Tackling inequality and breaking down barriers for disadvantaged people and groups is at the heart of what many of our charities do. In the NCVO’s ‘Levelling Up: The Role of Charities and Volunteering’ report sent to government earlier this month, the charity sector’s position and purpose was writ large:

‘Charities and volunteering exist to make the world a better place. That includes promoting equality, tackling inequality, and making our communities meaningful and vibrant places to grow up, work, play and rest.’

At CFG we’ve been thinking a lot about inclusivity and the ‘levelling up’ agenda, and what that means for you and the people you work with and support. CFG’s charitable purpose is to inspire a financially confident, dynamic and trustworthy charity sector and one of the ways we achieve this is through our events and training courses.

Chief among these is our Inspiring Financial Leadership (IFL) Course run in association with Sayer Vincent and the Centre for Charity Effectiveness (formerly CASS). Since IFL’s launch nearly a decade ago, we’ve heard incredible stories of how the course has inspired new leaders in charity finance, and we have seen how careers have flourished.

So, it’s with great excitement that we’re launching a new scheme that offers a BAME-led charity and/or BAME-led finance team the opportunity to join CFG membership and the IFL course with all costs covered. To find out more, turn to Caron Bradshaw’s article on page 5.

August is the month when many of us take a break from everyday strains and switch off from work for a while. Hopefully you’ve been able to do just that, or soon will. If the past year has taught us anything it’s the meaning and importance of work/life balance. And as Roberta Fusco points out in her policy update on page 6 – a calm mind is important when it comes to solving challenges.

It’s certainly been a quieter month for the team, but with so many events and

campaigns just around the corner we’ve not entirely rested on our laurels!

On Thursday 7 October we’ll be joining with other charities for our annual Gift Aid Awareness Day. We’re hoping more organisations than ever before will get involved – to say ‘thank you’ to those who #TickTheBox and share the impact of Gift Aid with supporters. More information can be found on page 7. If you have any questions or suggestions, please get in touch. And please pass on the information to your comms teams.

Also in October, our community will be coming together to share the latest charity finance insights and knowledge at this year’s CFG Annual Conference. On page 9, we talk to Ollie Cowell from one of our conference sponsors – Oracle NetSuite – about ‘leading the way’, and on page 10 Carol Rudge from HW Fisher shares some key learnings ahead of their conference session. We look forward to welcoming you all to what is going to be another inspiring, content-rich event.

August is the month when many of us take a break from everyday strains and switch off from work for a while. Hopefully you’ve been able to do just that, or soon will. If the past year has taught us anything it’s the meaning and importance of work/life balance.

Charity Finance Group (CFG) is urging members to respond to the second part of the IFR4NPO’s consultation before the September deadline. In August, CFG submitted its first consultation response to the initiative that is developing the world’s first internationally applicable financial reporting guidance for non-profit organisations (NPOs).

Representing the UK as a Country Champion, CFG is now asking others to share views as part of the second stage of the consultation.

Roberta Fusco, Director of Policy and Communications at CFG, comments:

“CFG is very proud to be part of the IFR4NPO project which will shape the future of international financial reporting for non-profit organisations.

“This work brings together organisations from around the world, and brings us significantly closer to achieving the long-held ambition of a dedicated, non-profit reporting standard. While we have a mature reporting regime here in the UK with SORP, it’s vital that we support and engage with the project and share our expertise where we can.

“This is a long-term project with many moving pieces, but the opportunity to influence a major transformation in international charity accounting, and ultimately build greater trust and accountability, is one we should not miss today or further down the line.

“I encourage all interested parties to take a look at the consultation and get involved.”

About IFR4NPO

The IFR4NPO project grew out of early discussions among various accountancy bodies and interested parties convened by CFG and was launched in 2020 by Humentum and CIPFA. IFR4NPO aims to improve the clarity and consistency of NPO financial reports, resulting in greater credibility and trust in the non-profit sector globally.

Part 1 of the Consultation Paper focuses on broad themes and examines which organisations are regarded as non-profit, the needs of their stakeholders and users of financial information. It also considers the basis of the guidance, including the accounting basis and the role of international financial reporting standards.

CFG’s response to Part 1 of the IFR4NPO consultation urges a focus on the financial elements in the development of new standards.

Part 2 of the consultation, which closes for comments on 24 September 2021, CFG will be consulting with its members in early September.

The Governance App from Directory of Social Change (DSC) is a new, free way for boards of trustees to review and improve their governance, together. DSC has combined their face-to-face model for improving governance with the Charity Governance Code to create an online tool that any board can use to review their governance – and turn it into collective action and improvement. The Governance App:

• gathers responses from the whole board

• gives a performance score out of ten in seven different areas, including leadership, board effectiveness and equality, diversity and inclusion

• highlights where board members have different views on performance

• makes it easy to have targeted discussions about what’s going well, and where to focus on improving

Ben Wittenberg, Director of Development and Delivery at DSC, explains: “We know how hard it is for trustees to find and prioritise time to review their own performance, especially with all of the other critical issues many boards are dealing with at the moment.

“The Governance App makes it easy for all charities, irrespective of size or focus, to get clear data on how and where they can improve their governance, and helps them to start doing it together. It helps trustees to do a really detailed assessment that involves the whole board, gathers their feedback outside of the usual meetings, and means they can spend their precious time together having much more targeted conversations, about the things that matter most.”

The Charity Commission has updated its guidance on Covid. The updated advice reflects the lifting of restrictions in England and Wales and removes sections of the guidance that were were out-of-date. Recognising that the pandemic continues to have an impact on activities, particularly face-to-face meetings and events, the Commission has reviewed its approach to holding remote meetings and postponing or cancelling meetings.

The regulator says it will continue to take a proportionate approach in the short-term, provided trustees can show that their decision is in the charity’s best interests in the circumstances. Advice is also provided to help trustees understand the steps they need to take if they decide to hold meetings remotely or to postpone or cancel meetings.

The Commission says it will continue to monitor the guidance to ensure that it continues to support trustees.

CCE and Sayer Vincent are equally aligned to these aspirations and keen to ensure diversity within our IFL cohorts.

The Ubele Initiative has said that alongside the negative impacts of the pandemic ‘the crisis affords the many micro and small BAME organisations the opportunity to rethink not only how they deliver on their charitable purpose… but, coming out the other side of the crisis (i.e. the recovery phase), being braver, more agile with a clearer focus on strategic planning, delivery and risk management. In short, thriving organisations.’

These are the skills that CFG’s services aim to support and develop and the content of IFL is perfectly placed to assist such organisations.

The criteria for acceptance for the new bursary (for organisations with under £5 million income) will be that the organisation is BAME-led, or has a BAME-led finance team, or can demonstrate its investment in BAME communities and staff (and the

recipient of the IFL bursary is a future BAME finance leader).

This way we hope to maximise access and support for BAME organisations, finance leaders and potential leaders.

We will be offering 15 fully-funded CFG membership and IFL combined bursaries for the 2021/22 IFL cohort, starting in October 2021 and would value members’ help in sharing news of the scheme with others.

Together we can work to reduce disadvantage and ensure that barriers to progress and opportunity within the sector for our colleagues, organisations and communities of colour are removed.

In the early days of the pandemic it was frequently said that Covid-19 was a ‘great leveller’ but how wrong that assertion was. I‘ve heard it put perfectly; we are in the same sea, weathering the same storm, but definitely navigating it in very different boats.

The Government’s review of the impact of the virus on BAME groups found that the highest age standardised diagnosis rates of Covid-19 were in people of Black ethnic groups and that analysis showed death rates were higher for Black and Asian ethnic groups when compared to White ethnic groups.

We also know that many charities have suffered during the pandemic with many of the organisations working with, or led by, BAME groups and individuals being significantly impacted. Additionally, over the past 12 months, infrastructure bodies in the sector, working together in collaboration, have been focusing on the

steps we can take to eradicate racism in the sector and beyond.

It is against this background that Charity Finance Group and our Inspiring Financial Leadership (IFL) course partners – Sayer Vincent and The Centre for Charity Effectiveness (CCE) – decided to launch a new bursary aimed at supporting BAME-led finance teams and/or organisations.

Having collaborated to deliver this flagship offering for a number of years, we recognise the significant part it plays in career development and support within the charity finance space. For the majority of programmes, we have been delighted to offer support for travel and course fees

in the form of bursaries targeted at disadvantaged groups within CFG membership.

This new scheme will target non-members with help for CFG membership fees and IFL places.

We are committed to supporting all finance professionals, whatever their career stage, and we recognise the part that leadership plays in effective and impactful social change organisations.

In June 2020, the CFG Board confirmed its commitment to the principles of Equality Diversity and Inclusion (EDI) and signed up to implementing the ACEVO/Voice4Change actions to address racism in the sector.

In March this year, the CFG board agreed a framework approach to EDI which focused on increasing access to resources and training, supporting members with their own EDI journey and ensuring the membership demographic is more broadly representative of society.

August tends to be a quieter time in policy and public affairs, with Parliament in recess and no major government announcements. That said, there’s often a long consultation ongoing to keep us our toes!

This year it really feels as though teams are limping towards the oasis of a little annual leave, a chance to switch off and step away from Zoom and Teams and look towards the horizon.

It’s said that ‘your calm mind is the ultimate weapon against your challenges. So relax.’ So who knows what leaps ahead we’ll make when we give ourselves a break. I’m not sure that two weeks in a tent in the English ‘summer’ is going to lead to any revelations on my part (although I’ve already concluded I’m booking a cottage next year) but we’ll see!

IFR4NPO Part One Consultation response Despite the thoughts of a break, the policy machine whirrs on. This month, we submitted a response to Part One of the IFR4NPO Consultation to develop international financial standards. Now that’s certainly lifting our collective eyes to the long term horizon!

The project’s forerunner was initiated by CFG when we convened a group of different bodies to discuss the challenges around the absence of global accounting standards designed with non-profit

to set out the triggers that would prompt it to consider further financial support for the charity sector. Government stated that there is no single data source that can provide a definitive trigger for taking a decision on further financial support. The circumstances under which further support would be assessed would be based on a range of quantitative and qualitative sources, including intelligence on challenges facing critical sub-sectors.

This sounds rather close to what the government were provided with throughout the pandemic. The government said it will set out the range of evidence, data and intelligence under which support to the sector, including financial support, will be assessed. Whilst waiting with bated breath, we’ll continue to work with our sector colleagues to press DCMS and government to articulate its vision and intention.

Levelling Up Report and Comprehensive Spending Review NCVO has just published their Levelling Up report, which is based on contributions from more than 200 charities. It went directly to Neil O’Brien MP in his role as chief advisor to the PM.

we will seek more input for the more detailed Part 2 of the consultation, which closes for input on 24 September 2021.

Government responds to PAC RecommendationsA little closer to home and on the immediate horizon is the relationship between government and the charity sector. Issues around influence and government transparency and accountability have been brought sharply into focus recently.

In its published response to the Public Accounts Committee report into the government’s support for charities during COVID-19, the government accepted the majority of the Public Accounts Committee’s (PAC) recommendations. This includes the recommendation that government should set out the specific actions it is taking to monitor and understand the financial health and resilience of the charity sector.

This sounds exciting, but in essence it describes setting up yet another project to review and improve evidence and data, and commissioning new data collection mechanisms. More details are to follow in September.

There is a strong sense of lamentation that there is no single stream for data collection that will easily take the ‘temperature’ of the multifaceted nature of the charity sector and flash a big red light when action is needed. An over-simplification, perhaps, but this is an area that the charity sector itself has been trying to tackle for some time. The Data Collective recently launched a call for a steering group to be established to drive forward a coordinated strategy to data collection across the sector.

The report identifies four key roles charities can play in helping the government achieve its Levelling Up agenda: improving opportunities for individuals; strengthening regional economies; supporting better public services and building ‘life and pride’ in local places.

The report also makes specific recommendations in three areas: increasing local government funding; redesigning existing funds; and investing in social infrastructure.

These will also form part of the key asks that we will be making in our submission to the Comprehensive Spending Review, which CFG is coordinating with other sector bodies.

It’s worth noting that despite it being announced there would be a Spending Review and possibly also a Budget in the Autumn, and that we’re aware that Whitehall is in full swing with their preparations, there has not yet been a public statement about the government’s priorities or call for evidence. We will be sharing our submission with members soon.organisations in mind, rather than

private enterprise.

We have been delighted to throw our support behind the IFR4NPO project. As a Country Champion we have offered our members webinars and information and have also recognised that, despite significant effort, there is less engagement in the UK currently.

This may be as a result of a mature accounting standard and guidance environment coupled with the effects of a pandemic. Or it may be due to the early days of the project and its concurrence with the updating of the SORP.

Part One of the consultation focuses on basic themes, whereas Part Two has more technical issues for experienced practitioners to get their teeth into. CFG will continue to promote, engage with and respond to the consultation and

CFG Technical Advisory Forum – Join us! Can you help CFG policy work be even more effective? We are establishing a Policy Advisory Forum, comprised of member charities and corporate partners. Together we will help shape CFG policy positions and create dedicated space for policy-related debate and input.

This year’s Gift Aid Awareness Day will be held on Thursday, 7 October and we’re once again asking you to share the #TickTheBox hashtag via social media and your other communications channels on the day.

We’re also changing the emphasis of the messaging this year, so we need your help more than ever!

so we’re asking charities to share the impact Gift Aid has.

We know that Gift Aid allows charities to do so much more and this year those claims are never more needed.

It could mean more pain relief for those needing end-of-life care. Or it could mean more homes are found for unwanted animals.

It could mean more young people getting involved in sports, arts or music. Or it could mean more outreach programmes to people who are sleeping rough or those who are elderly or live alone.

Whatever your charity’s purpose, we want Gift Aid Awareness Day to be another opportunity to show the incredible work you are able to do, thanks to those who #TickTheBox. Our second message for 2021 is:

More about Gift Aid Awareness DayCFG launched the very first Gift Aid Awareness Day in 2018 to encourage donors to ‘tick the box’ and explain why this tax relief is so vital to charities. The campaign captured the imagination and today the #TickTheBox hashtag has become synonymous with Gift Aid in the minds of many.

Not only is the campaign widely recognised by charities and the public, but it has also helped to strengthen the message that Gift Aid is a vital source of income for charities. Gift Aid is worth around £1.3bn to the UK charity sector each year. It’s a phenomenal amount, but it could be even more. Every year, around £560m goes unclaimed. We want to see that amount reduce by encouraging every eligible donor to #TickTheBox and by supporting charities to not miss out on a single potential claim.

As we all emerge from the challenges of the past 18 months, Inspiring Financial Leadership (IFL) seems more relevant than ever. The IFL course was first run back in 2012 and remains CFG’s flagship training course.

The programme is run as a collaboration between CFG, the Centre for Charity Effectiveness at Bayes Business School (formerly CASS) and Sayer Vincent.

The modules on communication and wellbeing and resilience evolved and took on a different slants during lockdown.

Timely expertise and insightsAs course directors, we lead every module and we’re joined by a different speaker at each session. They bring their own unique perspectives to the topics covered. This sharing of knowledge and expertise has been a feature of the programme since the beginning, and is particularly popular amongst participants.

As a delegate, you can also access individual coaching. You’ll get to know your fellow participants and learn from one another, building a network which we hope outlasts the programme. We have established a LinkedIn group to support conversation between modules too.

As we emerge from lockdown restrictions, we can’t help but have been affected by the pandemic. Uncertainty and change have always been constants, but the degree to which things change, and the

pace of change, may now be different. The financial fortunes of our organisations will be varied and how and where we work will have altered too.

We also need to tackle collectively the diversity agenda and climate change. This programme has the benefit of being tried and tested; equally it evolves to fit with the challenges of today, as well as tomorrow.

Don’t let contracts catch you out

Is your charity managing its contracts and licensing agreements in an effective way? How can you do it better? Carol Rudge, Partner & Head of Not for Profit at HW Fisher LLP, shares her insights ahead of HW Fisher’s session at CFG’s Annual Conference 2021.

Many charities are increasingly working with third parties to fulfil their organisational needs and services. For example, areas such as catering, branded merchandising and property management all require detailed contracts including licensing agreements.

The agreements themselves are critical in defining relationship terms, responsibilities, deliverables and compensation; however, after signing, often these contracts and agreements are not revisited. Revisiting them ensures that the terms are being complied with and that revenue is being

maximised or costs minimised, together with ensuring that all the agreed services are being fully delivered so that the organisation is not receiving the full benefit of the contract terms.

In order to address this, it makes sense to review contracts after award to ensure that the full monetary and service benefit is received compared with what was contractually agreed between the charity and the suppliers, licensees, distributors, joint-venture and key alliance partners.

A successful contract compliance programme should be embedded in an organisation’s approach to addressing third party risk and the primary goal of the review is measured by the visibility and transparency they provide and the valuable insight beyond what the organisation already knows of its business relationships.

As well as greater transparency, the reviews also identify and recover over-expenditure and therefore provide a direct and measurable benefit enabling funds to be maximised. The reviews also allow for improvements to be made with regards to quality of contracting and providing opportunities for further operational cost saving opportunities. Operational improvements stem from contractual agreements which are better managed, up-to-date, streamlined and easy to monitor, ultimately delivering maximum value.

With increasing pressure on the financial sustainability of charitable organisations, contract compliance reviews and licensing reviews are therefore a valuable tool to uncover potential savings which are never more needed following the challenges of the last year. We are therefore really excited to be able to share with you some of our key learnings from helping organisations with such contract reviews at the CFG Annual Conference as well as some handy hints and tips and specific examples.

In the first in our new ‘Helpline’ series of articles, we ask Rebecca Pallot of Mills & Reeve to share advice on a question that has been on the minds of many CFG members this month:

Secondly, check if the employee has made a flexible working request to work remotely. Statutory requests would be in writing and must be dealt with in accordance with legislative requirements. Currently, employees must have at least 26 weeks’ continuous service to make a statutory request. However, the Government has committed to making this a day one right in due course. If the above does not apply, review the employment contract. Most contracts list the employee’s place of work as the office. Assuming it does, and provided the employer has followed Government guidance and the office is Covid secure, employers can instruct employees to attend the office. Disciplinary action could be taken if an employee fails to comply (with persistent refusal resulting in a final written warning and ultimately, dismissal). Finally as the working from home guidance has been revoked, there is no external onus on employers to continue homeworking. The longer they do so,

Question: What should employers do if employees refuse to return to the office?

Answer: Firstly, speak with the employee to understand their reason. If the reason is health related, employers should be mindful of their duty to make reasonable adjustments for disabled employees. Employers should therefore take medical advice to help assess if the employee’s health condition amounts to a disability and whether remote working would be a reasonable adjustment.
