PROCUREMENT OF 01 NO PORTABLE GENERATOR SET RATING 250 KVA WITH CANOPY, NOISE PROOF, MOUNTED ON TROLLEY FOR USE INCASE OF EMERGENCY IN ENTIRE PORT AREA OF KPT.

SPECIFICATIONS

Standard specifications and statuary regulations:- The works to be carried out under this project shall conform to Pakistan Standard Specifications and the Electricity Regulations Governing the installations in electric power plants of size hereunder specified. Indemnifying KPT and certification to that effect shall be the responsibility of work contractor. 1. DIESEL GENERATING SET

Trolley mounted Diesel Generating set with canopy, comprising diesel engine coupled with Generator to give continuous rated output under actual ambient conditions at site. The Genset should be of reputable make, preferably which has established service, sales and parts warehousing in Pakistan.

2. CONTRACTION

The Generator and Diesel engine are to be directly coupled through a flexible coupling and mounted on common steel frame and provided with vibration dampers. Provision shall be made for lifting the engine and generator for repair and maintenance purpose. Complete sets should be tropical zed for ambient conditions of 50oC and relative Humidity of 95%

3. ALTERNATOR

The alternators shall be of fabricated construction; forced air-cooled; rotor to be dynamically balanced; type to be brush-less, self excited and self regulated; continues rated out put 250 KVA, terminal voltage 415 volts, 3 phase + neutral, 50 Hz, speed 1500 rpm, power factor 0.85, frame type B3, Protection Class IP 23, Insulation Class F (Class 155) Stator and Rotor, anti-condensation heaters to be embedded in stator windings; constant voltage from no-load up to full-load with a max, deviation of +2.5% for 0.2 sec; overloading capability 10% for any one hour in 12 hours operation. Alternators shall be capable of withstanding continuous short circuit of 3 to 5 times the value of its rated current for 15 seconds. Peak value of the short circuit current not exceeds 21 times the rated current.

4. DIESEL ENGINE

Diesel engines shall be rated for continuous duty and capable for delivering net BHP sufficient to enable the attached alternators to produce continuous power of 250 KVA at 415 volts, 50Hz, speed 1500rpm, including 10% overload, under actual extreme ambient conditions at site. It shall be vertical, 4- stroke, turbo charged, water-cooled with radiator, electric start through 24 volts batteries; capable of 10% overloading for 1 hour operation. Engines shall be complete with all necessary auxiliaries and accessories, including but not limited to the following:-

- Fan cooled radiator for maintaining max. Temp of 40oC complete with interconnecting pipes.

- Heavy duty electric starter 24 VDC. - Automatic governor to maintain engine speed within the limits specified in BSS

649, from zero to full load, and protect the engine against over speed and under speed. The governor shall permit parallel operation; Raising and lowering engine speed shall be possible from the Synchronizing panel as well as from the governor.

- Air-filter. - Fuel oil filter. - Lube oil filter - Cooling water circulating pump. - Fly wheel to provide flicker-free operation. - Fuel Tank approximately capacity 200 ltrs. - Engine control panel consisting of;

• Engine starting/ stopping switch.

• Tachometer with hour counter.

• Lube oil pressure gauge.

• Cooling water temperature gauge.

• LED indication for low lube oil pressure, high cooling water temperature, over speed, over crank, engine stopped.

• Emergency stop push button. - Mounted sensors and transmitters for lube oil pressure and water temperature. - Automatic shut down devices with actuator. - Audible alarm (electrical) at 220 VAC, connected to control panel. To be

attached under fault condition. - Good qualities lead Acid batteries maintenance free 2x12 vots, 150AH

rechargeable and storage type. - Exhaust silencer with flexible connection. Silencer to restrict noise level to 80

dB and to transfer exhaust gases from engine to outside the plant room. - Provision for cold starting the engine. - Pulley driven alternator 24 VDC 65 amps and voltage regulator for charging

starting batteries. - Necessary manifolds, interconnecting piping, brackets, pedestals, etc. - Set of standard tools r and m of engine. - Operation and maintenance manuals (3 sets) including trouble shooting and

complete spare parts list with part number. The engine fuel consumption should be stated for ½ , ¾ % and full load, which must be guaranteed with a tolerances of +/-5%/

5. CONTROL SWITCHGEAR

The control switchgear panel, comprising following components for generators shall be sheet steel construction, fully trivializes, totally enclosed, Protection Class IP57, mounted separately from the set, equipment inside to be pre-wired and functional values presser for rated performance and protection.

- 3-Pole main circuit breaker.400 Amp - Protection fuses. - Indication lights.

- Voltmeter and phase selector switch. - Ampere meter and phase selector switch. - Current transformer for instruments. - Frequency meter. - Kilowatt meter. - Governor servo motor control switch.

The Genset to be used portable referred with standard specifications and regulations. The contractor will carry out all the provision of portable trolley with 4 Nos wheels , Toeing hook for moving with vehicle etc, as recommended by Engineer Incharge. 6. TOOLS & INSTRUMENTS

One complete sets of tools and instruments i.e AVO meter , tong Tester required for servicing, maintenance of Genset Engine and Alternator shall be supplied in proper tool box along with the set.

7. MANUAL & DRAWINGS

Contractor shall supply two original (not photo copy) sets of operation and maintenance Manual and two sets of product Specs Catalog for the diesel engine, alternator, equipment in switchgear panel, and all other equipment and machinery to be supplied before the supply of Genset and related equipment for study by KPT Engineer . Two sets of all above set machinery / equipment shall be supplied by contractor after completion but before final handing over.

8. AUTOMATIC BATTERY CHARGER

Providing, I commissioning of one Heavy duty solid state type automatic battery charger for float and boost charging of storage type batteries, rated for 500 VA, input 230 VAC, 50Hz, output 12 V / 24 V DC, this rectifier charger will automatically charge the batteries, its charging rate depending upon the extent of charge required by the battery to full charge state. Complete with corrosion resistant enclosure, volt meter, ampere meter, circuit breaker, control fuses, on-off switch, 20 meters battery cables with proper lugs, etc.

9. GUARANTEE PERIOD:- Contractors will be responsible for 12 month free maintenance service. Any part/ parts which become defective or malfunctioning during this period through operation of generating sets shall be replaced and installed free of cost by the contractor. During the guarantee period the contractor shall also carry out preventive maintenance of equipment / installation. Guarantee period over / taking over after successful testing and commissioning.

08. Offers should be in accordance with KPT specification. Deviation if any to be justified along with all evidence for consideration by the Technical Evaluation Committee.

Note: a. All requirements stated above are mandatory, failing even one will lead to rejection of the tender documents submitted by the bidders. Therefore the evaluation criteria to be read very carefully and all columns to be fitted with clarity. b. TENDER NOTICE

PROCUREMENT OF 01 NO PORTABLE GENERATOR SET RATING 250 KVA WITH CANOPY NOISE PROOF, MOUNTED ON TROLLEY FOR USE INCASE OF EMERGENCY IN ENTIRE PORT AREA OF KPT.

1. All interested firms who possess experience in relevant field may obtain the tender documents available on downloaded version at KPT & PPRA websites without tender documents fee. OR The firms may also obtain a set of Tender documents from the office block of Chief Mech & Elect Engineer-II, at Berth No. 10, East Wharf, Keamari, Karachi, upon request on company / firm letter head addressed to DCEE(S&C). Tender Document will be issued on payment of Tender fee @ Rs 1,000/- either through Pay Order/Bank Draft in the favor of Chief Accounts Officer KPT or cash. Each (pay order or cash) to be deposited through Bank Challan (Challan will be issued by the Co-ordination section of M&EE-II Deptt).

2. All the bidding documents should be filled properly signed and stamped each paper. Each and every paper should be submitted along with the Tender. Further the following copies are also to be submitted along with the tender documents, without which the Tender will not be accepted: i. Copy of NTN Certificate and on line Tax verification. ii. Copy of GST certificate and ATL showing active in fresh date. iii. Registration certificate of Sindh Revenue Board regarding Sindh Sales tax on services (if available). iv. Valid copy of PEC license in financial category C-6 and Technical category ME-03. EE 04 or copy of valid Electrical Contractor license.

3. The Person who will collect the Tender documents must furnish the copy of CNIC and authorization letter issued by proprietor / Director of firm on Company letter head.

4. The bidding process shall be followed in accordance with of PPR Rules -2004 clause 36 (b), single stage two envelope procedure. Tender Documents dully filled stamped & signed be submitted in two separately sealed envelopes , one marked in bold eligible letters "TECHNICAL PROPOSAL" and other marked in bold eligible letters "FINANCIAL PROPOSAL". The name of work and complete name & contact address of firm shall be indicated on both the envelope. Both envelopes should be placed further in one sealed envelope addressed to the Chief Mech. & Elect. Engineer-II Karachi Port Trust, Berth No.10, Keamari, Karachi. The bid should reach in the office of Chief Mech & Elect Engineer, KPT Berth No 10, Keamari, Karachi not later than 11:00 AM on 27 Jun 18. 5. The bid security / earnest money Rs 164,000/- (Refundable) must be furnished through Pay Order in favor of Chief Accounts Officer KPT. Tender shall not be accepted without the bid security. The Original Pay order of earnest money must be placed in the envelope of "TECHNICAL PROPOSAL".

6. The bid shall be valid for 90 days from the date of bid opening.

SPECIAL CONDITION OF THE CONTRACT

As per Circular No F4 (II)/98-COORD-II dated 18-4-98 issued by the Section Officer, Finance Division, Government of Pakistan all the bidders/suppliers/contractors will be required to submit authenticated proof regarding payment of Duty and Taxes at the time of delivery of the equipment or otherwise payment of their bills will be withheld.
