

The (seasonally-adjusted) Claimant Count rate in Scotland remained at 4.1% in November 2011.

The number of people on the claimant count (seasonally-adjusted) decreased by 1,400 from the previous month.

Twenty-one Scottish parliamentary constiuencies experienced a fall in claimant count rate from November to December.

Glasgow Maryhill and Springburn, Glasgow Provan and Cunninghame South have the highest unemployment rates among the Scottish Parliament consituencies. The constituencies with the lowest rates are Shetland Islands, Aberdeenshire East and Aberdeenshire West and Eastwood.

ANNEX - ALTERNATIVE MEASURES OF UNEMPLOYMENT AND THEIR CHARACTERISTICS

Characteristic Claimant Count Labour Force Survey

Definition The Claimant Count records the number of people claiming Jobseekers Allowance (JSA) and National Insurance Credits at Jobcentre Plus local offices.

The LFS provides an estimate of the number of people who are unemployed according to the International Labour Organisation (ILO) definition. This covers people who are: not in employment, want a job, have actively sought work in the previous four weeks and are available to start work within the next fortnight, or, out of work and have accepted a job which they are waiting to start in the next fortnight.

Denominator

Residence-based: number of claimants resident in an area as a percentage of the working age population resident in that area. Working age is defined as 16-64 for males and 16-59 for females and figures are derived from mid-year population estimates. Parliamentary Constituency proportions are available from Jan 1996 onwards. These are the rates published in this document. Workplace-based: the number of claimants who are resident in each area as a percentage of workforce jobs plus the claimant count. Workforce jobs are the sum of; employee jobs (largest component), self-employment jobs, Her Majesty’s Forces and government-supported trainees. The number of employee jobs comes from a survey of employers. Thus, the rate is a workplace measure expressing the demand for jobs in an area.

Economically active population: unemployment plus employment from the Labour Force Survey.

Official measure of unemployment?

Internationally comparable?

No. Yes, for example, the EU and the OECD also use it as a measure.

Should be used where data is required for smaller areas such as parliamentary constituencies. It is accurate at all geographical levels.
