Generalinformationon educationin France

Public or private schools?Q Public schools are managed by the Na-tional Education Ministry. School is free(except for some international sectionswhich charge tuition fees) and secular (vi-sible signs of religion are not accepted atschool).

QPrivate schools account for approximately15% of the students in elementary schooland 20% in junior high and high school. Pri-vate schooling is essentially made up ofschools that are under contract (“souscontrat”) with the State (which pays the en-tire salary of all the teachers and adminis-trative staff working at the school). Privateschools that are not under contract (“horscontrat”) educate approximately 50,000students in France. Private schools charge tuition fees, the costof which varies depending on family incomeand the number of children in the house-hold. There are some private religiousschools (mainly Catholic, Jewish, Protestantand Armenian, etc.). In these schools, stu-dents have at least one hour of optional re-ligious education classes per week.

‘ Parents are responsible for buyingschool supplies: plan on a budget ofaround E150 as every teacher requiresdifferent supplies. In elementary and ju-nior high school, books are provided bythe school. In high school, the student orparents must purchase them. A family as-sistance center, the CAFAL (Caisse d’Allo-cations Familiales de Lyon) provides aid tofamilies to purchase school supplies,based on family income and the numberof children in the household.‘ The Rhône-Alpes regional authoritieshave created for high school students a“M’ra!”. This card, distributed at highschools, entitles students to discounts ontextbooks and sports and cultural activi-ties. www.rhone-alpes.fr

Where can you registeryour child?Q Public schoolsElementary (from 2 to 10 years of age):You must contact your local District Hallto find out the school corresponding toyour neighborhood (based on the listdrawn up by the school district). You thenpre-register your child with the principalof the school and confirm the registrationat the District Hall. If you wish to registeryour child in another school, you must re-quest a waiver at your local District Hall.

Junior high school: You must register yourchild in the junior high school of the areain which you reside (check with the Dis-trict Hall). However, a waiver may begranted by the school district authorities(Inspecteur de l’Académie) if you wish toregister your child in another junior highschool outside of your neighborhood.

High school: Registration depends on thetype of curriculum the student has chosento follow and available space in the highschool of your district. The school districtauthorities (Inspecteur de l’Académie) maygrant a waiver when a student has chosenanother school that is outside of their dis-trict.By contrast, private schools and interna-tional schools (elementary, junior high orhigh school) do not recruit students froma specific geographical area. In otherwords, parents may choose where to sendtheir children.

You must register your child directly withthe school principal. Admission is basedon the number of available places (phonethe school as soon as possible).‘ For registration in an internationalschool, please provide the following: anyprevious report cards; a photocopy of thechild’s passport; proof of residence inFrance (phone bill, electricity bill, etc.);and proof of personal liability insuranceand school insurance which can be obtai-ned directly at the school. Four vaccina-tions (BCG, DT-Polio Diphtheria, tetanusand poliomyelitis) are required.

What is the schoolweek like?

In elementary school, the school weekcan be either 4 days – Monday, Tuesday,Thursday and Friday – or 4 ½ days (Wed-nesday morning). In junior high/ high school, classes areheld Monday through Friday and, in somecases, on Saturday mornings as well.

WednesdaysIn elementary school, Wednesday is ge-nerally considered as a day for the chil-dren to rest and do sports or culturalactivities.Working parents may wish to take theirchildren to outdoor activity centers (cal-led “centres aérés” in French) located intheir neighborhood or town (check withyour local District Hall).

Recess (called “récré” in French)Recess is held in the morning and the af-ternoon in the school grounds. It lastsbetween 15 and 30 minutes and giveschildren a chance to relax by playing withtheir friends.

To stagger vacation dates around thecountry, the National Education Ministryhas created 3 geographical areas:Zone A (including the schools of Caen,Clermont-Ferrand, Grenoble, Lyon,Montpellier, Nancy-Metz, Nantes,Rennes and Toulouse);Zone B (including the schools of Aix-Mar-seille, Amiens, Besançon, Dijon, Lille,Nice, Orléans, Tours, Poitiers, Reims,Rouen and Strasbourg);and zone C (including the schools of Bor-deaux, Créteil, Paris and Versailles).‘ www.education.gouv.fr

What are schoollunches like?

In elementary school, children have alunch break between 11:30 a.m. and 1:30p.m. They can either go home for lunch oreat in the school cafeteria on a regularbasis or just occasionally. In France,school cafeterias provide a complete,well-balanced meal. There are no sand-wiches and parents don’t need to prepareanything. Generally, children with wor-king parents are given first priority for re-gistering to eat in the school cafeteriaIn junior high and high school, studentseat between noon and 2 p.m. (in somecases, they may have only 40 minutes toeat lunch). They may eat in the cafeteria,go home for lunch or eat outside withtheir friends (with parental permission). There is a charge for school lunches. Youmay register your child at the beginningof the school year for the entire year. Ifyour child will be eating at the cafeteriaon an occasional basis only, you can buymeal vouchers or cards from the school.Contact your child’s school directly formore information on its cafeteria.

“French-style” education

• In 1882, Jules Ferry, Minister of PublicInstruction, imposed a policy of secular,free and mandatory schooling for all chil-dren aged 6 to 13 (16 years old after1967) in public and private schools.• No uniform or other special clothing isrequired for French schoolchildren.

1-Etude: a type of “study hall” at school where students do their homework under the supervision of a teacher. In private schools, you must pay a fee forthis study hall. 2-Appeal: the parents can oppose their child being held back by sending the teachers a letter detailing their reasons for not wanting thechild to repeat the grade level. 3-Conseil de classe: Literally a “class council meeting” composed of teachers, the 2 parent representatives and the 2 studentdelegates of each class. The aim of this meeting is to give a report on each student’s work and to provide feedback on any difficulties the students are having.

• The general education curriculum em-phasizes theory-based classroom learning.After 9th grade (troisième), students mustchoose the type of curriculum they wish tofollow in high school, e.g. a technical/vo-cational curriculum or a general one with anemphasis on math/science, literature/lan-guages or economics/social studies. This isknown as “orientation” in French.• Students have class in the morning andafternoon. They have assignments to doeither at home or at a type of study hall(known as “l’étude”1 in French) after class.Assignments to be done at home teachstudents how to plan out their workloadover several days.• In France, the decision to have a studentstay back and repeat a grade level is madeby all of the student’s teachers. Having achild repeat a grade level enables them toconsolidate their knowledge and givethem a better chance at succeeding in thenext grade up. Repeating a grade levelshould not be considered as a punish-ment! It is a strong recommendation, nota mandatory ruling, and parents may “ap-peal”2 the decision to have their child re-peat a grade level.• Student progress is checked constantlyand the students are tested regularly ineach subject. Students with disciplinaryproblems or those who do not study se-riously enough may be punished (“collé”in French): they must go to school to doan assignment outside normal class hours(Wednesday afternoon or Saturday mor-ning, for example).• The school year is divided into threeterms. At the end of each term, parentsreceive their child’s report card (“bulletinde notes”).• In elementary school, homework assign-ments and tests are graded from 0 to 10(0 being the worst grade and 10 the best).In junior high and high school, the gradingscale ranges from 0 to 20.

‘ In France, grading may be very harsh,and it also takes the consistency of a stu-

dent’s work into account. The most impor-tant thing is to consider your child’s gradescompared to the overall class average.• In each class, two class delegates areelected by students to represent them inmeetings with teachers.• In each class, 2 parents volunteer to re-present their children, particularly at the“class council meeting” (“conseil declasse”3) held once per term, along withthe class delegates. This system helps tofoster open dialog between parents andteachers. • There are also several parent associa-tions, presented at the beginning of theschool year, that play a vital role in the lifeof the school. They are a source of impor-tant recommendations and suggestionsto the school principal. In the public sec-tor, the main parent associations are:

In schools with international sections,there are often specific parent associa-tions for each section.

- In French, a school principal is called “Di-recteur”, if he or she heads an elementaryschool; “Principal”, if he or she heads a ju-nior high school (“collège”); and “Provi-seur” if he or she heads a high school(“lycée”).

• Most schools have an infirmary. Thereare also counselors and psychologistsfrom neighborhood Career Guidance Re-source Centers (“Centres d’Information etd’Orientation” or “C.I.O.”) who regularlyvisit schools and provide assistance.

The counselorworks closely with the teachers andschool management staff.• School insurance is mandatory and pa-rents may choose the insurance companythey wish to work with. This insurance po-licy must be taken out as soon as a pupil isregistered for school.

Alternative schools

In the French education system, someschools feature specific pedagogicalstyles associated with ways of learning inother countries. Some of these schools,such as the Montessori and Rudolf Stei-ner / Waldorf schools, are known theworld over. Others, such as the ChapolySchool (“École du Chapoly”) and RizeSchool (“École de la Rize”), are alternativeFrench methods.

Day careFull-time day care centers

At what age can children start? They maystart at age 2 months and remain untilthey enter kindergarten.How can you register? As the demand forchildcare exceeds the number of day carecenters available, it is very important foryou to register your child from the verybeginning of your pregnancy (or, for ex-patriates, as soon as you have found ahouse or apartment). Priority is given toworking mothers.Rates: For an at-home childcare provider(“assistante maternelle”), there is anhourly rate that varies in the differentneighborhoods of Lyon. For full-time daycare centers, a daily rate is used. This dailyrate is based on the French MinimumWage (“SMIC”), which varies every year.In addition to this hourly or daily rate, youmust add the cost of meals, snacks andchild hygiene supplies1, which amounts toapproximately 1 hour of the minimumwage (i.e. a pre-tax hourly rate of e8.71for 2008).The CAFAL (“Caisse d’Allocations Familialesde l’Agglomération Lyonnaise”), a familyassistance center, can provide financialaid to families, depending on their in-come. You may deduct your childcare ex-penses from your income tax if your childis taken care of by an accredited (“agréé”)full-time day care center or accredited at-home childcare provider.

There are three different types of full-time day care: “association day care cen-ters”, “at-home childcare providers” and“parent-run day care centers”.

Q Association day care centers: These aremonitored by the local Mother and ChildProtection Services (“P.M.I.” or “Protec-tion Maternelle et Infantile”) and are mana-ged by the local District Hall or by the“département” (county) where they arelocated.Who is in charge of them? A specialistwith a degree in childcare. At least half ofthe day care center staff must be certifiedchildcare assistants. The children are re-gularly examined by a pediatrician assi-gned to the day care center.Hours: Quite strict, from 7:00 am. to6:30 p.m.Rates: Based on family income.To register: Contact your local District Hallor City Hall.

Q At-home childcare providers: These daycare providers are monitored by the localMother and Child Protection Services(“P.M.I.” or “Protection Maternelle et In-fantile”) and fall under the authority of theGeneral Council of the Family AssistanceCenter (“C.A.F.” or “Caisse d’Allocations Fa-miliales”). The child is assigned to an “accredited”childcare provider who takes care of amaximum of 4 children at her home. Thechildcare provider is supported by a teamof professionals and monitored by theMother and Child Protective Services ofthe county she lives in. Her salary is paiddirectly by the parents.Hours: More flexible than an “associa-tion” day care center. Before starting towork with a childcare provider, you shouldcome to a mutual agreement on the hoursyou require. Rates: Based on family income.“At-home” childcare providers are avail-able on a first-come, first served basis.You can find a list of them at your localMother and Child Protective Services(P.M.I) office. Simply make an appoint-ment to consult the list and make yourchoice.

The parentsthemselves; however, it is mandatory tohave a qualified person in the center.To register: Contact the association thatmanages the day care center. lunch. Younger pre-schoolers take napsafter lunch.Public and private pre-school is not man-datory but highly recommended from apedagogical point of view. Are there special school buses for stu-dents?Some private schools such as the As-somption Bellevue bilingual school, CitéScolaire Internationale and Ombrosa pro-vide school bus service (contact theschool for information). Who pays for school supplies?In public and private elementary (pri-maire) and junior high schools (collège),schoolbooks are free. However, in highschool (lycée) the student or their parentsmust purchase schoolbooks. Other sup-plies (notebooks, pencils, etc.) must bepurchased by the student or their pa-rents. Depending on household income,the Lyon Family Assistance Center(“CAFAL” or “Caisse d’Allocations Fami-liales de l’Agglomération Lyonnaise”) canprovide financial aid to help families pur-chase school supplies at the start of theacademic year.

Do parents participate in school life?In France, parents play an important rolein school life. In each class, 2 parents vo-lunteer to represent all of the parents atthe “class council meeting” (“conseil declasse”) held with teachers once everyterm. In “parent-run” full-time day carecenters and some part-time day care cen-ters, parents are required to come to thecenter and help take care of the children.The Kindertreff bilingual day care centerrequires parents to devote from 1½ to 3hours per week. In addition, there areoften parent associations related to stu-dents’ extracurricular activities (such asthose for the international sections at theC.S.I.)

Can students bring their own lunch toschool?In France, classes are held in the morningand the afternoon. For this reason, all pu-blic and private schools are organized sothat the students eat at the school cafe-teria. Students must pay to eat at the ca-feteria. This facility enables all children toeat at school, making the day easier forparents and for those who live far awayfrom the school. Generally, the lunch isprovided by the school and healthy, ba-lanced meals are served. In some schools,such as Le Petit Monde, students maybring their meals, but this is still quiterare.

How many students are there in eachclass?In public schools, class size usually variesfrom 20 to 25 students, but there may besome schools with classes having morethan 30 students (ask for informationprior to registration).At international schools, however, classsizes are generally smaller and some sec-tions (for example the European sectionat the C.S.I.) may have classes with only15 to 20 students.

Are there any extracurricular sports orarts programs that take place on theschool premises?There are mandatory sports activities inall schools, from pre-school up to highschool. These activities include gym, swimmingand climbing. Some schools offer othersports or cultural activities, but thesetake place after school hours, i.e. onWednesday afternoons, between noonand 2:00 p.m. or after 5:30 p.m. Parentsmay also choose to register their childrenfor other activities at the local Youth Cen-ters (“M.J.C”. or “Maison des Jeunes etde la Culture”) or private music schools orsports clubs.In general, all schools have a gymnasium.Sometimes, for certain sports activities,children must leave the school premises(swimming classes, for example). In suchcases, the students are always accompa-nied by teachers and / or parents.
