purpose of this RFP is to provide the Bidder(s) with information to assist the

various assumptions and assessments arrived at by the Awarder in relation to
the Project. Such assumptions, assessments and statements do not purport to

therefore, conduct its own investigations and analysis and should check the

assumptions, assessments, statements and information contained in this RFP
and obtain independent advice from appropriate sources.
Information provided in this RFP to the Bidder(s) is on a wide range of matters,
some of which depends upon interpretation of law. The information given is not
an exhaustive account of statutory requirements and should not be regarded as
a complete or authoritative statement of law. The Contracting Authority accepts
no responsibility for the accuracy or otherwise for any interpretation or opinion
on law expressed herein.
The Contracting Authority, its employees and advisors make no representation
or warranty and shall have no liability to any person, including any Applicant or
Bidder under any law, statute, rules or regulations or tort, principles of
restitution or unjust enrichment or otherwise for any loss, damages cost or
expense which may arise from or be incurred or suffered on account of anything
contained in this RFP or otherwise, including the accuracy, adequacy,
correctness, completeness or reliability of the RFP and any assessment,
assumption, statement or information contained therein or deemed to form part
of this RFP or arising in any way in this Bid Stage. The Contracting Authority also
accepts no liability of any nature whether resulting from negligence or otherwise
howsoever caused arising from reliance of any Bidder upon the statements
contained in this RFP.
The Contracting Authority may in its absolute discretion, but without being under
any obligation to do so, update, amend or supplement the information,
assessment or assumptions contained in this RFP. The issue of this RFP does not
imply that the Contracting Authority is bound to select a Bidder or to appoint the
Selected Bidder, as the case may be, for the Project and the Contracting
Authority reserves the right to reject all or any of the Bidders or Bids without
assigning any reason whatsoever.

The Bidder shall bear all its costs associated with or relating to the preparation
and submission or its Bid including but not limited to preparation, copying,
postage, delivery fees, expenses associated with any demonstrations or
presentation which may be required by the Contracting Authority or any other
costs incurred in connection with or relating to its Bid. All such costs and
expenses will remain with the Bidder and the Contracting Authority shall not be
liable in any manner whatsoever for the same or for any other costs or other
expenses incurred by a Bidder in preparation or submission of the Bid,
regardless of the conduct or outcome of the Bidding process.

1. Introduction
The Tribal Welfare Department, A.P., through the Commissionerate of Tribal
Welfare, Vijayawada and the A.P. Scheduled Tribes Cooperative Finance
Corporation Ltd. (TRICOR), Vijayawada, is implementing various schemes &
programmes for the welfare of the Scheduled Tribes in the State.
In order to strengthen the digital inclusion and last mile service delivery in the
Integrated Tribal Development Agency (ITDA) areas, the Tribal Welfare
Department is setting up the Giri Seva Kendras (GSK) at the Gram Panchayat
level in the ITDA areas. The GSKs are proposed to provide a host of citizen
services which shall include the Mee Seva Services, last mile banking service,
Aadhaar enrolment service etc. The GSKs shall thus be the principal point of
neighbourhood service delivery in the ITDAs. In addition to the GSKs, several
innovative ideas shall be concurrently incubated in the public services of PDS,
NREGS, Pensions, Maternal & Child Health, Scholarships etc. to strengthen
inclusion and last mile service delivery in the ITDAs in general and in the interior
tribal pockets of the State, in particular.
To carry out the above interventions, the Tribal Welfare Department has entered
into a strategic partnership with M/s. Azim Premji Philanthropic Initiatives,
Bengaluru, a not-for-profit grant making organisation. As part of the
partnership, a high-impact, reform oriented & innovation-centric Program Unit is
being set up to design and implement the interventions for strengthening
inclusion and last mile service delivery in the ITDAs.

The Program Unit will be functional for 2.5 years. All the positions of the
Program Unit are strictly contractual in nature.
2. Invitation of Bids
The Director of Tribal Welfare, Government of Andhra Pradesh, invites bids from
eligible bidders for the provision of manpower recruitment services for the
Program Unit under the said project.
2.1. Eligibility
The following are the eligibility conditions of this tender. The documentary proofs
required as evidence of each condition have also been listed below:

3. Scope of Work
The following is the scope of work of the bidder:

i. Design a paper advertisement and arrange to issue the samein major
English dailies (to be specified later)
ii. Broadcast the advertisement, with JDs in Devnetjobsindia portal and
NGObox portal
iii. Broadcast the vacancy notification widely, especially across various alumni
networks of reputed national/international schools including IIMs, IITs,
ISB, other Tier 1/Tier 2 B-Schools, TISS, APUand across own networks
iv. Broadcast the notification across social network platforms
v. Receive applications online/through an exclusive e-mail. If applications
are received online, the application form shall be approved by the TWD.
vi. Prepare an evaluation matrix to score each application received. The
matrix shall be approved by the TWD.
vii. Based on the stipulated eligibility criteria for each position, shortlist high
calibre and motivated candidates, as follows:
a. Stage 1: Bidder shall shortlist candidates based on scrutiny of the
CV and Statement of Purpose (SOP for the positions specified only).
b. Stage 2: Bidder, through its internal committee comprising
experienced professionals, shall interview the candidates shortlisted
in Stage 1
c. Stage 3: The candidates shortlisted in Stage 2 shall be interviewed
by the Final Selection Committee comprising representatives from
the Government & APPI, at Vijayawada/Amravati, A.P.
d. Bidder shall ensure the shortlisting of candidates for the Final
Selection as follows:
i. (5) shortlisted candidates for the positions of Chief Program
Officer, Sr. Program Officer (Giri Seva Kendras) and Fellows
(IDSD)
ii. (3) shortlisted candidates for all other positions
e. Submit the CVs, SOPs and evaluation grade sheet for each
application received, separately for shortlisted and rejected sets.
f. Submit necessary MIS reports.
3.1. Timeframe
The bidder shall complete the necessary steps in the Scope of Work based on
the following timelines:
a) The last date for submission of applications by the candidates shall be
(15) calendar days from the date of publishing of advertisement in
newspaper/job portals.
b) Stage 1 and Stage 2 as defined above, shall be completed no later than
(20) working days from the last date stipulated for submission of
applications by candidates
4. Bid Evaluation
The technical and financial evaluation shall be carried out only for the bids
fulfilling the eligibility criteria.
4.1. Technical Score
The technical scoring of the bids shall be based on the following criteria:

The eligible bidders shall be required to make a presentation of the salient points
of their proposal and strategy, before the Final Selection Committee at
Vijayawada/Amravati, A.P.
4.2. Financial Score
The financial scoring of the bids shall be as follows:
a) The bid quoting the least cost shall be assigned a financial score of (50)
b) The scores of the other bids shall be normalised relative to the least cost
bid‟s financial score, based on the formula: (Least cost/Bidder‟s cost)X50
4.3. Weights
A weightage of 70% shall be assigned to the technical score and a weightage of
30% shall be assigned to the financial score.
4.4. Overall Score
The overall score of a bidder shall be the summation of his/her technical score
and financial score, duly assigning the stipulated weightage.
4.5. Successful Bidder
The bidder scoring the highest Overall Score shall be declared the successful
bidder. In the event of a tie in the Overall Scores of multiple bidders, the bidder
scoring the highest technical score (before assigning weightage) shall be
declared the successful bidder.
5. Instructions to Bidders
Bidders shall adhere to the following instructions:

5.1. Bid Validity
The bids will be valid for a period not less than 60 days from the date of opening
of tender.
5.2. Earnest Money Deposit
i. The Bidder shall furnish anEMD of Rs.50,000/- as prescribed in the „Table
of Key Bid Details‟.
ii. No interest shall be payable on EMD under any circumstances.
iii. Unsuccessful Bidder‟s EMD shall be discharged or returned within 60
(sixty) days of expiration of the period of proposal validity or after
awarding tender to successful Bidder, whichever is earlier.
iv. In case of successful bidder, the EMD shall be discharged upon signing of
agreement and submission of performance bank guarantee
v. The EMD shall be forfeited on account of one or more the following
reasons-
a. Bidder withdraws his bid during the period of bid validity
b. Bidder fails to sign the agreement in accordance with terms and
conditions (Only in case of a successful bidder)
c. Bidder fails to co-operate in the bid evaluation process.
d. Bidder fails to furnish performance bank guarantee as specified
e. Information given in the proposal is found inaccurate/incomplete.
f. If a bidder indulges in any such activities that would jeopardize
the interest of the contracting authority or would prevent timely
finalization of this RFP
g. If a Bidder engages in a corrupt, fraudulent, coercive, undesirable
or restrictive practice as specified in this RFP
The decision of contracting authority regarding forfeiture of bid security shall be
final and shall not be called upon to question under any circumstances. A default
in such case may involve black-listing of the bidder.
5.3. Performance Bank Guarantee
The successful bidder has to submit an irrevocable and unconditional
performance bank guarantee equal to 5% of the contract value within (5)
working days of award of contract and as per the terms and conditions
mentioned in this RfP document.
5.4. Financial Bid currency & exclusions
The price quoted shall be excluding the cost of publishing paper advertisement,
which shall be reimbursed to the bidder based on the actual cost incurred. The
price quoted shall cover all other aspects of the Scope Work and shall be
inclusive of all applicable taxes. The offer must be given in Indian Rupees only.
5.5. Cost of preparing the bid
The bidder shall bear all the costs associated with the preparation and
submission of its bid, and the contracting authority will in no case be responsible
or liable for these costs, regardless of conduct or outcome of bidding process

5.6. Interpretation of clauses
In case of any ambiguity in the interpretation of any of the clauses in Tender
Document, the department‟s interpretation of the clauses shall be final and
binding on the bidder. The decision taken by the department in the process of
Tender evaluation will be full and final.
5.7. Contracting authority‟s right to accept/ reject any bid
Contracting authority reserves the right to accept or reject, in part or full, any
bid, and to annul the bidding process and reject all bids at any time, or stage
without assigning any reason.
5.8. Contracting authority‟s right to award additional work
Contracting authority reserves the right to awardto the successful bidder, the
work pertaining to recruitment of human resources in addition to the number of
resources and designations specified in this RfP document.
5.9. Price to be charged for additional work
The „Price Ratio‟ of the monthly remuneration value (as finally awarded to
selected candidates/resources) of the resources requisitioned under this RfP
document to the price quoted by the successful bidder shall be arrived at. For
instance, if the cumulative monthly remuneration (as finally awarded to selected
candidates/resources)of the resources requisitioned under this RfP document is
Rs.100/- and if the successful bidder has quoted a price of Rs.10/- for executing
the scope of work, then the „Price Ratio‟ is „0.1‟
The price to be charged for the additional work that may be awarded to the
successful bidder shall be based on the „Price Ratio‟, arrived at as mentioned
above.
5.10. Clarification on bidding documents
A prospective bidder requiring any clarification on the bidding documents may
email his/her queries to the email address provided under the „Table of Key Bid
Details‟
5.11. Pre Bid Meeting
A pre bid meeting shall be conducted as per the details given in the „Table of key
bid details.
5.12. Amendment of bidding documents
At any time prior to the deadline for submission of bids, contracting authority,
for any reason, whether at its own initiative or in response to a clarification
requested by a prospective bidder, may add/modify/delete any portion of this
bid document by issuance of Corrigenda/Addenda, which will be published on the
website given in the „Table of Key Bid Details‟
5.13. Deadline for submission of bids
Bids must be submitted not later than the time and date mentioned in the „Table
of Key Bid Details‟

5.14. Submission of the bid
The bid shall be submitted as follows:
i. 1st Envelope: The cover letter, EMD Demand Draft, the prescribed forms
and the stipulated documents forming part of the technical proposal shall
be submitted in the 1st sealed envelope
ii. The1stenvelope shall be super scribed as:

5.15. Bid Submission Address
The bids, complete in all respects, are to be submitted by the stipulated date
and time for bid submission, either by post or in person. The bid envelope must
be dropped in the tender box kept at address for bid submission given in the
„Table of Key Bid Details‟.
5.16. Tender opening
The date, time and venue of tender opening is given in the „Table of Key Bid
Details‟.
5.17. Resolution of Disputes and arbitration
The department and the successful bidders shall make every effort to resolve
amicably by direct informal negotiation, any disagreement or dispute, arising
between them under or in connection with the contract. Disagreements
persisting beyond such attempts shall be dealt with under the provisions of
Arbitration and Conciliation Act, 1996. The Arbitration proceedings will be held at
Vijayawada, India.
5.18. Legal Jurisdiction
All legal disputes are subject to the jurisdiction of Courts at Vijayawada only

5.19. Indemnity
The successful bidder/System Integrator shall indemnify, defend and hold
harmless the contracting authority, and their End Users, and their respective
officers, directors, employees, subsidiaries, affiliates and successors and
permitted assigns, from and against any and all losses, liabilities, damages,
costs or expenses, including reasonable legal fees and disbursements and costs
of investigation, litigation, settlement, judgment, interest and penalties, arising
from or relating to third party claims, demands or actions (collectively, “Claims”)
arising from or relating to: (a) any breach by the successful bidder] or its
agents, employees or subcontractors of any of the warranties if any, pertaining
to the Software and Documentation that are passed through to End Users; (b)
any injury to any person, including death, illness or bodily injury, or damage to
real or tangible personal property, resulting from (i) the Software,
Documentation or any other Deliverables furnished by the successful bidder or
(ii) any act or omission of successful bidder or its agents, employees or
subcontractors; and (c) without limiting paragraph (a) above, any alleged or
actual infringement, violation or misappropriation of any Intellectual Property
Rights of any third party by successful bidder or its agents, employees or
subcontractors or any Software, Documentation or other Deliverables furnished
by successful bidder to the contracting authority.
5.20. Use of Documents and Information
The bidder shall not, without prior written consent of contracting authority, make
use of any document or information made available for the project, except for
purposes of performing the Contract.
5.21. Delays in the Bidder‟s Performance
A delay by the Bidder in the performance of its delivery obligations shall render
the bidder liable to the imposition of appropriate liquidated damages,
unless an extension of time is agreed upon by contracting authority without
liquidated damages.

Inviting Authority of the aforesaid RfP in respect of any matter regarding or
arising out of the RfP shall be binding on us. We hereby expressly waive any and
all claims in respect of this process.
6. We confirm that we have studied the provisions of the relevant Indian
laws and regulations as required to enable us to submit this response to RfP and
to execute the Contract, in the event of our selection as Successful Bidder.

Financial Management
i. Assisting in preparation of annual budget and preparing periodic budget

flow and financial reports required by APPI and TWD.
