File No. 15-0011). Background California and federal laws provide direction regarding the display of the United States and state flags. Specifically, state statute requires these flags to be displayed prominently at certain public and private locations. State law also requires that in places where both flags are displayed, the national flag be placed in the position of first honor, such as above the state flag. Similarly, federal law generally specifies that no other flag, including any state flag, should be placed above or, if on the same level, to the right of the United States flag. Proposal The measure amends state law to require that, where the national and state flags are both displayed, the state flag be placed in the position of first honor. Fiscal Effects This measure will likely have no fiscal effect on state or local governments because it is not expected to generate additional workload for state or local agencies. Summary of Fiscal Effects. This measure would have the following fiscal effect: Likely no fiscal effect on state and local governments.
