Rape by Delhi Uber Cab driver Uber Cab Service in Delhi was questioned by the police in connection with the rape of a twenty seven year old finance executive by the company's driver. In most democracies, the major

responsibility of the government is

the implementation of social welfare

schemes. Broad budgetary provisions

indicate that the government’s

expenditure on social services has

been steadily rising as a proportion of

aggregate government expenditure.

But, the present NDA government has

been planning drastic cuts in social

sector spending to reduce the fiscal deficit. Interestingly, the

parliament which passed the budget is in session at this very

moment when the cuts are being proposed. Is it not against the

parliamentary democracy if the government alters what was

passed by the members of the house? Singling out the social

sector clearly shows the pro-rich attitude of policy makers. Even

though the Indian economy’s growth rate has slowed down, it

still exceeds an annual rate of five percent. Certainly, no one

observed that the social sector expenditures in India had gone up

in any marked way in the recent past. And, the drastic cut in the

absolute level of social sector will directly affect the poor and the

working people. In reality, by reducing welfare expenditures to

curtail the fiscal deficit, the government is constricting demand

even further, which will actually cause a further drop in the

overall growth rate, and hence a further drop in the scale of

investment. While reviving domestic demand in India requires

expansionary policies specifically directed at raising

employment, another important factor is the disastrous targeting

of the Public Distribution System. India’s social sector

expenditure is too low by global standards. As per reports, India

is the one of the three countries which have hunger index at

alarming high level and trailing behind even smaller countries.

Social sector spending is must for country like ours otherwise

our socialist credo will remain just a pretence!

Court’s Disapproval Delhi High Court Bench has set aside the appointment of Dr Purushottam Lal, Chairman, Metro Group of Hospitals, as Member, Employees State Insurance Corporation. Justice Vibhu Bakru, after giving due notices to the Ministry of Labour for replies on the charges leveled by IMA and after going through the merits of the case, set aside the appointment of Dr Purushottam Lal as member of ESIC. As per regular practice, IMA used to nominate a member as its representative to ESIC in the Central Council meeting of IMA and the same was conveyed to ESIC thereafter. "The representative of IMA, as per the Convention to represent in ESIC was ignored. "On April 20, 2012, the Ministry of Labour and Employment sent a letter to Indian Medical Association (IMA) regarding reconstitution of the ESI Corporation and asked it to nominate persons to represent it. Indian Medical Association strongly contended that the appointment was made in sheer contravention of Section 13© of the ESI Act and abuse of the powers conferred by it as the main provisions have been ignored and not looked into. This is the victory of democracy" said Dr Narendra Saini, IMA's national general secretary.

Pass the Bill in TimeArvind Kejriwal demands that the BJP’s central government must ensure the passage of Delhi High Court (Amendment) Bill, 2014, during the ongoing winter session of Parliament itself. He said "There is no reason for any further delay in the passage of this bill by both Houses of Parliament, particularly after the parliamentary standing committee on law and justice having endorsed this bill. At present, cases involving even a small property are required to be filed before Delhi High Court since it alone has ordinary original civil jurisdiction of the civil suits involving value of rupees twenty lakhs and above. This amendment bill introduced in Parliament on February 17 this year, provides for enchancing the original jurisdiction of the High Court upto Rs two crore, though the AAP is of the view that this value is also less, but for the moment this bill should be passed without any further delay". He further added "Since 2003 circle rate of property has been enhanced leading to increase of their value by several times. The enhancement of pecuniary jurisdiction of Delhi High Court as well as district courts in Delhi is over due in view of devaluation of currency as well as increase of property rates in Delhi during the last one decade. Passage of the bill will help transfer of 12,211 property related cases

Effacing Section The Law Commission of India, in its 210th Report, had recommended that Section 309 (attempt to Commit suicide) of IPC needs to be effaced from the statute book. As law and order in the State subject, views of States were requested on the primary recommendations of the Law Commission. Eighteen States and four Union Territory Administrations have supported that Section 309 of the IPC may be deleted. Keeping in view the responses from the States/UTs, it has been decided to delete Section 309 of IPC from the Statute book. The details regarding attempt of commit suicide are not maintained.

Against the UP govtSocial activist Nutan Thakur said she has filed a PIL in Allahabad High Court seeking CBI inquiry into the case related to the suspension of Noida Authority Chief Engineer Yadav Singh. In her petition filed before the the Lucknow bench of the High Court, Thakur said that Singh has been given direct and indirect patronage by politicians and bureaucrats and sought a CBI inquiry. Nutan Thakur said "It has been prayed in the PIL that the state government's inactions in this case are quite apparent. Similarly the direct

and indirect patronage given to Yadav Singh by top politicians and bureaucrats in the period of Mulayam Singh and Akhilesh Yadav are all too apparent. Hence any impartial enquiry in the matter can be undertaken only by the CBI". She also prayed for appointing judicial enquiry committee and to devise ways to stop recurrence of such episodes in future.

Harassed in govt bus

Twenty two year old man was arrested by the Delhi police for allegedly misbehaving with a woman in a Haryana Roadways bus at Kashmere Gate. According to police sources, the man, identified as Rajkumar, was a regular offender in such cases. The victim woman made a call to the police and the police team arrested him. Delhi people are afraid of the growing number of woman harassment cases reported almost every day in the newspapers. Women associations have organized protests in Delhi to condemn the acts.

309Intra state system to support Tamil NaduCabinet Committee on Economic Affairs has approved the creation of the intra state transmission system in Tamil Nadu. The total cost of the project is Rs 1593 crore. The activities envisaged in the Tamil Nadu project are establishment of 400 kV Grid Sub-Station at Thannampatty, augmentation of various 230 kV Grid Sub-Stations and associated transmission systems. The project is proposed to be completed within a period of three years. The cost on creating transmission infrastructure is proposed to be met through KfW loan (40 percent), NCEF grant (40 percent of the total project cost) and the remaining 20 percent of the total project cost as state contribution. The intra state transmission system in the State will be created by 2016-17 for evacuation of renewable power. CCEA recognizes that Tamil Nadu is a state where large number of wind projects are already working or under installation and the existing power transmission infrastructure is insufficient to cater to the existing and new renewable energy installations.

Justice P Janaki Amma, who lived from 1920 to 2005, was the second woman in India to be a high court judge. After completing studies and later joined the Indian National Congress and was active in freedom struggle. She served as chairperson of Ernakulam Municipal Council from 1953 to 1956. Even after retirement, she was engaged by the Kerala Government in many probes and enquiry commissions. In 1983, she was appointed by the state government to probe the Vypeen liquor tragedy that killed several people. Based on her recommendations, the Government amended section 57(A) of the Abkari Act. In 1985, she became the founder president of People's Council for Social Justice, an organization that was created by Justice VR Krishna Iyer. The organization mainly focuses on development of women, scheduled castes and poor people to ensure social justice. She also served as the Ernakulam Karayogam President.
