trifurcation of the local body effective from April 30. International agency Fitch Ratings
today withdrew its 'AA' rating awarded to Municipal Corporation of Delhi (MCD) following
the civic body's trifurcation.
The agency had commended the MCD for earning carbon credits in better management
of revenue and capital accounts, increase in tax and non-tax revenues and launching ofe-governance project and even said that the coverage of solid waste services in Delhi is
"much better" than in other large cities in India.
It had also noted that the quality of roads coverage and other civic infrastructure in Delhi
are much better than that of other cities in India.
The approval has come as a shot in the arm for Dikshit-led government that wanted the completion of theprocess of MCD trifurcation before the municipal elections scheduled in April 2012.
The move faced stiff opposition from the opposition Bharatiya Janata Party (BJP), which controls the civicagency, as well as some Congress leaders in the MCD.The government had sent its proposal to home ministry in June to which it gave an in- principle last week andsent the file to law ministry.The law ministry had also communicated its approval to the home ministry.The central government had asked the Delhi government's suggestion on the administrative structure, sharing oftax revenue and coordination among the proposed three bodies.Delhi Mayor Rajni Abbi of the BJP also met Chidambaram and objected to the proposal to split of the civicagency. The mayor had also written a letter to Congress president.The MCD is the largest civic agency in India and the second biggest in Asia, after the Tokyo local agency, interms of geographical area, according to its spokesman.The civic agency serves 95 percent of Delhi's land area and provides services to 98 percent of i ts population.Currently, there are 272 wards in the MCD.The proposal suggests that there will be three civic bodies - north, south and east.While the corporation of north and south will have 104 wards each, there will be 64 wards in east Delhi.Both North and South Delhi municipality will have 26 assembly constituencies each while the 16 assemblysegments will come under the East Delhi municipality.
The National Capital Territory of Delhi (NCT) comprises of three local bodies, MCD, NDMC and Cantonment
Board. New Delhi Municipal Council consists of 3 per cent of the area and 3 per cent of the population of
National Capital Territory of Delhi. The New Delhi Municipal Council area comprises of the territory that has been
described as Lutyens Delhi and which has historically come to be regarded as the seat of central authority in
Union of India. It comprises of important buildings like Rashtrapati Bhawan, Parliament House, Supreme Court,
North and South Blocks and buildings abutting Central Vista and also all the diplomatic missions which function
as territorial entities under the sovereign jurisdiction of their Flag States. The Government of India is nearly the
sole landowner and also owns about eighty percent of the buildings in the New Delhi Municipal Council area.
Recently Delhi Municipal corporation has been trifurcated into three smaller Municipal corporations -
North Delhi Municipal Corporation,South Delhi Municipal Corporation,East Delhi Municipal
Corporation.

South Delhi Municipal Corporation- Districts ofSouth Delhi,West Delhi,South West

Thousands of sanitation workers across all threemunicipal corporations arethreatening to go on an indefinite strike.They said that the unified municipalcorporation hadpromised to make them permanent employees and givethem arrears promises that are yet to be fulfilled.
"Whenever any employee faces such a problem, the first question that the officer asks iswhether the employee is a daily wager or a permanent staff. This is sheer discrimination;daily wagers don't get anybenefits,' he added.The union has also demanded that shelters be
created for women workers who face difficulties vis--visavailability of washroomsand keeping their personal belongings.
The union claimed that in case a sanitation worker meets with an accident while carrying out hisduty,the civic agency does not provide any help. Whenever any employee faces such a problemthe firstquestion that the officer asks is whether the employee is a daily wager or a permanentstaff. New Delhi, July 2 (IANS) Contractual sanitation workers of three municipal corporations in
Delhi may soon strike work to press their demand for regularisation of their services, a
workers' leader said Tuesday.
"We have given a letter to all the three corporations for making the workers' services
permanent, but still there has been no response," said Vinod Sarwan, general secretary of the
Rashtriya Safai Mazdoor Congress.
He alleged that some sanitation workers in the Karol Bagh zone under the north corporation,
Najafgarh under south corporation and some areas in Shahdara under east corporation had not
been receiving salary regularly.
"They are workers who depend on the daily wages for their livelihood, so such backlog hurts
them. We are tired of the false promises that the commissioners make after every meeting,"
added Sarwan.
South Delhi Municipal Corporation (SDMC) Commissioner Manish Gupta told IANS:
"Under SDMC, the jobs of the sanitation workers recruited in 1997-98 have already been
regularised and salaries are also delivered timely."
The three corporations have claimed that the process for the fulfilment of the workers'
demand has been initiated. Officials said they are also looking at offering medical insuranceto the workers.

"Apart from regularisation, we would also be providing the workers cashless medical card
after which services in the government hospitals would be free. As it is a joint venture, we are
awaiting a decision from the north corporation," said Gupta.
North Delhi Municipal Corporation Commissioner P.K. Gupta said: "We have taken the
demand into consideration and with all the resources available we are doing our best."
The corporation is also working on a new set of uniform and by September all the sanitation
workers would be provided new dresses.
According to Sarwan, there are over 60,000 sanitation workers in the three civic agencies and
over 10,000 of these are contract employees.
