All establishments classified as seasonal, i.e., concession stands, ice cream trucks, etc., are reminded that yearly license fees are due before starting operations for the year, or by June 30, 2010, whichever is sooner. FSSMC RENEWAL
The Department of Food Drugs and
Dairies in Springfield has made some
changes in how they notify FSSMC
certificate holders that their certifi-
cates will expire. They are now only
sending out one renewal notice. This
notice is sent approximately 90 days
before the certificate expires. This
may make it more difficult for the
certificate holder to get into a
refresher class or sit for a refresher
test. It is now more important that the
certificate holder keep track of their
renewal date so that the certificate is
not allowed to expire.
LaSalle County Health Department,
along with Illinois Valley Community
College, offers refresher classes at
least every other month. These
classes fill up quickly, and we may
not a lways have room for
participants. Be aware that the
refresher class can be taken any time
during the five years that your
certificate is active. You are
encouraged to plan ahead to take the
refresher class or test. By waiting
until you receive notice from the
state, you may not be able to get into
classes before your certificate
expires. A refresher class or the
test must be completed before the
expiration date on your certificate.
If you do not complete the refresher
class or test prior to the expiration
date, you will be required to
complete the full 15 hour class.
All procedures required for
renewing your FSSMC certificate are
your responsibility. If you have any

As a reminder, establishments classified as “HIGH RISK/CATEGORY I” facilities have the option to use attendance at this seminar as their third or last contact for 2010, if they meet the eligibility requirements. To qualify for this option, the food establishment must have scored at least eighty (80) on their two previous inspections for 2010 and have had no high risk violations or temperature violations.

The Smoke-Free Illinois Act went into effect on January 1, 2008. The law prohibits smoking in all indoor pub-
lic places and places of employment. The law is designed to protect employees and the public from secondhand smoke.
Complaints must be registered by calling a toll-free complaint line at 1-866-973-4646 or by going on-line to the Smoke-Free Illinois website at www.smoke-free.illinois.gov. These complaints will be handled by the Illinois Depart-ment of Public Health, local health departments, and local law enforcement. According to the law, these agencies have
been identified as enforcement agencies.
On March 7, 2008 the Smoke-Free Illinois Act complaint form confidentiality statement was revised as fol-
lows:
“Information entered in this complaint form, including your name, will be provided only to authorized en-forcement agencies so they have the necessary information to follow-up on complaints. Your name will be kept confi-dential by these authorized enforcement agencies but, in certain situations in which penalties may be applied, your name
may be released to attorneys representing the parties in this matter.”
Upon receiving a complaint, Health Department staff will send an education packet to the business. If the com-
plainant submits their name, an on-site visit will be conducted by Health Department staff.
Per the Smoke-free Illinois Act, Section 45, Violations, the person who owns, operates, or otherwise controls a public place or place of employment that permits smoking in a prohibited area will be fined not less than $250 for the first violation, not less than $500 for the second violation within one year after the first violation, and not less than
$2,500 for each additional violation within one year after the first violation.

Please be aware that LaSalle County Health Department staff are diligently following up on smoking com-plaints. Numerous citations have been issued, including a second violation costing the proprietor an additional $500.
Collection of fines are actively pursued.
As stated above, local law enforcement agencies are also responsible for enforcement of this law. Should you
witness active smoking in an establishment, if necessary, you are encouraged to phone said officials.
Your cooperation in complying with this law, as well as reporting of violations, is very much appreciated by the
staff of the LaSalle County Health Department.

The LaSalle County Health Department is pleased to invite all food service managers, certified
food handlers, establishment owners, and food service staff directly involved in food preparation, to the
18th Annual Food Service Seminar.
The seminar will be held on Monday, September 13, 2010, at the Pitstick Pavilion, 3401 N. IL
Rt. 23 in Ottawa. The seminar will be from 8:30 a.m. to 12:00 p.m. (Registration from 8:00 – 8:30).
We are looking forward to providing you with some entertaining speakers that are very knowl-
edgeable in a variety of fields. Topics planned include pest control, utilizing local foods, and foodborne
illness investigations.
The LaSalle County Health Department will continue to offer to those establishments, classified
as “HIGH RISK/CATEGORY I” facilities, the option to use attendance at this seminar as their third or
last contact for 2010, if they meet the eligibility requirements. To qualify for this option, the food
establishment must have scored at least eighty (80) on their two previous inspections for 2010 and have
had no high risk violations or temperature violations. Check with your Licensed Environmental Health
Practitioner if you have questions or need any further information.
In addition, Continuing Education Hours (CEU’s) are pending approval from the Illinois
Department of Public Health. If you are interested in CEU’s, please bring your Food Service Sanitation
Certification number (wallet card) to the seminar. Additional paperwork may need to be filled out at
this time.

Safe Handling Practices of Raw Produce
In the 1990’s the Center for Disease Control (CDC) estimated that 12% of foodborne illness
outbreaks were associated with consumption of fresh produce (fruits and vegetables). Consump-
tion of fresh produce plays an important role in a healthy diet. Despite the federal government
efforts to reduce foodborne illness outbreaks with fresh produce, cases are still being docu-
mented. Many of these cases are preventable.
Fresh produce may become contaminated if there is contact with harmful bacteria found in
the soil or water where they are grown. Or, possible contamination could occur during prepara-
tion or storage after harvesting the produce. Therefore, proper handling of fruits and vegetables
is important to reduce the risk of foodborne illness outbreaks.
Food items brought into an establishment should be purchased from approved, reputable
suppliers. Examples of approved suppliers are: shippers, packers, manufacturers, distributors or
local markets. The produce sold at a farmers market was probably picked that day or a day be-
fore. Suppliers should deliver the food items when staff will have time to inspect the fresh pro-
duce.
Safe food handling practices can help reduce the possibility of foodborne illness out-
breaks. Make sure the produce is not wilted, bruised or damaged. If you are buying fresh cut
produce, make sure they are refrigerated or stored on ice for both quality and safety issues. Al-
ways follow proper hand washing procedures by washing your hands for 20 seconds with warm
running water and soap before and after preparing the produce. All fresh produce should be
washed before eating. It is not recommended to use soap, detergents, bleach, or commercial pro-
duce washes. You can use a clean produce brush to wash produce. Regardless if the product will
be peeled, it must first be washed. If you are purchasing pre-cut, pre-washed, bagged produce,
the product can be used without further washing. Once the bag has been opened and stored in
the cooler, the product should be washed before using. Follow proper storing and preparation
practices to prevent cross-contamination of the fresh produce.
