3. Welcome Ashley welcomed everyone to the meeting and detailed the emergency evacuation procedures for the building.
4. Acceptance of previous minutes The Minutes relating to meeting 102(1st February 2019) were confirmed, noting the amendments requested by TMR, being the removal of the wording ‘and as such TIDS funding is ineligible’ Being from: (Original)
“It was advised that any strategy that considers prioritising projects and costing these on higher order
roads will not be supported by the state and as such TIDS funding is ineligible.
We were advised that the removal of the advocacy portion, the removal of costing on state roads and
the consideration of roads on a corridor basis would satisfy the requirements of TMR.
(Amended) “It was advised that any strategy that considers prioritising projects and costing these on higher
order roads will not be supported by the state. and as such TIDS funding is ineligible. TMR cannot
endorse an advocacy role for a strategy that includes higher order SCRs. It translates to such
strategies will not be supported by the state, including funding support - TIDS is state funding.
We were advised that the removal of the advocacy portion, the removal of costing on state roads and
the consideration of roads on a corridor basis would satisfy the requirements of TMR and the Alliance
for development of a RRTG regional investment strategy.”
Whilst it was noted that there remained differing recollections of the above discussions, the intent of TMR statement remained the same. On this basis wording was amended as per TMR Requests.

Item NDRRA/DFRA Programme Development, Management and Acquittal Best Practice Presentation

103.1 Cook Shire Council presented the process and software they have developed in house to best manage NDRRA/DRFA. A copy of this presentation has been uploaded to the RRTG TC Roads portal, for access by all councils. A number of councils indicated that there was interest in the process and software, with varying levels of engagement. It was agreed that those councils would contact Cook directly for further information. A copy of the presentation will be available to download from the portal, pending website/file size adjustments.

Item Update: Ongoing. Heavy Vehicle network currently under assessment. Group to discuss the best methodology to capture Local Government spend on tourism routes. Action Item 103.1: Lachlan to provide specification of what is/is not included in Local Government investments on tourism routes (i.e. Road only/Rest or End of trip facilities etc.) Once distributed, councils to respond with investment spend. (Post Script: As per item 102.4, the Regional Road Investment Strategy will now be dealt with outside the FNQRRTG process – it’s likely a meeting on this strategy will be held just prior to the FNQRRTG TC in future)
102.1 TMR Draft Regional Transport Plan: Lachlan to distribute FNQROC draft submission, the presentation, the link to the document and the email contact for feedback to all councils, with councils submitting feedback.

102.3 Note to the RRTG regarding availability of documents. The current advice from the department is that anything not (publically) available on the website will require an RTI to access the information. Clarity is requested from TMR, given information could be obtained by RTI, why do we need to go through this process?

102.4 The RRTG TC resolved for a brief to be prepared to the RRTG on the background, requirements and (TIDS) funding of the RRIS.

Item Update: As at the FNQROC Board meeting of the 8th April: An overview of the current status of the funding of the RRIS project and the board discussed a number of alternative funding options for consideration and endorsement by the FNQROC Board. It was agreed that the pulling of funding by TMR was extremely disappointing, however due to the importance of the project and the strength the findings will provide to road advocacy for the region, FNQROC should take ownership and fund the project. The following motion was made “That FNQROC fully fund the FNQ Regional Road Investment Strategy from its reserves.” As the Regional Road Investment Strategy is no longer an instrument of Transport and Main Road funding, all further instruction will be from the FNQROC Board. On this basis, no further brief will be provided to the RRTG on the above action item. Given this documents primary purpose is to deliver regionally considered transport planning, regardless of tenure, there remains an open invitation to the Department of Transport and Main Roads to participate and contribute to this project. Item Complete.
102.5 It was further noted that confirmation of expenditure and completion of TIDS projects are still outstanding from Croydon, Tableland, Yarrabah.

Item Update: 4 year program was finalised and supported by the RRTG TC on the 19/3/19 via a flying minute. This was subsequently endorsed by the RRTG on the 26/3/19 via flying minute. The 4 year program is subject to further revision at the current meeting. Please see Attachment B for a copy of the program to be sent to the RRTG for endorsement via flying minute.
102.8 Further investigation to occur on what (traffic control)standard actually applies to Local Government Roads, and is there opportunity to utilize alternative standards.

School Transport Infrastructure Program (STIP). The Queensland Government has initiated STIP to ensure that school-based projects remain a priority deliverable when TIDS funding is prioritised to other safety initiatives at sites with a known crash history. STIP funding is for school-related infrastructure projects only. Initiatives/projects funded through STIP will address identified road safety issues in and around schools through environmental or infrastructure improvements.

The year to date state-wide expenditure for RTA TIDS is 67% as at the end of April 2019.
Please remember to ensure quality standards (for that infrastructure type) on each project are met and provide relevant supporting documentation with TIDS claims, e.g. photos
Reminder to submit claims for any eligible project expenditure each month for inclusion in the monthly RRTG reports.
A number of program changes and corresponding budget adjustments have been noted in the April reporting process, so the reports may not be consistent with RRTG records. This is due to some adjustments being impacted by the TMR system restrictions in place to support QTRIP publication. We expect the end-May reports will better reflect activity.
SCDF
Currently 28 projects are programmed in 2018-19, totalling $360,000. Year to date expend is 50% of this year’s committed funding.
Please advise of any changes to the costs and/or timing where as soon as possible given that any SCDF not spent by 30 June will not be carried over.
Approval from the Board was given in April 2019 to re-allocate a total of $240,000 from the SCDF in 2018-19 to a number of TIDS funded projects for Woorabinda, Doomadgee and Yarrabah Aboriginal Shire Councils.
Suggest technical committees start considering SCDF projects for 2019-20.
Aboriginal Shire Council RRTG Membership Relevant RRTGs are reminded that:
ASC members are to prepare and submit projects for discussion/consideration during program development activities – projects must be identified and in the works program as evidence of forward planning and to better demonstrate funding needs.
Technical Coordinators/other members are to encourage/assist ASCs in this process. Note: RTA TIDS, including underspends/savings throughout the year, can be allocated to ASC projects at 100%.
Thanks to councils/RRTGs who responded to the recent request for evidence of TIDS Recognition Policy compliance.
The Board noted the status of compliance and reaffirmed the importance of councils continuing to comply with the policy.
Suggest TCs check 2019-20 TIDS program early for projects triggering signage requirement.

ARRB is developing a LG Heavy Vehicle Route Assessment Guideline for TMR/ARRB NACOE (National Asset Centre of Excellence).
It has been reviewed by both TMR and Wide Bay Burnett RRTG technical committee.
A final version of the guideline is due by the end of May 2019.
