    On 14 November 2009 at around 0140 hours, the body of Raul Barrera Diaz, 33, was found on a road that

    leads to the Guadalupe neighborhood in the Indaparapeo municipality [19.7833 -100.9667], of

    Michoacan. Before his death, Barrera Diaz had been tortured and his genitals had been cut off with what

    appears to be a knife.

    Kidnapping Victim Found in Drug Trafficking Safe House in Cancun, Quintana Roo 17

    November 2009On 16 November around 0900 hours, Municipal Police, Judicial Officers and Army Soldiers located a

    kidnapping victim at 1355 Rio Salado Street [21.1679 -86.8820] in Cancun, Quintana Roo, after police

    received calls regarding screaming and hitting sounds coming from the residence. The victim, Rodolfo

    Arnulfo Jimnez Garca, 23, was found tied up inside the residence. Wounds on his body indicate that he

    may have been beaten with a board. The location in which Jimnez Garca was found is allegedly a drug

    trafficking safe house. However, no arrests were made as the kidnappers managed to escape before police

    arrived.

    Three Bodies Found with Jefe de Jefes Message in Acapulco and Tierra Caliente, Guerrero 14

    November 2009

    The bodies of Alvaro de Jesus Corona Ramos, 23, and Jesus Morales Beltran, 34, were found in villages

    near Acapulco [16.8500 -99.9167], Guerrero. Each of the victims had been tortured and shot several

    times. Two messages were left with the bodies that were signed by Arturo BELTRAN Leyva, Leader of

    the Beltran Leyva Cartel, and were directed towards Manuel TORRES, aka El Ondeado, an operator

    under Ismael Zambada aka El Mayo. Ismael ZAMBADA is known to be allied with the Sinaloa Cartel

    headed by Joaquin GUZMAN, aka El Chapo Guzman. The content of the messages was reported as

    follows: Message one: this will happen to all the robbers and kidnappers. Sincerely, Jefe de Jefes

    Message two: this will happen to all the kidnappers and robbers, you already know what will

    happen to you and your people, Manuel Torres, @#$%@, if your boss does not educate you, I

    will. Sincerely, Arturo Beltran Leyva, Jefe de Jefes.

    A third body with the same murder characteristics was found on a dirt road that leads to the Paso de

    Arena and Arroyo villages. This individual has not yet been identified.

    Comment: The Beltran Leyva Brothers and Ismael ZAMBADA (allied with the Sinaloa Cartel), arefighting for control of the plazas in Guerrero.

    Son of Wealthy Rancher Kidnapped in Tenosique, Tabasco 17 November 2009

    Eduardo Paz Cortez, 17, the son of a wealthy rancher, was kidnapped while on his way to a birthday party

    at the Fina Estampa Party Center [17.4715 -91.4237] located

    on 28th and 50th streets in Tenosique, Tabasco. According to

    eyewitnesses, masked and armed kidnappers driving a gold

    Tsuru forced Cortez to follow them in his own vehicle, a

    Chevy Avalanche with plates VP 40-124). Cortez later hit a

    pole and was transferred to the trunk of the Tsuru.

    On 15 November 2009 at around 1500 hours, soldiers of the

    38th Military Zone located Cortez in the village of El Bari,

    where he was transferred to base, and then his father. Later

    reports indicated that Cortez was released after his father paid

    the kidnappers a ransom of $(MXN) 5 million pesos/$(USD) 381,605 dollars.

    Six Murdered During the Last Few Hours on 17 November 2009 in Ciudad Juarez, Chihuahua 17

    November 2009

    Six individuals were murdered in separate incidents during the last few hours of 17 November 2009 in

    Ciudad Juarez, Chihuahua. The incidents were as follows:

    Event one: Jorge Alberto Reyes Carrasco, 30, was found dead inside a house located on Costa

    Ibiza Street in the Parajes de San Jose neighborhood.

    Event two: a young male, 15, died at the IMSS clinic 6 due to skull trauma. This individual was

    apparently run over. It is not clear whether this is a crime due to organized crime or an accident.

    Event three: an unidentified male around 30-35 years of age was found dead at the intersection of

    Norzagaray Boulevard.

    Event four: an unidentified male around 30-35 years of age was found dead at the intersection of

    Miguel de la Madrid and Zafra Streets in the 15 de Enero neighborhood, near the entrance to the

    Servigas shop.

    Event five: Jose Alfredo Villegas Levario, 33, was found dead inside a blue Ford Lobo at the

    intersection of Torres and Ramacoi Streets in the Roma neighborhood.

    Event six: Miguel Angel Torres Lucero, 30, was killed at the intersection of Nicolas Bravo and

    Emiliano Zapata Streets in the Salvarcar neighborhood. Event seven: Julio Cesar Sanchez Orozco, 34, was found dead at the intersection of Zaragoza and

    Carlos Ramirez Streets in the Juarez Nuevo neighborhood.

    At least twelve murders were reported on 15 November 2009 in Ciudad Juarez [30.3167 -108.0833],

    Chihuahua. They were as follows:

    Event one: the body of Jesus Alberto Macias, 31, was found at the intersection of Posada Pompa

    and Lopez Mateos Streets.

    Event two: the body of an unidentified male around 30-35 years of age was found at the

    intersection of Fierro and Niquel Streets in the Bellavista neighborhood.

    Event three: an unidentified male around 20-25 years of age was killed outside a house located

    at the intersection of Altamirano and Ramon Aranda Streets in the Barrio Alto neighborhood.

    Event four: the body of an unidentified male victim around 25-30 years of age was found at the

    intersection of Juan Andrew and Aguilas Street in the Buenos Aires neighborhood.

    Event five: Eduardo Zaragoza Gil, 49, was found dead inside a light brown Dodge Caravan in

    front of a house located on the Tecnologico Avenue in La Cuesta neighborhood. Event six: the body of Isaias Manuel Rodriguez Hernandez, 63, was found inside a shop called

    Mercantil located on the Venustiano Carranza Street in the San Isidro village.

    Event seven: Jose Geremias Garcia Calderon, 21, and Francisco Arriaga Negrete, 23, were

    killed at the intersection of Javier Medina and Bambu Streets in the Heroes de la Revolucion

    neighborhood.

    Event eight: Alvaro Antonio Jimenez Esparza, 25, was killed outside a house located at the

    intersection of Mariano Abasolo and Vicente Suarez Streets in the San Isidro village.

    Event nine: the body of an unidentified male victim around 35-40 years of age was found inside

    a white Ford Crown Victoria at the intersection of Zacatecas and Chihuahua Streets in the

    Aeropuerto neighborhood Event ten: a charred body was found in an empty lot located at the 30 kilometer mark of the

    Casas Grandes highway in the Granjas del Desierto neighborhood.

    Event eleven: the dead body of Patricia Enriquez Gonzalez, 33, was found on the Bonampak and

    Carlos Amaya Streets in the Flores Magon neighborhood.

    Soldiers captured two hitmen from the Sinaloa

    Cartel who confessed to having killed at least 45

    individuals in Ciudad Juarez [30.3167 -

    108.0833], Chihuahua. The individuals were

    allegedly wounded during a confrontation with a

    rival group and were receiving medical care at

    the IMSS clinic 66 at the time of their arrest.

    Initially, the hitmen lied and told authorities that

    they were brothers and identified themselves as

    Cristian LUCERO Miramontes, 26, and Hector LUCERO Miramontes, 20. However, their true identities

    were revealed as Arturo ARELLANO Corral, aka El Freak, 26, and Salomon BOLIVAR Villa, aka El

    Salsa, 20. They then confessed to being members of the Sinaloa Cartel operating under a cell headed by

    Gabino SALAS Valenciano. Their duty was to kill members of La Linea and the Juarez Cartel. Seized

    from these hitmen were the following items:

    (1) 9mm Intratec submachine gun, model AB-10, serial number A012369 with 1 magazine and14 rounds

    (1) 5.56mm Kel-tec rifle, model SU-16, without serial number and 2 magazines with 17 rounds

    and divided between two black plastic bags. The now arrested individuals were identified as follows:

    PGR Report Details Arrests by Cartel Since the Beginning of the Calderon Administration17

    November 2009

    The following information was provided in a report released by the PGR regarding arrests of members of

    the major drug cartels over the last three years (i.e. during Calderons term in office). Those results were

    reported as follows:

    Gulf Cartel and Los Zetas: A total of 13,358 members of this organization have been arrested.

    This number includes: 1 leader; 9 financial officers; 20 lieutenants; 723 hitmen; 215 federal, state,

    and local officials; and 12,390 small time drug dealers.

    Sinaloa Cartel: A total of 12,278 members have been arrested. This number includes: 3

    leaders; 13 financial officers; 5 lieutenants; 223 hitmen; 20 public servants from all levels of the

    government; and 12,014 small time drug dealers.

    Juarez Cartel: Arrested from this cartel were: 1 leader; 2 financial officers; 4 lieutenants; 48

    hitmen; 11 officials; 10,888 small time drug dealers; and tens of public officials.

    Tijuana Cartel: A total of 7,573 members arrested. Beltran Leyva: A total of 6,802 members arrested.

    Los Valencia: Arrested from this group were: 1 lieutenant; 18 hitmen; and 1,374 small time

    drug dealers.

    La Familia Michoacana: A total of 955 members, including: 2 financial officers; 3 lieutenants;

    234 hitmen; 40 officials

    Over half of the above arrests came from the Gulf and Sinaloa cartels.

    INSTABILITY/CIVIL UNRESTSeven Police Officers Taken Hostage by Mob in Hidalgo, Tamaulipas17 November 2009

    A mob of some 300 rock-hurling, enraged residents surrounded the regional Public Security police offices

    in the village of Santa Engracia [24.0167 -99.2000] in the Hidalgo municipality in Tamaulipas.Here, they took officers hostage and even threatened to lynch some of them. The reason for this outrage

    was the shooting death of a local day laborer by municipal police. According to the villagers, they

    decided to exact justice from authorities with their own hands, due to corruption and a series of abuses by

    said authorities. Largely due to the intervention of PFP agents, the lynching was avoided.

    Comment: This kind of historical corruption on the part of authorities in Mexico has led to distrust of the

    government and its officials. This, in turn, leads to power on the part of the narcos, who know they can

    spend money in a community and undertake projects such as building roads or schools, providing school

    supplies, helping out charities, and generally providing services that local, state, and federal governments

    should provide their citizens.

    CORRUPTIONCorruption in Mexico on the Rise According to Transparency International 17 November 2009

    The latest Index of Perception of Corruption, published by Transparency International (TI) on 17

    November 2009, indicated that Mexico, previously ranked 72, is now ranked at 89 (out of 180 countries).

    Other countries in Central and South America were ranked as follows:

    Chile and Uruguay had the highest rating of any Latin American countries; both were tied at 25

    Cuba, 61

    Brazil, Colombia, Peru, all at 75

    El Salvador, Guatemala, and Panama, all at 84

    Venezuela, 162. Only 18 countries in the list were rated as more corrupt.

    Comment: Ratings go from 1-180 with the ranking of 1 indicating a very low level of corruption and 180

    showing the highest possible levels of corruption.

    SOCIO-ECONOMICGang Life: Should it be Criminalized or is it the Result of the Lack of Opportunities for Young

    The State of Quintana Roo has proposed amending the Criminal Code in Chapter V to make it a criminal

    offense to be in a gang. Those found guilty of the proposed additions of Sections 2 and 3 to Article 181

    would be sentenced to a prison sentence of six months to four years. Some of the proposed additions aim

    to criminalize actions of gang members to include:

    Any actions that frighten, harass or threaten by physical or moral violence any person or persons

    inhabiting or passing in the streets, districts, settlements or subdivisions

    Participating in fights with other gangs or people on public roads or places open to the public and

    any other place that may jeopardize the integrity of innocent bystanders.

    Many feel that these measures will not help to reduce gang violence and that they should take a softer

    approach as they did with the Panchitos in Mexico City, where authorities met with gang leaders statingthat they were not their enemies, but were there to help them in a positive manner. From this, authorities

    learned that the gang members were just looking for something to do, and provided them with sports,

    recreation opportunities, and workshops that allowed them to express their thoughts/ideas as well as

    provide them with resources. Through this, authorities managed to control these young people through

    positive actions, to reduce and control the gang activity in one of the largest cities in the world.
