IntroductionThe 2021–2022 Five Year Highway Improvement Plan outlines government’s approach to building, repairing and maintaining the province’s 23,000 kilometres of roads and highways and its 4,100 bridges. The plan includes major highway and road projects, repaving, major bridge replacements, capital maintenance, and infrastructure work that the province plans to pursue annually, over the next five years.Sharing the specific plans for road improvement in the Five Year Highway Improvement Plan early gives the province’s roadbuilding sector a better opportunity to prepare for the more than 150 upcoming highway improvement projects in the coming fiscal year. It also keeps Nova Scotians informed about the important road and bridge improvements being made in their communities.

Ongoing expansion of twinned highwaysThe department is continuing with its ambitious plan to twin highways at four locations around the province, highlighted by the groundbreaking in July of the Highway 104, Sutherlands River to Antigonish twinning project (38 kilometres). The twinning projects also include Highway 101, Three Mile Plains to Falmouth, including the Windsor Causeway (9.5 kilometres); Highway 103, Tantallon to Hubbards (22 kilometres); and the construction of the four-lane Hwy 107, Sackville-Bedford-Burnside Connector between Burnside and Bedford in suburban Halifax (9.0 kilometres). The department will continue to invest in safety improvements for highways not being twinned. That work involves improving at-grade intersections and adding passing lanes, climbing lanes, and turning lanes as well as roundabouts.

Major Projects – New, Ongoing, and Recently CompletedConstruction will begin this summer on the Highway 102 Aerotech Connector project, which includes a new connector road between Trunk 2 and Hwy 102 at Exit 5A, roundabouts, and two other structures. This project will allow direct access to Highway 102 from Wellington and surrounding areas, providing improved connectivity of the provincial highway network.Planning and preliminary design work on a new Bridgewater Interchange on Highway 103 is complete. Construction will get underway in Spring 2021 and

be completed in 2022. The project will provide improved access to the highway and support future growth of the Bridgewater Business Park. The 11-kilometre newly twinned section of Highway 103 between Tantallon and Ingramport was opened in December 2020. Subgrade and bridge work continues on the second phase of the Hwy 103 twinning project from Ingramport to Hubbards in 2021.Keeping our roads safe for the public is our top priority. Safe and efficient roundabouts help us achieve that goal. Improvements for the Port Hastings Rotary where highways 105 and 104 meet are planned for 2021–2022, upgrading the rotary to a roundabout. Construction of a new roundabout at the intersection of Highway 105 and Rte. 252 at Whycocomagh was completed this year. Roundabouts were also built and opened at Beech Hill Road and Trunk 4 in Antigonish and Kings Road and Trunk 4 in Sydney River. Three more roundabouts are planned as part of the Kings Road upgrades in Sydney River.Construction is underway on Trunk 30 from MacLellans Cross Road to Victoria/Inverness County Line and will be completed in 2021.

Economic Stimulus Investments in Roads and BridgesCOVID-19 is a public health emergency unprecedented in Nova Scotia. Government, municipalities, and citizens took extraordinary measures to limit the spread of the virus in order to keep our families and our communities safe. In May, the province took steps to address the economic impact of the pandemic, announcing a $230 million investment in shovel-ready projects to keep people working and get the economy moving again. This included almost $100 million for additional paving, gravelling of roads, and bridge work. The investment allowed government to add or advance planned construction and maintenance work on road, bridge, and highway projects right across the province.

Gravel Road ProgramThe province’s ongoing Gravel Road Program improves existing gravel roads in rural Nova Scotia. It proactively rebuilds roads to improve the structure and drainage, resulting in longer-lasting roads, improved safety, and reduced maintenance costs. About $20 million will be invested in the program this coming fiscal year.

Pavement PreservationUnlike many other provinces, the Province of Nova Scotia is responsible for maintaining the majority of public roads in the province (90 per cent). The cost per kilometre is over $300,000 to repave, $500,000 to $750,000 or more to upgrade a trunk highway, and $4 million to $6 million to twin a highway. While severely damaged roads will continue to be addressed, a portion of our highway improvement budget will be set aside to help conserve paved roads before they become damaged and need costly repairs. This approach ensures that funding is used more efficiently and effectively. It is more sustainable in the long term.

Pavement Preservation is a cost-effective approach to road maintenance. It involves resurfacing a road before it begins to wear, usually with single layer of asphalt, chip seal, or microsurfacing. Every dollar spent on pavement preservation before a paved road is 15 years old can eliminate or delay having to spend $6 to $14 on rehabilitation or reconstruction when the pavement surface has failed.

Economic ImpactThe road building industry in Nova Scotia is a large source of jobs, creating more than 5,000 direct and 2,500 indirect positions every year. The total highway capital budget for 2021–2022 is expected to approach $500 million. Additional operational funding for highway maintenance will be made available as part of the 2021–2022 budget.Capital funding for highway construction and rehabilitation currently comes from three sources:1. Provincial – Highway funding in Nova Scotia includes all revenues collected through provincial fuel taxes and registration of motor vehicles, as well as other funding provided by the provincial government.Almost every dollar from Registry of Motor Vehicle fees and the fuel tax goes back into provincial roads. Over the past four years, the province has invested an additional $449 million beyond what was collected in RMV fees and fuel tax. 2. Federal – Federal funding to support highway improvement projects is provided by the New Build Canada Fund, the National Trade Corridors Fund, Investing in Canada Infrastructure Program, and the Disaster Mitigation and Adaptation Fund. The province continues to work with its federal partners to take advantage of opportunities for support where possible.3. Municipal – Municipalities contribute on cost-shared projects in their areas.

The following table lists major construction and asphalt paving projects on 100-series highways, trunks, and routes, and major bridge replacements and rehabilitations for the next five years. Local roads, pavement preservation, and gravel road upgrades are also included for 2021–2022.

How Capital Funding Is InvestedAbout $170 million will be invested in the coming year for design work, road improvement, bridge rehabilitation, equipment, and ferries. Major construction spending for new highways and bridges will be confirmed in the 2021–2022 provincial capital budget.
