1 The importance/purpose of the Strategic

Territorial Agenda (STA)

The Tratturi System is an interregional network of pathways along which the historical

phenomenon of transhumance took place. Today such paths have a strategic value from

territorial and historical point of view. The theme of their recovery and enhancement is not a

new theme in the Agenda of local institutions, association, agricultural actors, and of local

community. Anyway, at the moment, there is not a strong strategy that can support a real

development of the area based on the valorization of the extensive network of tratturi.

In the STATUS project, the Provincia of Foggia has proposed the goal of protection and

enhancement of the tratturo Pescasseroli-Candela as a pilot case. The area of the Pescasseroli-

Candela tratturo covers around 450 hectares, as main way, and 2.500 hectares, as annexed

area. It is a poor and marginal area with subsistence economy grounded essentially on

traditional farming. Income per capita are the lowest among European countries and in

particular we are highlighting the Municipality of Anzano di Puglia with an income per capita

of 4.265 euro per year. On the other hand, the territory is rich both, natural and landscape

resources of high value and in widespread cultural resources. There is also a good presence of

associations whose main mission is the dissemination of this natural and cultural heritage.

The problem is the lack of: 1) entrepreneurial initiatives that help to develop such a capital; 2)

coordination and planning actions that could guide the activities towards the preservation and

development of the tratturo; 3) consistent use of the areas; 4) strategies and projects aimed at

enhancing the area.

Many local projects have been proposed in this direction for their funding but only few of

them were realized.

The Province of Foggia has proposed to design the STA for the area of the Tratturo

Pescasseroli-Candela in order to plan a coordinated and collaborative strategy that really can

help to implement (or to support) actions for the protection and enhancement of the area and

that can be represented, in the future, as a good practice, as an interesting and effective

example/way to follow, in similar conditions, for other tratturo of the “System”.

Finally, with reference to the topic of "tratturo", the local actors (institutions, associations,

entrepreneurs, etc.) seem to be "structurally isolated". Such "isolation" is probably a

contributing factor to the lack of strategies and projects shared and/or developed in

cooperation/collaboration and it may, in part, be overcome with the participatory process

activated in support of the design process of the STA.

2 Scope and vision of the STA 2030

The Strategic Agenda faces two types of territorial issues:

process issues such as: lack of coordination, activation of an effective participation

process, selection of key stakeholders;

content issues such as: lack of an overall strategic improvement project, promotion of

actions oriented to the operational plan (POI) implementation, coordination of

programs and actions, selection of planning or programs instruments able to support

the strategic agenda

The goals of STA are essentially: procedural goals and content goals.

From the procedural point of view, the ambition of the Agenda is to activate different

networks of action with variable geometry that can also work independently from each other

in order to identify implementation strategies for the recovery and valorization of the area and

to discover implementation tools. At the beginning of the STATUS process, the Provincia of

Foggia has recognized some stakeholders (output 3.1), but the STA was designed taking into

account that the partnership and networks are adaptive and evolving, depending on

occurrences. In structuring and designing the STATUS process, the key idea was that the STA

could contribute to create new action networks in an area poor of opportunities to collaborate.

In designing the strategic vision of the tratturo area, stakeholders have to recognize their role,

their resources and their potential for the enhancement of the tratturo.

From the content point of view , starting from the existing planning tools and mainly from the

POI (Integrated Operational Plans "Renovation and development of Pescasseroli-Candela)

(see output 3.5), the STA 2030 of the area of tratturo Pescasseroli-Candela is built on a

strategic vision (and a challenge) oriented to make tratturo’s areas:

identifiable/visible: to ensure its formal recognizability as a territorial object;

usable: to promote it as an attractive area;

continuous: to safeguard unity of its different dimensions from cultural, ecological and

physical point of view.

3 The process leading to design of the STA in the

area of the Provincia of Foggia

The process of designing the Strategic Territorial Agenda follows three mayor steps:

The STATUS workshops were organized as a sequence of events in a continuous, evolving,

and action-oriented process. These workshops have been considered as a great opportunity to

support the generation of a Strategic Territorial Agenda (STA) which aims to implement the

Provincial Operational Plan (POI) and, therefore, to share and verify action strategies

proposed in the POI. In considering such action strategies as open objects, the expectations of

the workshops were:

revision of proposed action strategies or searching for new ones;

identifying of priority in actions;

discovering implementation tools.The workshop have been organized based on the original

STATUS workshop methodology provided for the WP4, with a few modifications.

The first public workshop was organized as a workshop of coordination between the

institutions involved (region, municipalities and representative of the union or association of

farmers). The main goal was to generate the appropriate conditions to produce the snowball

effect. It was held in the Provincia di Foggia and there have been 18 participants, all identified

by the Province. Such first workshop was organized to achieve the following objectives:

to attract and address the interest of the actors on the Tratturo issues;

to identify conceptual axis of the Strategic Agenda;

to identify problems for the Tratturo Governance (set of governance problems to face

within (and with) the Agenda and the new key stakeholders);

to discuss on problems in managing territorial agenda and territorial center;

to discover ways to integrate institutional/administrative policies and sectoral

issues/actions.

The first workshop, as a coordination workshop, was spent on discussing about the

governance issues. Consequently all the participants have worked in a single group created for

the conceptual axis: “Governance and Stakeholders”. During the meeting, participants were

able to identify the other conceptual axes and the other working groups (“Accessibility”,

“Landscape”, “Property”) and to suggest a list of new participants.

In the days following the first workshop, participants were involved in the organization of the

second workshop. In total, 38 persons have attended the workshop.

Taking into consideration the outputs produced during the first workshop by the Working

Group 1 (“Governance and Stakeholders”), the objectives of the second workshop have been:

to identify problems/issues for the conceptual axes recognized by participants;

to propose a number of solutions for the problems identified;

to provide a prioritization of the projects; to identify the financial instruments.

The workshop has lasted four days during which a number of participants have been

recognized as a reliable group of territorial actors capable and willing to sustain a long-term

dialogue with the institutions (region, province and municipalities). On the first day, in a

plenary session, sharing their significant practical experience in planning and public policy,

the key actors (participants in the first workshop) presented, in turn:

1. critical issues in terms of: accessibility (not just physical), landscape (in general terms),

properties (management of -), governance;

2. 2014-2020 programming and the programming at regional, provincial and local levels;

3. projects that are considered interesting, already implemented and/or being implemented,

and which have had a positive impact (or perhaps even negative) on the area;

4. remarks on dialogue, cooperation between actors (institutional and otherwise) and

community participation.

The work conducted during the second, third and fourth workshop days has taken place

within workgroups divided on major themes (Governance and Stakeholders”, “Accessibility”,

“Landscape”, and “Property”) and focused on:

discussion on the findings of the first WS and the first day;

summary of the critical issues;

possible solutions;

definition of priorities;

evidence of the possible positive or negative externalities (conflicts, difficulties, etc.);

opportunities for funding.

In addition to the problems raised in the first workshop in the Province of Foggia (19

Novembre 2013), several other aspects/issues/problems have been discussed in the plenary

session and separate workgroups throughout the 4 days of the event. In this way, the new

participants had the opportunity to think beforehand and complete the list with additional

remarks and problems,

During and after, the days of the second workshop, a draft of the agenda (a sort of report of

the discussions – see Annex 5) has been regarded as a "working in progress" (an "open

content") and sent to the mailing list in order to show all participants the results achieved in

each of the four days of the workshop. In addition, all participants were involved in engaging

other stakeholders and encouraged to share documents and work on them.

The third workshop, hosted by the Province of Foggia, was aimed to the design, presenta and

discuss on the draft of the Strategic Territorial Agenda and to the elicitation of feedback on

the ideas proposed in the last 2 workshops.

The main topics of discussion during the 3th workshop were:

the draft of the strategic agenda;

the public participation in the processes of Agenda´s adoption (also addressed to civil

society);

the forms of institutionalization of the future common endeavors.

In particular the discussion focused on the way to assure, in the actions of the Agenda,

sustainable (in financial and commitment terms) and long-term involvement of the

stakeholders. The meeting highlighted the difficulties and challenges but the participants have

shared with enthusiasm the starting work program (6 months) (including the public

presentation of the Strategic Agenda).

During the day of the workshop, participants discussed about such a vision and agreed on the

opportunity to work on the priority actions (in the short time, 6 months), that are considered

the interventions aimed at increasing both the recognizability of the tratturo and the

commitment of participants and of the whole community.

In the days that proceeded and those that followed the day of the third workshop, some

participants worked on some actions considered as priorities.

The 1st local workshop was held in the Provincia di Foggia, on the November 19th, 2013.

The 2nd local workshop was held in the Municipality of Anzano di Puglia, (one of the five

municipalities of the tratturo area) on February, 25 2014 and in the Province of Foggia,

spanning 3 more days (March 11-18-25).

The 3th local workshop was held in the Province of Foggia on July 7th, 2014.

3.2 Operational Analysis

Qualitative analyses (see outline 3.1.) and SWOT analysis (see outline 3.2) are used as an

opportunity to achieve knowledge of the state of the art of local urban issues.

In particular the current planning tools were the input to start discussions: existing plans,

policies, strategies, and politics had a big influence on designing the STA and on discuss how

projects and actions can be realized.

The only policy that really was carried out in the past, was the protection policy: at the

national level, the existing legal framework sees the tratturi as an archaeological and

landscape restriction; at the regional level , the establishment of the Regional Park of Tratturi

(R.L. 29/2003) did not define policies and strategies to approach them.

Recently, a regional law assigns to Apulia Region the task to form an "framework structure”

(which is not yet drafted) for the whole network of the tratturi, in order to avoid a fragmented

approach of such territorial resource.

In the Apulia Region, the linear protected area of the tratturi is a widespread network that is

constituted above all by public areas. They can be the meaningful places where to experiment

and test the strategies and actions of regional and provincial territorial plans. In particular

every track of tratturi can have its own role in different strategic territorial visions proposed

by the regional plan (Piano Territoriale di Coordinamento Provinciale-PPTR) which was

adopted in 2010 (the vision of the "Ecological Network territorial project", the "Low Mobility

territorial project" and the "City-Country agreement territorial project").

The provincial territorial plan (Piano Territoriale di Coordinamento Provinciale - PTCP),

approved in 2009, also sees the network of tratturi as a green path network and as historical

landscapes to protect and to improve.

Both the plans, PPTR and PTCP, give a special attention to the Tratturo Pescasseroli-Candela

The first one identifies it as an experimental project where testing proposed strategies; the

other one establishes an executive plan (Piano Operativo Integrato - POI) as a pilot project.

in particular, the starting point of the Agenda discussion were the existing planning tools and,

mainly, the POI (Integrated Operational Plans "Renovation and development of Pescasseroli-

Candela) (see output 3.5).

3.3 Territorial programming and Territorial Task Forces (TTF)

The STATUS workshop was the first opportunity where the involved participants could

discuss, all together, the future of the tratturo area. However, at the beginning, the Province of

Foggia was able to involve only institutional actors (Region and Municipalities) and the

representatives of unions or of associations of farmers (Coldiretti, Confagricoltura, etc.). So,

even if the first workshop was a great opportunity to discuss on procedural/governance issues,

there has been an over representation of institutional actors.

There are many other stakeholders (mainly at local level) really important in order to develop

a strategic agenda, however the Province of Foggia had some difficulties to recognize them

and, besides, to identify the conceptual axes that can support/orient the discussion.

For such a reason, in the first workshop, we chose to work with only one group ("Governance

and Stakeholders") and move discussion in workgroups at the second workshop. In the first

workshop, participants were able to identify, together with the Province of Foggia, the other

conceptual axes and the other working groups; in such way they actively attended in the

organization of the second workshop and they suggested a list of new stakeholders to involve

in the next workshop (associations and others organized stakeholders, experts, schools, etc).

The comparison between the initial stakeholders list and the one following to Workshop n.1

has revealed some changes in composition of the working groups, as well as, in the total

number of attendees.

In the first workshop, the actors, the Province of Foggia has been able to engage the

institutional actors (Region and Municipalities) and the representative of the trade union or an

association of farmers.

Other stakeholders (mainly at local level), really important in order to develop a strategic

agenda, were engaged in the second workshop; they were involved by the same participants.

The number of representatives of associations and activists in the area increased significantly.

The presence of the institutions has been almost constant (although represented by less

attendance, as in the case of the Apulia Region).

Almost all participants to the second workshop (consisting in the most interested and

qualified territorial actors) have been invested in keeping the task force alive and functioning

beyond the project deadline (perhaps in a form of consortium). In all days of the second

workshop, the participants discussed the shape of the Task Force; in order to ensure an

adequate commitment and involvement, they have proposed various institutionalized forms.

A lower presence of civil society is due to the large scale of the territorial issues that is able to

attract, more easily, institution or private sectors.

Mailing list, telephone callings and word of mouth were used in order to organize the

workshops. All the participants have been involved in organizing the workshops and they

have been engaged in engaging other stakeholders.

After each day of workshops, participants have been provided with a summary of the

discussion, a document considered as "working in progress " (a kind of " open content "). In

addition, they were asked to contribute with more input. They were encouraged to share

documents and to working on them.

Due to the spatial scale of the proposed interventions, the problems and solutions have been

difficult to represent on the map or on geoblog.

The key focus of the the 1st and the 2nd workshop were in term of identified problems and

proposed solutions, the followings:

a. Collaboration at different levels

Identified problem: There is a lack of coordination and planning oriented to the

preservation and development of the tratturo and a comprehensive and coherent strategy

to make the individual actions of local actors efficient

• The vision of the tratturo of Pescasseroli-Candela must be introduced in a system

vision, at the regional, interregional, and transactional levels;

• A consortium and a “control booth”, for the functions of coordination

• Thematic groups could be set up.

b. Funding and programming

Identified problem: The current funding and programming do not consider the tratturo as

common goods to be improved and do not allocate financial resources for activities in

that area. There is difficulty in identifying the tools that allow you to work in a more

coordinated way.

Proposed solutions

• It is necessary to prepare a document proposing the tratturo Pescasseroli-Candela as a

priority and to bring to the negotiating table to the next programming 2014-2020.

c. Recognizability

Identified problem: Even if the tratturo is a good of inestimable value, it is not always

visible by the local community that seems to be indifferent to the issues of its protection

and valorization.

Proposed solutions

• The tratturo has to be clearly identified in order to enhance the community ability to

recognize it.

• Installations by land art along the Pescasseroli-Candela track may contribute to focus

on the most significant places and make the area of tratturo an open-air museum

• Promotional events could contribute to focus on the protection and valorization issues

• Educational programs should be based on active citizenship and on the ability of

community to maintain the territory.

d. Physical accessibility

Identified problems: Not all the tratturo is practicable because of the several interruptions

along the route. It lacks a continuous maintenance of the area and there is often

abandoned waste.

Proposed solutions

• Some interventions are necessary for the physical protection of the territory, including

an appropriate system management and maintenance

• The local nature and culture must be promoted by trained guides

• Everyone should have the opportunity to walk along the tratturo, perhaps using new

technologies

• The farmers "concessions" must be sustainable and must be controlled to achieve the

planned goals.

• The slow mobility has to be organized: the tratturos are natural equestrian road and

they can become cycling routes, hiking routes and for people with disabilities.

• The critical and the potential issues of tratturo, proposed as a path, must be shown

going through the tratturo; only in such a way cycling routes and hiking routes could

be organized.

• Actions are needed to ensure both the cleaning of micro landfills that now exist along

the path, and safety

• The tratturo must have the access gates to the park; if one, it could be in the middle of

the track.

e. Negative impacts on the environment and landscape

Identified problems The path along the tratturo is fragmented and there are many human

activities that have had, and still have, a negative impact on the environment and the

landscape. Not always the political and administrative choices have also been oriented to

the safeguard of the tratturo. Farmers have often occupied the central part of the tratturo,

have left the pasture and have chosen crops (or monocultures) that are not compatible

with measures to protect the tratturo.

Proposed solutions

• The maintenance of tratturo and its areas pertaining must be organized to ensure the

physical security of the tratturo.

• Shares of landscape protection and of maintenance of the areas of the tratturo

• Interventions of recovery/mitigation can reduce the visual impact of industrial areas.

• In order to structure an integrated tourist offer, local guides must be trained and

The topics of discussion for each working group have been the following:

4 Goals and projects of the STA

In the past, the routes of transhumance have forged the territory, namely the territory was

transformed in function of the pastoral activity but today they have lost their original function.

The Pescasseroli-Candela tratturo is, and remains, a path but it has other recognizable

features; these are the features of: terrestrial ecological corridor, natural course (on foot, on

horseback, by bicycle and for different types of users), open-air museum. Therefore, the

possible interventions on the area: on the one hand should bring the tratturo to its original

appearance (or at least keep it), giving him again its identity characteristics and, above all, his

spatial view; on the other hand they should propose the usability of tratturo according to the

new orientations and needs of the community.

In order to assure such new functions/features, preserving the original appearance of the

tratturo, the Agenda aims the following objectives:

creation the path (or paths for sustainable mobility) and, at the same time, the "open air

museum" (to guarantee the preservation of historical memory) and a contribution to the

network of ecological corridors;

ensure the safety of the tratturo and its maintenance (also through incentives to dealers, or

the establishment of figures as that of guardian of the sheep-track, etc.)

ensure the physical recognition of the path;

promote and create "expectations";

create a tourism product (routes, services, places of exchange, etc.);

improve the culture of the community and the education of the younger generation

The STA for recovery and enhancement of the Pescasseroli-Candela tratturo is regarded as

"global project" (A COMMON VISION) consisting of a series of actions (COORDINATED

ACTIONS/PROJECTS), all important, which would act almost simultaneously. The vision

proposed by the STA could be summarized as below:

In the scenario of the tratturo as a visible, recognizable, continuous and accessible greenway

of the memory:

the tratturo is clearly identified in order to enhance the community ability to recognize it;

appropriate signs increase its fruition;

everyone should have the opportunity to walk along the tratturo, perhaps using new

technologies (virtual recognizability are aimed at increasing the viability physical);

local actors plan and program in a coordinate and collaborative way.

In the scenario of the tratturo as a secure and maintained greenway of the memory,

some interventions are necessary for the physical protection of the territory, including an

appropriate system management and maintenance of the tratturo and its areas pertaining;

the farmers "concessions" are sustainable and controlled to achieve the planned goals;

incentives are provided in order to orient current agricultural practices towards the

protection and preservation of the landscape.

In the scenario of the tratturo as an equipped for the new features/new services greenway of

the memory:

the slow mobility is organized: the tratturi are natural equestrian road and they became

cycling routes, hiking routes and for people with disabilities;

the tratturo is connected to the regional network of the tratturi, to the infrastructures

system for soft mobility of the regional ecological network; at interregional level, the

track of tratturo is connected: to the natural Italian paths of the tratturo and to the other

paths; at transactional and European level the path of the Tratturo Pescasseroli-Candela is

connected with the other trails of transhumance in Europe;

the local nature and culture are promoted by trained guides;

local guides are trained and guided tours are organized on the territory, in order to

structure an integrated tourist offer (an offer with also certified quality).

In the scenario of the tratturo as a promoted and advertised greenway of the memory:

promotional events contribute to focus on the protection and valorization issues;

the receptivity is organized in the farms and taverns, which are currently uninhabited but

all surveyed, to become a path, the historical tratturo requires places of exchanges and

facilities for all kind of users. Markets of close proximity;

educational programs are based on active citizenship and on the ability of community to

During the strategy implementation process, Regions, Province, Municipalities and stakeholders will collaborate in order to ensure the alignment of actions. The phases that are to be gone through during the implementation period of the strategy are summarized below:

Description

The project includes the participation to the negotiating table of Rural Development Program

(RDP 2014-2020) and Puglia Regional Operational Programme (ERDF 2014-2020), through the

drafting of a document to be submitted to the competent bodies during the negotiating table.

The project aims to orient or guide strategic policy choices of the next regional program 2014-

2020 in order to promote initiatives in support of all tratturi in the Provincia of Foggia. Among

other possible initiatives, the regional program could promote appropriate actions to guide the

agricultural practices or to improve the slow mobility in the area.

The actions of the STA are particularly consistent with the following priorities for the next RDP

2014-2020:

Preserve and restore biodiversity including Natura 2000 sites, the high nature value

farming and the natural landscape of the European

The document was already drawn up, signed by the local institutions (Municipalities and

representative of union or association of farmers) and sent to the Apulia Region (Annex 6).

The document identifies opportunities for strategic enhancement of the Apulian tratturo and asks

that can be transposed into programming the new PSR Region Puglia, the following useful

indications for restoration, maintenance and enhancement of areas of the tratturi:

for measures 213 and 214, the extension of the areas eligible for funding to areas of tratturi,

both in the areas of "pertinence" in the "annexed" areas ;

for measures 211, 212, 214, greater premium for the areas used for grazing; such a premium

could be approximated to that of the homologous measures implemented by the DSP of the

Campania and Molise Regions;

under the measure 216, introduction of an action providing for the creation of buffer strips,

tree lines, hedges and dry stone walls along the bands of the tratturi, in consideration of their

recognized function of terrestrial ecological corridors;

under measure 221, the introduction of a specific action aimed at the restoration of "mezzane",

planting specific tree species;

under measure 311, between the various criteria for diversification measures in non-

agricultural activities, the introduction of rewarding for the "subsistence farm near the

tratturo";

adopt a slight signage for the purpose of tourist use of the cattle track, through the nature trails

(measure 313)

enhancing the tratturo with intangible assets (communication, measuring 421 etc.)

Description

Because the existing instruments for programming don’t consider the tratturo as a territorial

resource around which to build recovery and enhancement actions, the project considers strategic

to share and co-ordinate territorial planning tools in order to take action more coherent and aligned

with the common goal.

The action involves the review and the sharing of the planning strategies of the Integrated

Operational Plan) proposed by the Province of Foggia as executive plan of the regional landscape

plan. In such a way local institution can co-ordinate their territorial planning tools in order to take

action more coherent and aligned with the common goal.

The September 29, 2014, the institutional stakeholders (the concerned Municipalities) attended the

“conferenza dei servizi” (a sort of public agencies meeting) and signed the POI (Integrated

valorization the tratturo Pescasseroli-Candela. (Annex 7)

The tratturo has to be clearly identified in order to enhance the community ability to recognize it.

The action expects some interventions devoted to the physical protection of the territory,

including:

o securing of pedestrian and bicycle paths and of bridleways

o restoration of trails and/or runs on tracks that no longer exist

o projects of greenways and cycle routes that constitute the base of an integrated network of

soft mobility (ref. regional law 21/2003 "Norms on activities and excursions networks of

Puglia " and Regulation n.23/2007 “Regulation for the implementation of the Apulian

excursions networks”)

o recovering of cultural heritage and of the sparse buildings

Three phases are provided: the monitoring, the designing, the execution of works.

In the monitoring phase (already started), the bikers and the walkers followed the track of

the tratturo trying to highlight what may be the problems and the potential of the path. Such

an assessment is finalized to the organization of cycle paths but, more importantly, to

identify the type of services needed. (see Annex 8 and 9)

In the designing phase will be identified the type of services needed.

Priority project nr. 7: Organizing “The national day of tratturo”

Description

The “day of tratturi" is an interregional event of trekking that will held annually; such event

involves the associations of the walkers, the riders, the cyclists but also the schools and their

students.

It is organized by the CAI (of the Apulia, Campania and Abruzzo regions) and promoted and

advertised also by the Municipalities.

The CAI is the coordinator of the organization of the "National Day of Tratturo", that will take

place along the entire length of the Regio tratturo Pescasseroli-Candela.

As promotional event, it will contribute to focus on the protection and valorization issues.

The description of the activities: At the moment, the CAI produces an outline of the event that that

it is sharing with the other involved stakeholders (see Annex 10) e that and which includes the

following actions:

the "National Day of Tratturi" is publicized through a communication system that starts from

the regions involved and see that the municipalities in the front row, along the Pescasseroli -

Candle; associations and schools are involved and the latters will have a "theme/search" on the

culture-history that the tratturo left to our generation;

at the same time, in all organized events, we kick off to the path to the sound of a "bell" that

symbolically indicated in Agnone;

every municipality welcomes walkers crossed with a "simple and pastoral refreshment" in a

festive crossing the town;

arriving at the end of each path with a simple demonstration pastoral background.;

each municipality is free to organize the event in the way that best characterizes their

contextual reality.

The first "National Day of Tratturi" will be held in Spring 2015

Description

Priority project nr. 9: Applications for virtual visits and assistance

Description

The project expects to realize applications (basically building an app and a website) for virtual

visits and assistance with navigation tablet. The idea is that everyone should have the opportunity

to walk along the tratturo, and that the virtual recognizability should be aimed at increasing the

viability physical.

The applications realized with this project aims to: support the process of participation and

involvement of local communities, identify the pathways, organize events, and, still, support the

monitoring actions. (Annex 11)

Priority project nr. 10: Land art event

Description

The project expects to make the area of tratturo an open-air museum through the installations by

land art along the tratturo Pescasseroli-Candela. Such a project may contribute to focus on the

most significant places; the installations will be inspired by the themes of farming and the rural

world and made with eco-sustainable materials. The project of SAC (Environment and Cultural

Systems) “Monti Dauni e Lucera” is currently working on such an idea).

The project, which will last for five years, involves the activity entitled "60 Steps in nature"; it is

an enhancement activity of a portion of the royal tratturo Candela-Pescasseroli. In detail, such

project involves the construction of the following sub-activities:

1 "Lab and Art" - land art laboratories:

2 "Target land art" - photo-video stories: the creation of groups of individuals passionate about

photography and video. (Annex 12)

Description

The “system for management and maintenance the tratturo” is a project that involves the

collaboration between institutions. Such a system includes:

Constant cleaning of the areas of tratturo from waste and weed species

modest interventions of water regulation of surface runoff

recovery of ancient sources, of existing sources and of troughs along the tratturo

facilities for the granting of grazing

control of the territory

recovery / visual mitigation of the impact of industrial areas (production areas along the SS 89

and SS 16);

recovery of the landscape through the maintenance areas of tratturo: native plants along the

edge of tratturo and actions of naturalization; buffer strips, tree lines, hedges and dry stone

walls along the bands of tratturo, in consideration of their recognized function of terrestrial

ecological corridors; avenues of access to the city; wildflower (peri-urban areas and / or fringe

roads).

The system for management and maintenance the tratturo also includes:

native plants along the border of tratturo and actions of naturalization (see funding of RDP);

buffer strips, tree lines, hedgerows and dry stone walls along the bands of tratturo (because of

their recognized function of terrestrial ecological corridors);

tree-lined avenues of access to the cities;

wildflower (in peri-urban areas and / or fringe road) - aesthetic and landscape enhancement

and environmental restoration at low energy input of anthrop environments through the

characterization and use of wildflowers originated by species and ecotypes.

Priority project nr. 12: Agricultural practices towards protection and preservation of the

landscape

Description

The project expects to orient the agricultural practices (e.g. plowing, crop basis) towards the

protection and preservation of the landscape, through the provision of incentives and the

concession of the areas of the tratturo. The granting of the concession to farmers could be

conditioned with the commitment to act in order to safeguard the legibility of tratturo (e.g. through

plants and, in the case of use of arable land, respecting the direction of plowing parallel to the

longitudinal axis of the tratturo). Such a condition would be compensated, with the possibility of

access to the benefits of the RDP, extended not only to the owners of the funds, but also to those

having non-ownership title to lead the funds, thus including tenants and licensees.

In particular the “Azienda agricola - Russo Francesco” is committed to:

make available to stakeholders their experience and expertise in the field of coexistence

between the ecosystems reconstruction and biodiversity and the economic exploitation of the

agricultural resource;

the promotion and the non-economic sustenance of proposed initiatives;

broaden their field trials to reach new goals of coexistence between the natural and agricultural

crops, based on the needs that emerge from the work of the task force.

The “Azienda agricola - Russo Francesco” will experience the closing of a short chain.

The GAL Meridaunia will ensure the widest possible dissemination of news, of the activities and

initiatives related to the tratturo, through its tools and partnership networks.

Priority project nr. 13: Integrated network of soft mobility

Description

The project tries to organize the slow mobility: the tratturos are natural equestrian road and they

can become cycling routes, hiking routes and for people with disabilities. Walkers need a special

signage, safety, receptivity (water for wash, minimal accommodation) a stopping every 30 miles

(also every 10), the accessibility to the near villages, the “certification of walker”. Bikers need an

inventory of existing little fountains, small oasis with trees, a stopping every 10-15 miles, stopping

areas, technical assistance services with an even minimal endowment of tools and equipment for

the repair kit. Horsemen need to: space and resources for stopping, for the care and feeding of the

horses; services as horseshoer, veterinary, etc.

The receptivity should be organized in the farms and taverns, which are currently uninhabited but

all surveyed, to become a path, the historical tratturo requires places of exchanges and facilities

for all kind of users.

In particular the “Apulia Felix Foundation” is committed to involving citizenship to share and

implement an open consultation on the design of the works of slow mobility or of other ways of

using the path.

poles: the Gargano and the mountains Dauni

at interregional level, the track of tratturo to the other paths (eg.: path of the Francigena route,

funding from the Region for the signs; homologation paths CAI)

at transactional and European level:

o by relating the path of the Tratturo Pescasseroli-Candela with the other trails of

transhumance in Europe; by sharing projects and experiences with other EU countries;

o by protecting the tratturo as world heritage site (Unesco)

In particular the “Archeologica S.r.l.” is committed to those activities devoted to make the tratturo

equipped for the new features / services, through the study of the connections with other cultural

routes.

Description

In order to structure an integrated touristic offer (an offer with also certified quality), local guides

8 Conclusions

The findings of the working groups and plenary discussions lead to the idea that a strategic

Agenda for recovery and enhancement of the tratturo should provide a "global project"

consisting of a series of actions, all important, which should act almost simultaneous. The

tratturo is, and remains, a path whose original functions were lost but that has other

recognizable features; these are the features of: a terrestrial ecological corridor, a natural

course (on foot, on horseback, by bicycle and for different types of users), an open-air

museum. These new features should be, of course, ensured. In order to assure such new

functions/features, during the meetings, participants in the workshop proposed many actions

that could be summarized in the followings:

Actions to create the path (or the paths) and, at the same time, both the "open air museum"

(to guarantee the preservation of historical memory) and its contribution to the network of

ecological corridors;

Actions to ensure the safety of the tratturo and its maintenance (also through incentives to

dealers, or the establishment of figures as that of guardian of the sheep-track, etc.)Azioni

volte a garantire la riconoscibilità fisica del tratturo;

Actions aimed at the promotion and at the creation of "expectations";

Actions aimed at creating a tourism product (routes, services, places of exchange, etc.);

Action to improve the culture of the community and the education of the younger

generation;

Among all these actions there are no priority actions in relation to the other ones. However,

all the participants agree that, perhaps, the interventions that have priority (if of priority we

want to speak) are interventions aimed at increasing recognizability of the tratturo.

The network of the tratturi …

• It is the story of the large flows of people and sheep that moved from the Abruzzo Region and they arrived

in the Apulian Region

• It is a park, the most important park of the Region; it is a particular park: branched, reticular ... a public

property

• It is a common good made up of many things, including of history

A strategic Agenda for recovery and enhancement of the tratturo should provide a "global project" consisting of

a series of actions, all important, which should act almost simultaneously. The tratturo is, and remains, a path

whose original functions were lost but that has other recognizable features; these are the features of: a terrestrial

ecological corridor, a natural course (on foot, on horseback, by bicycle and for different types of users), an open-

air museum. These new features should be, of course, ensured. In order to assure such new functions/features,

during the meetings, participants in the workshop proposed many actions (ref meeting of November 19) that

could be summarized in the followings:

Actions to create the path (or the paths) and, at the same time, both the "open air museum" (to guarantee the

preservation of historical memory) and its contribution to the network of ecological corridors;

Actions to ensure the safety of the tratturo and its maintenance (also through incentives to dealers, or the

establishment of figures as that of guardian of the sheep-track, etc.)

Actions aimed at the promotion and at the creation of "expectations";

Actions aimed at creating a tourism product (routes, services, places of exchange, etc.);

Action to improve the culture of the community and the education of the younger generation;

To ensure both the creation of this strategic agenda and the start of its implementation, it is necessary, of course,

the establishment of a task force with design skills, able to connect with the bodies and the competent

authorities.

Among all these actions there are no priority actions in relation to the other ones. However, all the participants

agree that, perhaps, the interventions that have priority (if of priority we want to speak) are interventions aimed

at increasing recognizability of the tratturo.

The actions that the participants consider important to be carried out (which, in truth, are already being planned

by the working group of the project STATUS) are:

1. Drafting a document, for the negotiation table, in which it is proposed the tratturo Pescasseroli-Candela as a

priority for the next programming CAP (PSR in the first place). The document should identify opportunities

for strategic enhancement of the Apulian tratturi, that have to be submitted to the attention of both local

governments and the Apulia Region. Such a document could orient or guide strategic policy choices of the

next regional program 2014-2020. Such a document could identify, among other things, the appropriate

actions to guide the agricultural practices.

2. Creating an interregional consortium, a "control booth" (with its operating unit) with coordination functions.

The consortium can sit at the negotiating table, to be accredited by the Ministry, have direct access to

European funding, provide immediate guidance for the promotion of goods and involve the private sector

(Confescercenti, Confconsumatori, agricultural structures, etc.)

3. Using technology (basically building an app and a website): to support the process of participation and

involvement of local communities, to identify the pathways, to organize events, and, still, to support the

monitoring actions.

4. Organizing the "day of tratturi", involving the associations of the walkers, the riders, cyclists but also

schools and students. The CAI proposes an interregional event (with CAI and the regions of Puglia,

Campania and Abruzzo) of trekking; this event should be organized and promoted also by the

Municipalities. On the same day the event will be proposed for cyclists and riders.

5. Organizing the land art event.

GOVERNANCE

h. Critical issues

• there is a lack of coordination and planning • there is a lack of a comprehensive and coherent strategy to make the individual actions of local actors

efficient • the proposed development of a tratturo, as a great opportunity for territorial development, inevitably

requires the cooperation of local actors • we often talk of a segment of the tratturo, that one of the Puglia region, and not of the entire royal

tratturo Proposals

• The vision of the Pescasseroli-Candela tratturo must be introduced in a system vision: o at the regional level the tratturo must be connected:

to the regional network of the tratturi (for the park of tratturi, the Apulia region is currently drafting the "framework structure", which will be the general framework for programming, and the "document of valorization" that will introduce the elements to enhance the system of tratturi); the Regional Park of Tratturi is a regional park that would need the same

incentives of the other regional parks. On the other hand, it has a cultural, environmental, and

ecological relevance and it could have important implications in both the touristic and

transportation sectors

to the infrastructures system for soft mobility tratturi can host most of the mobility system slow) (rif. PPTR)

to the regional ecological network (the tratturi are “rivers of grass” that unite the two main poles: the Gargano and the mountains Dauni

o at interregional level, the track of tratturo must be connected: at interregional level, the track of tratturo must be connected; to the other paths (eg.: path of the Francigena route, funding from the Region for the signs;

homologation paths CAI) o at transactional and European level:

by relating the path of the Tratturo Pescasseroli-Candela with the other trails of transhumance in Europe; by sharing projects and experiences with other EU countries;

by protecting the tratturo as world heritage site (Unesco)

The Council of Europe has added the Via Francigena and the tratturi between the priority

paths . (The Municipality of Formello opened an info point)

You should refer to national and international users; in this vision, the path must be proposed in its

completeness.

• A consortium and a “control booth”, for the functions of coordination, are needed both to participate in the negotiating tables and to be accredited by the Ministry; with the Consortium and its design skills you might have direct access to European funding. It will be proposed as a tool that is able to access to different types and forms of financing for the enhancement of the tratturo. The Consortium would

allow a public dialogue. The consortium may give directions for the immediate promotion of the

products. The Consortium should be interregional and directed by trade associations (eg. Confescercenti, Confconsumatori, agricultural structures) and by local governments. Preparing a draft with the main features of the Consortium could be the first step towards the

certification by the Department of Tourism (Ministry of BBCC). Such a draft has to be organized in

order to access to 2014-2020 funding. The signing of an agreement by the various parties would be

important to carry out this initiative and establish a plan of action on tratturo

• Thematic groups could be set up; for these groups, the practice of reconstructing the landscape should be one of the strategic objectives to be pursued together.

i. Critical issues • The current funding and programming do not consider the tratturo as common goods to be improved

and do not allocate financial resources for activities in that area. Greater efforts are needed to change such an idea.

• There is difficulty in identifying the tools that allow you to work in a more coordinated way. Proposals

• In the STATUS process it may be appropriate to prepare a document proposing the tratturo Pescasseroli-Candela as a priority and to bring to the negotiating table to the next programming 2014-2020. This document should identify opportunities for strategic valorization of the tratturi of Puglia, in order to guide strategic policy choices of the next regional program 2014-2020. The

associations of the agricultural world, together with the Regional Offices and the LAG Meridaunia,

must be interpreters and promoters of this initiative to get to the final draft of the negotiation document.

ACCESSIBILITY

a. Critical issue: - Vi è una percezione limitata del tratturo

• The tratturo is a good of inestimable value, it is not always visible by the local community; This is, in part, because the tratturo has lost its original function

• The local community that seems to be indifferent to the issues of its protection and valorization • The agriculture, with its practices, is contributing to the modification of the original “river of grass • It is increasingly losing its accessibility, its continuity and the set of elements that make it recognizable • Much public money has been spent in the area, but this has not changed such a trend Proposals

• Make the area of tratturo an open-air museum Installations by land art along the Pescasseroli-Candela track may contribute to focus on the most significant places; such installations may be inspired by the themes of farming and the rural world and made with eco-sustainable materials. The project of SAC (Environment and Cultural Systems) “Monti Dauni e Lucera” is currently working on such an idea)

• The tratturo has to be clearly identified in order to enhance the community ability to recognize it. Appropriate signs could increase its fruition (ref. the signs on the paths for the formation of the cadastre of the Apulia Network Trekking; the signage conventional of the CAI (Italian Alpine Club); the use of “cippi” – ancient stones boundary)

• Promotional events could contribute to focus on the protection and valorization issues; the “tratturo

day” could become an interregional organized event involving the associations of trekkers, of knights,

of bikers but also the schools at all levels • Educational programs, also in schools, should be based on active citizenship and on the ability of

community to maintain the territory

• The “cippi” – ancient stones boundary- are signals of the tratturo

• We need to "grow" the riders, cyclists and walkers.

b. Critical issue - Vi è una limitata fruibilità del tratturo Physical accessibility

• Not all the tratturo is practicable

• The area of tratturo is not always visible and physically perceived • Along the tratturo the morphological features are very different • The farmers, during plowing operations, divert the waters on tratturo making it not usable; in some

cases, occupying it with their crops.

Proposals

• Some interventions are necessary for the physical protection of the territory, including an appropriate

system management and maintenance; these are:

o securing of pedestrian and bicycle paths and of bridleways

o restoration of trails and/or runs on tracks that no longer exist

o projects of greenways and cycle routes that constitute the base of an integrated network of soft

mobility (ref. regional law 21/2003 "Norms on activities and excursions networks of Puglia " and

Regulation n.23/2007 “Regulation for the implementation of the Apulian excursions networks”)

o recovering of cultural heritage and of the sparse buildings

• The local nature and culture must be promoted by trained guides (youth cooperatives, network

businesses, educational farms)

• Everyone should have the opportunity to walk along the tratturo, perhaps using new technologies (eg

realizing applications for virtual visits and assistance with navigation tablet). The virtual recognizability

should be aimed at increasing the viability physical

• The farmers "concessions" must be sustainable and must be controlled to achieve the planned goals.

E.g.: the sod seeding could help to avoid the hydro-geological instability; in fact, during the plowing

actions, the drains (channels) of the surface are closed. It should only decide the better type of incentive

in order to change the practice.

• The slow mobility has to be organized: the tratturos are natural equestrian road and they can become

cycling routes, hiking routes and for people with disabilities. The receptivity should be organized in the

farms and taverns, which are currently uninhabited but all surveyed, to become a path, the historical

tratturo requires places of exchanges (eg. The park of Mezzane) and facilities for all kind of users.

Walkers need a special signage, safety, receptivity (water for wash, minimal accommodation) a

stopping every 30 miles (also every 10), the accessibility to the near villages, the “certification of

walker”. Bikers need an inventory of existing little fountains, small oasis with trees, a stopping every

10-15 miles, stopping areas.

• The critical and the potential issues of tratturo, proposed as a path, must be shown going through the

tratturo; only in such a way cycling routes and hiking routes could be organized The association

"Cicloamici" of Foggia proposes to follow the track of the tratturo trying to highlight what may be the

problems and the potential of the path. Such an assessment would be finalized to the organization of

cycle paths but, more importantly, to identify the type of services needed. Even for the bike stops and

services are needed. A few miles from the territory of Rocchetta, the tratturo could be to connected

with the European cycle route network.

• Actions are needed to ensure both the cleaning of micro landfills that now exist along the path, and

safety

• Establish the role of "guardian/keeper of the tratturo." Would be sufficient to ensure 1 keeper for every

30 km of track. The caretaker could ensure cleanliness and control.

• The path along the tratturo is fragmented

• Not always the political and administrative choices have also been oriented to the safeguard of the

tratturo; many of the political and administrative choices are irreversibly transforming the landscape.

The existing wind farms, for example, are now difficult to displace and there are still political initiatives

that insist in such projects.

• Farmers have often occupied the central part of the tratturo, have left the pasture and have chosen crops

(or monocultures) that are not compatible with measures to protect the tratturo. There are not incentives

and opportunities for change such agricultural practices.

• The farmers practice monoculture too much

• The area of the tratturo is, in large part, occupied by paved roads (mainly road managed by the

Provincia di Foggia)

• The areas of the tratturo that are occupied by urban areas are irretrievably lost

• Landfills are everywhere; the abandonment of waste is an issue of sensitivity and culture; adults and

children should be behaved.

• there is no supervisory

• The process of fragmentation and trivialization of the landscape has caused a contraction and dwindling

of habitats

Proposals

• The maintenance of tratturo and its areas pertaining must be organized to ensure the physical security

of the tratturo. At the same time, the sensitivity to the issues of recovery and enhancement must grow.

In fact, recent maintenance actions have not produced the desired effect because they had not involved

the local community and farmers. The safety and maintenance may be a consequence of the recognition

of tratturo resource.

• Shares of landscape protection and of maintenance of the areas of the tratturo, could include:

o Native plants along the border of tratturo and actions of naturalization (see funding of RDP); buffer

strips, tree lines, hedgerows and dry stone walls along the bands of tratturo (because of their

recognized function of terrestrial ecological corridors);

o Tree-lined avenues of access to the cities;

o Wildflower (in peri-urban areas and / or fringe road) - aesthetic and landscape enhancement and

environmental restoration at low energy input of anthropic environments through the

characterization and use of wildflowers originated by species and ecotypes.

• Interventions of recovery / mitigation can reduce the visual impact of industrial areas (production areas

along the SS 89 and SS 16).

• In order to structure an integrated tourist offer (an offer with also certified quality), local guides must

be trained and guided tours should be organized on the territory.

PROPERTY MANAGEMENT

The royal tratturo is 110 meters wide; two-thirds side (the famous 60 steps from Naples) are given in

concession from Apulia region to farms and about 1/3 is still state-owned. This is a complex system to

manage.

a. Critical issue – Land instability

• Successful actions have to deal with the complexity of the different administrative use and ownership

• Every action needs to involve the dealers, the state and all stakeholders.

• In addition to agricultural soils there is also an urbanized part and a part that still preserves its

naturalness (remnant of the "river of grass")

• The stakeholders are many

Proposals

• Multi-functionality of the agricultural entrepreneur. The opportunities offered by regional park,

PSR, European funds and by the NOP must be exploited: the projects must be integrated across multiple

lines of financing (mainly PON and in agreement with the neighboring Regions)

• In concession areas, current agricultural practices (e.g. plowing, crop basis) must be oriented

towards the protection and preservation of the landscape (eg through the provision of incentives and

the concession of the areas of the tratturo). At the end of the "avenue armentizio", which now appears to

be largely illegally occupied by frontists resulting in compromised of continuity and readability of the

tratturo, the chaotic turf should be restored. The granting of the concession to farmers could be

conditioned with the commitment to act in order to safeguard the legibility of tratturo (e.g. through

plants and, in the case of use of arable land, respecting the direction of plowing parallel to the

longitudinal axis of the tratturo). Such a condition would be compensated, for example, with the

possibility of access to the benefits of the RDP, extended not only to the owners of the funds, but also to

those having non-ownership title to lead the funds, thus including tenants and licensees.

AZIONE: 1) Indire la "Giornata nazionale dei Tratturi" - Con un sistema comunicativo che inizi dalle Regioni coinvolte e veda i Comuni lungo il Pescasseroli - Candela in prima fila a pubblicizzare l'evento con l'interessamento delle Associazioni e delle scuole che svolgano un "tema/ricerca" relativo alla cultura-storia che i tratturi hanno lasciato alle nostre generazioni; 2) Nello stesso momento, in tutti gli eventi organizzati, si dà il via al percorso al suono di una "campana" simbolicamente indicata in quella di Agnone; 3) Ogni Comune attraversato accoglie i camminatori con un "semplicissimo e pastorale rinfresco" in un festoso attraversamento del centro abitato; 4) Arrivo al termine di ogni percorso con semplice manifestazione a sfondo pastorale.
