Narrative Accomplishment Report for November 2014

Field Accomplishments for October 20 – November 28, 2014

Based on the monthly work plan for field activities, the team has come up with the following accomplishments covering the period from October 20 – November 28, 2014: 1. The Project Development Workshop (PDW) [November 4-5, 2014]

The team conducted the Project Development Workshop (PDW) on November 4-5,

2014 held at Barangay Union Convention Center, Dapa, Surigao del Norte. It was participated by some 226 participants composed of Project Preparation Team (PPT), Barangay Representation Team (BRT), Municipal Coordinating Team, Area Coordinating Team, DepEd and other MLGU MIAC Tech members. The main output of the PDW is the prepared sub-project proposal of the 29 barangays.

2. Project Site Validation [November 6-8, 2014] After the series of PDW activity, the team composed of CEFs, MCEFs, DAC, Municipal

Engineering staff and community volunteers from 29 barangays conducted site validation on November 6-8, 2014 with the following schedule:

3. Second /Special Barangay Assemblies [November 19-24 & 30, 2014] The ACT facilitated the second and special community consultations on November 19-

24, 2014 to 29 barangays. The community consultation considered to be the 2nd BA since the sub-project proposals (SPP) were presented to the community with the program of works (POW) for the non-Technical Assistance Fund (TAF) SPP while it is considered special 2nd BA for TAF SPP. 4. ACT Regular Meetings [October 20, November 3 & 10]

The team conducted the regular meetings on October 20, November 3 and 10, 2014.

The 12th ACT meeting on October 20 with the agenda on Municipal Resolutions & Activity Reports, Special BA, TAF Requirements, Team-building, MFA Updates, Announcement, and Other Matters

The 13th ACT meeting on November 3, 2014 discussed the main agenda on the Project

Development Workshop Preparation and RPMO Updates. On November 10, 2014, the team conducted the 14th ACT meeting mainly focused on

the following agenda:

• ORID on Project Development Workshop (Reflection Session) • Updates on Site Validation • Revisit Plans for the week • RPMO Updates • Other matters

The team have not documented some colloquial conversation/meetings in preparation

for the Project Development Workshop (PDW) and 2nd /Special Barangay Assemblies for the month of November since majority of the team went to their assigned communities in preparation for the PDW and community consultations.

5. Municipal Action Team (MAT) Meeting [October 21 ]

The Municipal Action Team (MAT) conducted the regular meetings on October 21,

2014. The team discussed the updates of the Municipal Transition Plan (MTP), preparation for the upcoming visits of convergence Director Tina and RD Brigole, and facilitating some convergence issues and concerns. There was no MAT meeting on November 2014 due to conflict of schedules of the convergence. 6. Municipal Convergence Action Committee (MCAC) Meetings [October 23 & November

27, 2014]

The team conducted the regular meetings on October 7, 2014 and November 27, 2014. During the September 29 meeting, the committee members were provided updates of the convergence in Dapa (4Ps, SLP and KC), the partners’ updates of the CSO (NACPhil), DepEd, MGLOO, Municipal Agricultures Office, BFAR, and updates of the Municipal Transition Plan (MTP). SB Member Francisco Tesiorna presided over the meeting.

On November 27, 2014, the Committee meeting presided by SB Member Francisco

Tesiorna. The convergence provided updates to the committee. However, only few members attended on the meeting composed only of DepEd, MHO, SB, 4Ps and KC. 7. Report Preparation and Submission

Every members of the team prepared and submitted the weekly accomplishment report

(WAR) or the initial DTR/Accomplishment report form every Friday of the month. This WAR will be presented on every Monday ACT meetings.

• Monthly accomplishment report (narrative /feedback report)

The CEFs submitted their November Monthly Narrative Accomplishment Report (MNAR) covering the period of October 20-November 18, 2014 as attached to this report. The e-copy of MNAR for the month of October 2014 covering the period of September 25-October 18 was submitted to RPMO via e-mail on October 21, 2014 and to MLGU through MSWDO.

• DTR/Accomplishment Report

Through e-mail, the team’s DTR/Accomplishment Report for November 1-15 was submitted to RPMO via e-mail on November 15. All electronic copies of reports were saved at the computer for future references. Hard copies of the DTRs were submitted by the Area Coordinator on November 17, 2014 covering Nov-1-15, 2014 while the DTRs for Nov. 16-30 were submitted on December 1, 2014.

• Minutes of the meetings

The minutes of meeting on were submitted to RPMO via e-mail as attachment to this report. For this reporting period, the following were the very important person (minutes of the meeting documenter and prayer leader) of some significant activities, to wit:

8. Update/Follow up Local Counterpart Contribution (LCC) of the MLGU • Downloading of cash counterpart to trust fund

The MLGU has already opened separate trust fund account for KC-NCDDP on

November 4, 2014 with initial deposit of ten thousand pesos (Php10,000.00). An amount of one hundred twenty thousand pesos (Php120,000.00) cash was downloaded to the same account on November 24, 2014. 9. Other Area meetings/ activities (Unplanned Activities)

• ABC Meeting [November 7]

The Area Coordinator met with the Association of Barangay Council (ABC) of the Liga ng mga Barangay of Dapa, Surigao del Norte during its meeting on November 7, 2014 held at Mayor’s Conference Room to present the remaining unmet needs and priority sub-project of

the 29 barangays for integration in the barangay development plan (BDP) and in the municipal development plan (MDP). The Liga ng mga Barangay then approved Liga ng mga Barangay Resolution No. 08, series of 2014 “A Resolution endorsing the remaining unmet need and priority sub-project of each barangay for integration in the respective Barangay Development Plan and in the Municipal Development Plan of the Municipality of Dapa”.

• Second Finance Coordination Meeting [November 10]

On November 10, the MLGU Finance Team composed of the Municipal Budget Officer Zosima M. Cuizon, Municipal Treasurer OIC Ilsara B. Andales, Municipal Accountant Mary Anne Uy Coro, RCC/Acting AMT Arnil C. Forcadilla, and MSWDO Nancybelle Trazares with the ACT Finance Team comprised of MFA Keevin Vercide, MFA Janice Maghanoy and AC Johny Natad met at Municipal Treasurer’s Office to discuss the following:

1. Local Counterpart Contribution updates by ACT Municipal Finance Analyst; 2. Discussion on MLGU Annual Investment Plan (AIP) for 2015 by MPDC or MBO; 3. Revisiting the approved Work and Financial Plan; and 4. Facilitating finance related issues and concerns

The team discussed and agreed again that the MLGU will provide the needed cash counterpart amounting to Php300,000.00 plus which is committed local counterpart during the July 2014 meeting to be deposited on the trust account.

• Special Site Visits and Meetings to Barangay 1 [November 11 and 24]

On November 11, 2014 the team composed of the AC, DAC Engr. Angelie Morgado, CEFs Neriza Alalan and MCEF Irish Tesado met with some Barangay 1 officials and community volunteers and discussed with them the need to undergo again the community assembly on the re-prioritization of the community needs. The team also conducted site visit to the proposed road/ pathway concreting.

Another meeting conducted on November 24, 2014 with the barangay officials and

BHWs. The team composed of the AC, CEFs Nelmar Gomez and Neriza Alalan, MFA Keevin Jann Vercide, MCEFs Sharon Diadula and Irish Tesado to discuss present the KC CDD processes, strategies in the conduct of the special community consultation for the re-prioritization of the community needs, election of the BSPMC and other community volunteers. The barangay officials agreed that the special BA will be done on November 30, 2014 (Sunday).

Lack of cooperation of ACT specially in tasking. Some members are dependent to MCEFs.

MCEFs are very cooperative in the municipal activity. There is willingness in both ACT members and MCEFs in preparation for the activities.

Listing and posting of task for reminders based on the agreement during the meetings.

Encourage one another to take part as part of self-empowerment. Roll-out the specific assignments/committee in every activity with different task on the next activity.

Defected Sound system during PDW.

Willingness of Barangay Don Paulino to lend the microphone with the help of the Community Volunteers (CVs)

Borrowed another microphone from other barangay.

The assigned committee shall always ensure that sound system and microphones are well-functioned and in good condition before the activity.

Community Volunteers (CVs) complaint for transportation because some barangay are not supported by their barangay officials

Some barangays officials provided support for the traveling of the CVs to the venue using the barangay owned multicab. Other barangay captains in outlying barangays used their pumpboats for the CVs transportation.

Some CEFs gave cash for gasoline especially in the island barangays

Explain to the barangay officials that expenses should be provided as part of their in-kind counterpart

No budget for venue decoration preparation. Some members are murmuring in terms of monetary contribution.

Creative/innovative team in decorating the venue utilizing available resources. Readiness of the team to provide money contribution to purchase needed supplies. Willingness of the food catering service to donate for the printing of tarpaulin.

ACT members contribute cash for the event preparation. The team utilized the other alternative resources.

Monetary support must be provided for the venue preparation to make the activity meaningful and appreciative by the participants. Ask MLGU needed support for the venue preparation.

Lack of cooperation and unity among the ACT/MCT in conducting PDW

Eagerness of some team to support the activity at any time.

ACT/MCT initiative in doing different task which took place during the actual activity.

Enhance the coordination strategies like meeting or other mechanisms before the conduct of activity providing specific task to perform on the particular activity. There should be a close monitoring updates among the committee. No ACT members are allowed to travel outside the ACT area even weekend in order to help ensure facilitation and preparation of the activity.

Project Development Workshop (PDW)

Lack of chairs, tables and other materials in the venue during the conduct of PDW

Readiness of the MCEFs to look for the needed resources Willingness of other barangay in the provision/ borrowing and delivery of the needed logistics to and from the venue.

Borrowed chairs and tables at Barangay Don Paulino and Barangay 13.

The assigned committee shall identify the needed logistics/ resources to be readily available and ensure its availability few days before the activity. Link to MLGU and to other barangays the needed supports.

Poor participation of some Community Volunteers (CVs) due to some unfavorable reasons.

Most CVs are participating the activity despite the venue is far from the barangay poblacion.

Assigned CEFs contacted the CVs and identified reasons of their unavailability and facilitate their presence on the workshop.

The CEF/MCF should conduct massive follow-up to the community volunteers a day before the actual activity. They must be explained on the significance of the activity.

Scarcity of supplies during the workshop. Some needed supplies from RPMO are delivered only during the workshop.

Availability of some supplies from RPMO

Produced needed forms for the workshop using personal money and monetary contribution from the team

Secure supplies ahead of time or before the activity. If no supplies from the region then use your initiative or be resourceful. Closely coordinate with the MCT/MSWDO/MLGU for the needed support.

Venue was too far and there’s no available free transportation or vehicle for the participants

Venue is available and conducive for the workshop. Willingness of the participants to attend the workshop despite it’s far from the poblacion.

Hired motorcycle. Requested the MLGU and BLGU for the transportation.

Request ahead of time for support vehicle from the MLGU or the PLGU for the participants. Activity will be scheduled earlier for the venue early booking.

Project Development Workshop (PDW)

During the 2nd day of Project Development Workshop some participants were late so we started late

Majority of the participants came on the agreed time of the workshop start

CEFs/MCEFs contacted and monitored the presence of the CVs and the Punong Barangay.

Venue shall be in the proper poblacion to avoid late. There shall be a free vehicle to usher the participants from the poblacion to the venue at the agreed time.

Sit Visit The schedule of DACs is hectic to cater the 29 barangays due to short time frame given in the site validation

Good weather condition during the actual site visits. Unity and willingness of the team and concerned CVs for the agreed site visit schedules and to do it on time.

The two engineers calculated the time set for the site visits and agreed with the team the schedule before the presentation of the date of the site visit on the PWD. All needed forms for the visit are produced before the visit.

Improved strategic planning for the site visits before the actual activities. Enhance the close coordination approach of the team to the CVs of the 29 barangays.

Others The Community Volunteers (CV) on Barangay Poblacion 1 got tired of changing of priority project for the third time.

Some CVs are still attending the meetings despite of priority changing of community needs.

Met the CVs at the ACT office and encourage them to continue participate for the community development. Additional CEF was augmented in the name of CEF Nelmar Gomez to help CEF Neriza in facilitation.

Assigned CEF must have close communication with the CVs. Regular visit and talk. Enhance emersion approach to encourage the CVs participation.

Others The first priority problem of Barangay 1 which is the Reading Center was changed due to the Mayor’s verbal appeal to change it to road concreting as the identified necessity of the barangay per barangay resolution submitted to Mayor’s Office.

Willingness of the Barangay Officials to support the road concreting and call the assembly meeting on November 30, 2014. Readiness of the staff for whatever changes on the priority. Willingness of municipal engineering office for the POW preparation.

Immediately consulted to the RPMO on the urgent changes. Met with the Barangay Officials and CVs and conducted site visit to proposed road concreting with the MSWDO Nancybelle and Municipal Engineer Nancy Ann Apolo. Barangay officials are ongoing negotiation for the deed of donation for the private land affected on the road concerting. Municipal Engineer Apolo met and agreed with ACT Engineer Angelie Morgado for the POW preparation.

Conducted special barangay assembly on November 30, 2014.

Municipal Action Team (MAT) Meeting

During the Internal MAT meeting, SLP PDO Ken Alfred Callet and 4Ps ML Geneline Plaza had misunderstanding and misinterpretation for the MTP updating due to some lapses assigned functions.

Both parties accepted some lapses and are amenable to any suggestions and shown willingness to perform their assigned tasks.

The KC-NCDDP AC Johny Natad mediated the two parties and agreed some common solutions to address the gaps on MTP updating.

Before the MAT meeting, both parties should prepare their updates based on the MTP. There shall be regular monthly meeting to update the MTP and to assess strategies that affects MTP.

Report Generation

Lack of additional printer and computer for report making and production needed by ACT staff (10 CEFs, 2 DACs, and 2 MFAs)

Availability of 1 unit desktop computer and 1 unit printer with scanner. Other ACT staff have laptop useful in preparing their individual reports

Utilize the 1 existing unit of desktop computer and 1 unit 3-in-1 printer with scanner. Print needed forms to MSWDO if the office printer is available. Presented the urgent concern during the 2nd finance coordination meeting last November 10, 2014

Request the MLGU additional computer units as local counterpart contribution based on the work and financial plan to cater other ACT staff who have no computer in the report generation.

Lack of needed supplies such as printer ink and bond papers

Resourcefulness of the staff to generate needed resources from barangay and even using their own money just to produce the report.

Xerox other needed forms to the Xerox center and purchase bond papers using personal money. Bought printer ink using personal money.

Request again the MLGU to provide their committed counterpart contribution for the needed supplies in report generation.
