Introduction : The Florida Department of Agriculture and Consumer Services-Division of Plant Industry (FDACS-DPI) Cooperative Agriculture Pest Survey (CAPS) program staff were engaged in many program activities including data entry, survey, public outreach, training and program development. Information on each program area is detailed in this report. NAPIS Data Base Cyndi Moncrief, FDACS-CAPS Public Information Specialist, is now the NAPIS data manager for Florida CAPS. She replaces FDACS-CAPS Pest Survey Specialist James W. Walker who has taken a position with USDA-APHIS-SITC. Cyndi entered the daily citrus greening pathology results data, monthly Fruit Fly trapping data, and Florida US, State, County, and Host records as they became available. A significant NAPIS task for this quarter was successfully uploading 8,279 negative nematology survey records representing the years 2000, 2001, and 2006 to the NAPIS data base. Additionally, 574 negative SOD survey records for 2005 were entered in this quarter. Table 1a. Pest records entered into the NAPIS database, 4th Quarter 2006.

Other NAPIS RPM: About 60 red palm mite (RPM) survey records from five counties were collected and readied for entry into NAPIS, pending six results from Dr. Cal Welbourn. All results were negative for RPM. SWPM: John Leavengood has been tabulating the results of the SWPM survey, which is up to approximately 11,000 beetles identified representing 55 Families. Cyndi Moncrief will soon begin working on formatting the data for NAPIS and uploading. Networking: Contact with State entities and other stakeholders (include training, co-op agreement activities, and rapid response planning): Dr. Mike Meadows (FDACS-CAPS PSS) continued to develop and cultivate contacts regarding the cotton crop survey and the red palm mite survey. He was able to make a large number of very important contacts regarding citrus greening, lethal yellowing, and Cactoblastis cactorum during the Puerto Rico Cross Training Program. In December, Mike focused on preparing a training program for CAPS personnel in Puerto Rico. This training occurred during December 18-23 and was a joint effort of Mike and Karolynne Griffiths (USDA-CAPS PSS). Also, preparations continued for the red palm mite survey scheduled for early 2007. As the fourth quarter ended much groundwork had been laid in regard to a planned formal red palm mite survey scheduled for early 2007. The Kendall office of FDACS-DPI played a key role in preparing for this major survey. Ed Putland, supervisor, and inspectors Eduardo Camero, Mario Hernandez, and Llynn Howerton developed highly detailed maps that will be used in the survey. Doug Gaskill (FDACS-CAPS PSS) maintained contact with Gloria Callahan (CBP Agricultural Specialist at Port Manatee) for our solid wood packing material (SWPM) trapping initiative. She has been responsible for changing the lures and collecting the insects. Doug contacted Jason Kirkpatrick at MacDill Air Force Base to request renewal of his and Michael Patterson’s (USDA-CAPS PSS), base passes in order to access a SWPM trapping site. The renewal was necessary as passes are issued based on the Federal fiscal year (October to September). The new passes are valid until September 2007. Doug also met with Joe Beckwith [USDA-SITC area director (previously the Florida CAPS ArcPad program developer/project and data manager)], Andrea Chavez (FDACS-CAPS), Cyndi Moncrief (FDACS-CAPS), and Duncan Kabinu (DPI-Data Processing) to discuss CAPS field data collection using ESRI ArcPad and MS Access. Doug and Michael Patterson, contacted Lance Tinkham (CBP Agricultural Specialist at Tampa International Airport) to establish a trapping site for the SWPM initiative. A trap was established, and Lance has been responsible for changing the lures and collecting the insects. Michael Patterson and Doug also worked with Karen Pippenger, DPI Nursery Inspector, to survey palm nurseries and a banana producer in Hillsborough County for the Red Palm Mite. At the Florida Ag Expo, Doug met Adam Basford, Assistant Director of Agricultural Policy with the Florida Farm Bureau Federation. He expressed interest in having a representative from CAPS speak at an upcoming Farm Bureau meeting.

Doug also met Kate Smithson, Park Ranger at Hillsborough River State Park. She expressed interest in exotic/invasive plants, and Doug discussed the CAPS solid wood packing material insect trapping initiative as well as other exotic pests. In the fourth quarter of 2006, a total of 8,279 records of Nematode survey HISTORICAL records were entered into NAPIS, covering years 2000, 2001, and the first 10 months of 2006. This completes the Historical Nematode survey negative records, which are now fully entered in NAPIS for the years 2000-2006. Cyndi Moncrief met with Brian Benson (FDACS-DPI), in December 2006 to check on the status of the Sudden Oak Death 2006 survey sampling results and entries. Due to the complexity of the federally-mandated National SOD Survey, Brian has been in charge of coordinating with Plant Inspection, collecting the SOD data, and uploading the survey results to the NAPIS database since 2004. SOD survey results for 2006 are not yet available since the National Survey for this year got underway in late December. When the survey finishes in February of 2007, Brian will again collect those results. Outside of the National SOD Survey, Cyndi Moncrief entered an additional 574 negative SOD survey records for 2006 into NAPIS during this quarter, which are incidental DPI records collected during regular nursery surveys throughout the year and are not a part of the National Survey. Cyndi Moncrief and Seema Degwekar (UF-IFAS), continued to refine information about existing and potential database structure. As of mid-December 2006, Seema is in the working on a test run of her program to translate our simple Excel database structure to the SPDN database structure. Later discussion should include details for an access interface for DPI, upload procedures, passwords, which will ultimately result in a first-draft “Florida Diagnostics Database Network.” Cyndi Moncrief received a request from Katherine Ellingson, SSC for CAPS South Carolina, to prepare a CAPS-South Carolina logo similar to the Florida, ER, and NY logo. This should be completed sometime in January 2007. Data Management: (includes oversight/coordination of state entry activities, timely and accurate entries with list of pests entered) Andrea Chavez (FDACS-CAPS GIS/mapping specialist) updated solid wood packing materials (SWPM) and Sirex noctilio (European wood wasp) individual survey maps for five designated regions with 5- and 10-mile buffers around all maritime and airport locations. All updated maps can be found under: I:\CAPS\Maps\Solid Wood Packing Materials (SWPM)\Updated Maps_SWPM_SIREX_INITIATIVE She also updated the SWPM trap locations in Jacksonville (Map 1). Jacksonville_trap_locations_17x22_10206 She continuously updated HLB situational maps (Map 2) listing confirmed positive trees, locations from residential properties and commercial groves, and respective positive Township-Range-Section (TRS) and Counties.

Andrea Chavez was a key player in laying the groundwork for the red palm mite survey. She generated the STR maps (a map contained one section) and emailed the map files to Kendall for printing. The

map was printed and the palm nursery details were added by DPI and ground-truthed. Dr. Meadows then photographed the map and emailed the digital image file to her. She created yet another file (Map 3) for the computerized mapping application and sent it to Doug Gaskill. He added the information to the PDA (hand-held computer) program. Andrea continued working with USDA and State officials to update information on Cactoblastis cactorum. Updated information can be found under: I:\CAPS\SURVEYS/Cactus Moth (Cactoblastis) Doug Gaskill took over the development of data collection applications using ESRI ArcPad. He obtained the current red palm mite survey files from Joe Beckwith and Andrea Chavez, and has been testing and modifying the application. Doug has also been learning JBScript, which is a programming language used to customize applications in ArcPad. He continued to track commodity surveys and sample identifications using an excel file located at: I:\CAPS\SURVEYS\CROP Surveys\Commodity Surveys Conducted.xls Cyndi Moncrief was contacted in early December by Jim Dowling of the DOACS Citrus Tree Survey in regards to NAPIS entries for a new abandoned grove citrus survey planned in 2007. She will help him to set up an Excel file and a schedule or system to send her the data for upload in January. Pest List: (provide updates on State pests of concern and exotic pests found; include any taxonomic assessments/needs and pest detection): Early in November, Dr. Mike Meadows submitted a number of pigeon pea pod fly specimens to Dr. Gary Steck, DPI taxonomic entomologist. These were collected by Mike from a host other than Cajanus cajan. At different sites, he was able to observe the fly on Rhynchosia minima. Mike submitted hand-caught specimens from R. minima as well as specimens that he reared from seed pods of R. minima. Pest Risk and Pathway Analysis: (include new high risk sites identified and “Hot Zone” pathways) N/A at this time. Surveys Conducted and Results: (methods and special equipment or supplies used) Cotton Commodity Survey: A CAPS cotton commodity survey in the Florida panhandle was started at the beginning of this quarter (October 3-5, 2006 and October 9-11, 2006). During this two-week-long survey, 28 samples were collected and submitted, but no targeted pests were detected. Targeted pests included Dysdercus sp. (cotton stainers), Oxycarenus hyalinipennis (cotton seed bug), and Planococcus minor (passionvine mealybug). Doug Gaskill (Photo 4) and Mike Meadows surveyed a total of 12 sites in 5 counties (Escambia, Walton, Washington, Jackson, and Calhoun). Twelve total locations were visited. Acreage inspected was 1,159 acres. Red Palm Mite Survey: In October, the groundwork was started for a formal CAPS red palm mite survey. Mike Meadows helped organize and participated in a pilot survey for red palm mite in Miami-Dade County conducted during October 23-27, 2006. Ten mite samples collected during the pilot survey were all negative for the red palm mite, Raoiella indica, the targeted pest. Total acreage inspected was 50 acres.

Doug Gaskill conducted red palm mite surveys in Miami-Dade, Pinellas, Manatee, Sarasota and Hillsborough Counties. These surveys have been conducted individually and in cooperation with Michael Patterson, Mike Meadows, Karolynne Griffiths and Glen Hart, DPI-Methods. These surveys have used PDAs and the ArcPad application currently under development. Many changes have been made in the application and the survey protocol as a direct result of the surveys. No red palm mites were observed, but several other mites were submitted, as requested by Dr. Welbourn, DPI Acarologist, in an attempt to identify predatory mites as well as gain a further understanding of mite populations throughout the state on palms. Solid wood packing materials (SWPM) and Sirex noctilio USDA Initiative: Two related projects (USDA Sirex noctilio and State SWPM initiative) were ongoing during the fourth quarter. Trap numbers and locations remain the same since the third quarter. The Sirex noctilio USDA Initiative for 2006 ended in October. At that time it was decided that in Florida two Lindgren funnel traps would be maintained in each port location: two international airports and two Ports of Entry. Therefore, eight Lindgren funnel traps were periodically serviced for tree-destroying insects by Mike Meadows and another six traps were maintained by the USDA in Broward and Miami-Dade Counties. Karolynne M. Griffiths was hired by the USDA near the end of the third quarter. She has assumed responsibility for the USDA’s port traps in South Florida. Samples collected in the fourth quarter received attention from Mike Meadows. Doug Gaskill made seven trips in October, November and December to service the Lindgren funnel traps at seven sites in zone D for the solid wood packing material (SWPM) survey initiative. Two sites at Port Manatee are being serviced by Gloria Callahan, CBP; one site at Tampa International Airport is being serviced by Lance Tinkham; and one site at Port of Tampa is being serviced by Michael Patterson. These materials will need to be delivered to State Forests and State Parks, and we are hoping to enlist the help of the Forestry Division offices with this task. Additionally, Denise Feiber of

DPI-TA is working with the “Visit Florida” people, who are in charge of the handout materials at the FL DOT rest stops and welcome stations on Florida highways. Lastly, Denise has also suggested that TA produce a “Firewood” Public Service Announcement video, and in her estimation it would take TA less than a week to write, film and produce.

2) The CAPS Exhibit Table Cover with imprinted CAPS logo was finished and used at the Eastern Region CAPS meeting in North Carolina.

Mike Meadows followed up on contacts made at ‘Butterfly Day’, Fairchild Gardens, July 30 regarding Papilio demoleus. Jeffrey Glassberg, President of the North American Butterfly Association, called Mike Meadows to report that he had recently personally observed P. demoleus in Puerto Rico. On November 13-15, 2006, Dr. Adam Silagyi, Dr. Wayne Dixon, Paul Hornby, Julieta Brambila, Brian Saunders, Michael Patterson, Karolynne Griffiths, Cyndi Moncrief, Mike Meadows, and Doug Restom-Gaskill all attended the Annual Eastern Region CAPS meeting in Raleigh, North Carolina (Photo 5). Michael Patterson and Doug Gaskill attended the Florida Ag Expo at the IFAS Gulf Coast Research and Education Center in Balm. They presented a tabletop CAPS display, talked with Expo attendees, and distributed pest alert materials.
