REPORT OF ACTIVITIES OF THE PUBLIC CAMPUS MINISTRIES (PCM)/ADVENTIST CHAPLAINCY MINISTRIES (ACM) DEPARTMENT, WESTERN NIGERIA UNION CONFERENCE (WNUC) OF THE SEVENTH-DAY ADVENTIST CHURCH AT THE WESTERN NIGERIA UNION CONFERENCE CONSTITUENCY HELD AT BABCOCK UNIVERSITY, DECEMBER, 2018.

PREAMBLE The executive committee of the Western Nigeria Union Conference (WNUC), in the year end meeting of 2016, appointed a director to be in charge of the Public Campus Ministry (PCM) Department and Adventist Chaplaincy Ministries (ACM) Departments. Before 2016, these two Departments had been under the Youth Director of WNUC. Prior to the appointment of a director for these Departments at the union level, most conference/mission fields in the union had also appointed a director to be in charge of these two Departments. This report covers the activities of the PCM and ACM Departments of WNUC from January 2017 to September, 2018.

Activities included in this report are those of the Public Campus, Chaplaincy, Singles and the Nigerian Association of Adventist Corps Members.

Below is the 7-point action plan for the department from January, 2017:

1 Improved coordination of chaplaincy activities for the purpose of strengthening

evangelism in many more institutions within WNUC.

2 Renewed focus on intensive bible studies aimed at strengthening the faith and

commitment of students in God through the Seventh-day Adventist Message.

3 Leadership training programme focused on Adventist identity and heritage.

4 Adequate coordination of students for effective evangelism of their various campuses.

5 Enhanced academic and social welfare schemes through a comprehensive database of

students on campuses within WNUC.

6 Coordinated focus on permanent worship centres in the public campuses.

7 Encouragement of more devoted Adventist Pastors in the Chaplaincy ministry activities

and arrangement of Ecclesiastical endorsement/certification for qualified chaplains.

Public Campus Ministries (PCM)

The Public Campus Ministry (PCM) is the department that deals with the ministry to Seventh-day

Adventist students in non-denominational schools of higher learning. In 2015, a director was

appointed at the General Conference (GC) to be in charge of this Ministry. In Nigeria, the Nigeria

Association of Adventist Students (“NAAS”-existing since early 1980s) is the instrument being

used to achieve the goals of PCM. It started with only a few committed members in a few

Nigerian Universities and now has expanded into many tertiary institutions.

Adventist Students Fellowship Chapters and Membership

Nigeria Association of Adventist Students (NAAS) was the name given to national body of

Adventist Students since inception. However, this same body is referred to as Adventist Students

Fellowship (ASF)in each institution where it exists. There were but a few institutions of higher

learning all over Nigeria when the Association started. In the entire region covered by the

present WNUC, there were only four Universities: University of Lagos, University of Ibadan,

University of Ife (now Obafemi Awolowo University) and University of Ilorin. By 2001, the

number of campuses with the presence of ASF in WNUC rose to 26. By the power of God and with

the establishment of more tertiary institutions, the number of ASF became 58 in 2015 and 65 at

September, 2018. Membership strength also rose from 590 in 2001 to 1455 at September, 2018

(Table 1). The fall in membership strength observed between 2015 and 2018 was as a result of

the reduction in the number of students permitted to be admitted to tertiary institutions by

various agencies saddled with the responsibility of ensuring quality and standards in these

institutions.

It could be observed that membership attained its peak around 2009 and started to drop

thereafter. The reason is because Nigeria Universities Commission pegged the number of

students that could be admitted into the various programmes of the Universities after 2009.

ADVENTIST STUDENTS' FELLOWSIP (ASF) CHAPTER INAUGURATION

In line with the Nigeria Association of Adventist Students (NAAS) constitution, the ASF Federal thUniversity of Petroleum Resources was inaugurated on 17 June, 2017. The number of ASF

chapters in Delta state rose to 11 by the inauguration of ASF FUPRE chapter. The fellowship as at

September, 2017 has a membership of fifteen (15), one patron and one matron.

In April, 2018, the Adventist Students' Fellowship of Kwara , Molete was inaugurated. Kwara conference President, Pastor Gideon Atolagbe, Kwara conference PCM Director, Elder John Kuranga, Union NAAS president, Bro Gabriel Okechukwu, the immediate past and present zonal presidents of Kwara zonal NAAS were all in attendance.

STATUS OF WORSHIP ASF WORSHIP CENTERS IN WNUC.From the inception of NAAS activities in Nigeria, Adventist students in a campus would seek for registration/recognition to operate on the campus based on existing rules in each of these institutions. After recognition has been granted, worship

takes place in such places as authorized by the institution. However, as more institutions were established, there came those institutions that were non-residential and in some cases, those with residential facilities came up with more stringent conditions for securing recognition and permission to use institutions' facilities for worship. This led to the building of worship centers in various campuses. Table 2 below shows the status of worship centers in 2001, 2015 and 2018.

PROJECTASF Adeyemi College of Education Chapter, (Ondo zone) received the sum of Seven hundred thousand naira (N700,000.00) for the development of the worship Centre in the school. The Chapter had been developing their worship centre on a piece of land purchased a few years back. The project was a little above foundation level for a few years because the students could not raise enough money. The said amount (N700,000), which was the proceed from the 2016 Union NAAS convention held in Ondo zone, was utilized by ASF Adeyemi chapter under the supervision of Ondo mission, and the worship centre is presently at the roofing level. The money was made available in line with the Union's decision to mark every convention with a developmental project within the hosting zone. After a fund raising programme organized to raise more fund, the union approved additional donation of N200,000 naira for further development of the worship centre.

The 2016 – 2018 Secretariat of NAAS was hosted by Edo conference. Hence, The sum of Five hundred thousand naira (N500,000.00) has been set aside for the development of a worship center in any chapter identified by Edo conference leaders.

In Osun, a special event organized for the purpose of raising funds for building worship centres yielded good results. Through the help of God, PCM in Osun conference received a total sum of

Edo zone TSI evangelism held at thAuchi Polytechnic between 9

rdand 23 of September, 2017 at the hostel complex, girls' café B, Auchi Polytechnic, Edo State. The speaker at the programme was Pastor S. B. Emereonye and the theme of the programme was “His truth: Our Liberty”. The programme recorded a total of 105 attendees while 65 of these were prospects. At the end of the programme, four precious souls were baptized into the church.

EVANGELISMEvangelism is a major activity of Adventist students on our campuses. Students use various approaches such as room to room, medical evangelism and some social events as means of evangelism. The year 2017 witnessed some disruptions in the academic calendar of tertiary institutions across Nigeria, this affected evangelism activities on public campuses. However, WNUC PCM department held Total Student Involvement (TSI) evangelism at Lagos, Edo and Delta zones within the period under consideration. The Lagos TSI evangelism held at the Federal

th stCollege of Education (Technical), Akoka, Lagos between 25 of June to 1 of July, 2017. The theme of the evangelism was “Fountain of Hope Bible Series”, Pastor (Dr) J. E. Umoru, President of the Lagos Atlantic Conference was the speaker. The programme was co-sponsored the two conferences in Lagos (Lagos Atlantic and Lagos Mainland). At the end of the one week programme, nine students responded to alter call. Seven of these students opted for further studies while two of the students decided for baptism.

INTER ZONAL CONVENTIONS

NAAS in WNUC organized four inter zonal conventions in for venues across the WNUC field from th thThursday 13 to Monday 17 April, 2017. Edo and Delta zones inter zonal convention held at

Agbor. There were almost One hundred and fifty (150) Adventist students from all the various

chapters of the zone. Pastor Mayomi Ogunrayi was the convention Pastor while Pastor O. A.

Owolabi mounted the pulpit during divine service.

The Ekiti and Ondo inter zonal convention

took place at Ado Ekiti. Pastor Akinpelu was

the convention Pastor while Pastor Ojewole

of Babcock University was slated to preach

during the Sabbath. The convention

witnessed nearly two hundred (200)

Adventist students from across both Ekiti

and Ondo zones.

The third inter zonal convention between

Osun and Kwara zones held at Adeleke

University High School, Ede, Osun State. The

convention witnessed over two hundred

Adventist students. Pastor Onaolapo Ajibade

broke the bread of life during divine service.

Lagos, Ogun and Oyo zones joint convention held at Igbo Elerin, Ibadan, Oyo State. Over two

hundred Adventist students were in attendance. Pastor Olanrewaju of Babcock University was

the guest preacher while Pastor Ope Oladosu of Babcock University High School was the

convention Pastor.

The inter zonal conventions were pack with spirit-filled activities as well as social and skill acquisition events. The Union President (Pastor O. A. Owolabi) along with the union PCM director (Elder Oludayo Abiodun) not only visited the four centres of the inter zonal conventions, Pastor Owolabi conducted leadership training with emphasis on the connection between NAAS and the church leadership in all the centres.

2018 LEADERSHIP SUMMITLeadership training is a continuous exercise among NAAS leaders. It is part of all programmes and activities of NAAS such as meetings, conventions, retreats etc. Howeevr, in April, 2018, the Nigeria Association of Adventist Students (NAAS), Western Nigeria Union Conference suspended its biennial Union (WNUC) NAAS convention for 2018 to give way for a Division-wide Adventist

th ndStudents summit which had been voted by WAD and WNUC to take place between 18 and 22 December, 2018. NAAS biennial convention from its inception has served as a forum for change of baton from old to new NAAS officers. In order not to leave room for vacuum in its leadership, NAAS WNUC decided to hold a leadership summit for all NAAS officers at the union and conference (zone) levels plus the Presidents, Secretaries and Treasurers at each chapter (local campus church). The forum served the dual purpose of transiting from old to new officers as well

thas training NAAS leaders on Church administration. The leadership retreat held between 29 nd

March and 2 April, 2018 at Adeleke University High School, Ede, Osun State, Nigeria. The programme enjoy the participation of Pastor (Dr.) Jiwan S. Moon (GC PCM Director) and Pastor (Dr.) Ugochukwu Elems (WAD PCM Director).

thIn the morning of Wednesday, 28 March, 2018, the GC and WAD PCM Directors in company of the WNUC PCM Director visited officers and staff of the WNUC at the WNUC secretariat in Lagos. Pastor Jiwan Moon gave words of admonition from the book of 1Kings, chapter 17. He admonished that servants of God living in contemporary times should serve God in perfect obedience as found in the example of Elisha, who due to his perfect obedience to the instruction of God through his master Elijah, exhibited greater manifestation of the power of God in his ministry. After the devotion, WNUC President, Pastor Dr. Oyeleke Owolabi along with WNUC PCM Director led the visiting PCM Directors to Babcock University.

At Babcock University, Pastor Dr. Oyeleke Owolabi led the visiting PCM Directors to the office of the President/Vice-Chancellor, Babcock University. President, WNUC and the PCM Directors were received by Prof. Ademola Tayo (President/Vice-Chancellor, Babcock University) and other principal officers of the University. Prof. Tayo welcomed the visiting Directors and thanked them for taking time to visit Babcock Babcock University among their tight schedule. He highlighted the achievements of Babcock

University both locally and internationally, including the fact that Babcock University is currently the largest Adventist University globally. In reaction, Dr. Moon, stated that the visit to Babcock University

was essential in view of the fact that Education, Youth, Chaplaincy and Health Departments are the four legs on which Public Campus Ministries (PCM) rests. The visiting team were afterwards taken through a campus tour of Babcock University.

The Visiting team led by Pastor Moon met with the Adventist students on Babcock University Campus at the school's Pioneer Memorial Church. Pastor Moon encouraged the students to remain the touch through which non Adventist on the Campus will contact the advent message. Shortly after meeting with Adventist students, Pastor Moon met briefly with the Chaplains in the University led by the University Pastor (Pastor Tunde Ojewole)

Thereafter, Pastor Oyeleke Owolabi (President WNUC) chaired a meeting comprising the PCM Directors and the principal officers of Babcock University where issues bordering on WAD PCM Summit was discussed. Since the summit is to be hosted at Babcock University, it was agreed that there would be committees for the summit both at the University and at the Union level.

Pastor Moon led the two PCM directors to visit the students of Babcock University High School where he conducted the evening devot ion. He attracted the attention of the students in a captivating story that demonstrated the immeasurable Grace bestowed on every believer by the death of Jesus Christ on the cross of Calvary.

t hOn 29 March, 2018, Pastor Owolabi and the three PCM Directors departed from Babcock University and headed for SDA Hospital, Ile Ife, Osun State.

At Ile Ife, Pastor Moon and the visiting team met with the students of SDA School of Nursing and Staff of both SDA Hospital and SDA School of Nursing, Ile, Ife. The highly enthusiastic students sang cheerfully to welcome PCM Directors. Pastor Moon, in his brief words of admonition, encouraged staff and students to be missionaries, thereby ceasing from being mission fields.

After the meeting at SDA Hospital, Ile Ife, Pastor Owolabi led the visiting team to inspect the SDA Campus Church at Obafemi Awolowo University, Ile Ife. Although the students were on vacation, the visiting team inspected the Campus church which could be said to be the only Campus Church building located inside the Campus of a Nigerian University. Pastor Owolabi thereafter led the PCM Directors to Ede, the town hosting the leadership summit of NAAS WNUC.

where Pastor Oyeleke Owolabi along with NAAS leaders had been waiting to receive the visitors. The official Opening of WNUC NAAS Leadership summit started with a devotion conducted by Pastor Ugochukwu Elems. Dr. Oludayo Abiodun introduced the guests and thereafter, Pastor Moon charged the students. He admonished them to be missionaries who could be sent to mission fields. Pastor Moon also appreciated to cohesiveness and

togetherness he met among the Church leaders and NAAS in the WNUC. He particularly appreciated Pastor Owolabi's special interest in the activities of Adventist students in WNUC. He also thanked Dr. Oludayo Abiodun and all field PCM Directors for giving the students the desired spiritual leadership that spun the evangelism activities of the students in WNUC. He concluded that he would not hesitate to honour any invitation from WNUC to participate in Adventist students' activities of the union in the future.

The WNUC NAAS leadership summit was thereafter declared open by Pastor Oyeleke Owolabi, President of WNUC.

The training at the summit includes: Living an accountable life; balancing Academics with Leadership responsibilities; Meeting procedures; How the church operates from GC to local church and an interactivesession with church leaders among other activities.

PCM WEEKENDSPCM Weekends were conducted annually. In 2016, it was conducted Federal College of Education,Osiele and Yaba college of Technology in 2017.

Activities during the PCM weekends include:

(i) Health Expo(ii) Environmental cleaning(iii) Donation of cleaning materials to the school(iv) Skill empowerment training on use of social media for career development and

spiritual enhancement.

ACTIVITIES OF NATIONAL ASSOCIATION OF ADVENTIST CORPS MEMBERS (NAAC)

The National Association of Adventist Corps Members (NAAC) is a new umbrella body of all

Seventh-day Adventist members undertaking their mandatory one year National Service under

the National Youth Service Corps (NYSC) in Nigeria. It has been observed that most Adventists

undergoing this programme have problems of locating Adventist church in their state of

National service while others are faced with challenges of Sabbath activities. Lack of

coordination of this category of Adventists also made it impossible for them to engage in any

meaningful evangelism within the period. With the assistance of Mrs. Victoria Hope Anama

(ENUC), Pastor Akinola O. Caleb (WNUC) and Mrs. Abigail Jinawa Eberechi (NNUC), the corps

members in Nigeria came together for the first NAAC summit held at Clifford University (CLU) th rdIhie between Tuesday 19 –and Saturday 23 September 2017. By God's grace, a total number of

150 corps members attended the summit, branded Souvenirs and T-shirts given to all delegates,

camp officials and special guest. Adventist corps members were taken through series spiritual,

social and mental lectures and training series by prominent resource persons including: Eld.

Emmanuel Dike (Practicing Architect and Stewardship Director, ENUC), Pastor Akinola Caleb

(PCM Director, Lagos Mainland Conference), Eld. (Dr.) Oludayo Abiodun (PCM Director, WNUC)

and Pastor Egbute Samuel (PCM Director, Abia North Conference). The climax of the summit was

the official inauguration of NAAC by Pastor (Dr.) Bassey Udo, ENUC President and the following

coordinating National officers were appointed:

The constitution drafting committee for NAAC was also set up so as to propose a befitting

constitution for the association. The availability of the constitution will allow the association to

deal directly with NYSC, the Federal Government of Nigeria and other relevant agencies in

Nigeria.

th ndThe second NAAC summit held between 28 August and 2 September, 2018. Pastor Oyeleke

Owolabi and the other two officers of WNUC were present to declare the summit open. Series of

lecture and seminars were delivered during the summit. Facilitators at the summit include

Pastor Oyeleke Owolabi (President, WNUC), Pastor (Prof.) Ademola Tayo (VC/President, Babcock

University) Pastor (Dr.) Tunde Ojewole and a host of others. Corpd members came to thesummit

from the 36 states of the federation.

Eight non-Adventist friends also participated in the summit. One of them got baptised to the

church at the summit while another one got baptised a few weeks after the summit at his place

of primary assignment. NAAC has shown prospect of being a virile evangelism instrument in for

the Seventh-day Adventist church in Nigeria. Western Nigeria Union Conference and all the

fields within WNUC have encouraged this association by ensuring that Adventist corps members

are welcomed into their various Places of Primary Assignments (PPA), they are assisted in

locating a church near their PPAs, they are coordinated for evangelism and they are financially

assisted to participate in the annual NAAC summit.

ADVENTIST CHAPLAINCY MINISTRY (ACM)Vision: Adventist Chaplains, providing competent and responsible caring for the religious needs and spiritual well-being of all persons associated with the institution they serve.

Mission: ACMs mission is to develop, promote and support Adventist Chaplaincies. To meet the growing interest and numbers of Chaplains in many countries, ACM establish broader ecclesiastical endorsement procedures that enable the church's world divisions to tailor processes to their regional standards.

Adventist Chaplaincy Ministries (ACM) is the denomination's liaison office with organisations using professional chaplains in church related or public institutions.

ACM supports qualified Adventist clergy who are called to campus, community, corrections, healthcare, military or work-place chaplaincy ministries. ACM provides pastoral care and religious resources to enhance the spiritual well-being of Seventh-day Adventists in military-related service.

ACM MISSION IN NIGERIAThe mission of ACM as listed above is challenging and difficult within the structure of most Nigerians public institutions. The ACM Department of the church is expected to cater for the spiritual, social and mental wellbeing of Adventists in hospitals, prisons, military and paramilitary organizations. As stated earlier, this is a challenging task particularly due to the nature and guiding rules of these organizations in Nigeria. Most Nigerian institutions recognize chaplaincy two groups, the Roman Catholic and the “Pentecostals”. With the grouping of other churches apart from Catholic Church as Pentecostals, the mission of ACM becomes very difficult to achieve. Therefore, most of ACM activities are restricted to mainly Adventist owned institutions. In the Adventist-owned institutions, Chaplaincy activities exist at Babcock University, SDA hospital and Nursing School in Ile Ife, and some secondary schools.

In the chart below, there are eleven secondary schools in the union, Babcock University high schools (main campus and its branches in Abeokuta and Lagos) has provision for chaplains. There are four secondary schools in Osun, only one has a chaplain. Edo has one secondary school with a chaplain. Kwara has two secondary and none has a chaplain. It is clear that the numbers of Chaplains in Adventist schools are not enough not to talk of public institutions.

Shortfall in the number of Chaplains could be attributed to:

(i) Insufficient number of trained pastors who could be employed as chaplains;(ii) Lack of fund to employ Chaplains.

ADVENTIST SINGLES ADULT MINISTRY (ASAM)For many years until the year 2002, the care for singles has been kept under the Adventist Youth Ministry (AYM). By 2002 however, there arose a concern for other categories of singles who are not necessarily young unmarried Adventist, but who are singles for many other reasons. Singles in Adventist churches came together in many churches and districts to form association for singles. The first singles convention in the then West Nigeria Conference (WNC) held in 2003 at the Adventist Grammar School, Ede, the current headquarters of Osun Conference. Leaders of the then WNC under the leadership of Pastor Ajibade supported this development. Pastor Femi Oyedele (the then Youth Director at WNC) and Pastor Dare Olatunji coordinated the convention. Officers were elected for Adventist Singles at the convention and Pastor Dare Olatunji became the coordinator.

Shortly after this, the then South-West Nigeria Conference (SWNC) also inaugurated its singles ministry and coordinated by Pastor Ayo Ajayi. WNC and SWNC held a joint singles convention in 2005 and gradually it started to spread. In 2011, a union wide (North-Western Nigeria Union; NWNUM) Youth and Singles congress held at the immaculate Conception College in Benin city under the leadership of Pastor Oyeleke Owolabi and the then Youth Director- Pastor I.M.A. Oyinloye.

With the reorganization of the North-Western Nigeria Union Mission (NWNUM) into Western Nigeria Union Conference (WNUC) and Northern Nigeria Union Conference (NNUC), efforts on ASAM has concentrated at the field levels. Lagos Mainland conference now has a tradition of annual ASAM convention. Osun and Ekiti conferences organized singles conventions at various times.

Activities of ASAM are low at some conferences, this could be attributed to the fact that most of these conferences were organized only in 2012 and it may require some time to get into full action in all aspects of the church ministry.

ACHIEVEMENTS AND SHORTCOMINGSBased on the reports presented above and looking at the seven point action plan presented earlier, the following were achieved in the period covered by this report.

1 Bible studies are targeted at the fundamental beliefs of the church at all meetings of

NAAS leaders, however, there is the need to extend bible studies on fundamental

believe to all chapters.

2 Leadership training was intensive, apart from the ones conducted during executive

meetings, the leadership summit organised for all NAAS leaders from chapter to union

level was a huge success.

3 Results presented in the number of baptism and the increase in the number of ASF

Chapters is the results of coordinated activity on public campuses in WNUC

4 There is a welfare and social package

5 Reports presented shows that there

are more completed worship centers

and more are under construction.

However, the following are goals that could not be reached:

1 There was almost nothing to coordinate in the Chaplaincy ministries. This is because

ACM activities have not received recognition in almost all public institutions in WNUC

and in fact, the entire Nigeria

2 It is impossible till date to get a comprehensive database of students in the campuses

located within WNUC fields. The reason could be attributed partly to the fact that

academic calendar are different in all the campuses. When information is required, some

campuses could be on holidays and by the time they resume, the ones already received

may have been outdated especially when some of the students listed have graduated.

3 Ecclesiastical endorsement/certification for qualified chaplains could not be done. This

is to be organised along with WAD ACM director who is going around the unions in WAD

to conduct the exercise.

SUGGESTED PLAN FOR FUTURE IMPLEMENTATION

While it is recommended that those plans that are successfully ongoing be intensified, the table

below contains a list of activities suggested for implementation by the next administration.

2 Bible studies centered on Fundamental Belief

The production of campus -friendly bible study guide on the fundamental believes of Seventh -day Adventist church and coordinati on of same in all campuses in WNUC.

3 Leadership Training on campuses

In complements of the bible studies , leadership training should be extended to all campuses. These graduates (whether student leader or not) graduate to become church leaders in their local churches. They need to be trained on how to lead in SDA church before graduation

4 Union-Wide Evangelism There is the need to organize major evangelism campaigns in all campuses WNUC initiated and funded by the union in collaboration with the respe ctive conferences. Souls won on campuses are most times permanent and are very instrumental in the church

served as PCM/ACM directors in all the fields for their dedication and sense of commitment. The Lord will keep using you to his glory.

CONCLUSIONThe Chaplaincy and Public Campus Ministries of the Seventh-day Adventist Church deals with very important sections of the society, intensified efforts in these areas could yield results in the production of veritable army of individuals, who will work to hasten the soon second coming of Jesus.
