28 Mexican carriers and 10 US carriers participated in the project

Demonstration Project The project was conducted under a very
controlled environment that included : Initial screening of carriers and drivers based on
previous safety performance A pre-authority Safety Audit Followed by a more comprehensive compliance review And installation of GPS unites to monitor the carrier’s
operations
20,374 – Number of Mexican carrier Crossings into the U.S.
4,035 trips by US carriers into Mexico

was terminated The Fiscal Year 2009 Omnibus
Appropriations Act prohibits any funds being used directly or indirectly to “establish, implement, continue, promote, or in any way permit” a cross-border trucking program with Mexico

New Trucking Program
President asked USDOT Secretary to work with interested groups to propose legislation creating a new Program
Satisfy the concerns of Congress and meet our NAFTA commitments

U.S. – Canada Initiatives(Safety Rating Reciprocity)
April 29, 1994 – U.S. and Canada signed memorandum of understanding relating to the reciprocal recognition of motor carrier safety ratings
September 2008 – Achieved reciprocal recognition through exchange of letters
Both countries are working towards full exchange of crash and inspection data

U.S. – Canada Initiatives(Automated Commercial Environment/
International Trade Data System (ACE/ITDS)
ACE/ITDS is a Customs and Border Protection information system
It purpose is to facilitate legitimate trade and strengthen border security.
Motor carriers are required to file e-manifest at least 1 hour prior to US entry
Issues verified by FMCSA for ACE/ITDS include
Validity of drivers license, Status of USDOT Number and Operating
Authority, and Outstanding penalties

U.S. – Canada Initiatives(Automated Commercial Environment/ International Trade
Data System (ACE/ITDS)
If an issue is detected, the e-Manifest filer is notified via ACE
FMCSA will conduct inspection of carriers with issues, if warranted
Anticipated to “go live” in the Fall of 2009
