Current Work

• The checklist is currently being revised and translated into a Training Manual and Catalog – Includes narrative descriptions of the training program

– Includes an in-house course catalog

– Each course page provides a course description, estimated duration, objectives of the course, describes the assessment and categorizes the course into a MFRPS subject area

• While creating the Training Manual, a workgroup will evaluate the Food Program Training curriculum

– MDA would eventually like to conform with IFPTI models and follow the guidance of national training committees

Topic / Course Name: 21 CFR 110 Good Manufacturing Practices (GMP’s)

Subject Area: Prevailing Statutes and Regulations

Delivery: Instructor led, classroom.

Duration: 12 hours

Description: This course is in-depth instruction on 21 CFR 110 (Good Manufacturing Practices) for new

inspectors in order to prepare them for conducting food manufacturing and food warehouse

inspections. Inspectors will be given guidance to conduct risk-based inspections within food

manufacturing and warehousing operations and to apply the regulation for any violative conditions

noted. Applicable current science, codes, regulations, and laws supplemental to GMP inspection and

enforcement will be also be introduced and discussed.

Objectives: Upon completion of this course, students should be able to:

1) Have a working knowledge of 21 CFR 110 and be able to apply the regulation when

conducting food manufacturing and warehousing inspection.

2) Identify violative conditions present within a food manufacturing or warehousing operation

and prioritize conditions based on risk to public health and food safety.

3) Properly document violations of the Regulation, observations of conditions present within

the firm, and ensure corrective action is taken in a timely manner.

Student Assessment Type: At the conclusion of the course, students must perform a written

assessment of their knowledge gained during the course and their ability to apply it to

manufacturing/warehousing inspections. Students are given various scenarios in which violative

conditions are present and must document the appropriate CFR reference, observations, and

reasonable timeframe for correction based on risk to public health and food safety.

Absorb- Online Courses • MDA is working on transforming PowerPoint's

into SCORM courses with the use of Articulate and Captivate software

• Courses can now be delivered online and include narration, quizzes, exams, and resources in one place

• These courses can be launched directly from the learner’s Absorb account

Absorb – Online Courses • Online courses have reduced the amount of face

to face training but not eliminated it – Used as a prerequisite to an instructor led course to

introduce topics and cover pre-course principles – Is being used to deliver annual safety training and

supplemented by a short face to face presentation vs. annual 2-3 hour face to face presentation

– Can be used to administer follow up exams or evaluations to measure learning

Transitioning the Training Program

• Significant time commitment is required to migrate from a paper or data only based system (Excel, Access) to an LMS

• Once system is developed and populated, maintenance should be easier and reporting functions very robust

• Responding to audits will be easier

Challenges

• Certificates cannot be uploaded to Absorb so MDA is using SharePoint to supplement the system – Tracking joint inspections and reports as required

by MFRPS and Retail Standards

– Maintaining an electronic copy of certificates for staff

Challenges • Transitioning to a new LMS while concurrently

training new and veteran staff – Set a start date for using the new system – Don’t try to import old records unless absolutely

necessary – the old database (Access) will be the go to place for records prior to October 1st, 2011
