Florida Center for Nursing• Established in law (FS 464.0195) 2001• Purpose – to address issues related to the nursing shortage in Florida

• Overseen by 16 member Board appointed through the Governor’s Office

Promoting Nurses as Leaders in Florida to Advance Nursing and Health Policy

SIP 3 PROJECT DIRECTOR:  Andrea Russell, DNP, RN

SIP1 Grant – February 2013 to January 2015• Funding match from The Florida Blue Foundation• Purpose: Promoting and developing leadership interest and competency among nurses across practice levels and professional settings.  Goal –increasing the profession’s presence in settings with an impact on decision making in healthcare.

• Diversity: Comparative analysis of nurse leaders to nurses and to the general population.  Goal – that Florida’s nurse leaders reflect the nurse workforce and population.

SIP 1 Study Design• Cross sectional study using an exploratory descriptive design

• Nursing leadership from the perspective of emerging and current nurse leaders

• Online survey with 56 questions• Electronically administered (Qualtrics) survey software

Sample• Target population: all actively licensed RN’s and ARNP’s in 

Florida• E‐mail invitations went out to 202,012 (FL Board list)• QUIN (20 nursing organizations)• Publication in the FL Nurse• Targeted diverse regions: S. FL, SE FL, E Central FL• Diversity Council established• FL Center for Nursing data utilized for comparison to assure a 

representative sample

Respondents• 4,467 respondents initiated the survey• 3,498 fully completed the survey• This presentation reviews data from 1,354 nurses in “formal leadership roles”

Demographics• Predominantly female (90%)• Over the age of 50 (71%)• Majority: at least a BSN (74%)• Graduate level preparation in nursing (45%)• Graduate degrees in other fields (25%)• Only 6% graduated from schools outside U. S.• Less than half working in acute care hospitals (39%)

Demographics Continued• 82% identified their  ethnicity White/Non‐Hispanic

• 83%...20 0r more years of nursing experience• Only 19% in leadership roles of less than 5 years• 59% indicated they would retire within 10 years

– 20% to retire within 3 years

Key FindingsFL Nurse Leaders Are….• Older, well educated and have longevity in leadership• Significantly less diverse (18%) ethnic minorities than the state population of 35%

• Motivated, 61% sought out their leadership role• Confident in – knowledge (87%) – in practice (92%)Identified Contributors to Their Success• Experience, education, mentoring, right place/right time, vision, formal leadership development

Rank of Competencies• 1. Communication 72%• 2. Knowledge of the healthcare environment• 3. Clinical experience• 4. Understanding health policy• Business acumen• 98% had participated in leadership programs• 56% had been mentored or were mentoring

Barriers to Leadership• 75% Nurses are not seen to be major revenue generators as compared with physicians

• Absence of nurse visibility in policy making• Lack of a unified voice• Public perception of nursing roles• 54% Resources not readily available for leadership development

• Passed over for positions 8% ethnicity, 10% age, 9% gender, 20% education

Succession Planning• 59% plan to retire in ten years• 38% in three years• 73.5% said organizations did not have succession plans

• Only 7% believed their organizations were prepared for loss of leadership

• 68% were concerned that staff are not prepared to  assume leadership

Limitations• Large number of response, however caution used when generalizing….non‐probability nature of the sampling technique

• Sample slightly older and less diverse

Conclusions• The development of strong, knowledgeable and diverse nursing leadership in Florida is critical to the provision of quality healthcare in Florida

• Survey/study validates the FL Action Coalition Steering Committee’s decision to select Recommendation 7 (IOM) Prepare and enable nurses to lead change to advance health as a state priority

• Need for succession planning

What constitutes a “board”?• a body of elected or appointed members who manage and advise the affairs of an institution, organization or consumer group and participate in setting or recommending policy for said group– Corporate/industry boards  – Insurance company boards– Hospital or health system boards– Philanthropic boards  – Citizen‐elected boards– President, governor, major or legislature appointed advisory boards, task forces of positions
