1. INTRODUCTION

The City of Thomasville (the “City”) requests the sealed submittal of statements of qualifications (SOQs) from GDOT pre-qualified consultant teams to complete the preliminary engineering, environmental work, and construction bidding through develop of the Plans, Specifications, and Estimates per the current GDOT Plan Development Process (PDP) and GDOT standards for the Old Albany Road (US 38 BUS) Sidewalk Project (the “Project”).

The City has made a commitment to provide pedestrian access on the east side of Old Albany Road (US 38 BUS) between CS 817/North Boulevard and CS 790/Plantation Oaks Drive. Old Albany Road (US 38 BUS) is a Georgia Department of Transportation (GDOT) maintained rural two-lane road with drainage ditches on both sides of the road. Right-of-way is 50 feet so right-of-way acquisition is expected. It is an arterial road the helps bisect the City from the northwest to the south east and helps provide access to the bypass, US 19, and SR 38/US 84. Historically, along this segment of Old Albany Road (US 38 BUS), there were farmland plots that converted to suburban housing, industrial areas, and low-to-moderate incoming housing in the late 1900s. At the intersection of Old Albany Road (US 38 BUS) and CS 817/North Boulevard, the Carroll Hill neighborhood center is an important entry into the City of Thomasville. It features a collection of light industrial uses, gas stations, motel, and some commercial business. Old Albany Road (US 38 BUS) is also one of the corridors into Thomasville that leads directly into Thomasville’s historic and statewide recognized downtown and main street. Downtown Thomasville has a network of sidewalks that connect to schools; churches; parks; historic districts and neighborhoods; and economic development centers.

This RFQ is issued in accordance with the provisions of O.C.G.A 50-22-1 through O.C.G.A. 50-22-9, Chapter 672-17 of the Rules of the Georgia Department of Transportation, 23 CFR Part 172, 40 U.S.C. 1101-1104, and other applicable laws and guidelines. Old Albany Road (US 38 BUS) is a state maintained road, and this project is being funded with a federal-aid Transportation Alternatives Program (TAP) grant and Special Purpose Local Option Sales Tax (SPLOST) as the match. Therefore, this project is a federal-aid project and will be administered in accordance with all applicable Federal and State rules and regulations to include, but not limited to, the American Association of State Highway and Transportation Officials (AASHTO), GDOT Standard Specifications for Construction of Transportation Systems, and applicable GDOT design guidelines.

Additionally, the City has a Full Certification Acceptance (CA) as a Local Administered Project (LAP) local government and will, therefore, conform to the GDOT Local Administered Project Manual.

2. SELECTION METHOD

2.1. Method of Communication

All general communication of relevant information regarding this solicitation will be made via the City’s website, Thomasville.org. All firms are responsible for checking the City’s website on a regular basis for updates, clarifications, and announcements. The City reserves the right to communicate via electronic-mail with the primary contact listed in the Statements of Qualifications. Other specific communications are made as indicated in the remainder of this RFQ.

2.2. Phase 1 – Selection of Finalists

Based on the Statements of Qualifications (SOQs) submitted in response to the project listed in this RFQ, the Selection Committee will review the Experience and Qualifications and Resources and Workload Capacity listed in Paragraph 4.1, Selection Criteria for Phase 1 – Criteria for Evaluation of Statements. The Selection Committee will discuss the top submittals and determine the final rankings of the top submittals.

The City will first conduct a pass/fail and responsiveness review prior to evaluating and scoring the SOQs. Only those SOQs deemed responsive and deemed to pass the pass/fail criteria will be scored and eligible to be shortlisted. All firms must also meet the minimum requirements as listed in Paragraph 2.7 below.

2.3. Finalist Notification for Phase 2

Firms selected and shortlisted as finalists – typically three (3) to five (5) – will receive a “Notice to Selected Finalists” from the City via email and asked to participate in Phase 2 of the evaluation process. Additionally, any modifications to the Phase 2 instructions will also be added to the “Notice to Selected Finalists.”

2.4. Phase 2 – Finalists Response on Technical Approach and Past Performance

The City will conduct interviews with each finalist. Each finalist firm shall be notified via email to coordinate the interview date and time. Any additional instructions and requirements, beyond that in this RFQ, will be provided in the “Notice to Selected Finalists.” All members of the Selection Committee will attend the interview. Firms shall not address any questions, prior to the award announcement, to anyone other than the designated contact.

2.5. Final Selection

Final ranking will be made by the selection committee following the interview process. The selection committee will recommend award of the top ranked firm to the City Council. Once City Council approves the award, negotiations will then be initiated with the top-ranked firm to finalize the terms and conditions of the contract, including the fees to be paid. In the event a satisfactory agreement cannot be reached with the highest-ranking firm, the City will formally terminate the negotiations and possibly enter into negotiations with the second highest ranking firm, and so on in turn until a mutual agreement is established, and the City awards a contract. The final form of the contract shall be developed by both the City and selected Firm.

From the issue date of this solicitation until a successful proposer is selected and the award is made official and announced, respondents are subject to the communication restrictions in paragraph 7.4.

2.6. Participation on More than One Respondent Team

To ensure a fair procurement process, the Lead Engineering Firm is forbidden from participating, in any capacity, on another Proposer’s team during the course of the procurement. If the City does not shortlist a Proposer as part of the SOQ evaluation process, the members of the unsuccessful Proposer team are free to participate on Shortlisted Proposer teams, subject to the requirements of Paragraph 2.7. The City reserves the right to disqualify any Respondent or Respondent team member that fails to comply with the prohibition contained in this paragraph from further participation on the Project.

2.7. Pre-Qualification Requirements

The City will require the prime consultant and sub-consultant members to be GDOT pre-qualified for the proposed work to perform. If a consultant desires to respond to this RFQ and does not hold a required area class to perform the work, the consultant is allowed to proceed in the procurement process so long as the consultant provides evidence (in the Statement of Qualifications response) of submission of the area class application (per GDOT’s Pre-Qualification Process) two (2) weeks prior to the Proposal due date, as set forth in the RFQ. Consultants and/or sub-consultants who do not have the area classes approved three (3) weeks after the closing date of this RFQ shall be ineligible for award. Consultants and their sub-consultant team members, responding to this RFQ without the required area class(es) and no evidence of submission of the application are provided, shall be ineligible to proceed in the process.

Prime Consultants are defined as the firm submitting the Statement of Qualifications and the firm with whom the City will contract. The Team is defined as the Prime Consultant and their sub-consultants, who are considered team members. The Prime Consultant must be prequalified in the Area Classes identified below in Section 2.7.1. The Prime Consultant or sub-consultant team members must be prequalified in the Area Classes identified below. Respondents should submit a summary form (example provided in Form 5) which details the required area classes for the Prime Consultant and all sub-consultants or joint-venture of consultants on the team listed in the Statement of Qualifications. The area classes listed on the summary form must at least meet all required area classes or the team will be disqualified.

2.7.1. The Prime Consultant MUST be prequalified by GDOT in the area classes listed below:

2.8. Changes in Shortlisted Proposer Team

In the event that a Shortlisted Proposer seeks to change the composition or the percentage of participation of its team (including additions to a Shortlisted Proposer team), the Shortlisted Proposer shall obtain the City’s prior written approval of the proposed change and provide the City with sufficient details of the proposed change so as to facilitate the City’s consideration thereof. The City may, in its sole discretion, accept, reject, or seek additional information regarding a Shortlisted Proposer’s request to change the composition of its team or the percentage of participation of one or more team members and will base its decision on whether the Shortlisted Proposer as a whole still meets the minimum criteria contained in this RFQ and whether the City would still have shortlisted the team if such change had occurred before the Shortlisted Proposer submitted its SOQ. If a Shortlisted Proposer seeks to add one or more new team members or change the Lead Contractor or Lead Engineering Firm to its team, the proposed new member(s) shall provide all of the information that is required in this RFQ regarding members of a Respondent team.

2.9. Clarification Questions

Respondents shall examine the entire RFQ and seek clarification in writing. All questions regarding this RFQ should be addressed to Eve Geyer, Project Coordination, via email at [email protected] with the title “Old Albany Rd (US 38 BUS) Question(s)” in the subject line no later than 2:00 pm on 20 March 2020. Questions received after this date and time will not receive a response. All valid questions and responses will be posted on the City’s website, Thomasville.org, by close of business on 24 March 2020.

3. SCHEDULE OF EVENTS

The following Schedule of Events represents the City’s best estimate of the schedule that will be followed. All times indicated are Eastern Standard Time. This schedule is subject to modification at the sole discretion of the City. 4. CRITERIA FOR SELECTION

4.1. Selection Criteria for Phase 1 – Criteria for Evaluation of Statements

The Selection Committee will evaluate all Proposers using the below criteria.

Pass/Fail Presenting teams must be prequalified or show evidence of getting prequalified by GDOT in the indicated Area Class(es) in order to be evaluated. Required proof of prequalification shall be submitted as indicated in Paragraph 5 (also see Paragraph 2).

Team Experience The Selection Committee will evaluate all firms on their Experience and Qualifications, which shall account for a total of 30% percent of the total evaluation. The following criteria for scoring Phase 1 of the evaluation will be utilized to determine which firms are shortlisted:

• Project Manager’s education, registration, relevant engineering experience, relevant project management experience, experience in delivering federal-aid projects and GDOT funded projects.

• Key Team Leaders’ education, registration, relevant technical experience, and relevant experience in delivering federal-aid projects and GDOT funded projects.

• Prime Consultant’s experience for the previous five (5) years in delivering projects of similar complexity, size, scope and function.

Workload Capacity The Selection Committee will evaluate all firms on their Resources availability and Workload Capacity which shall account for a total of 20% percent of the total evaluation. The following criteria for scoring the Resources and Workload Capacity will be utilized to determine which firms are shortlisted:

• Project Manager workload • Workload capacity of Key Team Leader(s) • Resources dedicated to delivering project • Ability to meet project schedule

4.2. Selection Criteria for Phase 2 – Criteria Qualifications for Evaluation of Technical Approach and Past Performance

Technical Approach The Selection Committee will evaluate the shortlisted firms (Finalists) on their Technical Approach, which shall account for a total of 40% percent. The Selection Committee shall utilize the following additional criteria for scoring Phase 2 of the evaluation to determine the highest ranked/most qualified (NOTE: Scores from Phase 1 will be carried forward and combined with the scores from the Phase 2 to determine the final ranking of Finalists):

• Technical approach to delivering the project (including design concepts and use of alternative methods).

• Provide any specific qualifications, skills, or knowledge which your firm has which could benefit the project, and your ability and willingness to meet time

Past Performance The Selection Committee may consider information provided via references provided for relevant projects, knowledge any selection committee member has of performance on relevant projects, and performance evaluations or knowledge presented on City projects. Past Performance will count for 10% of the total score.

5. PROPOSAL FORMAT

5.1. Instructions for Content and Preparation of Statements of Qualifications – Phase 1 Response

To secure information in a form which will ensure that proposals can be properly evaluated, you are asked to submit your proposal in the format listed below. Every effort should be made to make proposals as concise as possible using a minimum font size of 11 with no smaller than .5 inch margins. Each section must begin on a new page. The proposal must be submitted in accordance with the instructions provided in Paragraph 6.1, must be categorized and numbered as outlined below, and must be responsive to all requested information:

•Cover Page: Each submittal must have a separate cover page for each copy of each submittal and each must list the RFQ number, the RFQ title, the proposing firm’s full legal name, address, phone number, fax number, date of the proposal, and contact person with the contact information. This does not count toward the page limit.

•Cover Letter: Each submittal must have a separate cover letter for each copy of each submittal. This letter should at a minimum briefly state the understanding of the work to be done and a statement why the firm believes it is the best qualified to perform the work. The cover letter should be signed by the Proposer or an authorized representative and be no longer than one (1) page. This does not count toward the page limit.

It is required to submit the information below for each copy of each submittal. This is general information and will not be scored but may be used to determine eligibility for selection. Also, this section does not count toward the page limit.

1. Overall Resources – provide information regarding the overall resources dedicated to delivering the specific project, include:

a. Organization chart which identifies the project manager, prime, Key Team Leaders, support personnel, and reporting structure.

b. Primary Office – Identify and discuss the primary office which will be responsible for handling the specific project and the number and types of staff within the office and how this office could benefit the project and promote efficiency.

c. Narrative on Additional Resource Areas and Ability – Respondents are to provide information regarding additional resource areas identified as important to the project, to discuss how the key areas will integrate and work together on the project, to discuss any information which is pertinent to these areas, to provide a narrative regarding how the organization of the team, including the PM and Key Team Leaders can deliver the project on schedule given their workload capacity. Respondents may discuss the advantages of your team and the abilities of the team members which will enable the project be designed as quickly as possible. If there is no proposed schedule, discuss the advantages of the team and the abilities of the team members which will enable the project to move as expeditiously as possible.

In Phase 2, the Selection Committee will evaluate the shortlisted firms on their Technical Approach and Past Performance via an interview process and carry the scores from Phase 1 forward to Phase 2. Topics of discussion during the interview include but are not limited to the following:

During the interview, discuss any unique technical approaches your firm offers relative to addressing anticipated design concepts, use of any alternative methods for delivery (if applicable), and/or management of the project. Identify any unique challenges of the project and how your firm intends to mitigate these challenges, including but not limited to, quality control and quality assurance procedures. Discuss any specific qualifications, skills, knowledge of the project and project area which may uniquely benefit the firm and project.

B. Past Performance

Past performance may be evaluated through the checking of project references for the proposed project manager as well as the firm. The City will check these references at random. For this reason, attention should be paid to the references provided to ensure that the contact information provided is accurate and the individual references are reachable. Other past performance information which may be utilized includes the City’s consultant performance ratings as well as knowledge that any member of the Selection Committee has pertaining to the past performance of the firm on any project.

6. SUBMITTAL INSTRUCTIONS

6.1. Instructions for Submittal for Phase 1 – Statements of Qualifications

The Phase 1 submittal must follow the format and meet the content requirements identified in Paragraph 5.1 (Instructions for Content and Preparation of Statements of Qualifications – Phase 1 Response). Respondents must submit one (1) original and four (4) identical copies. The original and each copy of Submittal #1 should be bound together using a binder clip or other similar fashion which allows the individual copies to be separated and distributed easily to Selection Committee Members.

To secure information in a form which will ensure that proposals can be properly evaluated, you are asked to submit your proposal in the format listed below. Every effort should be made to make proposals as concise as possible using a minimum font size of 11 point with no smaller than .5 inch margins. The pages should be numbered. Responses are limited to twenty (20) pages and printed single sided on standard (8 1/2” x 11”) paper. Each Statement of Qualifications shall be prepared simply and economically as indicated above. Fancy bindings, colored displays, and promotional materials are not desired. Emphasis must be on completeness, relevance, and clarity of content.

NOTE: Additional pages other than what has been specified above in each section should not be included and will be grounds for disqualification.

6.2. Instructions for Submittal for Phase 2 – Technical Approach and Past Performance Response

THESE INSTRUCTIONS ARE INTENDED SOLELY FOR THOSE FIRMS IDENTIFIED AND NOTIFIED AS FINALISTS. Final Instructions will be provided to the Finalists per paragraphs 2 and 4. Further discussion and evaluation with finalists will occur during the interview process.

7. GENERAL ADMINISTRATION

7.1. Statement of Agreement

With the submission of qualifications, the Proposer agrees that the RFQ has been carefully examined and agrees that it is the Proposer’s responsibility to request clarification on any issues in any section of the RFQ with which the Proposer disagrees or needs clarified. The Proposer also understands that failure to mention these items during the question period or in the RFQ will be interpreted to mean that the respondent is in full agreement with the terms, conditions, specifications, and requirements therein. With submission of an RFQ, the Proposer hereby certifies: (a) that the RFQ is genuine and is not made in the interest or on behalf of any undisclosed person, firm, or corporation; (b) that Proposer has not directly or indirectly included or solicited any other Proposer to put in a false RFQ; (c) that Proposer has not solicited or induced any person, firm, or corporation to refrain from submitting an RFQ.

7.2. Joint Venture Proposals

The City does not generally desire to enter into “joint-venture” agreements with multiple firms. In the event two or more firms desire to “joint-venture,” it is strongly recommended that one firm propose and maintain status as the prime Proposer with the remaining companies participating as sub-providers.

7.3. Title VI and DBE

The City, in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d--42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement will afford full opportunity to disadvantaged business enterprises as defined in 49 CFR Part 23 to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.

7.4. Communication and Clarification Questions

To ensure the proper and fair evaluation of proposals, the City prohibits any communication initiated by a Proposer or its agent to an employee of the City or GDOT while evaluating or considering the proposal during the period of time following the issuance of the RFQ, the opening of proposals, and prior to the time a decision has been made with respect to the contract award. An appropriate purchasing employee or contract specialist of the City may initiate communication with a Proposer in order to obtain information or clarification needed to develop a proper and accurate evaluation of the proposal. Unauthorized communication by the Proposer may disqualify the Proposer from consideration.

7.5. Acknowledgment of Addenda

Addenda may be issued in response to changes in the RFQ. Addenda must be acknowledged by signing and returning the Addendum Form (Form 4). Failure to properly acknowledge any Addendum may result in a declaration of non-responsiveness by the City. All Addenda issued for this project may be found on the City’s website, Thomasville.org.

7.6. Proposal Duration

No proposal may be withdrawn for a period of sixty (60) days after the time and date scheduled (or subsequently rescheduled) for proposal opening. Proposals submitted in response to this RFQ must be valid for a period of 120 days from the proposal submission deadline and must be so marked.

7.7. Expenses of Preparing Responses to this RFQ

The City accepts no responsibility for any expenses incurred by the Proposers to this RFQ. Such expenses are to be incurred exclusively by the responders.

7.8. Georgia Open Records Act

Without regard to any designation made by the person or entity making a submission, the City considers all information submitted in response to this invitation to be a public record that will be disclosed upon request pursuant to the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., without consulting or contacting the person or entity making the submission, unless a court order is presented with the submission. You may wish to consult an attorney or obtain legal advice prior to making a submission. Labeling information provided in submittals “proprietary” or “confidential,” or any other designation of restricted use will not protect the information from public view. 7.9. Award Conditions

This request is not an offer to contract or a solicitation of bids. This request and any proposal submitted in response, regardless of whether the proposal is determined to be the best proposal, is not binding upon the City and does not obligate the City to procure or contract for any services. Neither the City nor any respondent submitting a response will be bound unless and until a written contract mutually accepted by both parties is negotiated as to its terms and conditions and is signed by the City and a respondent containing such terms and conditions as are negotiated between those parties. The City reserves the right to waive non-compliance with any requirements of this Request for Qualifications and to reject any or all proposals submitted in responses. Upon review of responses, the City will determine the respondent(s) proposal that in the sole judgment of the City is in the best interest of the City (if any is so determined), with respect to the evaluation criteria stated herein. TITLE VI INTRODUCTION

As a sub-recipient of federal funds from Georgia Department of Transportation, all municipalities are required to comply with Title VI of the Civil Rights Act of 1964 which provides that:

“No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, or be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal assistance under this title or carried out under this title.”

Additionally, the Civil Rights Restoration Act of 1987, expanded the definition of the terms “programs and activities” to include all programs or activities of federal recipients, sub recipients, and contractors, whether or not such programs and activities are federally assisted.

EXHIBIT A: DESCRIPTION OF OPPORTUNITY

A.1. Background

Recently, there has been an increase of non-vehicular transportation use (biking and walking) in Thomasville. Particularly on Old Albany Road (US 38 BUS), there is a fairly high percentage of low-to-moderate income families that cannot always afford a vehicle. Pedestrians are forced to walk in the road because of either the deep ditches or sloping terrain. Therefore, many citizens have come to City Council meetings this past year requesting that a sidewalk be added on this road. City Council is supportive of meeting the pedestrian needs on this road and their safety.

This project will comply with Georgia Department of Transportation’s (GDOT) Plan Development Process (PDP), schedule, and associated GDOT policies as discussed in, but not limited to, Paragraph 1.

A.2. Old Albany Road (US 38 BUS) Sidewalk Project

The project is located on US 38 BUS (Old Albany Road) between CS 817/North Boulevard (the southern terminus) and CS 790/Plantation Oaks Drive (the northern terminus) that helps connect Thomasville, GA to Cairo, GA which then continues east towards Alabama and north to Albany, GA. US 38 BUS is a rural state route. Near CS817/North Boulevard, the land is relatively flat but soon transitions to ditches with the road lower than the property travelling north. Then the road transitions again and is higher than the property as it crosses a stream and a highly wooded parcel. Finally, the road levels off again with the property. There are a few homes that face directly onto the street; a large apartment complex is on the east side and one on the west side for low-to-medium incomes; and a mix of small and large commercial and industrial businesses. 380 households would benefit from a sidewalk with most being low-to-medium income. An estimated 10-15 feet of right-of-way acquisition would be needed along the route.

Utilities coordination will occur with City Staff, Mediacom, and AT&T. The City of Thomasville owns all its utilities to include electric, water, natural gas, sewer, telephony, fiber, and cable. The City anticipates evaluating pedestrian lighting to determine if additional lighting is necessary to ensure pedestrian safety.

A.3. Scope of Work

The selected firm shall provide services for the engineering and design of a sidewalk and appropriate pedestrian crossing(s) on Old Albany Road (US 38 BUS) between CS 817/North Boulevard and CS 790/Old Plantation Oaks Drive. It is anticipated that receiving GDOT approvals through the PDP should take nine to twelve months but could be up to two years. All concept reports, preliminary and final right-of-way plans, preliminary and final construction plans, and construction documents prepared for GDOT and the City will be in “English” Units.

Task 1: Design Development

a. Prepare a Concept Report consistent with GDOT’s PDP and schedule and help facilitate and/or support associated meetings and activities with the community, staff, etc. Coordinate with the project stakeholders for Concept Report approval by GDOT.

b. Prepare design development documents including of all design work, demolition, grading plans, storm drainage, utilities, and other necessary civil engineering work to ensure safe and

accessible sidewalks and pedestrian ways. Special features may include additional pedestrian lighting.

c. Prepare revised views as necessary to describe the project.

d. Prepare a preliminary cost estimate of all elements of the work.

e. Provide evidence of project's compliance with all relevant local, state, and federal codes and regulations including, but not limited to, compliance with GDOT's plan development process, environmental process, and historic preservation requirements.

f. Respond to review by City staff, GDOT, and other parties.

g. Prepare the Environmental Document.

Task 2: Construction Documents

a. Prepare construction documents, including plans, specifications, general and supplemental conditions, and bid documents, adequate to let a guaranteed maximum price contract including detailed description of all design work, details of all required demolition of existing structures and other appurtenances, soil erosion and sedimentation control, physical improvements, equipment, demolition, grading and paving plans, storm drainage, safe and accessible sidewalks and pedestrian ways, any special features, and other necessary civil engineering work.

b. At the point of 30% completion of construction documents, submit plans and specifications to the City for review.

c. At the 60% completion of construction documents, submit plans and specifications to the City for review with a preliminary cost estimate of all elements of the work.

d. At the 90% completion of construction documents, submit plans and specifications to the City for review with a detailed cost estimate of all elements of the work.

e. Provide evidence of project's compliance with all relevant local, state and federal codes and regulations including compliance with GDOT's plan development process, environmental process, historic preservation requirements, and NPDES, soil erosion and sedimentation control. Consultant shall be responsible for obtaining all required approvals and permits, including but not limited to soil erosion permits, NPDES approval, and filing NOI – and then NOT at project completion.

f. Prepare pedestrian and traffic control plan to ensure that construction impacts on pedestrian, vehicular and existing and nearby residential, institutional and businesses properties are minimized.

g. Respond to review by City staff, GDOT, and other parties as necessary.

h. Prepare and submit any and all required permits

Task 3: Bid Assistance

a. Cost of plans and specifications will be borne by bidders.

b. Make available a complete set of contract documents marked “Approved for Construction” in standard 11x17 format or specified otherwise by GDOT requirements to the City. The drawing scale shall be created to accommodate the 22x34 size sheets.

c. Provide up to two (2) sets of final plans and specifications marked “Approved for Construction” to the City.

d. Provide electronic copy of contract documents to the City.

e. Provide contract documents to GDOT as required.

f. Advertise bid per GDOT procedures in the local newspaper (Thomasville Times Enterprise) and the GA Procurement Registry and also on the thomasville.org website.

g. Track bid holders and hold bid opening in accordance with GDOT procedures.

h. Review bidders and make recommendation to the City per GDOT procedures.

A.4. Contract Term and Type

The City anticipates one (1) contract to be awarded to one (1) firm for the project/contract identified. The City anticipates that the contract type will be paid via Firm Fixed Price and/or Cost Plus Fixed Fee methodology. This agreement will be for the Preliminary Engineering (PE) Phase only. If the project is funded by GDOT for construction, a separate solicitation may be issued for Construction Engineering.

A.5. Deliverables

Project deliverables include final design plans and supporting documentation that meet GDOT PDP requirements, including but not limited to: concept report, NEPA documentation, database, wetland delineation/flood studies, public information meeting materials, permits, rights-of-way plans, preliminary plans, final plans, and 100% construction documents and specifications (as described above).

All documents shall be compatible with MS Office products. Project design should be done in MicroStation per GDOT design standards. If using GIS, files shall be in ESRI format (Version 10.3.1 or below, file geodatabase) and projected to NAD83 Georgia State Plan Coordinate System West Zone (feet). GDOT design standards include, but are not limited, to GDOT Electronic Data Guidelines (v8, dated January 2019) and the GDOT Design Manual and Guides located at http://www.dot.ga.gov/PS/DesignManuals. It is the consultant’s responsibility to ensure that all GDOT submission standards are met.
