□ Current States of Fine Dust Emission
○ (Actual Condition of Emission) Yearly average concentration of fine dust was decreasing, but recently, the rate of decrease came to a stand-still.
○ (Emission) Both of PM2.5 and PM10 are mostly emitted from scattered dust sector (construction site, open space, etc.).

○ Political goals that will not be accomplished easily deteriorated reliability of the administration.
○ Collaborations with the central, local and foreign governments were unsatisfactory.

Fine Dust (PM2.5) Concentration
□ Main Directions
○ Setting of reliable vision and goal that can be easily understood by provincial people
○ Preferred execution of projects with great fine dust reducing effect based on causes of dust emission
※ Supplement and expansion of road cleaners, reduction of pollution by aged construction equipments, and rigid enforcement of regulations on unlawful incineration, etc.
○ Maximization of synergy effect through collaboration with internal
and foreign governments

□ (Execution Strategy) Execution of 49 detailed subjects in 6 sectors
Accurate fine dust diagnosis and information service for
Provincial people shall be reinforced.
○ (Diagnosis) Expansion of components measuring posts (2 spots on '18 → 4 spots on '22) and Establishment of atmospheric pollution diagnosis and evaluation system ('18~'19), and supplement of fine dust measuring network(94 spots on '18 → 108 spots on '22)
○ (Information Service) Expansion of electronic displays informing air pollution (87 spots on '18 → 103 spots on '22) and model installation of fine dust signal lights (20 spots)
Gyeonggi-do will create a better environment for EV(Electric
Vehicle) and FCEV(Fuel Cell Electric
Vehicle that uses Hydrogen).
○ (Green Car) EV(5,735 in '18 → 30,235 in '22), FCEV(0 in '18 → 620 in '22)
○ (Infra) EV Charging Infra (8,388 stations in '18 → 15,000 in '22) FCEV Charging Infra(0 stations in '18 → 6 stations in '22)
○ (Incentive) Tolls of roads and charges of provincial and municipal public parking lots will be exempted.

We will realize clean Gyeonggi-do by expelling aged diesel cars.
○ (Target Vehicles) Restriction on the operation of aged diesel cars produced before '05 (Model restriction in the second half year of '18, and total ban on '19) ※ STEP 1: Induction to scrapping, STEP 2: Pollution reducing project, STEP 3: Limitation of operation and Imposition of penalty
○ Pollution reducing treatment of aged diesel cars and construction equipments will be executed. (by 2022, 821,690 diesel cars and 9,108 construction equipments)
○ Conversion of children school buses into LPG vehicles will be supported. (by 2022 1,574)
○ Diesel intra-city buses will be totally converted into green buses.
(by 2027, 4,092)
Fine dust emission sources shall be cracked down utilizing
state-of-the-art scientific equipments.
○ Three dimensional crack down of blind spots utilizing Drones (pollution sensors will be attached and thermal cameras will be mounted)
※ Monitoring of polluting substance generating sites and large scale works
generating scattered dust.

○ Real time monitoring of polluting substance emitting sites through TMS (Telemetering System; remote measuring equipment) (148 spots)
○ Promotion of Voluntary Agreement (MOU) with construction companies for the management of large scale works
※ Works stoppage or working time adjustment during the high dust concentration period reducing activities
We will enhance quality of life of provincial people by
reducing surrounding fine dust emission sources.
○ Crack down of unlawful incineration at works and houses and reinforcement of public relation
※ Increase of rewards for reporting (previously 10~20% → 40%) and activation of monitoring by a private monitoring team.
○ Preparation of a counterplan against unlawful incineration of agricultural residue
※ After executing some test operations of crashing facilities of agricultural residue such as stalks of pepper, sesame, etc., and scale expansion will be considered.
○ Picking up of waste vinyl generating fine dust and harmful substances in farm villages.
※ Collecting at least annually 15 kilo tons of waste vinyl (by2022, 85 kilo tons shall be picked up), 60 spots of cooperative depositories shall be installed.

We will be pioneers improving indoor air quality against fine dust.
○ Supporting of "Air Cleaners" to facilities for vulnerable social groups such as daycare centers, facilities for handicapped, etc. (22,185 spots)
○ Spreading out a campaign to culture purification plants and setting Public Service Centers of Fire Houses to clean air zones.
○ We will care health of public transportation users by installing air cleaning filters to all city buses in the province. (10,883 vehicles)
We will solve fine dust challenge through fine dust governance.
○ 「Fine dust preventing and reducing committee」shall be organized into Fine Dust Governance (policy development and consultation on a regular basis) and workshops and general meeting with local community shall be opened.
○ Operation of “Policy Consultative Group” to resolve metropolitan fine dust challenge, execution of Clean Air Network Agreement with east asian local governments and municipal societies, and opening of Clean Air International Forum in Gyeonggi-do, Korea every year (Sep. 19th ~ 20th, 2019)
○ Afforestation policy to prevent desertification for reducing fine dust from china (inner mongolia, Kubiqi desert)

□ Required Budget
○ Totally, one billion and 473 million dollars will be spent for fine dust reduction, protection of sensitive social stratum, etc. by 2022.
