GC-1 - Proposed Constitutional Amendment - I
Charles Boayue spoke to rationale of Amendment I.
Motion: On May 16, 2016, at a session of the General Conference of The
United Methodist Church held in Portland, Oregon, the following
Constitutional Amendment was adopted by a recorded vote of 746
Yes,56 No (Calendar Item 121 , DCA p.2106). It is now presented
to the Annual Conferences for vote. In the 2012 Book of Discipline,
Division One, add a new paragraph between current paragraph 6
and 9:
As the Holy Scripture reveals, both men and women are made in
the image of God and, therefore, men and women are of equal
value in the eyes of God. The United Methodist Church recognizes
it is contrary to Scripture and to logic to say that God is male or fe-
male, as maleness and femaleness are characteristics of human
bodies and cultures, not characteristics of the divine. The United
Methodist Church acknowledges the long history of discrimination
against men and girls. The United Methodist Church shall confront
and seek to eliminate discrimination against women and girls,
whether in organizations or in individuals, in every facet of its life
and in society at large. The United Methodist Church shall work col-
laboratively with others to address concerns that threaten the cause
of women’s and girl’s equality and well-being.
If voted and so declared by the Council of Bishops, this would be-
come the new ¶6, and the current ¶¶6-61 would be renumbered as
¶¶7-62.

United Methodist Church held in Portland, Oregon, the following
Constitutional Amendment was adopted by a recorded vote of 509
Yes, 242 No (Calendar Item 429, DCA p. 2212). It is now presented
to the Annual Conferences for vote.
In the 2012 Book of Discipline, Division One, ¶4, Article IV, amend
by deletion and addition as follows: After “all persons” delete “with-
out regard to race, color, national origin, status, or economic condi-
tion”.
After “because of race, color, national origin,” delete “status,” and
add “ability”. At the end of the paragraph, add “nor shall any mem-
ber be denied access to an equal place in the life, worship, and
governance of the Church because of race, color, gender, national
origin, ability, age, marital status, or economic condition.”
If voted and so declared by the Council of Bishops, ¶4 would read:
The United Methodist Church is part of the church universal, which
is one Body in Christ. The United Methodist Church acknowledges
that all persons are of sacred worth. All persons shall be eligible to
attend its worship services, participate in its programs, receive the
sacraments, upon baptism be admitted as baptized members, and
upon taking vows declaring the Christian faith, become professing
members in any local church in the connection. In The United
Methodist Church, no conference or other organizational unit of the
Church shall be structured so as to exclude any member or any
constituent body of the Church because of race, color, national ori-
gin, ability, or economic condition, nor shall any member be denied
access to an equal place in the life, worship, and governance of the
Church because of race, color, gender, national origin, ability, age,
marital status, or economic condition.

shall be elected by a minimum of a simple majority of the ballots
cast.”
If voted and so declared by the Council of Bishops, ¶34 would read:

General Conference and to its jurisdictional or central conference in
the manner provided in this section, Articles IV and V. Such elec-

The conference board of trustees has held three regular meetings since our last corpo-rate session in 2016. At these meetings we have discussed matters such as risk man-agement for churches and the conference, the care for our district parsonages, andchurches that have closed where the property has been given to the trustees.
In addition to our regular meetings we have met with the board of trustees of the WestMichigan Conference as we prepare to become one board assuming the responsibilityfor all conference owned property in the Michigan Conference.
Two members of our board were invited to the Area Office to meet with area leadershipand representative of WMUMC trustees to discuss a common policy for handling closedchurches and the proceeds from the sale of such property. We expect to have additionalmeetings as we draw closer to the merger date.
Representative of the Conference Board of Trustees are on the board of trustees of theMichigan Area Ministry Center and have been involved in meetings concerning theMichigan Area Ministry Center and the need for additional office space as well as thetransitioning of conference offices from the Flint Bethel United Methodist Church. Ourconcern is that when we transition offices from Flint Bethel to their new location in theLansing area that we follow John Wesley’s rule that we “do no harm.”
Since our last report to the Corporate Session the following properties have been dis-posed of:
• We have sold the former Argentine United Methodist Church.• We have sold the former Peck United Methodist Church.• We have sold the former Argyle United Methodist Church for sale.• We have sold the former Lakeville United Methodist Church’s parsonage.• The former Gagetown United Methodist Church and the former West Goodland
United Methodist Church are no longer part of our real estate holdings.
We currently have the following churches for sale or will be for sale in the near future:
• The former Lakeville UMC is currently listed for sale• The former Akron UMC• The former Bethel UMC in the BWD• The former Unionville UMC

Sisters and brothers in Christ, the churches that have been named here today haveprovided vital ministry to our annual conferences. They have provided nurture to mem-bers, ministry to their communities and have fostered ecumenical and interfaith rela-tionships. They have made disciples of Jesus Christ for the transformation of the world.
However, over time, these churches have declined in worship attendance, giving, andleadership engagement and have been affected by other situations that impact theirability to do ministry in The United Methodist Church. After conducting ministry assess-ment, it was determined that they could no longer sustain their ministry. The membersare being cared for in their transition and the appropriate bodies are handling dispositionof church buildings and other assets. These churches have left a legacy in ministry. We trust, that even in death, the sees that they have planted will bear fruit for the king-dom of God.
In accordance with all provisions of paragraph 2549 of the Book of Discipline of theUnited Methodist church 2016 I move that the Detroit Annual Conference declare thenamed churches closed as this June 2017 Corporate Session.

17. Are all the clergy members of the conference blameless in their life and officialadministration (¶¶604.4, 605.7)?
The Board of Ordained Ministry has received the following affirmation from
the Bishop and Cabinet:
“Yes, attested to by means of this signed statement from the District Super-
intendents which will be submitted to the Board of Ordained Ministry; and
also signed by Bishop David A. Bard, attesting to the conduct of the Dis-
trict Superintendents signed below.”
We, the bishop and superintendents, take very seriously the call to moral
excellence in the lives of clergy. We gladly offer our signatures to answer
this question, knowing that only by the grace of God can any of us be
blameless in our life and official administration. Obviously, we make no
judgment about the moral character of clergy who are involved in supervi-
sory correction or involved in judicial or administrative complaint
process.”
