NOTAM Modernization Summit Session #2: Implementation of ICAO Standards

19

ICAO NOTAM Format Transition

FAA policies and procedures will be revised to incorporate

ICAO Standards and Recommended Procedures

(SARPS). The Federal NOTAM System (FNS) will be updated to publish all

NOTAMs in ICAO Format.

The FAA is changing the format for Notices to Airmen (NOTAM) to align with international standards. Target Date for implementation is

December 2024.

Our mission is to implement high

quality, discoverable, and accessibleICAO-compliant

NOTAMs.

20

Benefits

Flight Planning Service Providers: Enhanced capabilities for sorting and filtering of NOTAM data

Industry Engagement: Outreach and Education for stakeholders on best practices for NOTAMs and new format

Global Harmonization: Promotes further global harmonization among neighboring ANSPs

Policy: Standardization with ICAO Standards and Recommended Practices

Pilots: Ability to access the right NOTAMs at the right time

Air Carriers: NOTAMs displayed in same format for domestic and International operations.

21

ICAO Familiarization Enhancement (Phase 1) will update how FNS translates digitally originated NOTAMs by implementing the most up-to-date ICAO formatting standards

“Phase 1” will NOT include ICAO numbering or NOTAM series.

Things we did well• The logistics of the transition days• The transition itself• Training on systems • Update of all related documents / Communication• Continuous learning…

NAV CANADA PROPRIETARY30

Things we could have done better› Training of our staff: more emphasis on uncommon situations, the purpose of Q-line, the

consequences of inconsistent entries› Training Material for originators (vertical limits, radius and coordinates)

• Originators are they aware of what additional data they need to provide?

› Communication with NOTAM Users• Do NOTAM users understand how the different format/concept affects how to search for NOTAM?

Do they know what they are getting when searching?

› Consider how much time it takes to enter a NOTAM (decision making)• More pre-defined scenarios

› Show the Q-line / More search features for NOTAM Search

NAV CANADA PROPRIETARY31

› Identical text› Reduction of service in control zone› 21 permutation of Q-line

Conversations

› If no automation, test your rules with real people

› Analyze your outputs / share them & adjust› Ask your originators what challenges they

experience in finding info / make it easy› Engage with other ANSPs – Align as much

as possible› Engage with Airlines & system providers –

Share the decoder ring / consult
