This project is another opportuni ty to he lp strengthen the infrastructure for a much needed product that thousands of New Yorkers count on. There are t imes in the winter when supply gets critica lly low and this project would help so lve that issue. r strong ly believe in the need for this storage site.

As you know, for some t ime the DEC has been reviewing the proposed proj ect. Most recently, on August 17, 2011 , the DEC accepted Finger Lakes' draft Supp lemental Environmental Impact Statement (DSEIS) for public review and comment and deemed Finger Lakes' underground storage application complete.

When the fac ili ty is operational, it wi II positively impact NY state residents and propane consumers by;

• Greater availability of propane for residents of New York which could result in considerable savings to New York State consumers.

• Enhancing energy security to NY state residents with green and c lean burn ing propane for NY consumers.

• Support future infrastructure growth with the propane "AUTOGAS" industry which is clean propane fue l alternative to gasoline powered vehic les in NY state.

• Minimize recent trends with NY propane retailers trucking higher priced propane sourced from Midwestern locations into NY State to meet peak winter demand .

• Enhancing public safety by decreasing traffic, transportation times and driver hours of operation.

We understand that a public hearing is scheduled for September 27, 20 11 at the Watkins Glen High School at 7:00 pm. T his has been a lengthy process to have the DEC deem the DSElS complete and to schedule the hearing. However, as we get c loser to the winter months in upstate New York, it is critical now more than ever to finalize th is lengthy process and allow construction of the facili ty to start.

The truth is, the supply infrastructure for propane supply in the winter months is very thin and fragi le in New York forcing every dealer to travel long distances with tractor trailers costing consumers much more to heat their homes. The Finger Lakes Cavern would help tremendously with propane gas storage for all New Yorkers.

Much of the propane stored in this cavern won't even leave by truck- it will be put into the cavern via a connected pipeline from Texas and then can be sent back out into this line during peak draw times to ship east to Oneonta and Selkirk NY alleviating much of the fear of added truck traffic.

Growing regional demand for propane in addition to declining refining production has created frequent propane shortages which impacts consumers across the Northeastern U.S. Currently, Sunoco has offered for sale their Marcus Hook, NJ refinery. Without a buyer, there is a potential for the refinery to be closed(as occurred at the Delaware City refinery) thus dramatically reducing the supply of propane.

Furthermore, increased storage capacity in the Marcellus shale region provides for a local outlet to store propane derived from the natural gas production process.

I was a Manager of a Retail Propane Company in Central Maine when there was a shortage of propane due to infrastructure issues. It created an enormous amount of stress for all concerned, especiall y the consumer. Families are using propane for the sole source of heat, water heating and cooking in their homes and can not go without this product, especially during the winter months. Propane is the alternative fuel to fuel oil in the Northeast, especially Maine with all of its rural areas. Consumers are trying to do the ri ght thing by switching energy fuels to leave less of a carbon foo tprint, so the use of propane is growing. But, we need to be able to provide a stable supply of product. We experience shortages for various reasons almost regularly which only forces the price up and causes financial hardship for the consumer. The economy, as fragi le as it is, needs to have a more stable supply and pricing structure for propane. With the Finger Lakes LPG Storage Project, that supply and pricing stability can happen.

I strongly urge you to approve the Finger Lakes LPG Storage Project.

Dear Mr. Bimber:

I am wri ting to you in support o r the Finger Lakes LPG Storage Project proposed on property located in the Town of Read ing, Schuyler County. As you know, the DEC has been reviewing the proposed project fo r some time. Most recently. on August 17. 2011. the DEC accepted Finger Lakes' draft Supplemental Environmental Impact Statement (DSEIS) for public revie\ and comment and deemed Finger Lakes· underground storage application complete.

When the facility is operational. it should pos iti ve ly im pact NY state residents and propane consumers by providing:

• Greater availability of propane for residents of New York. which cou ld result in sav ings to New York State consumers:

• Enhanced energy security to NY state residents with green and clean burning propane: • Support for future infrastructure growth with the propane .. AUTOGAS .. industry. wh ich is a clean

propane fue l alternati ve to gasoli ne powered veh icles in Y state: and • Enhanced public safety by decreasing traffic. transportat ion times and dri ver hours of operation.

We understand that a public hearing is scheduled for September 27. 20 11 at the Watkins Glen High School at 7:00 pm. It has been a lengthy process to have the DEC deem the DSEIS complete and to schedule the hearing. As we get closer to the winter months in upstate New York, it is critical for you to finalize thi s lengthy process and allow construction of the fac ility to start.

When completed. this project wi ll help to al leviate frequent propane shortages. which can be problematic during peak win ter heating seasons.

We urge the DEC to complete its rev iew promptly and to issue Finger Lakes al l necessary perm its so that it may statt construction as soon as possible.

I am a propane marketer in the state of New Hampshire and I have a vested interest in ensuring that the Finger Lakes project is built. The Finger Lakes project will positively impact all propane consumers throughout the Northeastern U.S.

This project is very important for the customers I serve; the health of my family owned business, as well as our industry in general. When completed, it will provide critica lly needed infrastructure for my propane business and will help to alleviate frequent propane shortages that have been problematic during winters here in the Northeast.

Most propane retailers rely on the same distribution infrastructure that serves the New York marketplace, including propane produced from reg ional New Jersey refineries and the Teppco pipeline system. Growing regional demand for propane in addition to declining refining production has created frequent propane shortages which impacts consumers across the Northeastern U.S.

To overcome these supply shortages, I have had to seek out alternate sources from various Midwestern locations as far away as Michigan and Ohio. I have also been forced to pass along the higher costs associated with securing that supply to our consumers ... as much as 30% more in some cases. As a result, in addition to my increased costs, my customers also end up paying more to heat their homes and businesses, so nobody wins.

With increased propane storage available here in the Northeast, the cost of propane will be reduced which means more money for families during these tough economic times.

I urge the DEC to allow the development of the Finger Lakes Storage Project. /
