2008 FOOTBALL PRACTICE RULE

Football practice may begin on Monday, Aug. 4. Helmets may beworn from the first day of practice, but a player's personal uniformpads may not be used during the first three days of practice inshorts, a period designated for coaches to determine if football play-ers are conditioned physically for football practice. From the firstday of practice, teams are permitted to use all equipment (blockingsleds, dummies, etc.) that is normally used during the season. Thefirst game may be played Aug. 28 or any date thereafter.

A student starting practice after Aug. 4 also must spend the firstthree days of practice in shorts without using personal uniformpads.

1. Senior high schools are divided into six classifications - 1A, 2A, 3A, 4A, 5Aand 6A-based on average daily membership figures furnished by the StateDepartment of Education for the upper three grades plus the ninth grade hold-backs.

The football-playing schools have been placed in the appropriate classification,starting with the largest schools in Class 6A; the next largest in Class 5A, etc.

Each classification has been divided into eight regions with as near the samenumber of football-playing schools in each region as geographically feasible. Allregions have seven or eight schools.

All alignment changes for 2008-09 and 2009-10 were made prior to Oct. 1,2007. After the two-year classification period begins, no alignment changes (inclasses, areas, etc.) are permitted.

2. In order to qualify for the football championship program, a school must sched-ule all participating schools in its region. Only games added to a school's sched-ule and reported in writing to the State Office before Aug. 28 of the current schoolyear will count in the state championship program.

3. Senior high schools are permitted to play 10 regular season games on the 10 allot-ted playing dates. The last date to schedule a regular season game is Oct 31. The

New Online Requirements For All SportsPOSTING SCHEDULES

Schools must go online to the AHSAA website Member Section and enter seasonschedules for all sports by the deadline dates listed below for sports in each quarter.Failure to do so will result in a fine of $100 assessed to the school. Schools shouldgo online and make any changes immediately as they occur.

Deadlines for entering schedules:March 1-- fall sports (football, volleyball, cross country, swimming) Sept. 15 --winter sports (wrestling, basketball) Jan 15 -- spring sports (baseball, softball, outdoor track, soccer, golf and tennis)

POSTING SCORESSchools are also required to post scores of contests ONLINE immediately followingall contests in the regular season (and within 24 hours after regular season tourna-ments). Results must be posted no later than 30 minutes following a regular seasoncontests. Failure to do so will result in a fine of $25 assessed to the school.

In the post-season playoffs, failure to report scores in the same manner willresult in a $100 fine assessed to the school.

first, fifth and 10th playing dates must be used for non-region games. The five-week football playoff program begins on the 11th playing date.

4. If a school has a contract for a game and breaks it (by paying the forfeiture fee)without mutual consent of the other school involved, this shall count as one of theoffending school's allowed games and will be officially a forfeited game. Theschool receiving the forfeit shall not count the game as a win if the game isreplaced on its schedule.

5. All participants must be eligible under AHSAA rules.6. All games are conducted under National Federation football rules.

7. Each school may hold spring practice any time during the second semester for amaximum of 10 days during any consecutive 15 school-day calendar period.(Spring holidays not used for practice are not counted as calendar days.) Eachschool is permitted only one spring practice period per school year but may havea separate jamboree or regulation game for the senior and junior high/middleschool teams.

Special Rules1. All regular season varsity games must start no later than 7 p.m. Central Time.

2. It is the responsibility of each member school to make sure all officials andclock operators used are registered with the AHSAA. The maximum officiatingfee for a regular season varsity game is $60 per official, $40 for the clock oper-ator. Mileage is not to exceed 58.5 cents per mile for one car (round trip).

3. All regular season varsity games must have a registered official as the ElectricClock Operator.

4. If a host school has an operable 25-second clock, it may be used in regular sea-son and playoff games with a local registered Electric Clock Operator or a reg-istered official.

5. Tie games are not permitted for varsity games during the regular season or thechampionship playoffs. If there is a tie at the end of regulation play of a varsi-ty game, the tie must be broken by using the 10-Yard Line Overtime Procedureas outlined in the National Federation football rules book.

Only by mutual consent between the two participating schools prior to thestart of the game can junior varsity, B-team and/or junior high (middle school)games ending in a tie be broken by the 10-Yard Line Overtime Procedure.

6. If a non-faculty coach is ejected from a game, that “aide” is not permitted onthe field during a contest for the remainder of that team's season.

7. Bands shall not be allowed to enter the opposing team's player box (25-yardline to 25-yard line) before the first half has officially ended without receivingprior permission from the opposing head coach.

8. Wilson footballs meeting high school specifications must be used in all regionand playoff games.

Playoff FormatSchools must play all other participating schools in its region to qualify for the

championship program.If a school in a given region fails to qualify for the playoff program, a game

with that school will be treated as a non-region game. The first four places in eachregion will be determined by the won-loss percentage against qualified regionopponents.

In case of ties by two or more teams for a certain place in the final regionstandings, follow the tie-breaking procedure and apply the tiebreakers in the orderlisted, beginning with (a).

Tie-Breaking Procedure1. Resolve all two-team ties first, using tiebreaking factor (a).

2. If two or more teams are tied for one of the qualifying places in a sport,first resolve the tie for the highest of those places in the standings, then thenext highest place in the standings, etc.

3. To resolve the team rankings if more than two teams are tied, determinethe highest-ranked team by applying the tiebreakers in the order listed,beginning with (aa). Until the highest-ranked team has been determined,no consideration will be given to determining the ranking of the otherteams involved in that tie.

After the highest ranked team has been resolved, then the next highest-ranked team will be determined by applying the same tiebreakers, begin-ning with (aa).

4. If a certain tiebreaker does not apply to the tie being resolved, apply thenext tiebreaker in the order listed for that sport.

5. Forfeited contests count as losses. A team that intentionally forfeits arequired game becomes ineligible for championship competition for theremainder of that classification period plus the next classification periodin that sport.

6. If two area, region or section teams elect to play each other more than therequired number of contests during the same season, the first contestplayed (or first at each site if two are required in a sport) will be used incomputing standings unless the State Office is otherwise notified in writ-ing by both schools prior to the season. The other contest(s) will be treat-ed as non-required contest(s).

7. Contests against teams that are not eligible for the championship programand contests in regular season tournaments are not used in figuring anytiebreakers.

IF TWO TEAMS TIE . . .(a) …the team that defeated the other in its one required regular season con-

test will be placed above the other tied team. The team that lost its head-to-head contest(s) will qualify for the next highest place.

IF MORE THAN TWO TEAMS TIE …(aa)…the team that had the highest winning percentage against all the other

tied teams will be placed ahead of all the other tied teams. (Note: If oneof the teams does not have a higher winning percentage than all the othertied teams, the tie cannot be resolved by this factor.)

(bb)…the team that had the highest winning percentage in any non-requiredcontests against each other will be ranked ahead of all the other tied teams.(In order for this tiebreaker to apply, each tied team must have played thesame number of non-required contests against all the other requiredteams.)

(cc)…the team that had the highest winning percentage in any non-requiredcontests against the other required teams will be ranked ahead of all theother tied teams. (In order for this tiebreaker to apply, each tied team musthave played the same number of non-required games against all the otherrequired teams.)

(dd)…the team with the best winning percentage against non-required com-mon opponents.

(ee)…the team whose defeated required opponents have the most victories.(ff)…the team with the most victories if all teams involved in the tie play an

equal number of total games.(gg)…the team with the most victories.(hh)By flip of a coin

Game Sites1. The game sites in all rounds will be set at suitable stadiums which are nearest

to the schools whose teams are designated as “host” teams.

2. “Host” teams will be determined as follows:(a) In first round games the region winners and runners-up, which are placed

in the top positions on the brackets, will be the “host” teams.(b) In the second, quarter-final and semi-final rounds, the team that traveled

more times during the preceding round(s) will be the “host” team. If trav-el (number of times) in the previous round(s) is the same, the team on thetop of the bracket will be the “host” team. If two teams from the sameregion meet, the highest seeded team in the final region standings will bethe “host” team.Note: A team's seed is the team's place in its final region standings.

3. The championship games will be played at Legion Field in Birmingham. The schedule: Thursday, Dec 4: 3:00 - Class 3A, 7:00 - Class 4A

Friday, Dec 5: 3:00 - Class 1A, 7:00 - Class 5ASaturday, Dec. 6: 11:00 - Class 2A, 3:00 - Class 6A

Stadium CriteriaEach school hosting a playoff game must provide a facility that meets the minimum

standards.The minimum seating capacity for schools in each class are:

Class 1A - 1,750 Class 4A - 3,500Class 2A - 2,000 Class 5A - 4,000Class 3A - 2,250 Class 6A - 4,500

Other minimum standards:1. The field shall include coaches' areas and team boxes and be marked as outlined in

the National Federation Rules Book (Rule 1 - The Game, Field, Players andEquipment).

2. The barrier (wire fence) enclosing the field shall be at least five yards from the side-line and four feet high.

3. Asecure area (ticket booth) for the sale of tickets must be provided outside the stadium.

4. Entrance gate(s) for receiving tickets and a pass gate must be provided.

5. The stadium (seating areas and playing field) must be totally enclosed so fans mustuse the gate(s) to gain entrance to the stadium.

6. Dressing rooms with hot and cold showers for both teams must be provided.

7. An officials' dressing room with hot and cold showers must be provided.

Game ManagersGame managers will be the host school's principal if the game is played on a

school's usual facility or within the area of his school district; otherwise, the man-ager will be appointed by the Executive Director and Central Board of Control.

Tickets and ProgramsPrinting of tickets for the championship playoff games will be the responsibility

of the Executive Director. For the first four rounds, all tickets will be $7.00 each.Ticket prices for the championship games will be $10.00 each.For the first four rounds, the host school will have the responsibility of producing

the game program and will retain any proceeds derived from it.

Student Tickets and PassesBands, cheerleaders, and participating drill teams in uniform shall be admitted free.

Principals, superintendents and coaches with current I.D. cards shall be admitted with-out charge.

Game OfficialsFive game officials and a clock operator shall be assigned to each game by the State

Office. Fees to game officials in the first four rounds will be $65 each plus 58.5 centsper mile for one vehicle (round trip). The clock operator will receive a $40 fee. Allofficials, including the clock operators, must be registered with the AHSAA.

TrophiesTrophies will be awarded to the state champion and state runner-up in each class.

Division of ReceiptsReceipts from all playoff games will be divided after expenses as follows:

(a) 38% to visiting team(b) 38% to home team(c) 24% to AHSAA

Receipts from the playoff games are to go exclusively to the above listed schoolorganizations. The management and direction is solely under the control of theAlabama High School Athletic Association.

DEDUCTIBLE EXPENSESDeductible expenses before division of receipts:(a) Team's traveling expenses - Limited to $7.00 per mile one way.(b) Stadium rental fee - If game is played in a stadium owned by the host school

or its school system, no rental fee will be paid. If played on a municipal-

owned field or on a neutral school-owned field, the rental fee is not toexceed thatusually paid by the host school for its regularly scheduled gamesand not to exceed $500. At all facilities the home team will provide and paythe necessary game management expenses, including ticket sellers and tak-ers, policemen, firemen and other necessary personnel. If a school is unableto accommodate a game on this basis, the Executive Director and CentralBoard of Control will have the responsibility of moving the game to anoth-er site.

(c) Host school expenses - 7 percent of the gross gate after taxes, but not toexceed $500.

(d) Officials fees (see “Game Officials”)(e) Printing of tickets (see “Tickets and Programs”)(f) Trophies (see “Trophies”)(g) Other approved expenses by Executive Director and Central Board of

Control.

Team TransportationVisiting team's travel and transportation expenses will be limited to $7.00 per

mile one way.

Officials’ DecisionsDecisions of game officials are final in all games. Protests are not allowed. All

public address expressions critical of officials' decisions are interpreted asunsportsmanlike and will subject the school, players and coaches to appropriatedisciplinary action.

Radio and TelevisionFirst Four Rounds

Permission may be granted for radio broadcasts and delayed telecasts upon writtenrequest to the State office. Permission is usually not granted for “live” televisionbroadcasts or internet streaming, which will be negotiated by the State Office.

In a request letter, a station should specify dates, games, sites and the number ofpersons in its broadcast crew. The request letter should be accompanied by a check forthe appropriate fees.

Also, stations should send a copy of each request letter to the host school principaland make seating arrangements with the host school.

Delayed broadcast - $150 per gameTelevision: Delayed telecast - $300 per gameBroadcast fees are divided on the same basis as game receipts.

Only the Alabama HighSchool Sports Network and flagship radio stations, as designated in writing by theparticipating schools, will be allowed to broadcast a championship game in part orin whole.

Game PostponementThe game coordinator on the scene will decide whether circumstances warrant

postponement and rescheduling of a playoff game. Any postponement or suspend-ed game will be played on the next available date.

Game BallsIt will be the responsibility of the home team to furnish the game balls (3 new

official balls), which will be retained by the host team. Wilson balls must be usedin all playoff games.

Overtime ProcedureIf at the end of regulation play there is a tie in a playoff game, the tie will be broken

by using the 10-Yard Line Overtime Procedure shown in the National Federation HighSchool Football Rule Book for the current year.

Season, Playoff DatesA school must complete its region schedule prior to the first round of the cham-

pionship playoff. The dates for each round of the playoffs for the next four yearsare as follows:
