AER Information

• AER 2014 – 19 determination effective from 1 July 2015

• Reduction in funding for Ausgrid’s operating expenditure ($686 million) and capital program ($554 million)

• AER’s aim to reduce electricity costs for consumers

• An appeal was lodged by Ausgrid to Australian Competition Tribunal finding the AER needed to remake its determination, AER appealed to the Federal Court for a judicial review which is still pending

ASPs are reminded of GI31_15 NSW ASP Incident information sharing was

released November 2015

• In the event that Ausgrid takes action to suspend or cancel individual(s) Authorisation, Ausgrid will share the facts of the incident and information regarding the suspension with the other NSW electricity distributors and the Department of Industry

NECA/DNSP Dispute Appeals Process

• At a combined NECA/NSW DNSP meeting, it was identified that ASPs are concerned that DNSPs have the ability to suspend ASP Authorisations without independent oversight

• A process for ASPs to appeal the DNSPs decision regarding Authorisations was identified as a key area requiring attention and a working group was established to develop a consistent appeals process across the three (3) DNSPs

• A guideline for investigation and appeals process for ASP Authorisation corrective or disciplinary action is currently in draft and will be submitted for approval in the near future

NECA/DNSP Dispute Appeals Process

• The purpose of the guideline is to provide a clear and consistent framework for the DNSPs and ASPs to utilise when an ASP is involved in a safety breach while performing contestable services on or near the DNSP’s network or a defect is identified in their contestable services work

• The working group aimed to build on the existing processes and introduce a fair and consistent method for ASPs to appeal decisions made by DNSPs about their Authorisation including proposed timeframes

• The process introduces a clear path for appeal should the ASP wish to contest the DNSP’s decision regarding corrective or disciplinary action following an incident

• The process introduces the option for an independent review of the decision should the ASP decide to appeal the DNSP’s decision

• The industry has seen an increase in former DNSP workers seeking employment and accreditation

• As per the March ASP2 Scheme rules, the minimum training requirements to gain Accreditation include:

o Cert. III in line work, cable jointing or electrotechnology(or equivalent)

o UETTDRIS55A – Install and maintain low voltage underground services

o UETTDRIS56A – Install and maintain low voltage overhead services

o UETTDRIS60A – Install and replace power system meters and associated equipment

Former Ausgrid Employees Requiring Accreditation

• As per the transitional arrangements in the scheme rules, previous training packages are not recognised for persons not registered prior to 31 December 2015

• Many former DNSP employees do not meet the new training requirements i.e. they have a Craftsmans Certificate or, for Level 2 ASPs, Category training packages

• The revised version of the Scheme Rules will address this issue by allowing former DNSP employees to gain for Accreditation if they have a letter from their previous employer (DNSP) confirming that their core work aligned with the category of Accreditation being applied for

What is Accreditation?• The Department of Industry administers the ASP Accreditation scheme which aims

to give customers choice when choosing ASPs to provide connections in a safe and reliable manner

• ASPs companies must apply to the Department to seek Accreditation, this is outlined on the Department’s website: http://www.resourcesandenergy.nsw.gov.au/energy-supply-industry/pipelines-electricity-gas-networks/network-connections/

• ASP companies gain Accreditation and each employee is Registered under that company

• Once your company is Accredited (or renewed) you will be provided with a letter stating the company is Accredited, who is Registered and what categories have been provided

Note: you need to provide this letter when applying for Ausgrid Authorisation

Authorisation Application Process • Application for Authorisation and notification to Ausgrid includes:

o initial, upgrade or add additional categories, change of company name or employer

• To apply for Ausgrid Authorisation you must complete and submit these forms:o the initial application/change of details form (ES4 - Appendix D)o the ASP2 Authorisation Agreement (ES4 - Appendix F)o ASP2 Company Agreement for Authorisation (ES4 - Appendix G)

• Along with the three (3) forms the following must be submitted:o current Department Accreditation lettero current digital colour passport style photoo evidence of mandatory regulatory training required o company contractors licence (where applicable)o individuals qualified electrical supervisors or contractors licenceo certificates for all categories being applied for

Authorisation and Reauthorisation Application Process • Once all paperwork has been submitted and has been processed by the

Administration Officer you will receive an email advising you to contact the ASP C&P Compliance Officer or Authorisations Officer that you have been assigned

• If a Depot Audit is required you must arrange a time with the Authorisations Officer to carry out your audit, a guide to the safety audit exists in ES4 - Appendix J

• If a Field Safety Audit is required you must contact the ASP C&P Compliance Officer assigned to you and arrange a suitable time to complete a safety audit. The audit will be on one of the categories you are seeking reauthorisation for.

• Field Safety Audits can be completed within six (6) months of your Authorisation expiry. To request this audit you are required to fill out the Field Safety Audit request form (ES4 - Appendix I) and submit it to [email protected].

• For Cat. 3 only:o Pole top rescue (UETTDRRF02B)

• For Cat. 311 or where using an EWP:o EWP escape, release and rescue training (UETTDRRF03B and RF08B)o Working safely near live electrical apparatus (UETTDREL16A - once only)o If using an EWP on our network you must have a yellow ticket or HRW licence

How long are Connection Applications valid for?• Connection Applications will expire if the approved connection is not

connected after 12 months

• A new connection application will need to be submitted when the 12 months has lapsed

What is the NMI allocation and job number process for new sites?• The customer must enter a supply contract with an electricity retailer

before the connection is electrified

• Once the retailer confirms and notifies Ausgrid the contract exists, the job number will be issued via an automated email (twice daily)

• If a job number has not been received after the NMI was allocated, contact the customer or the retailer to confirm they have issued the information via the market to Ausgrid

• The retailer can follow the escalation process for the NMI allocation

Why is my paperwork returned?• When paperwork is deemed incorrect or incomplete it will be returned for

completion and resubmission

What can I do to stop paperwork being returned?• ASP2s must complete paperwork to the requirements of ES1, ES3 and

ES4, which can be found on our website www.ausgrid.com.au.

A few examples of when paperwork has and will be returned:• Test report incomplete• Cat 2 and 3 service route sketch issues or non existent• No solar detailed CCEW submitted with solar NOSWs• Solar sites must have ToU metering installed, including replacing all

existing off peak meters with ToU meters (install correct meter types)• Incomplete information

• Network’s Metering costs unbundled from standard fixed charges (NAC)

• A Metering Services Charge (MSC) will be a separate charge to Retailer, and will the cover the cost of:
