PURPOSE

The purpose of the fire and emergency evacuation plan is to provide guidelines for the safe and orderly evacuation of tenants and visitors of CNL Center 1 and 2.

INTRODUCTION

CNL Center 1 and 2 was constructed with safety as an important factor. The construction of the

CNL Centers includes two-hour fire rated stairwells, two-hour fire rated floors and 1 – 2 hour fire

rated walls. The fire alarm and sprinkler system installed within the complex are of the highest

technology.

In case of fire, the fire sprinkler system will automatically activate and is designed to extinguish

the fire before it spreads. The building's fire alarm system will notify the tenants and visitors of

the presence of fire, smoke or water flow. Due to the occupancy of CNL Center the Fire Alarm

System is designed per code to sound an alarm on the fire floor, the floor above and the floor

below the fire floor. CNL Center’s plan allows for the three floor evacuation method based on

the floors where the strobes are activated.

Evacuation is always completely out of the building and never allows for re-entry. All of the life

safety systems and the construction of CNL Center allows for the safe evacuation of the

building, limits the spread of fire and keeps those tenants not in the direct area of the fire safe.

The fire and emergency plans intention is to coordinate an immediate response to an

emergency within the complex by individuals trained to respond to emergency situations.

Prompt action is necessary to reduce the probability of personal injury and minimize damage to

the complex.

The response time for the Orlando Fire Department is three (3) to five (5) minutes ideally. While

the Orlando Fire Department is en-route lives can be saved, damage to property can be

minimized and necessary information can be obtained to aid the firefighters. Properly trained

personnel can accomplish a great deal prior to the arrival of the fire department.

Property management and the tenant must work as a team to properly respond to an

emergency. Tenants within the CNL Centers must be familiar with the emergency plan and be

prepared to respond when needed.

Evacuation is always done by use of the stairways. The assumption is that during an

emergency the elevators will be inoperable.

Piedmont Office Realty has developed this emergency plan in cooperation with the City of

Orlando. This emergency plan has been compiled for the CNL Centers to help insure the safety

of the building’s occupants in the event of an emergency.

This manual is designed for your use. Please read it and mark your area of responsibility. If

Fire Evacuation Procedures

General Information

When a fire alarm is sounded on your floor and the strobes are flashing, immediate evacuation

of the floor must begin. The alarm system at CNL Center is designed to sound on the fire floor

as well as one floor above and one floor below the fire floor. An announcement will be made

informing the building occupants of the reason for the alarm. Evacuation of the three floors

should begin immediately.

If the reason is not apparent then an announcement will be made indicating that the alarm is

under investigation and further information will be forthcoming. Evacuation of the affected floors

must begin immediately and be conducted in a calm and orderly fashion.

Verbal announcements will continue to be made over the Voice Evacuation System advising

tenants of the nature of the emergency after a prerecorded announcement advising you to

evacuate the building is completed. Do not wait for the announcement to begin evacuating.

Should an actual fire occur, an announcement will be made over the Voice Evacuation System

to all floors advising of the nature of the emergency and the location.

The floors where the alarms sound and the strobes flash should begin evacuating immediately

by way of the closest stairwell. The floors not affected by the alarm should stand by until

advised of the situation and further instructions are given. Floor Wardens and Area Wardens

must coordinate evacuation procedures and make sure all employees in their tenant space are

familiar with the evacuation procedure. Verbal instructions and information will be given over the

Voice Evacuation System periodically. Should the alarm be found to be false an announcement

will be made advising of the false alarm and an “all clear will be given”.

Procedure

1. Call 911 and advise the fire department of the fire:

a. Give building address:

b. Give your name

c. Floor, Suite Number and Tenant Name

d. Location of Fire (i.e. East side or West side of Floor)

If you observe the fire prior to the fire alarm sounding, go to the nearest fire pull station located

next to the emergency stairwell and activate the alarm prior to calling 911. This will allow other

occupants to become aware of the fire and will give the fire department a reference point.

2. Contact the Piedmont Property Management Office during normal business hours at

(407) 649-0036.

3. Contact the CNL Center Security Desk after hours, weekends and holidays at (407) 650-

1524 or (407) 540-7650.

4. The fire department and or the police department will assume total control of the

emergency upon their arrival. They will make the decision as to what floors to evacuate

or if a total evacuation is required. They are the authority having jurisdiction and by law

take command of emergencies while on the scene. It will be our job to assist with the

evacuation.

5. The Floor Wardens and Area Wardens will immediately begin evacuation procedures on

the affected floors using the closest stairwell. If the closest stairwell is on fire or filled

with smoke, the alternate stairwell will be used. Always stay to the right of the stairwell

when descending in an emergency evacuation to allow Firefighters to ascend by using

the left side of the stairwell.

6. Floor Wardens not on the affected floors should advise personnel on their floors to

remain calm and standby until either further instruction are given or the alarm sounds

and strobes flash on their floor.

7. Floor Wardens and Area Wardens will locate all physically challenged individuals and

stage them inside the west stairwell at the top of the landing if space permits or outside

the fire exit. This will allow for easier location and rescue by the fire department. If you

are unable to stage physically challenged individuals in the west stairwell or the number

of individuals is excessive enough to hinder evacuation of the west stairwell individuals

can be staged in the east stairwell.

8. The Floor Warden will notify the CNL Center Security Desk of the location of all

physically challenged individuals so that the fire department can evacuate them quickly.

Make sure that you specify which stairwell the individuals are staged in.

9. Throughout the emergency, when possible, instructions and information will be given

over the Voice Evacuation System.

10. Evacuation will continue until all occupants requiring evacuation are out of the building

and reach their prearranged staging area.

11. The alarm will continue to sound until the emergency ceases to exist.

When the emergency is completed and the building is safe to re-enter, you will be instructed to

re-enter the building in an orderly fashion and the alarm will be silenced.

Tenant Responsibilities It is the responsibility of the tenants to designate Floor Wardens, Area Wardens, and in some

cases Alternate Floor Wardens to coordinate the orderly evacuation of their floor. The tenants

must supply the Piedmont Property Management Office with a list of Floor Wardens, Area

Wardens, and Alternate Floor Wardens, and update the list whenever someone else is

designated to fill the position.

Floor Warden

1. Is responsible for supervising the evacuation of their assigned floor or area.

2. Must train and instruct all employees within their designated area on the proper

evacuation and emergency procedures.

3. Be familiar with the location of all physically challenged individuals on their floor, supply

Piedmont Property Management Office with a list by name and location and move the

individuals requiring assistance to safety per evacuation guidelines should it become

necessary.

4. Direct Area Warden duties include checking offices, restrooms, and other spaces where

individuals might be.

5. Direct individuals to the safest stairwell using their own knowledge and information

gained from the fire department or security desk. Physically Challenged individuals will

be directed to the west stairwell for staging. If the west stairwell cannot be used due to

smoke or other hazards the east stairwell can be used.

6. Make sure that all individuals are evacuated from the floor.

7. Notify the security officer or building management at the fire exit of any physically

challenged individuals still in the building and the stairwell level they are staged as well

as any other information deemed necessary.

8. Make sure that once outside the building that all individuals from their floor be directed to

the staging area and immediately move away from the building.

Area Wardens

1. Assist the Floor Warden in the safe and orderly evacuation of the floor.

2. Check all tenant spaces within their area to ensure that all individuals are evacuated.

3. Assist physically challenged individuals to the inside west stairwell landing or outside of emergency exit if room does not permit location inside. Advise the security officer at the fire exit of the location of any staged physically challenged individuals. Make sure that security knows if an individual was staged in the west or east stairwell.

4. Assist physically challenged individuals to the inside west stairwell landing or outside of emergency exit if room does not permit location inside. Advise the security officer at the fire exit of the location of any staged physically challenged individuals. Make sure that security knows if an individual was staged in the west or east stairwell.

5. Assume responsibilities of Floor Warden in Floor Warden's absence.

6. Assist in leading their floor occupants away from the building and to the staging area.

Property Manager

1. Develop a viable Life Safety plan using all resources at their disposal.

2. Provide executive direction and coordination among departments and other divisions of CNL as well as the tenants of CNL Center II.

3. Ensure that the Piedmont Offices switchboard is properly staffed.

4. Report to the Security Desk to coordinate all emergency efforts.

5. Ensure that the evacuation procedure is followed as set forth in the emergency manual.

6. Give all pertinent information to the Fire Department Commander in charge of the fire operation on site.

7. Pass along information received at the Piedmont Offices switchboard to the proper personnel.

Assistant Property Manager

1. Provide assistance to the Property Manager.

2. Assume responsibilities of the Property Manager in the Property Manager's absence.

3. Make sure the Fire Command Center is staffed with a Security Officer or a Building Engineer to assist the fire department.

4. Verify that the fire department is en-route.

Chief Engineer / Building Engineers

1. Maintain and control all emergency control devices to include fire pumps, sprinkler systems, standpipes, emergency generator and other such devices.

2. Will proceed to the Fire Command Center to stand-by for the fire department and ensure that all emergency keys are supplied to the Fire Commander.

3. Make sure that an announcement is made to all floors advising all tenants of the situation.

4. A building engineer will be dispatched to the fire floor to check on the status of the alarm and report back with the condition. A building engineer will not be dispatched to the fire floor when it is not safe to do so.

5. Assist in the orderly evacuation of the building by stationing themselves at the emergency exit when available.

6. Arrange for and maintain damage control equipment.

7. Coordinate all post disaster restoration and repairs.

8. Engineers will be assigned to assist where needed during the emergency.

Security Officers

1. The Desk Officer will remain at the desk and handle all incoming calls and outgoing emergency calls as directed by property management.

2. The roving security officer will be dispatched to the East Side Fire exit to ensure that all evacuees move away from the building and go to the proper staging area. The security officer will report the location of any physically challenged individuals staged in the stairwell and advise the desk when an entire floor has been evacuated.

3. If possible a security officer will be stationed at the West Fire Exits of the building and perform the same duties as the security officer at the East Exit.

4. All other security officers will report to the Security Desk for assignment.

Authority Having Jurisdiction

1. Made up of the police, fire, or any other government agency having the responsibility for public safety.

2. Takes total command of all aspects of an emergency upon arrival.

3. Responsible for the safe and orderly evacuation of all individuals in danger during an emergency.

4. Assists physically challenged individuals from the building.

5. Makes the final decision to recommend or order an evacuation of affected floors or the

entire building based on the situation, circumstances and information available.

6. Responsible for resolving the emergency as quickly as possible to prevent loss of life

and property.

When the fire alarm sounds, do not call the security desk to ask if the alarm is real.

Proceed with your evacuation per the plan set forth in this manual while following the

direction of local authorities and property management.

Emergency Evacuation Procedures

All Emergencies contained in this section require immediate notification of the Property Manager and Chief Engineer. Further notifications will be made as instructed by property management.

Fire and Emergency Evacuation Procedure

All tenants must follow the designated emergency procedure and evacuation plan set forth by Piedmont Offices Property Management Office. The tenant shall provide Piedmont Offices with a list of Floor and Area Wardens for their tenant space. These individuals will be responsible for the evacuation procedure within their designated area.

EMERGENCY PROCEDURE AND FIRE EVACUATION PLAN (ADMINISTRATION)

1. The Property Manager and the Management team of CNL Center are responsible for establishing the plan.

2. The Tenants are responsible for assigning Floor and Area Wardens and for submitting the list to the Piedmont Management Office.

3. The Property Manager is responsible for the training of Floor and Area Wardens.

4. The Tenant is responsible for ensuring that their Floor and Area Wardens attend the scheduled training.

5. The Floor Wardens are responsible for ensuring that all the individuals within their tenant space are familiar with the evacuation plan and evacuation routes.

6. The Tenants are responsible for updating the Floor and Area Wardens List whenever a change is made.

7. The Property Management Staff is responsible for assisting with the orderly evacuation of the building.

Evacuation Procedure (General)

The evacuation procedure established by Piedmont must be followed during any emergency requiring evacuation.

When a fire alarm is sounded on your floor, you must immediately begin evacuation procedures. All fire exits are clearly marked with lighted exit lights.

1. Proceed to the nearest stairwell under the direction of the Floor Warden. Do not use the elevators. Never enter a stairwell if you observe smoke or fire. Use the alternate stairwell.

2. When descending the stairs always stay to the right. Firefighters ascending the stairs to respond to the emergency will always stay to the left.

3. If you observe a fire prior to the fire alarm, go to the nearest pull station and pull the alarm. Call 911. Upon arrival, the Orlando Fire Department assumes control of the emergency.

4. Information will be distributed over the building's Voice Evacuation System.

5. If the alarm is determined to be an actual fire or threat an announcement will be made on all floors advising the tenants of the fire, nature of the threat, and any other information available.

6. Secondary notification system will be by phone.

7. Third notification system will be by messenger.

8. In all cases of fire, the primary notification system will be the fire alarm system.

9. All occupants of the building must evacuate completely out of the building and join their group in the designated staging area. “Do not gather directly outside of the building.”

10. Physically challenged individuals will be staged inside the emergency west exit stairwells when possible. The emergency exit stairwell walls are fire rated for 2 hours and the doors rated at 90 minutes. They are also pressurized to keep out smoke. Keep doors closed whenever possible. If staging is not possible inside the stairwell, physically challenged individuals will be staged outside the west emergency exit. If it is not possible to use the west stairwell as the staging area for physically challenged individuals, then they should be staged in the east stairwell.

11. Security will be notified by the Floor Warden or Area Warden at the earliest opportunity of the location of all physically challenged individuals so that the fire department can evacuate them.

12. It is important to note that doors should be closed during a fire to contain the fire to a concentrated area. This will also reduce the amount of oxygen in the compartmentalized area. All newly constructed buildings are built to section off areas in case of an emergency.

13. Never break a window to let out smoke. This will only add oxygen to the fire and allow a fire to burn faster and spread.

14. The Area Warden will search all areas of their tenant space to ensure that all individuals have been located and evacuated before leaving the floor.

15. Under certain fire alarm conditions concerning the elevator or elevator lobby, all elevators will proceed to the 2nd floor or 1st floor. If this occurs, you must exit the elevator immediately as soon as it stops. (When the fire department arrives, they will call all elevators to the lowest level.)

16. All occupants must evacuate the building in a calm and orderly manner. Do not panic.

NEVER TREAT A FIRE ALARM AS FALSE. IF THE ALARM IS FALSE, YOU WILL BE ADVISED OVER THE VOICE EVACUATION SYSTEM. DO NOT CONTACT THE SECURITY DESK TO ASK IF THE ALARM IS FALSE. THIS WILL ONLY SLOW THE EVACUATION PROCESS AND TIE UP EMERGENCY PHONE LINES.

PHYSICALLY CHALLENGED INDIVIDUALS

During an emergency there are some individuals that for one reason or another cannot descend the emergency stairs.

These individuals will require assistance from the fire department to exit the building should it become necessary. It is the responsibility of the Floor and Area Wardens to make sure that these individuals are brought to a designated safe location for assistance.

The designated safe location at CNL Center is inside the emergency exit stairwells on each floor. These stairwells have a two-hour fire rated wall and a ninety-minute fire rated door. This means that anyone inside the stairwell will be safe from fire for a minimum of 90-minutes. This coupled with the fully sprinklered building and smoke exhaust fans in the stairwells makes the stairwell the safest place to be during an actual emergency.

Procedure

A list of physically challenged individuals is to be submitted to property management for distribution to the fire department and mustering purposes during an emergency.

Physically challenged individuals are to be staged inside the west emergency stairwell on each floor. If it is impossible to stage in the west stairwell then the east stairwell can be used.

Security is to be notified of the location of all physically challenged individuals as soon as possible, either by phone or in person at the exterior emergency exit.

If possible ask for a volunteer to stay with the staged individuals for reassurance and assistance.

Upon arrival the fire department will be given the location of all physically challenged individuals.

The first fire unit on the scene will be assigned to fight the fire.

The rescue team will arrive at the same time or soon after. Their assignment will be to assist all individuals who are unable to descend the stairs on their own.

The first individuals assisted will be those in the area of the emergency.

Those individuals not in immediate in danger will be assisted shortly thereafter or when it becomes necessary to do so. The fire department will make that decision.

During the emergency, periodic announcements will be made keeping everyone informed of the situation.

Should the alarm be determined to be false, staged individuals may be instructed to return to their work area without ever being assisted out of the building.

Once the announcement is made that an emergency no longer exists, staged individuals can leave the stairwell and return to work.

THE KEY IS TO MAKE SURE NO ONE PANICS AND THAT STAGED INDIVIDUALS UNDERSTAND THAT ASSISTANCE IS ON THE WAY AND THAT THEY ARE SAFE INSIDE THE STAIRWELL.

EMERGENCY EXITS AND STAGING AREAS

CNL CENTER 1

1. From the East and West stairwells, proceed out of the building using the lobby doors, walk towards the corner of Orange Avenue and South Street near the “asparagus” structure which is the staging area. This is the Primary Staging Area.

2. From the West tenant space, exit the building using the West exterior door, walk towards the corner of Orange Avenue and South Street near the “asparagus” structure which is the primary staging area.

A Secondary Staging Area is located between City Hall and CNL Tower 2 if additional room is needed.

CNL TOWER 2

1. Primary Staging Area – The East half of the building should proceed down the stairwells and exit building front entrance doors, walk across the plaza to the area in front of CNL Center 1 staging area near the fountain.

2. Secondary Staging Area – The West half of the building should proceed down the stairwells and exit building using the rear doors exiting onto Boone Avenue, walk behind City Hall, and proceed to the grassy area on the corner of Boone Avenue and South Street, across from the Loading Dock of City Commons Parking Garage.

Always proceed to the closest emergency exit during an emergency and proceed down the stairs and stay as far away from the building as possible. You may be directed to another staging area by the authority having jurisdiction should the need arise due to bomb threats or multiple building emergencies.

All of the foregoing information is based upon the assumption that time for proper instructions will be available and that appropriate instructions can be given. It is recognized that due to the nature of the emergency, there may be times when Floor or Area Wardens will have to depend on their own initiative to properly take care of the situation.

Alarm and Fire Safety System

Synopsis

CNL Center II is equipped with a fire alarm system, which is designed to detect fire, smoke, heat, and water flow. Located throughout the building there are smoke detectors and heat detector designed to detect fire and smoke. Pull stations, audible and visual devices are installed to alert you of an emergency. The Fire Alarm System is programmed to sound an alarm on the fire floor, the floor above the fire floor and the floor below the fire floor. The building is fully equipped with a sprinkler system, which is designed to extinguish a fire before it spreads. In addition, there are at least two (2) fire extinguishers located on each floor. These can be found near the East and West emergency exit stairway. The fire alarm system is monitored 24 hours a day by a Central Monitoring Station and the Security Desk.

Smoke detectors, sprinklers, manual fire pull stations, and heat detectors when activated will sound an audible and visual alarm on the fire floor, the floor above and the floor below. These devices transmit a signal to the fire panel, which in turn will transmit a signal to the Central Monitoring Station. The Central Monitoring Station will dispatch the fire department immediately. The Security Desk will also receive a signal and will immediately initiate an investigation by building personnel. In cases where an individual detects a fire before the alarm devices make the detection, that individual will go the nearest pull station and activate the alarm to put the Emergency Plan in motion.

Any of the above systems being activated will set into motion the Emergency Evacuation Plan as described in this manual.

In the unlikely event of a fire, the sprinkler system will activate and is designed to extinguish the

fire.

Once the fire and or police department arrive on the scene they assume command and control

of all emergencies.

Active Shooter

General Information

An active shooter is an individual engaged in killing or attempting to kill people in a confined and populated area. In most cases, active shooters use firearms and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims. Because active shooter situations often are over within 10 to 15 minutes, before law enforcement arrives on the scene, individuals must be prepared mentally and physically to deal with an active shooter situation. The below is a recommended course of action provided by the Department of Home Land Security.

Procedure When an active shooter is in your vicinity quickly determine the most reasonable way to protect your own life. Remember that customers and clients are likely to follow the lead of employees and managers during an active shooter situation.

Run / Evacuate

If there is an accessible escape path, attempt to evacuate the premises. Be sure to:

Have an escape route and plan in mind

Evacuate regardless of whether others agree to follow

Leave your personal belongings behind

Help others escape, if possible

Prevent individuals from entering an area where the active shooter may be

Keep your hands visible

Follow the instruction of any police officer

Do not attempt to move wounded people

Call 911 when you are safe

Hide Out

If evacuation is not possible, find a place to hide where the active shooter is less likely

to find you.

Your hiding place should:

Be out of the active shooter’s view

Provide protection if shots are fired in your direction (e.g., an office with a closed &

locked door)

Not trap you or restrict your options for movement

To prevent an active shooter from entering your hiding place:

• Blockade the door with heavy furniture & if possible lock the door

• Silence your cell phone

• Turn off lights

• Turn off any source of noise (e.g. cell phones, radios, televisions)

• Hide behind large items (e.g., cabinets, desks)

If evacuation or hiding out is not possible:

Fight / Take Action Against the Active Shooter

As a last resort, and only when your life is in imminent danger, you may choose to attempt to

disrupt and/or incapacitate the active shooter by:

• Acting as aggressively as possible against him/her

• Throwing items and improvising weapons

• Yelling

• Committing to your actions and follow through

How to Respond when Law Enforcement Arrives

Law enforcement’s goal is to locate, contain and stop the active shooter as soon as possible.

Officers will proceed directly to the area in which the last shots were heard.

• Officers usually arrive in pairs

• Officers may wear regular patrol uniforms or external bulletproof vests, helmets & other

tactical gear

• Officers may be armed with rifles, shotguns and handguns

• Officers may shout commands and push individuals to the ground for their safety

• How to react when law enforcement arrives:

• Remain calm, and follow officers’ instructions

• Put down any items in your hands (e.g., bags or jackets)

• Immediately raise your hands and spread fingers

• Keep hands visible at all times

• Avoid pointing, screaming or yelling

• Do not ask officers for help or direction when evacuating, just proceed in the direction

from which officers are entering the premises

Bomb Threat

Most bomb threats are false alarms, however, you can never be sure which threats are real and which threats are false. All bomb threats should be treated as real and reported immediately.

Procedure for Handling Bomb Threats

1. Obtain as much information as possible from the caller. See attached Bomb Threat

Check List.

2. If available check your caller I.D. and copy down the caller’s phone number. In some

areas after hanging up you can press *57 on your phone to retrieve the callers phone

number.

3. Call 911 as soon as you hang up and advise the police or fire department.

4. It is important that you give the 911 operator the following information:

a. Building address including your floor number and suite

b. Your name

c. Tenant name

d. Your telephone number

e. Exact location of where the bomb is if the caller specified

f. Exactly what the caller said using the Bomb Threat Checklist

g. Wait for instructions

5. Notify the Piedmont Offices Property Management Office at (407) 649-0036. This

number is monitored 24/7.

6. After normal business hours, weekends, and holidays, notify the CNL Center Security

Desk at (407) 540-7650 or call (407) 649-0036.

7. Upon arrival on the scene, the Orlando Police Department (O.P.D.) or the Orlando Fire

Department (O.F.D.) will assume total control of the situation. They will make decisions

or recommendations based on the situation or circumstances.

8. If the Bomb Threat is perceived to be real the Orlando Police Department (O.P.D.) or the

Orlando Fire Department (O.F.D.) will advise you of their recommendation to evacuate,

however, "the decision to evacuate will ultimately be made by the individual tenant"

unless mandatory evacuation is ordered.

9. Should the decision be made to evacuate an announcement will be made on all floors

advising tenants that there is a bomb threat in the building. An evacuation of the affected

floors or the entire building will begin based on the recommendation of the Authority

Having Jurisdiction. Notification will either be made by use of the Voice Evacuation

System or in person by the AHJ, Security, or Management. The buildings fire alarm

system may also be activated to assist in the evacuation. If this occurs horns will sound

and strobes will flash indicating an emergency.

10. A tenant can choose to evacuate the building prior to the authorities advising or

recommending doing so. If however, such evacuation is not in the best interest of

safety, the fire or police department can override that decision.

11. If the fire, or police department believe that there is imminent danger, they have the

authority to order the immediate mandatory evacuation of the premises either by area or

the entire building. All tenants must comply with a mandatory evacuation order.

12. If the decision to evacuate is made, the Floor Warden will begin the evacuation

procedure and advise the Security Desk of their action. When evacuating remember to

always stay to the right of the stairwell to allow Firefighters the use of the left side of the

stairwell.

13. The Area Warden and other individuals familiar with the tenant space will be assigned by

the Floor Warden to begin a search of the area for suspicious looking packages. This

will be requested by O.P.D. or O.F.D. upon their arrival due to the fact that tenants know

their spaces and what belongs there better than the fire or police department.

14. Evacuation procedures will be the same as for fire.

15. Remember that once the local authorities arrive they will take command of the situation

and make the necessary decisions.

16. Should it become necessary to evacuate, individuals are to exit entirely outside the

building. Relocation to another floor is not an option. The minimum safe distance is 500’.

What to do if a suspicious package is found:

a. Do not touch the package. Touching triggers tragedy.

b. Notify O.P.D. or O.F.D. immediately of the location of the package. They will

assume full responsibility for the package.

c. Keep everyone away from the package until the authorities arrive.

Never use a two-way radio. Some bombs are made to detonate by radio signal.

Identifying Suspicious Packages and Letters

Some characteristics of suspicious packages and letters include the following:

a. Excessive postage

b. Handwritten or poorly typed addresses

c. Incorrect titles

d. Title, but no name

e. Incorrect spelling of common words

f. Oily stains, discolorations, or odor

g. No return address

h. Excessive weight

i. Lopsided or uneven envelope

j. Protruding wires or aluminum foil

k. Excessive security material, such as masking tape, string, etc.

Guidelines For Handling Anthrax and Other Biological Agent Threats

Many facilities in communities around the country have received anthrax threat letters. Most

were empty envelopes; some contained powdery substances. The purpose of these guidelines

is to recommend procedures for handling such incidents.

Procedure for Handling Powdery Substances

1. The floor where the suspicious substance was opened will be evacuated through the

voice evacuation system following the established procedures.

2. Do not try and clean up the powder. Cover the spilled contents immediately with

anything (e.g., clothing, paper, trash can, etc.) and do not remove the cover.

3. Turn off local fans or ventilation units in the area.

4. Leave area immediately and close the door, (if possible) or section off the area to

prevent others from entering (i.e., keep others away).

5. Wash your hands with soap and water to prevent spreading any powder to your face.

6. Dial 911 to report the incident to local police.

7. Notify Piedmont Offices Property Management office, or the security desk during normal

business hours. During nights, weekends, and holidays, notify the security desk.

8. Property Management will respond by shutting down the air handling system in the

building.

9. Remove heavily contaminated clothing as soon as possible and place in a plastic bag, or

some other container that can be sealed. This clothing bag should be given to the

emergency responders for proper handling.

10. Shower with soap and water as soon as possible.

11. If possible, list all people who were in the room or area, especially those who had actual

contact with the powder. Give this list to both the local public health authorities so that

proper instructions can be given for medical follow-up, and to law enforcement officials

for further investigation.

Procedure for Handling Aerosol Based Substances

Severe Weather Conditions

Hurricanes / Tornados / High Winds

Central Florida has the potential for severe weather conditions and is considered the lightning capital of the United States. CNL Center is a high rise building located in Orlando, Florida, which adds to the possibility of severe damage during inclement weather. Preparation is the key to life safety and will minimize property damage.

Severe weather conditions can usually be anticipated and each Tenant will be responsible for

deciding what action he/she will take. Even though tornadoes are not frequent hazards in this

area, they have been encountered on occasion. This type of emergency gives little or no

warning and there is no way to determine duration or severity.

If any tenant is aware of the possibility of a tornado in this area, he should advise Building

Management. They, in turn, will advise all tenants.

Below are your recommended instructions depending on the type and severity of the weather

and whether there is adequate time for evacuation.

If a hurricane, tornado or other severe weather condition presents a threat to the occupants of

the building, and there is not enough time to evacuate, follow the procedures below:

• The Fire Warden(s) should move personnel to areas of the building AWAY from the

windows and other exposed areas into more protected areas of the building. (Inner

offices, corridors, closets, restrooms).

• DO NOT stand under light fixtures or other objects that may fall.

• Close all window blinds at exterior windows and close the exterior office doors, creating

a barrier from the outside windows.

• In the case of a tornado and there is no time to get into a suggested area, as stated

above, get under a desk or something to provide protection from flying glass and/or

debris.

• Remain in place, if possible, until it has been determined that the severe weather has

completely passed and left the area.

• Fire Warden(s) should check their areas for injured employees, fires or other damage

caused by the storm.

• If fire or damage has caused unsafe conditions in the building, the Fire Warden(s)

should proceed with an evacuation as may be required for the safety of the occupants of

this area.

• As soon as possible, the Fire Warden(s) should notify Building Management of any

damage and ascertain recommended procedures to follow.

If a hurricane or other severe weather condition presents a threat to the occupants of the

building and there is time to evacuate and prepare your area, follow these procedures:

• Valuable equipment and documents should be moved from outer offices to interior

rooms. Materials and equipment should also be covered and stored in plastic to reduce

any effects of water damage.

• All loose paper, documents and other items should be filed and stored away from

windows to reduce flying debris in case windows break out.

• Close all window blinds on exterior windows and close all doors between outer offices

and inner spaces, creating as much of a barrier from the outside window as possible.

• All computers, telecommunications equipment, office equipment and appliances should

be turned off and unplugged to protect them from possible power surges.

• Critical data or equipment should be prepared for removal to a safe location.

• Personal belongings should be gathered so they can be removed easily when an

evacuation order is given.

The National Weather Service monitors and reports the movement of severe weather conditions

well in advance.

TORNADO WATCHES

Tornado watches are issued by the National Weather Service for areas threatened by tornadoes

and severe thunderstorms. These watches specify a time period and area where tornado

probabilities are highest. During a watch, look for threatening weather and stay tuned to radio

and television for more information.

TORNADO WARNINGS

Tornado warnings are issued by local National Weather Service offices when a tornado has

been sighted or indicated by radar. Warnings describe the area that could be affected. If a

warning is issued, take cover immediately. While there is no guaranteed safe place during a

tornado, there are some locations that are better than others.

Emergency Actions - Tornado

Tornado warnings are issued by the local National Weather Service when a tornado has been

sighted or indicated by radar. The Banyan Street Capital property management will notify the

building occupants of the situation. Please follow these procedures in the event of a tornado:

When a tornado is sighted, TAKE SHELTER IMMEDIATELY.

Stay away from the windows, glass doorways and outside walls.

Close the doors to exterior offices and go to small interior rooms, restrooms, stairwells, or inside

hallways.

Protect your head and crouch down to make yourself as small a target as possible.

Once the National Weather Service has lifted the tornado warning in our area, the building

occupants will be notified that it is safe to resume normal activities.

Tenant Responsibility

c. Proceed to the inner part of the floor, such as elevator lobby, restrooms, etc.

Stay away from windows and other glass.

d. Floor Wardens and Area Wardens will assist individuals to a safe area and

account for all occupants of their floor.

e. Should the tenant decide to evacuate the building, the Management Office at

(407) 649-0036 must be notified if during normal business hours. After hours,

holidays, and weekends, you must notify the CNL Security Desk at 407-650-

1524.

f. When the floor is completely evacuated, the Floor Warden must notify the

Property Management Office or the Security Desk.

g. All structural damage, leaks, fires, etc. must be reported to the Property

Manager's Office immediately.

h. When the emergency ceases to exist, all damage must be reported to the

Property Management Office.

If severe structural damage occurs, it may become necessary for engineering to shut

down power to the building for safety reasons.

Power Failure

In the event of a power failure within CNL Center, the emergency generator will automatically start. The generator will supply electricity to the emergency lighting system and the life safety systems. The building will not have full electrical ability until power is restored.

Power Outage

1. Notify the Property Management Office during normal business hours at (407) 649-0036. After hours, weekends, and holidays, notify the CNL Center Security Desk at 407-650-1524.

2. A representative of Piedmont Management will make contact with the Orlando Utilities

Commission.

3. Floor Wardens will check the elevators on their floor. If anyone is trapped in the

elevator, they will advise them to remain calm and then notify security. Elevators in CNL

Center are programmed to proceed to the lowest floor and open the doors during a

power outage.

4. The Floor Warden will assign an individual to remain at the elevator to reassure those

individuals trapped in the elevator should this occur until they are removed. All elevators

are equipped with phones or intercoms to communicate with the monitoring service.

5. If the power remains off for more than 30 minutes, the Floor Warden will check with the

Management Office or Security Desk depending on the hour for instructions. If the

power company advises of a prolonged power outage, it may become necessary to

evacuate the building using the fire evacuation procedure.

Medical Emergencies

From time to time, medical emergencies can arise where tenants or visitors to CNL Center

require first aid. It is suggested that tenants maintain a first aid kit within their tenant space.

Some medical emergencies may require emergency response by trained professionals, i.e.

paramedics, ambulance.
